    Four years into the most costly projectundertaken by the New JerseyDepartment of Transportation, work is ontrack as planned to finish rehabilitation ofthe Pulaski Skyway by 2020. The DOT isnow preparing to reroute traffic on theiconic 84-year-old bridge so that re-deck-ing can continue. The work on the bridge,which spans the Hackensack and PassaicRivers and runs between Newark andJersey City, is budgeted at $1 billion. Its definitely an expensive project,

    said DOT spokesman Stephen Schapiro.And its definitely challenging.One of the biggest challenges is that the

    deck panels are not uniform. Its kind of like a jigsaw puzzle in

    sizes and shapes, he said. Thats just theway the bridge is built. When this bridge

    debate between Democrats,who contend the change isneeded to increase transparen-cy in the states transportationfunding process, andRepublicans who argued itwould erode local input.While the measure wouldnt

    prevent the governor fromfinancing projects that dontscore highly, it would requirean explanation for not follow-ing the scoring system in allo-cating funds for projects.

    This is about lining up our largest projectswith our shared priorities, said Del. AnneKaiser, D-Montgomery. This bill allows thepeople of this state to see why one project wasprioritized over another.

    SEPTA Substation Replacement ProjectNears Completion in Jenkintown, Pa.

    An 80-year-old traction power substation in the AbingtonTownship area of Glenside, Pa., is currently being replacedby a new indoor modular style substation. The Jenkintown Substation will be the first Southeastern

    Pennsylvania Transportation Authority (SEPTA) tractionpower substation to utilize Gas Insulated Switchgear tech-nology. The project will provide all new main traction powerequipment and miscellaneous acces-sory components, and is currently onschedule. Construction notice to pro-ceed was given on Aug. 29, 2014,and the scheduled completion date isAug. 29, 2016. The total contractvalue is $21.2M, with funding com-ing from Pennsylvania ACT 89. The project is part of SEPTAs

    overall plan to replace all of thepower substations on the formerReading Railroad System as a resultof its 1993 Regional RailroadDivision Traction Power SystemStudy. The existing Jenkintown elec-tric power building was constructedin the early 1930s, and plays a keyrole in providing electricity to powerthe SEPTA trains that run on theDoylestown, West Trenton andWarminster lines.

    The Jenkintown electrical contract, for $17 million, isbeing handled by Vanalt Electrical Construction Inc., underthe direction of Richard Heller. The general contract wasawarded to Anthony Biddle Contractors Inc., with RobertKing in charge.The electrical construction work includes, but is not limit-

    ed to, providing new power and communication duct banksand manholes, traction power transformers, substation relaycontrol panels and relaying, traction power circuit breakers,

    New Jersey Department of Transportation (NJDOT) offi-cials reopened Route 206 in Princeton after the completionof emergency repairs to the bridge over Stony Brook. A truckdetour will remain in place until permanent repairs can becompleted.On Monday, February 22, a parapet collapsed on the

    southbound side of the historic stone bridge over StonyBrook, just past Quaker Road, near the Hun School andJasna Plana Country Club. A precast construction barrier waserected on both sides of the bridge to protect the compro-mised parapet.While inspecting the parapet and bridge, NJDOT engi-

    neers discovered cracks and voids that had developed withinthe stone arches that support the structure and immediatelyclosed the bridge for emergency repairs.Crews also discovered significant scour at the footing of

    the bridge. Scour is the removal of sediment such as sand androcks from around bridge abutments or piers potentiallycompromising the integrity of a structure.A portable dam was installed around the footing of the

    bridge to address the scour. In addition, drainage improve-ments were made to reduce the impact of potential floodingor water damage due to heavy rains. Finally, the bridge wasrepaved to ensure a safe driving surface for traffic.Temporary overnight lane closures during off-peak hoursmay be necessary over the next few weeks and NJDOT willprovide advisories before any traffic pattern changes.The bridge now has a posted weight limit of 20 tons with

    a truck detour in place. NJDOT expects to begin permanentrepairs this summer.NJDOT will be using variable message signs to provide

