Howell's memory, placing a plaquewith his name in the hospital lobbyor picking another building to nameafter him, such as the new fire sta­tion, Morel said.

Other items on the commissionagenda include:

While Lincoln Countycommissioners try to figureout the best approach for fi­nancing construction of a newjail in Carrizozo, Lt. Gov. Wal­ter Bradley is looking formoney sources to help ruralcommunities operate andmaintain their old jails.

The sources could includethe state's fire fund and lawenforcement fund.

Pleas for help from ruralcounties prompted Bradley toform the New Mexico RuralDetention Facilities TaskForce in August to form strate­gies. Among items to be cov­ered are improving existingdetention facilities to meetState Fire Marshall stan­dards, detention and trans­portation costs of state prison­ers and cost sharing of deten­tion expenses among countiesand municipalities.

Carrizozo has been downl:;izedfrom more than 48 prisonersto no more than 30 to meetState Fire Marshal per-inmatespace requirements. Commis­sioners are talking abou t re­pairs that would be needed touse the structure in differentdetention-related capacitiesonce a new jail is operational.

The county already creat­ed a separate building tohouse non-violent inmates, ps­pecially those with only a littll'time left to serve or are partic-

ipating in a work release pro­gram.

"I've heen talking to juve­nil£> services, because there's alot of prpssure to take care ofyoung offenders locally. Butget this, thpf(' are no state cor­rectional standards for adultdetention facilities, hut then'are 117 standards for juvenilpfacilitips.

'Theend result of this effort should be a con­siderable enhancement of the Rio Rui­doso as a high-quality cold water fish­ery."

Significant steps were taken overthe past two years by Ski Apache man­ager Roy Parker, the Mescalero tribeand District Forest Ranger JerryHawkes to fix drainage problems onsome of the ski runs, especially DeepFreeze, he said.

''This initiative was recently rekin­dled when an expert ski resort hydrolo­gist called in from Colorado agreed withmany the resort and Forest Service'sproposed mitigations," Wisner said.
