LEADERSHIP MESSAGE

Fall has finally arrived, bringing with it changing temperatures, changing leaves, and a change in clothes (hello, light jacket!). Fall has also brought with it a few changes to WEAT-NTS, and I am excited to

introduce them to you.

As President, I bring with me a commitment and desire to recognize the individuals on the front lines and in the trenches, doing the heavy lifting required to keep our waters safe: plant operations and maintenance professionals. These are the men and women who keep things running smoothly at our treatment plants and are the first responders to any problems that may occur. In an effort to acknowledge their dedication to this profession and provide the deserved recognition to the individuals and the organizations they support, I am proud to announce the addition of a new section in our newsletter: Operations Corner. In this special section, we highlight the achievements of distinguished plant operators and maintenance professionals in North Texas. It is befitting to inaugurate this new segment dedicated to Water Environment Association of Texas’s Operator of the Year, Mr. Mark Evers. Mark is the Operations Manager at Dallas Water Utilities’ Southside Wastewater Treatment Plant. Please be sure to check out the article, and the next time you see Mark, give him a firm handshake for helping make this industry one of the best professions!

As leaders in our industry like Mark Evers pave the road ahead of us, we realize the distance we have come only when we look over our shoulder at the extraordinary individuals who laid the first stones. To capture this journey and provide metrics for our continued growth and development, we are excited to introduce a new position here at WEAT-NTS: Historian. And who else could take us for a stroll down memory lane with the excitement

and energy befitting such an endeavor but Ms. Betty Jordan? Betty has graciously accepted the nomination and is reaching out to each of you for tall tales and 35mm pictures from the past (yikes!). Please gather your memorabilia and be on the lookout for guidance on how to capture a moment in time. If you are not nostalgic, then join the fun for her trademark cleverness that will ignite the Section. Welcome, Betty!

In preparation for the upcoming year’s events, the Program Planning Committee has established the 2013 February Seminar theme: Pipes, Pumps, Valves, and Manholes: All the Things You’re Expected to Know That They Didn’t Teach You in School. This year, we are openly soliciting speakers for the selected program slots! Please refer to the information page in the Seminars/Workshops/Training for more details. Fall will turn to winter soon enough, and the seminar will be here before we know it, so be sure to review the 2013 February Seminar flyer included in this newsletter and start putting those abstracts together!

I hope to see you all at the Annual Operations Challenge Cook-Off: Oktoberfest on October 19 at Richard Simpson Park! We have activities for all ages again this year, and a portion of the proceeds will be donated to support Operations Challenge.

WEAT-NTS LEGISLATIVE UPDATE

83RD SESSION OF TEXAS LEGISLATURE COMING UP!

The 83rd Session of the Texas Legislature will convene in January 2013. WEAT and TACWA will be following several issues in this session including proposals to fund the State Water Plan, reuse, desalination, and state agency funding. Key dates for the upcoming session include:

• Monday, November 12, 2012: Prefiling of bills begins

• Tuesday, January 8, 2013: 83rd Session convenes at noon

• Friday, March 8, 2013: Deadline for filing bills

• Monday, May 27, 2013: Last day of session

• Sunday, June 16, 2013: Last day governor can sign or veto bills

In order to give our members some insight into this legislative session, WEAT and TACWA will again sponsor the Horizon Conference. The agenda for this conference is designed to let you know what to expect on the “water horizon” for Texas. We are inviting key members of the Texas Legislature to give us their perspectives. In addition, there will be a Washington update from NACWA, and industry leaders will present their ideas on funding the state water plan, water reuse and development of nutrient standards. The Horizon Conference is scheduled for November 13, 2012, in the beautiful Long Center in Austin, Texas. Helen Cantril-Dulac presented to a packed house. Her presentation discussed all of the aspects of the City of Dallas Grease Abatement program. Helen leads the program, which includes outreach to schools, a yellow-grease-to-biodiesel recycling program, and even rubbing elbows with Barbara Bush. The crowd was wowed by videos, including grease-powered remote-controlled cars.

NINTH ANNUAL DARYL HALL MEMORIAL GOLF TOURNAMENT A SUCCESS!

We are pleased to announce that the Ninth Annual Daryl Hall Memorial Golf Tournament that took place on Friday, September 14, at The Links at Waterchase was a great success! This tournament has grown into the largest annual tournament attended by North Texas utilities, engineering firms, contractors, and manufacturer’s representatives.

