Gov. Wal- ter Bradley is looking for money sources to help rural communities operate and maintain their old jails. The sources could include the state's fire fund and law enforcement fund. Pleas for help from rural counties prompted Bradley to form the New Mexico Rural Detention Facilities Task Force in August to form strate- gies. Among items to be cov- ered are improving existing detention facilities to meet State Fire Marshall stan- dards, detention and trans- portation costs of state prison- ers and cost sharing of deten- tion expenses among counties and municipalities. Lincoln County's old jail in Carrizozo has been downl:;ized from more than 48 prisoners to no more than 30 to meet State Fire Marshal per-inmate space requirements. Commis- sioners are talking abou t re- pairs that would be needed to use the structure in different detention-related capacities once a new jail is operational. The county already creat- ed a separate building to house non-violent inmates, ps- pecially those with only a littll' time left to serve or are partic- ipating in a work release pro- gram. While Lincoln Countycommissioners try to figureout the best approach for fi­nancing construction of a newjail in Carrizozo, Lt. Gov. Wal­ter Bradley is looking formoney sources to help ruralcommunities operate andmaintain their old jails.

The sources could includethe state's fire fund and lawenforcement fund.

Faviell and his lover, Charles "Eva"Martinez, buried the 28-year-old womanin a shallow grave near Thlarosa after shewas strangled to death in their home onEvergreen Street in Ruidoso.

An Otero County jury convicted Mar­tinez of first-degree murder in May. But aLincoln County juzy deadlocked earlierthis month on a murder"verdict for Faviell.Ten jurors were ready to agree onmanslaughter, but two held out for second­degree murder.

Faviell was acquitted for conspiracy tocommit murder, but convicted of tamper­ing with evidence, something he admittedin his testimony on the stand during histria1.
