Programme PrioritiesPriority Description
1 - Innovation Strengthening research, technological development and innovation. • Investing in innovation capacity of NWE • Reduce innovation gaps between regions.• Contribute to the implementation of the smart specialisation
strategies of participating regions.2 – Low Carbon
Supporting the shift towards a low-carbon economy in all sectors. • Invest in the area’s climate change mitigation potential;• Reduction of GHG emissions, energy efficiency; and • Increase the share of renewable energy sources in the
consumption and production mix.3 – Resource Efficiency
Protecting the environment and promoting energy efficiency. • Invest in eco-innovation and resource efficiency. • to reduce the environmental footprint of human activity on the
environment; and • decouple the growth curve from the material consumption curve.
Priority 1 - InnovationTo enhance innovation performance in NWE through
international cooperation

Priority 2 - Low Carbon/11. Reduce GHG Emissions by the implementation of
low carbon, energy or climate protection strategies;
• Promoting Carbon Reduction in cities and regions
• Implementing combined mitigation and adaptation solutions
Priority 2 - Low Carbon/22. Reduce GHG Emissions by the uptake of low
carbon technologies, products, processes and services;
• Demonstration and uptake of existing low carbon technologies, products and services
• Implementing and adapting low carbon technologies in enterprises
• Living labs to demonstrate us of zero/low carbon solutions in real life situations.
Priority 2 - Low Carbon/33. Reduce GHG Emissions by implementing
transnational low carbon solutions in transport systems
• Pilots/demonstrations to bring emerging low carbon transport systems closer to the public
• Testing alternative fuels, low carbon rolling stock, e-mobility
• Effecting behavioural change with regard to use of low carbon solutions
Priority 3 - Resource EfficiencyImplementing new technologies, services, products and processes to improve resource efficiency.
- Actions that lead to a reduction in resource consumption:- Implement solutions to mitigate the impact of resource intensive industrial
sectors;- Design and implement New production measures to deliver the concept of ‘circular
economy’;- New products / processes / technologies that minimise resource use;- Develop ‘industrial ecology’ practices