    The 2016 World of AsphaltShow & Conference andAGG1 Academy & Expo con-cluded as the most successful ever,with record attendance, exhibit andeducation numbers. The co-locatedshows, held March 22 to 24, were atthe Music City Center in Nashville,Tenn.Record registered attendance of

    more than 9,000 was 18 percent overthe record-setting 2015 shows and 38percent growth compared with 2013.Attendees came from all 50 states,

    nine of the 10 Canadian provincesand more than 60 other countriesworldwide; 30 percent were compa-ny presidents/owners, vice presi-dents, general managers or chieffinancial officers, and all together 87percent were in managerial roles.This truly is the global gathering

    Caterpillar welcomedmembers of the pressto a three-day event atits Peoria, Ill., facilitiesMarch 16 to 18. Thursdaymorning, Caterpillar openedits doors for the first time toits Peoria Proving Groundsfacility. Guests were led totemperature-controlleddemonstration area.Cameras were not allowedin the facility, but guestswere allowed to view andtest two machines the CatMH3295 material handlerand the Cat 637K tractorscraper. These models havebeen tested in this facility,tested in the field with con-tractors and are now set to go into production.

    Later, attendees were welcomed to the EdwardsDemonstration and Learning Center. Operators demon-strated several machines, including the Cat 918M, Cat308E2, Cat 730C2 and in particular, the new Cat 304.5E2XTC.

    Cat representatives emphasized the release of this newinnovative machine as the first model in the Xtra ToolCarrier (XTC) lineup. The machine has an innovativeskid steer coupler interface for added versatility and worktool integration. This manual coupler allows for use ofcompact loader tools including: general-purpose bucket,multi-purpose bucket, forks, dozer blade, brooms, powerbox rakes and trenchers. Coupler operation is controlledthrough a flick of the XTC switch on the right hand con-sole in the operator station, and then the standard righthand joystick then becomes your loader. Cat representa-tives are very excited about the release of this newmachine.

    Brendan Boyle (D, PA-13) March 24 at itsfacility in Conshohocken, Pa.The first-term congressman, who repre-

    sents part of Philadelphia andMontgomery County, arrived at 10 a.m.and spent an hour touring Norris Salessspacious new 55,000 sq.-ft. facility, meet-ing with employees and getting behindthe controls of an excavator in the compa-nys equipment yard.Boyle was immediately impressed by

    the scope and size of Norris Sales newfacility, located at 1010 ConshohockenRoad, which opened in June 2015. Herecalled the previous, much smaller oneup the street on the corner ofConshohocken Road and Ridge Pike.This is significantly bigger than their

    old facility, he said. What theyve donehere at Norris Sales Company is prettyphenomenal and to see a company that hasgrown to this extent is really the fulfill-ment of the American Dream.During the facility tour, Boyle climbed

    into the cab of a Link-Belt 210excavator and gave operating it hisbest shot, even attempting to pickup a wooden beam. The attemptleft Karen Zajick, president ofNorris Sales, impressed.It was great to see him get in a

    new Link-belt excavator, operate itand have a big smile. He saw howit worked and it was a uniqueexperience. I was really happy thathe was able to pick up the 4 by 4.Toward the end of the tour,

    Boyle sat down and spoke issues,including infrastructure spendingand investing, healthcare costs,training and education and work-ing together in the Congress, thataffect Norris Sales as well as theindustry with Karen Zajick; DonZajick, CFO; Bill Cummings,sales manager; Frank Basile, gen-eral manager; and Ben Yates,regional manager and manager ofmembership services of theAssociated EquipmentDistributors (AED).At the conclusion of his visit

    with Norris Sales, Boyle waspleased with how it had gone,I thought it was great, he said. And I just want to make

    sure that as a policy maker, Im able to be as supportive as Ican with smart policies that help our small businesses andalso help reinvest and rebuild America. Its so important thatwe recognize that every dollar that we spend on infrastruc-ture has a tremendous multiplier effect and that it benefitstons of companies and workers, in my district and every dis-trict around the country.Karen Zajick was grateful for the chance to meet with

    This was a really great opportunity for us to meet some-one in our district who heard firsthand about the challengeswe face as a company and industry. He [Boyle] gets the bigpicture; he knows about infrastructure and how importantthat is. He understands energy prices and how that affects ourmarket. Hes somebody who wants to do things he saidhe was pragmatic and thats how we are at Norris Sales.
