The Constitution provides you with 5 freedoms: Speech, Assembly, Press, Religion, and the right to petition government.  Exercise it!

Many people do not even know their member of Congress.  Do you?   What district are you in?  What committee does he serve on?  

Have you checked their Web site for their position on transportation issues?  Do you know how they voted  on cutting the highway program by approximately 35% or cutting aviation spending on runways back to 2008 levels?   These are all a matter of public record if you know where to look.  That is what NAPA does.

You have to care about highway funding.  For our industry it is the bread and butter of our market.  The management within the company and the DOT have to declare to the employees, yes this is important.   Silence means it is not important.  People look to see what others say or think, especially leaders in our communities, companies, and government agencies.  For example, I have always felt if the National Governors Association would take a stand on this issue, it would get elevated.  But we can’t afford to wait for the governors to act.  It is effecting us now.

Every campaign needs a quarterback.  There are micro campaigns and macro campaigns.  In Washington we are engaged at the macro campaign of reauthorization.  Here at the state and local level its similar, just closer to the ground.  Each company needs to designate a quarterback to engage in this issue.  Who is that person in your company?  Is it the CEO?  He may be busy.  Has he designated someone who has good organization skills and sees the big picture?   Think about it.

That person you designate needs to prepare a plan.  He needs to understand a little about the legislative process.  Which committees have jurisdiction.  When is the committee markup?  What is a markup?   What is the timetable for legislative action?   How do I know when to communicate with Congress?  When to alert the employees to get involved?   

Who are my fellow advocates to work with and share information?  Equipment manufacturers, dealers, suppliers, local businesses, DOT, chambers of commerce, etc…   

Which associations do I belong to?  Am I on their email list for information.  Who do I call?  How can they help?

Associations are good places to go to get the latest message.  Messages can change in subtle ways.  Before it was “pass a gas tax increase.”  Can’t say that now.  You become irrelevant if you demand that.   Now it’s pass a reauthorization bill with increased funding for highways or guaranteed funding for highways.   Messages need to be coordinated.  Know what the ask is; otherwise you are just wasting your time.   We need to be coordinated.

Emailing is probably the least effective way to communicate with a member of Congress.  A blast email from multiple people just gets aggregated  and may not even get a response.  Members of Congress have done a good job of reducing staff salaries and not expanding staff.  When I was on the Hill in the 1980’s the average congressional district had 500,000 people.  Today it is over 700,000.  And everybody emails.  

Emailing works in special circumstances such as a specific request to a specific staff member.  

Writing a letter is ok but it takes time to get a letter through security and into a members office.  Its better than emailing in my opinion but not as good as a face‐to‐face meeting.  

A phone call to the Washington office is a tried and true way to communicate with your Member of Congress, typically through the staff.  This method works best before a vote on the House or Senate floor on a key issue impacting the industry.

Meeting with your member of Congress is the best way to get your message heard.  Many people are nervous about doing it and don’t even know how to get the ball rolling to set up a meeting. Imagine your boss coming into your office and saying, “I need you to set up a meeting with Congressman Harper.  Today!”  What would you do?  You are not expected to know.  NAPA is here to help.  We can talk you through it, provide you the contact name and template letter.   We can provide the agenda and talking points.  More and more people are doing this, we get calls every week asking for help to set up these meetings.  That was not always the case but it is today because our markets are so dire.  I like this method because face‐to‐face meetings get proven results.

Plant tours are great.  I recently attended  one in Maryland. Four companies were involved and two associations: NAPA and Maryland Asphalt Association.  We worked around the congressional calendar and had two members of Congress attend the tour at a quarry and asphalt plant.  We invited state and local officials, suppliers, and employees.  On the day of the event, the CEO’s provided the economic backdrop of the industry, the public officials spoke, and then we had a great Q&A session focused on solutions.  It was topped off with a blast in the quarry.   Afterwards there was time for networking, lunch and tours.  It was so successful they plan to make it an annual event.  

To follow up, NAPA a MAA have co‐authored an article for Asphalt Pavement Magazine on how to organize a plant tour.    

Project tours are also great.  In those instances, I strongly recommend a joint DOT industry event.  

Note, there are groups advocating the need to federalize LCCA suggesting states are doing a poor job managing their programs.  NAPA does not believe that and we are fighting this legislation.  Just another reason to have a project tour.

2012 TCC Fly‐In is now contracted and is scheduled for Wednesday, May 30 – Thursday, May 31 at Marriott Metro Center in Washington, DC. The TCC Legislative Session and Capitol Hill Reception will be on the Wednesday. Thursday’s events include the TCC Breakfast and Capitol Hill Visits. 

Each year, we get over 500 contractors.  NAPA has its own briefing meeting.  The industry gets together in the afternoon and are fully briefed on the issues.  Then they go up to the Hill together to deliver the message.  People who go are always glad that they did.

Finally, think about contributing to a candidate.  It does not have to be a lot of money.  Host a coffee in your neighborhood.  Or host a fundraiser at a plant and use that event to educate a member of Congress on what you do.  Notify NAPA, the NAPA‐PAC would potentially support the event.
