2. EI01: P&C Committee Survey Results

Report of Jenny Gleeson, Manager Corporate Planning and Governance The purpose of this report is to inform the Educations Institutions Working Group of a recent survey conducted by Council. The P&C Committee survey was conducted between 4 December 2013 and 31 January 2014. The survey was sent via email to 18 P&C committees (and equivalents) in the North Sydney local government area. 9 completed surveys were returned. The survey results were reported to Council’s Governance Committee on 10 February 2014. Council at its meeting of 17 February 2014 resolved to adopt the recommendations relating to the survey, as detailed within the report to Governance Committee, these are:

a) Distribute a copy of this is report to all P&C Committees so they area aware of the survey findings and any agreed actions (i.e. resolutions).

b) Expand the distribution of the quarterly ‘Schools Bulletin’ to include P&C Committees and the scope of content to include relevant information about Council projects and programs of interest to schools, their students and parents, including but not limited to:

Outline Council’s e-newsletter subscriptions (including the monthly Council e-news) opportunities with instructions for members to sign up.

Details the process for requesting staff to attend P&C Committee meetings. As per the service offered to Precinct Committees, requests would need to be received a minimum of two weeks ahead of the meeting date, and include the date, time, location and an outline if the topics the speaker is address; this will help determine which staff member(s) will attend.

Promote future Parents Forums and similar events. Promote the Reference Groups and Working Groups, in

particular the Education Institutions Working Group, including how to register for the ‘keep informed’ mailing list.

Promote weblinks to the online versions of the local papers. c) Staff to review and provide feedback on the feasibility of the

following: options for connecting P&C Committees with local Chambers

of Commerce as mechanism to connect with local businesses/professionals.

Report of Martin Ellis, Director Community and Library Services A copy of the Educational Institutions Working Group Bulletin - February 2014 is provided with this report. It is provided in draft to allow discussion on the content and following a Council resolution (see the body of the report) aimed at fostering more student involvement in the Working Group and, by extension, in a range of Council activities. Feedback from schools unable to

September 2013 Report of Ian Curry, Governance Coordinator This report presents the recommendations of the first meeting of the Educational Institutions Working Group held on 16 September 2013, for Council reception. The minutes are provided for information. Recommending: 1. THAT Council receives the minutes of the Educational Institutions Working Group held 16 September 2013. 2. THAT should Council adopt any of the specific projects/proposals recommended in the minutes of the Educational Institutions Working Group held 16 September 2013 that a report be prepared detailing proposed costings, timelines and implications to existing workload and the adopted Delivery Program. RESOLVED: 1. THAT Council receives the minutes of the Educational Institutions Working Group held 16 September 2013. 2. THAT Council’s Integrated Parking Strategy Review include consideration of the issue of pedestrian zones around schools and make appropriate recommendations. 3. THAT local schools be requested to provide their current management systems for dealing with the use of pedestrian zones at each school 4. 16. St Leonards Park - proposal

Michael Morgan of Nettleton Tribe gave a presentation to the Working Group on a proposal for the redevelopment of St Leonards Park. Councillor Morris arrived at the meeting. Resolved to Recommend: 1. THAT a Briefing be arranged to present this proposal to Councillors.

18. EI01: Educational Bulletin - August 2013

Report of Martin Ellis, Director Community and Library Services A copy of the August 2013 Educational Bulletin was recently distributed to members of the Working Group, as well as other North Sydney educational institutions. The Bulletin has been included on the agenda to facilitate discussion on the items covered. Recommending: 1. THAT the information be received.

Resolved to Recommend: 1. THAT the information be received. 2. THAT local schools be encouraged to forward suitable items of interest for inclusion in future issues of the Bulletin.

19. EI02: Pedestrian Zones around Schools

Report of Martin Ellis, Director Community and Library Services At the last meeting of the Education Institutions Working Group, information was requested for the next meeting regarding the management of pedestrian zones around schools, particularly during drop off and pick up times. This of course is a highly complex matter, particularly if information is sought over particular sites. Because of this, an overview has been prepared by Council’s Traffic Manager to better inform member of the Working Group. A detailed response would require significant resources not allocated in this year’s estimates. Recommending: 1. THAT should more information on this matter be required that it be raised through the Traffic Committee.

Resolved to Recommend: 1. THAT the Working Group requests that the issue of Pedestrian Zones around Schools form part of Council’s parking review, currently being undertaken.

2. THAT all local schools be advised of the importance Council places on the pedestrian and road safety zones around schools. 3. THAT Council’s Sustainable Transport team promote alternative methods for children to travel to school other than motor vehicles, offering the Transport Access Guides opportunity through the Educational Bulletin.

