'Assembly Building' refers to a building or part

of a building where group of people congregateor gather for amusement, recreation, social,religious, patriotic, civil travel and similarpurpose for example theatres, motion picture

houses assembly hall, auditorium, exhibitionhalls, museums. skating rinks. gymnasium.restaurants, place of worship, dance halls, clubrooms, passengef stations and terminals of airsurface and other public transportation servicesrecreation piers and stadia or, any other buildingdeclared as such for the purpose of theseregulations and diretions.

'Business building'refe(s to a building or partof a building which is used for transaction ofbusiness like Banks, Commercial office etc.

'Educational Building' refers to a building usedfor school, colleges or day-care purpose for morethan 8 hours per week involving assembly forinstructions, education or recreatlon.

'Hazardous building' refers to a building or partof a building which is used for the storage,handling manufacture or processing of highlycombustible or explosive materials or productswhich are liable to bum with extreme rapidityand or which may produce poisonous fumes orexplosions, or storage or handling manufacturingor processing which involve highly corrosive,toxic or noxious alkalies, acids or other liquidsor chemicals, producing flame, fumes andexplosive, poisonous, irritant or corrosive gasesand for storage, handling or processing of anymaterial producing explosive mixtures of dust orwhich result in the division of matter into thefine particles subject to spontaneous ignition.

'Industrial building' refers to a building or partof building in which products or materials of allkinds and properties are fabricated, assembled orprocessed such as assembly plants laboratories,power plants, smoke houses, refineries, gasplants. mills. dafies or l-actories.

'lnstitutional building' refers to a building orparl of a building which is used for purposes

stch as medical or other treatment or care (

p(,rsons. sufferinl; from pliysical or mentillness, disease or infinnity, care of infantrc( 'nvalescents or aged persons and for panel tcorrectional detention in which the liberty of tltinmates is restricted and provides sleepinarcommodation frr the occupants and includ(h,rspital, saniteri L custodial, institutions anp,:nal institutionr; like jails, prisons' mentrh,rspitals and refo cmatories.

(h) 'l{esidential bu ding' refers to any brdldingvhich sleeping e ccommodation is provided fn ormal residential purpose with or withoc:oking or dininll or both facilities and includone or two or m ultifamily dwelling, krdgingr,)oming houses, dormitories apannent hous€f ats and hostels.

(i) ';ltorage building'refers to a buiiding or parta building used primarily for the slorages reltering of goods, store houses, garag(hangars, truck tet minals, elevators grain, bamsstables.

(j) 'Facilities' refers to a Post oflice, Police StatioI ire Station, 'l'elephone Exchange, ElectIS ubstation, Watr:r Works, taxi./ auto rickshasland and other pLtblic facilities and utilrties'

3.13 'Buitding activiry' means erection, r€-erecticr raking material dteration and demolition of a;tuilding.

3.14 'Building Heiglrt' means the vertical distanrreasured in the case of the flat roofs from tzverage level of the centre line of the adjoinistreet to the l ighest point of the buildiz djacent to the street, wall and in the case

It includes the lines. prescribeiin the N IIDA MASTER PLAN / Secior plans orspecificz.lly indicated in any scheme or layouts,lilans, or in these regulations and directions.

3.16 'Canopy' means projection at liniel level over ane nhance rfa building.

3.17 'Cabin' means a room constfircted with non-lcad berring partition/partitions with minimumrvidth 0f 1-0 metre provided light and ventilationstandard i prescribed in these byeJaws and metrrith or tre provision of light and ventilation is tot1e satislbction to the Authority.

3.27 'Dire:tian' rneans the direction issued by theAuthc rity un,ler section-8 of the Act" and wouldincluc e, unless the context othen ise indicates,any e;lecutive instruction issu;d hereunder.

3.28 'Drair' with its geonretrical variations means aline of pilres including all fittings andequiptnent's, such as mrnholes insoectionchaml'ers. traps. gullies and loor traps used forthe d:ainage or a building or a number ofbuildi rgs or yard appurtenalt to the building,withir the s rme cutilage r nd includes openchann :ls used for conveying s urface water.

3.29 'Drairrage' reans the remove .l of any liquid by asysten r constr Jcted for this purpose.

3.30 sEnckrsed staircase'means a staircase separatedby Fue resislant walls frorr the rest of thebui ld irrg.

3.31 'Existing brrilding or usr,' means buildingstnrctu:e o: its use as sanctioned/approv:d./regul ised by the ( ompetent authority,existi4 1 before the commenceme tt of the regulations.

3.32 'Exit' means a passage, chrnnel or means ofaccess fiom ary building or floor area to a streetor oth( )r open ;pace of safety.

3.36 '8ire Resisfance' means the time durins whichi fulfils irs funcrion of conrributing to-rhe fircsafety of a building when subject to prescribetlconditions ofheat and load or restraint.

3.37 'Fire Resisting l)oor' means a door or shutterf.tted to a ."vall opening oonstructed and erectedv'ith the requirement to check the transmissionofheat and fire for a specified period.

3.38 '.Fire Resisting Material'means the material,v.hich is normally used, for fire resistance.

3.39 Floor' means the lower suriace in a storey on whicho re normally walks in a building and unless otherwiseslrccially mentioned does not refer to mezzanine floor.

3.40 'liloor Area Ratio (FAR)' means the quotiento:rained by div iding the total co\ercd area(j)linth area) on all floors by the area ofthe plot.

3.41 'llooting'means the part ofa structure, which isir direct contact with and transmittins loads totl e ground.

3.69 'Road/S treet' means any highway street, lane'

62. General Exits.- (i) (a) Every building meantfor human occupancy shall be provided withexits sufflcient to permit safe escape ofoccupants, in case of fire or other emergency.

(b) In every building exit shall comply withminimum requirements of this part, except thosenot accessible for general public use.

(c) No building shall be altered so as to reduce thenumber, width or provision of exit to less thanthat required.

(d) All exits shall provide continuous means ofaccess to the interior of a building or to anexterior open space leading to a street.

(ii) The following general provision shall apply toall the building except residential buildings up tothree storeys in heights:

(a) Exits shall be clearly visible, and routes to reachthe exit shall be clearly marked and sign posted,to guide the occupants of floor concemed.

(b) Fire fighting equipment shall be suitably locatedand clearly marked.

(c) Alarm devices shall be installed to ensure promptevacuation of the population concerned.

(d) Exits shall be reached without passing throughanother occuPied unit.

63. Tlpes of exits.-Exits shall be either ofhorizontal or vertical tj?e. An exit may bedoorway, conidor passage-way, to an intemalstaircase or extemal staircase ramps, Varandahand or terrace which have access to the street orthe roof or a building' An exit may also include ahorizontal exit leading to an adjoining buildingat the same level.

GENERAL

STAIRCASE ENCLOSURES

The intema. enclosing walls of staircase shall be brick or reinforr:ed conr;rete co nstructed having fire resistance ofnot less than two hours. All staircase shall have excess tluough self c osing coor, enclosed ftLtest half an hourresirttance. llhese shall be single swing doors opening in the direction of the escrrpe. The doors srall be fitted withcher:k sectir,n door closers.The staircase enclosures on extemal wall of the building shall be ventilat ld to abnosphere at each landing.Penoanent r'ent at the top equal to 5 percent of the cross secticn area rf the enclosures and openable sashes ateach floor l,rvel with area equal to 15 percent of the sectional area of the enclosres on the external walls shall beprovided.
