INFORMATION SHEET

Attending Traffic Committee Meetings

January 2015

The North Sydney Traffic Committee is not a Committee of North Sydney Council, but a Committee set up as a requirement of Roads and Maritime Services (RMS). Council has been delegated certain powers from RMS with regard to traffic matters upon its local roads. A condition of this delegation is that Council must take into account the Traffic Committee recommendations. There are four permanent members of the Traffic Committee, each of whom has a single vote only. The members are:

1. NSW Police 2. Roads and Maritimes Services 3. State Member of Parliament (for the location of the issue to be voted upon) 4. North Sydney Council

Council operates its Traffic Committee on the basis that the single Council vote, upon any issue, is determined by the majority vote among those Councillors present at the meeting. Generally, the Mayor chairs Traffic Committee meetings; however, in the Mayor's absence it is customary for a pre-elected Councillor to take the chair. Traffic Committee meetings are held on Fridays. Meeting agendas and reports are published on Council's website on the Wednesday before the meeting. Council allows the members of the public to attend and speak at Traffic Committee meetings. Members of the public gallery are requested to switch off mobile phones for the duration of the meeting. Individuals or groups wishing to address the Traffic Committee on a particular item, must register to speak before 5pm on the day prior to the meeting (Thursdays) by contacting Council’s Traffic Planning Assistant on 9936 8244, or by notifying the officer outside the meeting venue between 9.40am and 9.55am. Such items will then be brought forward, in agenda order, and dealt with before items in which there is no interest from the public gallery. As the Chairperson calls the brought forward items on the agenda, speakers are invited to stand at the Committee table. The following points should be noted by members of the public wishing to address the Traffic Committee:

Addresses should be limited to three (3) minutes, with a possible extension of time at the discretion of the Chairperson;

Addresses should be made to "Mayor, Councillors and Committee Members"; If you have previously addressed the Traffic Committee on the subject then any

further address must be made to present new information ONLY; Groups, or persons wishing to present similar points of view, should nominate a

spokesperson - not address the Traffic Committee individually; and Having made your address and answered any questions put to you by the Committee,

you may take no further part in the debate. All questions and comments are to be addressed through the Chairperson who will indicate who is to speak next. When all representations have been heard, the Traffic Committee will be asked by the Chairperson for a resolution to determine the matter whilst the interested parties are present at the table. After the Traffic Committee has made its determination, the Chairperson will ask speakers to resume their seats in the gallery and the same process will be repeated for subsequent items. All Traffic Committee resolutions are referred to the full Council for their approval. The recommendation sent to the full Council is the recommendation that has the majority vote of the four permanent members of the Traffic Committee. If Council wishes to proceed contrary to the majority vote, the RMS and Police have the right to appeal Council's decision before the Regional Traffic Committee. Council must notify the RMS and the Police and give them 14 days to decide whether they propose to lodge an appeal on the matter in question. Any action relative to any issue under appeal to the Regional Committee must then cease until the matter is determined. The Sydney Regional Traffic Committee is chaired by an independent chairperson and submissions and representations are welcomed from all interested parties. Report of Manager Traffic and Transport Operations, Michaela Kemp

Attached is a list of projects given interim approval under delegated authority

to the Traffic & Transport Operations Manager. Interim approval was given

subject to concurrence of Roads and Maritime Services, the NSW Police and

the local State Members.

Recommending:

1. THAT the information regarding Delegated Authority items be received.

3. (4.2) Minor Traffic Investigations

4. (4.3) Hume Street, Crows Nest – Road Closure

Report of Manager Traffic & Transport Operations, Michaela Kemp

The 2012 St Leonards/Crows Nest Planning Study - Precinct 1 identified the

need to provide more open space for the growing residential and commercial

population in the St Leonards area and proposed that Hume Street Park be

expanded. The Planning Study recommended closure of Hume Street in order

to achieve this. At its meeting on 18 May 2015, North Sydney Council

resolved to exhibit the draft Hume Street Park Concept Design Options. Three

draft concept design options were prepared. Consistent with that planning

study, the three concept design options all involve the partial closure of Hume

Street and the creation of a new urban plaza and link to Willoughby Road.