A portion of the proceeds from this event will again be donated by Daryl’s family to support the Daryl Hall Memorial Scholarship Fund as well as the Wounded Warrior project. This scholarship is maintained by WEAT-NTS and will soon issue its second set of scholarships. These scholarships are available to all utility employees who work in North Texas as well as their children.

We hold these seminars at several locations around the Metroplex at facilities that have been gracious enough to not charge us for utilizing their and who will provide a meal following the seminar at no cost to the attendees. OPERATIONS CORNER

Mark A. Evers is currently the Operations Manager at the Southside Wastewater Treatment Plant (Southside) in Dallas, Texas, a position he has held since

September 1995. In this capacity, Mark manages all day-to-day activities of the treatment process within the plant. Since joining the plant staff in 1983 as a plant operator, he has held various positions, performing his duties tirelessly while demonstrating outstanding professionalism. Mark obtained a Texas Class A Wastewater Operators’ License in 1991. He was one of a few such operators Statewide at that time. Mark is a graduate of Crowder College and holds a degree in Water/Wastewater Technology. In addition, he continues to improve himself professionally by attending TCEQ-approved training courses, seminars, and in-house professional and career development classes. He has also co-authored and presented numerous papers at WEAT annual conventions.

Under Mark’s careful watch, Southside has recorded no permit violations and continues to operate for the twenty-fourth consecutive year without a permit violation. During this time, the plant has been the recipient of many local, regional, and national awards, such as the EPA Award for Excellence in Operations and Maintenance, the WEAT Award for Outstanding Operations and Maintenance, and the WEAT Municipal Wastewater Treatment Plant of the Year Award. Other awards include the EPA National Biosolids Management Award and numerous certificates.

Perhaps Mark’s most significant contributions are his involvement in all aspects of plant upgrades and expansions and the innovative technologies that were implemented at the plant at his insistent prodding. These projects include the conversion of surface aeration to diffused aeration for process efficiency

and the incorporation of selector basins (anoxic and anaerobic basins) in the activated sludge process. Other projects include two-phase digestion with the ability to operate in thermophylic mode and a unique sidestream treatment for removal of large quantities of ammonia from dewatering filtrate. Projects that demonstrate environmental stewardship include the enclosure of various process facilities for odor control, subsequent treatment of the collected odorous gases within in-ground biofilters, and a cogeneration facility that uses the biogas from the digesters (which is normally flared) to simultaneously produce electricity and heat for process and space heating. Currently in design are a BNR process to reduce phosphorous and a FOG (fats, oil, and grease) system to increase biogas production in the digester. A new 12-beltpress dewatering facility is also nearing completion. In all, these upgrades and innovative technologies make the Southside plant one of the most technologically advanced plants in the nation.

Mark’s open-door policy encourages staff participation in a team setting. He continually promotes the importance of safety in the work place and is the incident commander for the in-house Hazmat Response Team. He is highly regarded by his staff for his leadership and fairness and as the “Conscience of the Plant.” Mark is a highly dedicated individual, performs his duties tirelessly, and continues to demonstrate outstanding professionalism at the plant.

Mark actively participates in the education of the public by personally conducting plant tours and presenting wastewater treatment and environmental classes at local schools and organizations, such as the Boy Scouts of America. After 29 years in pollution control in general and wastewater treatment in particular, Mark still remains a good teacher, enthusiastic, committed, and an environmental ambassador.

FREESE AND NICHOLS WELCOMES NICK LANDES

Nick Landes joins the Freese and Nichols Fort Worth office as a wastewater process engineer. Nick attended undergraduate school at Schreiner University in Kerrville, Texas, where he received a B.A. in Mathematics. His graduate work was completed at Texas Tech University, where Nick received an M.S. and Ph.D. in Civil Engineering with an emphasis on Environmental Engineering. While at Tech, his research focused on experimental and mathematical studies involving the occurrence of simultaneous nitrification and denitrification in membrane-aerated biofilm reactors for the treatment of space-based waste streams. Following graduate school, Nick worked for the Degremont North American R&D Center in Richmond, Virginia, with a workload that included modeling the mixing dynamics in IFAS systems, auditing algae-based nutrient removal technologies, and piloting an anammox sidestream treatment process. Nick joins the Water/Wastewater Treatment and Reuse group at Freese and Nichols as a process engineer where he will supplement the group’s expertise in whole-plant process modeling as well as introduce other mathematical modeling avenues such as computational fluid dynamics (CFD) and biofilm modeling.