20. General Business

20.1 Hire of sporting fields by local schools Mr Grimmond raised the issues faced by local schools in hiring sporting fields in the North Sydney area, particularly cost. He advised that Willoughby Council did not charge local schools for use of its sporting fields and requested consideration be given to a co-ordinated approach to hire fees for PSSA schools in the area.

Resolved to Recommend: 1. THAT this matter be referred to the Sport and Recreation Working Group for consideration of a regional approach, including details of what charges other neighbouring Councils levy on schools for hire of sporting fields. 2. THAT NSROC and local Members of Parliament be lobbied for their assistance to determine a more equitable solution. 3. THAT a report regarding the proposed development of a recreation needs study including sport in the North Sydney area be prepared for the Sport and Recreation Working Group.

The relationship with the Delivery Program is as follows: Direction: 5. Our Civic Leadership Outcome: 5.3 Council is ethical, open, accountable and transparent in its decision

making BACKGROUND After receiving a report evaluating the 2013 Community Ward Forum program, Council at its meeting of 18 November 2013 (Min. No. 733) resolved, in part, that staff write to all local P&C Committees to obtain input on the best way to engage in community consultation. The survey results were reported to Council’s Governance Committee on 10 February 2014. Council at its meeting of 17 February 2014 (Min. No. 37) resolved to adopt the recommendations relating to the survey (as detailed below). CONSULTATION REQUIREMENTS Community engagement is not required. SUSTAINABILITY STATEMENT The sustainability implications are of a minor nature and did not warrant a detailed assessment. DETAIL The survey was sent via email to the 19 contacts representing 18 P&C committees (and equivalents) in the North Sydney local government area. In total 9 surveys were completed (47% return). The following schools were represented:

North Sydney Boys High School North Sydney Girls High School Redlands North Sydney Demonstration School Loreto Kirribilli Monte Sant Angelo Mercy College Cammeray Public School St Marys Primary School

In summary, the key outcomes of the survey indicated that:

77.8% indicated interest in Reference Groups and Working Groups, with second most

popular being eNewsletters (44%). 100% of respondents indicated that email was the preferred communication medium. A number of useful suggestions were given for how Council could better engage with

P&C committees, including distributing more information, providing additional logistical and professional support, assisting schools stay in touch with the local business and residential community, and having Council staff attend P&C Committee meetings.

Topical Forums Competitions, social functions, specific topic forums going across schools is very worthwhile for students - we would certainly be interested in any parent/P&C forum across schools in the area especially if it could cover issues of interest to parents such as parenting teenagers, transition to uni, transition to high school, career forums etc.

Resources and Support

I suppose 'integrating' with our neighbourhood. On occasion it would be useful if council could provide some consideration or advice on how to provide the necessary parking for school events in such a densely populated area.

Our P&C would be interested in understanding what support council can provide the PC's. Whether it be support for capital activities (Council could help by providing structural engineering support for example which would save us lot of $$). The Council could loan the P&C equipment such as safety barriers or even lights and generators which would help us conduct out events

Our Social Vitality Outcome: 4.3 Enhanced arts and cultural programs and facilities BACKGROUND This is the second edition of the Bulletin. It is presented in draft form in light of the following Council resolution of 3 February 2014 (Min. No.24, NoMO2): 1.THAT Council resolve to establish a Student Consultation Group to provide input and recommendations on issues relating to school aged children in the North Sydney LGA. 2. THAT Council contact local schools to invite school student leaders to act as the conduit between their school and the Council. 3. THAT the issues the Student Consultation Group be consulted on include, but is not limited to:

Redesign/refurbishment of playgrounds Redesign/refurbishment of sporting fields Age appropriate social events School safety Library events

4. THAT Council publish a quarterly e-newsletter/consultation paper outlining current and upcoming issues/projects relating to school aged children, inviting feedback and comment. 5. THAT the Student Consultation Group report back to Council and to the Educational Institutions Working Group with recommendations reported to the Sport and Recreation Reference Group, where appropriate. 6. THAT an information report be submitted to Council on the process required to set up the Student Consultation Group. CONSULTATION REQUIREMENTS Community engagement will be undertaken in accordance with Council’s Community Engagement Protocol. Attachment 1: Draft Educational Institutions Working Group Bulletin - February 2014 Editor: Martin Ellis, Director Community and Library Services [email protected] VIVID 2014 - OPPORTUNITY FOR SCHOOL INVOLVEMENT Council is participating in Vivid (Sydney’s Winter Festival) again this year, commencing 23 May to 9 June 2014. Following on a 2013 Council resolution that consideration is given to what “community activities that could be held in association with Vivid Sydney in future years”, expressions of interest are sought from schools and others for the following concept:

A Lantern Festival in Bradfield Park with Japanese-style lanterns, containing LED lights. Each lantern would represent a class in participating schools. Following Vivid’s basic design concept (“beacons and breadcrumbs”) the lanterns would link the Kirribilli Precinct and Milsons Point Station to the Beacons of Luna Park, the Olympic Pool and the illuminated Sydney Harbour Bridge. Classes could contribute name tags from the children involved or a larger banner for the class (this idea to be developed with the schools)

The youth workers from North Sydney Council have partnered with the Lower North Shore Domestic Violence Network and the Sexual Assault Unit at Royal North Shore Hospital to run the Love Bites workshops at the local schools. Congresses are held simultaneously, digitally linked across multiple global locations. YLTW in 2014 has a target to run in 100 locations. In 2014, the Youth Leading the World Congress will be held on June at Council’s Coal Loader Centre for Sustainability Council’s participation involves the provision of a venue and a financial contribution of $1,000 towards the training costs two students (as well as being residents of North Sydney) as facilitators on the day. In 2012 North Sydney Girls High provided their hall as a venue and most of the attending students. In 2013 both North Sydney Girls High and North Sydney Boys High attended the 3 day Congress at the Coal Loader and made outstanding presentations and short films. Next Opportunities for your school:

EDUCATION PRECINCT & COUNCIL’S MOU WITH ACU At its meeting of 14 October 2013 Council resolved that a Memorandum of Understanding (MOU) with the Australian Catholic University (ACU) be established to: “recognise and establish a collaborative relationship with the aim of developing and exploring opportunities for community, cultural, sporting, recreational and educational projects in the North Sydney local government area”. At its meeting on 17 February (Item 42 PDS 02) Council adopted the MOU. Work is currently underway on a public domain master plan for the education precinct, which is located on the western edge of the North Sydney CBD. Council has engaged OCULUS, a highly regarded landscape architecture firm, to design laneway upgrades and other streetscape improvements that will transform the precinct into a popular and easy to reach destination. Following public exhibition of the master plan later this year, work will commence on design and construction as funds are secured. The master plan is a key recommendation of the Education Precinct Planning Study released in 2013. A new youth orchestra has been established under the auspices of the North Sydney Symphony Orchestra (NSSO) which has long been supported by Council. 45 young musicians have joined, many from local schools. Their first Concert is May 11 Sunday 2:30pm at Smith Auditorium, Shore School, Blue Street, North Sydney Program: Beethoven: Fidelio overture; Tchaikovsky Violin Concerto; Dvorak Symphony No. 7. Two more concerts are planned for 2014. Contact and Tickets: http://nsso.org.au COAL LOADER SUSTAINABILITY LEARNERS GUIDE - Coming Soon to your school The Coal Loader Centre for Sustainability (The Coal Loader) is an exciting place to learn about all aspects of sustainability. North Sydney Council has developed a Coal Loader Sustainability Learners Guide for schools to use on their visits to this innovative community facility. It is a place-based education kit packed full of teacher resources, activities and curriculum links for stages 3, 4, 5 and 6 and directly relates to the NSW Syllabus and the National Sustainability Framework. The methodology used to develop the Guide included collaboration from a wide range of stakeholders including teachers and students from schools in the North Sydney area, NSW Councils and State Government agencies. It is designed for teachers to run self guided excursions and can be downloaded from Council's website at http://www.northsydney.nsw.gov.au/Waste_Environment/The_Coal_Loader/Visit_the_Coal_Loader/Coal_Loader_Sustainability_Learning_Guide. In the next month all schools in the North Sydney Council area will receive a hard copy of the guide for your use and to choose which activities you would like to use for your classes. 2014 GREEN SCHOOLS GRANTS – MENTORSHIP PROGRAM North Sydney Council's annual Green Schools Grant Program has been reviewed this year to better respond to school and student needs. Each year since 2005 North Sydney Council has offered small grants to schools to implement sustainability projects in their community. Even though this format has worked well for numerous years, sustainability education in schools has changed significantly since 2005 and in response we are encouraging a broader community based mentorship program in 2014. We will be offering two grants of up to $7,500 to two schools in the local government area, one for a primary and one for a secondary school.The theme of the grants will be on waste and water catchment. The catchment education focus will assist in guiding and supporting the students, and will closely link to community issues and therefore increase opportunities for community engagement. The overall aim of the 2014 grants program are:

• The Students learn how to plan, implement, coordinate, budget for and evaluate a community sustainability project;

• Students build confidence and skills in liaising with local businesses, residents, local government and community organisations;

• Students build connections with their local community while providing an environmental service;

• Increased awareness and knowledge for students and residents on issues relating to negative impacts on local creek water quality, harbour water and stormwater reuse.