Following public exhibition of the Hume Street Park Concept Design Options,

Council adopted Concept Option 3 as its preferred option at the Council

meeting on 21 September 2015. It is proposed to close Hume Street to

vehicular traffic to enable the expansion of Hume Street Park that was

identified in the 2012 St Leonards/ Crows Nest Planning Study and Concept

Option 3. Council requires RMS approval of a Traffic Management Plan

before a road can be closed. This report deals with the proposed closure of

Hume Street to vehicular traffic and the traffic management plan.

Recommending:

1. THAT Council approve the closure of Hume Street to vehicular traffic as per

the attached concept plan, subject to RMS concurrence of the Traffic

Management Plan.

2. THAT Council replace 24 lineal metres of No Parking on the southern side

of Albany Street, to the west of Hume Street with either metered parking or

loading zone, depending on the local requirements at the time, in conjunction

with the closure of Hume Street.

3. THAT it be noted that the road closure may be subject to easements for

access for emergency vehicles and public utilities, which will be further

examined as part of the formal road closure process.

5. (4.4) Falcon Street Shared User Path - Minor Amendments

Report of Sustainable Transport Projects Coordinator, Lindsay Menday

This report seeks Traffic Committee endorsement for minor amendments to the

existing Shared User Path on the south side of Falcon Street, North Sydney, near

to the intersection with the Warringah Freeway off-ramps.

The amendments proposed include widening an existing kerb ramp, and a minor

kerb realignment. The intention of the works is to provide increased circulation

space and greater separation from the road for people using the path.

The relocation of the Traffic Control Signal pole shown on the attached plans is

not proposed as part of these works. It is anticipated that these works would not

have a discernable impact on vehicles using Falcon Street.

Recommending:

1. THAT Council construct the proposed minor amendments to the Falcon

Street Shared User Path subject to funding availability.

6. (5.1) Abandoned Vehicles Processed Report

Report of Abandoned Vehicles processed during the reporting period of

13 August 2016 TO 23 September 2016

Year to date (2016) Council had investigated 296 reports of abandoned

vehicles

7. (6.1) 221 Miller Street, North Sydney - Construction Traffic Management

Plan.

Council has received a Construction Traffic Management Plan for

Construction, prepared by Richard Crookes Constructions, dated September

2016, Rev2, for an approved development at 221 Miller Street, North Sydney.

The development involves demolition of the existing building and

construction of a 22 storey mixed use development including retail at ground

level, 100 serviced apartments, 183 resident apartments and basement parking.

B. Matters To Be Completed Before The Lodgement Of An Application For

A Construction Certificate

Construction and Traffic Management Plan

B1. Prior to issue of the relevant Construction Certificate, a Construction and

Traffic Management Plan must be prepared and approved by Council’s

Traffic Committee. The following matters must be specifically addressed in

the Plan: The applicant’s CTMP is discussed in the report.

Recommending:

1. THAT subject to no objection from the Traffic Committee members, the

traffic aspects contained in the Construction Management Plan (CMP) dated

September 2016, Rev 2, prepared by Richard Crookes Constructions, for an

approved development at 221 Miller Street, North Sydney is approved under

delegated authority of Council’s Traffic Engineer, subject to the conditions

outlined in the report.

2. THAT subject to no objection from the Traffic Committee members, the

Work Zone as described in this CTMP is approved under delegated

authority of Council’s Traffic Engineer, with the same conditions pending

lodgement of a Work zone application, payment of all applicable fees.

2. 4.2 (1) Atchison Lane, Crows Nest (Rear of 72 Atchison Street)

Request from the resident of 72 Atchison Street to remove parking space in Atchison

Lane opposite his garage due to parked cars blocking access to and from his garage.