Fred holds both Masters and Bachelors Degrees in Environmental Engineering from the University of Florida and brings more than nine years of engineering experience focused on water, wastewater, stormwater and pump station design, permitting, and construction oversight. Fred recently completed construction oversight services for $227 million worth of upgrades to the T. P. Smith Water Reclamation Facility in Tallahassee, Florida. Fred also oversaw construction of approximately 20 structures complete with associated piping, electrical, mechanical, and civil as well as all of the site electrical work. APAI WELCOMES NEW EMPLOYEE

Joseph Painter, PE, is a 25-year veteran in the Oklahoma water engineering community. Joe has joined APAI as their Oklahoma Business Development Manager. A former owner of his own engineering practice, Joe

has also served as project manager with MERCO Consultants and as City Engineer for the Cities of Piedmont and Bethany, Oklahoma. His project expertise includes water resources, roadway and bridge construction, municipal water supply and distribution, stormwater, wastewater collection and treatment, municipal planning, subdivision development, wetland mitigation and monitoring, and structural and commercial site development.

CDM SMITH NORTH TEXAS OPERATIONS ANNOUNCES NEW STAFF

Mark Gorthey, a Senior Project Manager with CDM Smith, has transferred to their Dallas office from Syracuse, New York. Mark holds a Bachelor Degree in Civil and Environmental Engineering from Clarkson University and brings over 20 years of experience in the evaluation, design, and construction of wastewater collection, pumping, and treatment facilities, including wet-weather (CSO/SSO) abatement.

THE DARYL HALL FAMILY FUND

This fund was started in the spring of 2003 to help support a great friend and co-worker, Daryl Hall. Daryl was diagnosed with a brain tumor in December of 2002 and courageously battled one of the most aggressive forms of brain cancer, gliablastoma multiforme (GBM). Unfortunately, Daryl’s cancer proved to be terminal, and he passed away in August of 2003. The family fund was established to support Daryl, his wife, Lynn, and his two young children, Jared and Stephanie, while Daryl fought his illness. One of his biggest concerns was that his children would not have the finances to attend college. This fund has been established and maintained in order to keep a promise made to him by many of his close friends. It is our goal to set aside enough financial resources that his children will not have to worry about funding for college.

Daryl was truly a one-of-a-kind individual, serving in the U.S. Navy aboard the USS Charles F. Adams from 1985 to 1989. He began his post-military career with the Trinity River Authority’s Central Regional Wastewater System (CRWS) in 1991. Daryl started as a seasonal employee and quickly worked his way up to Maintenance Supervisor. He was involved in numerous facility expansions and improvements, earning a reputation as a person who always got the job done. In 2001, Daryl left the Authority to join C. F. Engineered Equipment as a service representative responsible for establishing service contracts, performing equipment startup, and repairing rotating equipment for water and wastewater facilities throughout Texas.

Daryl was a member of the Texas Water Utility Association (TWUA) where he volunteered as a speaker for several district meetings, including the Black Lands and White Rock Districts. On several occasions, he assisted instructors of the Pump &

Motor Maintenance and Utility Safety Courses as well as representing C. F. Engineered Equipment in their booths at the North Central Texas and East Texas Regional Schools. Additionally, Daryl was a member of the Water Environment Association (WEAT), where he served as a volunteer for the Operations Challenge Program.

Daryl was the greatest of friends and the one person you could count on if you were in need. He was a loving father and husband that truly adored his family. Daryl could be found on the baseball field coaching his son or watching his daughter at her dance recitals. He was an avid outdoorsman who spent all of his spare time fishing or hunting with his family. It was said at his wake, “To know Daryl was to love him, and if you didn’t, then it was just a testament to your own low moral character.”

The Daryl Hall Memorial Golf Tournament is an opportunity to give back to a very deserving person and his family. A contributions account in the name of “The Daryl Hall Family Fund” is established at the Bank of America. All proceeds from the tournament go directly to this fund. In keeping with Daryl’s desire to give back to our industry and help others, the North Texas Section of WEAT has agreed to manage the Daryl Hall Scholarship fund. This scholarship is available to all employees of North Texas Utilities and their children for the specific purpose of providing technical training and assisting with finances associated with continued education.
