Non-lethal Launcher (NLL)

Reducing Civilian Casualties

“Non-lethal weapons provide a necessary and relevant

capability, applicable across a range of military operations,

to complement lethal wepaons and support escalation-of-

force situations in today’s operations”.

- Lt. Gen. Thomas D. Waldhauser

United Stares Marine Corps

Chairman, Joint Non-Lethal Weapons Integrated Product Team

NON lethal Launcher (NLL)

This highly innovative Non Lethal Launcher (NLL) has been developed to provide a non-lethal layered defence for large scale riots and mass marches:

• From a “safe” stand-off position of up to 500 metres.

• Is completely non explosive.

• Highly effective over a wide-spread area. Area of effect up to 100 metres wide.

• The launcher will deploy any projectile you care to select. This flexibility brings a wide array of differing capabilities and options.

• Collateral and property damge is minimised.

• The projectiles typically used can

normally not be used by the crowd to return fire.

• Little or no risk of igniting potential fires. Indeed it can also be used to fire water to help extinguish fires.

• Can also be used to break through impromptu barriers the rioters may have built.

• Ideal for protecting “no-go” areas or for turning a crowd.

• Can launch up into the air to shower down on a crowd, irritant, leaflets or marking paint etc.

• Minimizes permanent injury to personnel.

• The NLL can also be used for detainee operations, checkpoint operations, and area denial.

Page 3: NLL-3

3The NLL can lay down a layered attack profile which can be:

• Lethal• Non-lethal or• Less-than-lethal

Hence innocent locals, or animals are not unduly hurt if they happen to be in the area targeted.

The RCS is a “show of incredible power” and forceful means of ridding an area of unwelcome individuals.

The mass of the force and wide spread pattern will push back and deter the most hardened and hostile of crowds. Various sizes and materials of projectiles can be used dependant on the situation. This will affect the area of effect and force of impact. Entanglement nets can also be deployed over a large area, to trap and hold rioters. If paint balls are used (at lower pressure) then the rioters in the front lines will be marked with paint for later arrest.

The RCS is ideal in trying to limit the escalation of conflict, to channel or control the movement of civilian populations, or limit large crowds to restricted areas. Being able to alter easily and quickly the defence laid out, this “layered defence” offers a military or police force a wide range of options.

Operating Procedure

The NLL can be mounted on a vehicle or on a trailer. Quick to re-load, re-direct the NLL and fire. Repeat as necessary.

“..the capability to respond using both lethal and

non-lethal force... Non-lethal weapon applications

will provide new options for engaging personnel...”

- General James T. ConwayCommandant of the Marine Corps

Executive Agent, DoD Non-Lethal Weapons Program

PortaBility

At up to a mere 159 kilos (350 lbs) in weight the NLL can be:

• Wheel mounted and operated by a single person

• Carried by 2 people, or

• Vehicle mounted for greater operational flexibility and rapidity.

NLL LauncherArea of effect 100m wide

spread

50m height

Depth into a crowd will depend upon:

• The projectile used

• The density and type of foliage

• The pressure selected on the NLL

up to 500m

100m wide spread

The spread and penetration can be varied depending on the container used.

6Additional Applications

The NLL can also be used for:

• Anti-Amushing• To stop vehicles• Method of Entry (MOE) into buildings –

through compound walls *• Triggering booby-traps, landmines and IED’s,

from a distance *• Area denial• Other law enforcement capabilities. • Port and ship security *

* See seperate leaflets for more information on these appplications.

The compressed air launcher was originally designed for the British and US Special Forces (SF) as a non-explosive Method Of Entry (MOE). This system has been in production for several years and is currently being used by several international SF teams including bomb disposal and SWAT teams worldwide.

The NLL will enable your forces Standard Operational Procedures to vary according to the specific needs from different situations.

This picture shows the projectile shortly before it opens up to release thousands of smaller projectiles, from gravel to paintballs.

From a distance of 75 meters this target was within dense foliage. Hidden within the foliage were 15 targets spread over an area of 900 square meters. The shots fired contained paint balls that would clearly show the extent of the coverage on the targets. All targets were hit multiple times. See video link at end.

7Riot Control

The NLL is ideal in trying to limit the escalation of conflict, to channelize or control the movement of civilian populations, or limit large crowds to restricted areas. For instance as used by the USMC in Somalia in 1995.

Being able to alter easily and quickly the defence laid out, this “layered defence” offers a military or police force a wide range of options. This allows for variable or vague force continuum, or rules of engagement. With asymmetric warfare these days, it is very hard to differentiate between civilians and terrorists. Often terrorists use civilians as “human shields”.

The NLL offers a capability not previously available.

Operated in exactly the same way as when used in an Anti-Ambush situation. The projectiles used are simply “toned – down” to softer items e.g. tennis or squash balls and the operating pressure reduced. This so as not to cause permanent injury.

Entanglement nets can also be deployed over a large area, to trap and hold the rioters.

The mass of the force and wide spread pattern would push back and deter the most hardened and hostile of crowds; again at a good stand off distance.

If paint balls were used (at lower pressure) then the rioters in the front lines would be marked with the paint for later arrest.

“The size, noise (of a blank shot) and physical presence alone of the NLL maybe enough to deter an angry crowd.”

Projectiles

There are many different sizes and types of projectiles which can be used as ammunition.

Container size will depend upon barrel diameter. This is easily interchanged from 84mm up to 285mm. The way the outer casing is modified will determine the spread pattern and range of the projectiles.

The containers for the projectiles can vary, from an empty plastic bottle to a specialist aerodynamic explosive charge for C-IED.

Projectiles can be altered according to the threat.

Self fill, so the user defines the force.

Can be used as an sir-burst launcher.

Recoil System

Our latest systems come complete with our advanced recoil system to absorb the shock of the air-blast upon launch of the projectile.

Launch Control

The system can be fired from a remote launch control box located up to 500 meters away, ensuring the safety of the operator in the event an IED is triggered.

Projectiles

Our systems can be adapted to fire a wide range of projectiles, including those designed to break through walls, cut through the sides of vehicles, deliver nets to entagled boat propellers, or ambush disruption devices.