Recommending

1. THAT the existing No Parking 8.30am-6.00pm Mon-Fri 8.30-12.30 Sat on the

northern side of Atchison Lane opposite the rear of 66-70A and 72 Atchison Street be

replaced with No Parking at the applicant’s expense.

1. THAT the existing No Parking 8.30am-6.00pm Mon-Fri 8.30-12.30 Sat on the

2. THAT Council take the appropriate steps to investigate the possibility of

changing this section of Atchison Lane into one way if not the whole section subject

to a survey of residents and that this be referred to a TAPAS study.

1. THAT Council install “No Parking” signs across the driveway to No.54 at the

applicant’s expense.

3. 4.3 (1) Minor Traffic Investigations - Sutherland Street, Cremorne

Report of Manager Traffic and Transport Operations, Michaela Kemp

Council has received a petition from 25 signatories (representing 54 residents) of

Sutherland Street and representations from Trent Zimmerman, MP requesting speed

cushions on Sutherland Street between Ben Boyd Road and Young Street.

Recommending:

1. THAT the information concerning Sutherland Street be received and Council

undertake subsequent traffic counts after the cycleway works in Sutherland Street are

completed in 2016/17 to determine if the changes have reduced traffic speeds or if

additional measures such as speed cushions may be warranted.

1. THAT the information concerning Sutherland Street be received and Council

undertake subsequent traffic counts after the cycleway works in Sutherland Street are

completed in 2016/17 to determine if the changes have reduced traffic speeds or if

monitoring of the situation.

4. (6.2) 100 Mount Street, North Sydney - Construction Traffic Management Plan.

Report of Traffic & Transport Engineer, Iman Mohammadi

Council has received a Construction Traffic Management Plan for Construction,

prepared by Colston Budd Rogers & Kafes Pty Ltd, dated August 2016, for an

approved development at 100 Mount Street, North Sydney. This CTMP is used in

conjunction with a Construction Management Plan prepared by Laing O’Rourke

dated 4th March 2016. The development involves demolition of the existing buildings

at 86-96 Mount Street and 100 Mount Street, excavation for 5 levels of basement

parking and construction of a 39 storey commercial building. (State Approved

Development Consent MP 08_0241). The Construction Traffic Management Plan for

the early stages of the works has been previously approved by Council at its 3678th

meeting dated 26th March 2016.

Recommending: 1. THAT subject to no objection from the Traffic Committee members, the traffic

aspects contained in the Construction Management Plan (CMP) dated August

2016, prepared by Colston Budd Rogers & Kafes Pty Ltd, for an approved

development at 100 Mount Street, North Sydney is approved under delegated

authority of Council’s Traffic Engineer, subject to the conditions outlined in the

report.

Zone as described in this CTMP is approved under delegated authority of

Council’s Traffic Engineer, with the same conditions pending lodgement of a

Work zone application, payment of all applicable fees and a separate approval

from the Roads and Maritime Services to modify the existing Traffic

arrangements in Walker Street.

Resolved to recommend:

1. THAT no approval of the CTMP or Work Zone for 100 Mount Street be granted

until the CTMP and Work Zone Plans are reviewed and modified by the applicant’s

Traffic Engineer to the satisfaction of the RMS and Police. Council’s Traffic Engineer

to approve this CTMP and Work Zone under delegation, subject to RMS and Police

approval.

The Motion was moved by Councillor Reymond and seconded by Marilyn

MacKenzie.

(R)” sign 1.3 metres north of No.7 Bank Street driveway’s layback and the cost of

signs be covered by the resident across the driveway.

5. 4.2 (3) Milray Avenue, Wollstonecraft

Report of Manager Traffic and Transport Operations, Michaela Kemp

Request from Council’s Waste Management Officers to install parking restriction

(Monday & Thursday) in Milray Avenue to assist garbage truck access through the

street.

Recommending

1. THAT Council install ‘No Parking 6am-1pm Mondays & Thursdays’ on the

western side of Milray Avenue between property no.54 and 64b.

2. THAT Council install No Stopping on the eastern side of Milray Avenue between

property no.54 and 64b.

3. THAT Council notify affected residents prior to implementation of the parking

changes in Milray Avenue.

Resolved to recommend:

1. THAT Council install ‘No Parking 6am-1pm Mondays & Thursdays’ on the

western side of Milray Avenue between property no.54 and 64b.

2. THAT Council install No Stopping on the eastern side of Milray Avenue between

property no.54 and 64b.

Request from the property’s managing agent of 58A Sutherland Street to remove the

parking space opposite the driveway access in Young Lane to enable property

access/egress. It is claimed that the parking situation is causing the property owners

loss of rent.

Recommending

1. THAT Council remove 1 (one) parking space on the south western side of

Young Lane to allow access/egress to the property at 58a Sutherland Street in Young

Lane by relocating the existing No Stopping sign further north at the applicant’s

expense.

7. 4.4 Lodge Road Reserve – Revisions to Path Network

Report of Traffic Sustainable Transport Projects Coordinator, Lindsay Menday

Attached to the report is the design documentation for proposed revisions to walking

and cycling access paths through the Lodge Road reserve. The design also includes

significant improvements to landscaping and public domain quality. The design seeks

to improve pedestrian and cycling access and amenity through this area by replacing

the current shared path with separate foot and cycle paths. The path layout is based on

design suggestions made by local residents and other stakeholders during a design

workshop for the site held in December 2015. The design includes the installation of

a turning circle in the Ellalong Road Cul-de-sac. This is proposed to encourage slow

cycling speeds on approach to the road closure. The turning circle would be

mountable to maintain service vehicle access. The cycle path includes two entry/exit

points where riders will transition between the path and the road. Both have clear

sightlines to/from vehicles on the roadway.

Recommending

1. THAT Council proceed with the construction of revisions to the path network

through the Lodge Road reserve.

8. 4.5 Miller Street, North Sydney – Streetscape Improvements between Berry

Street and Pacific Highway

Report of Manager Traffic & Transport Operations, Michaela Kemp

Council is planning public domain upgrades along Miller Street, North Sydney

between Pacific Highway and Berry Street. The plans incorporate materials from the

North Sydney Public Domain Style Guide which will improve the look and feel of the

street as a main pedestrian thoroughfare in the North Sydney CBD, and will replace

the deteriorated footpath paving. This also provides an opportunity to reduce clutter

and widen pinch points along the public footpath, particularly at the Victoria Cross

Bus Stop. The works are scheduled to commence in December 2016. At the Traffic

Committee meeting on 5 February 2016, two options were tabled for streetscape

upgrades on Miller Street. One of the plans involved reduction in the number of travel

lanes from 4 to 3. At the meeting it was resolved: THAT the Miller Street Upgrade

Plans be deferred for the RMS to consider and comment.

The RMS and Sydney Buses have previously indicated they would not support a

reduction in the number of travel lanes on Miller Street. The attached plan was

referred to the RMS for comment and raised no objection. The plan was also

forwarded to Transport for NSW Service Planners who queried about the scope of

works towards Berry Street. There are no changes proposed to the kerb alignment

towards Berry Street and existing parking restrictions will be retained.

Recommending 1. THAT Council proceed with the streetscape upgrades on Miller Street in

accordance with the attached plan.

13. M20 Bus Route

Councillor Marchandeau requested that the M20 bus services be extended in the

evenings due to changes resulting in a reduction of alternative bus routes to and from

the City. Council’s Director Engineering and Property services to follow up.

The Committee agreed to write a letter to Transport NSW requesting that the M20

Bus be extended from Botany to Gore Hill to evening hours.
