This Procedure shall define the strategy for the Protocol Department on the safe movement of transiting personnel in Nigeria.2. ScopeThis Operating Procedure shall define the key steps required for personnel transit in Nigeria. This Transit Procedure consists of six sections namely

4 Description 4.1 DocumentationFor Crew - Bourbon Partner Company Crew Departments shall be responsible for all personnel document management for crew transiting in Nigeria (including Technicians)For Shore Based Employees Bourbon Partner Company Protocol / Travel department shall be responsible for all personnel document management for their employees transiting in Nigeriaa) Prior to all transit:

Reminder: The importation or the exportation of materials, substances, and animals are very controlled in NIGERIA. It is especially the case for explosives or ammunitions, narcotics, and art materials.

b) Prior to arrival:

We recommend always carrying small denomination notes in US Dollar or local currency while transiting in Africa to assist in unexpected situations.

Have a valid Yellow Fever Vaccination/Certificate

Hold a valid Seaman Book.

Carry doctors prescription for any medicine you carry with you. Carry the invoice of valuables, in particularly, brand-new ones.

Your passport must be valid at least 6 month after arrival date.

Check to make sure your passport is properly stamped and you are holding all your travel documents before exiting the Immigration Area.

4.2Fresh STR VISA

(Subject to Regulation / for worker staying for a longer period of time in Nigeria) Be sure that your passport is duly stamped at the point of entry.

Give passport and the envelope from the embassy to the Airport Assistant to send to BINL office in Port Harcourt. Provide 4 passport photographs

4.3TWP VISA

(Temporary Work Permit / short period) Be sure that your passport is duly stamped TWP at the point of entry.

Check validity of the stamp (usually 2 to 3 months)

Advise BINL HR Manager/appropriate persons on the validity of your visa. It is an offence to overstay in Nigeria beyond the validity of your visa or number of days given on your entry permit.

a) In the Plane prior to landing in Nigeria:

Fill in your ARRIVAL CARD, complete DURATION OF STAY according to duration of your visa (If your Visa is 3 months and you only stay 1 week, complete with 3 months).

b) At Nigeria International Airports:

Check your passport is stamped and you are holding all your travel documents before exiting the Customs Area. See appendix picture of visa & stamp.

c) On board:

Weekly status is sent by Captain to BINL Crew Department for update of Visa expiry date.d) On Shore:

Weekly status is managed by BINL Protocol department for update of Visa expiry date.

4.4Transits At Lagos, Port Harcourt, Escravos, Warri and Calabar airports, a welcome service (protocol) will be waiting for you and will assist you with administrative formalities. For each airport, the meeting point is located in the arrival hall. A vehicle under escort will drive you to your destination (Port Harcourt and Warri only), no escort is provided for Lagos and Calabar. At Lagos Airport, BINL Agent will meet you at the arrival hall and bring you outside to meet BINL airport assistants. BINL Agents will present themselves with an ID card and a B Bourbon sign

The protocol assistant will advice and direct you just after your arrival. In case of doubt or if the Assistant is unknown to you, verify the identity by asking for name, BINL identification card and possibly the personal phone number.

Transits through Owerri are not approved by the company. However, In the event of any major logistics problem affecting approved transits through Port Harcourt, BINL and Partner Companies shall perform a suitable Risk Assessment and may approve temporary transits through Owerri.4.4.1Lagos Airport Meeting Point

BINL Personnel will meet you at the arrival hall and bring you outside to meet BINL airport assistants. The protocol officer/assistant will advice and direct you just after your arrival. In case of doubt or if the assistant is unknown to you, you can verify the identity by asking for name, BINL identification card and if possible phone number.

a) Instructions if an Agent or BINL Personnel are not present:

DO NOT TAKE A TAXI.

Stand by inside the airport at your arrival hall.

Call and inform immediately BINL using the contact list.

If you have a mobile phone usable in Nigeria:

Call the welcome assistant dedicated. Wait for him.

If you havent a mobile phone usable in Nigeria:

Go to the office of the Airport Protocol Service (APS) located on the second floor of the airport (gate 2226). Notify them that you are arriving for Bourbon Interoil Nigeria Ltd and ask the authorities to contact Mr. Theodore ADJISSI (French speaking) (0805 6597 051), Rasheed RAMONI (0802 9747 454), (0813 7198 326) or Mr. James NWABUIKE (0805 6597 023). If you cannot reach the two personnel try to call Abigail Yo-roo (0805 6597 081) or Helen OLUGU (0805 6597 050)

If the offices of Airport Protocol Service are closed, go to the offices of Partners HC, located at the 3rd floor (Departure Hall) contact: 017706943, 017760943 and 080230661328 and contact Nike. If this office is closed, go to VIRGIN NIGERIA, AERO CONTRACTOR or ARIK Air companies offices located on the 1st floor (departure hall). Notify them that you are arriving for Bourbon Interoil Nigeria Ltd and ask to contact Mr. Theodore or James. If none of these offices are open, go to the AIRTEL stand (Floor 0, hall Arrival D, close to ZENITH BANK) inside the Airport; ask to use a local mobile phone to call the BINL welcome contacts. This call will normally cost 25/50 Nigerian Naira for each communication. If you havent Naira money, after preliminary deal, you can propose to pay with Euro or US$ (1 unit for a communication). If this stand is closed, go to the SATCOM LIMITED stand, inside the hall of departure, Floor 0, in front of the check-in desk No. 13, request for the same service.

b) Transportation in Lagos:

Comments: All the transportation must be managed by welcome and normally will take place without escort. After 1800 hrs, the personnel in transit should be taken in the transit hotel, no matter the circumstances. The individual movement out of the transit hotels is forbidden between 1800 hrs and 0600 hrs.

4.4.2Port Harcourt Airports

(NAF Base Arrival Hall or Port Harcourt International Airport Omagwa)Meeting Point:

For the two Airports arrival halls, BINL Protocol Assistant will meet, greet advice and direct you just after your arrival. In case of doubt or if the assistant is unknown to you; you can verify the identity by asking for name, BINL identification card and if possible phone number.a) Instructions If No Meeting Party Present:

Stand by and wait, make a call as per contact list if possible.

If you have a mobile phone usable in Nigeria; call the welcome assistant dedicated. Wait for him.

If you havent a mobile phone usable in Nigeria:Go to the office of Airport Protocol Service or VIRGIN NIGERIA or ARIK Air companies located at the departure of hall of the Airport. Notify them that you are a guest of Bourbon Interoil Nigeria Ltd and ask the Authorities to contact Mr. Andrew ABUBOKHE (0805 6597 049 or 0803 3036 120) or Mr. Emmanuel Aruya (0805 6597 097) or Mr. Kenneth Dene (0805 6599 591, 0704 2527 153) or Ms. Abigail Yo-roo (0805 6597 081). If these means are not available, contact the other phone numbers (0703 4124 420 or 0807 3929 644 /French speaking) and 0805 6597 065 (English).

b) Transportation in Port Harcourt Airports

Night transportation is prohibited in Port Harcourt. In case of specific needs or circumstances (Arrival of flight delayed for example), an assessment is realized by the security department in order to determine the complementary security means who must be tasked for the transportation during the night.

Transportation will take place in convoy, one bus/car escorted from behind by one escort vehicle with 2 MOPOLS and one Security/Escort Supervisor who will be in charge of convoy and transport security. (In a situation where there is heavy traffic, the escort vehicle can lead and clear road for the bus/car then continue the escort from the rear). Maximum speed is 100km/h safe driving, expect lot of traffic jam in Port Harcourt and the use of the escort car siren and the revolving by the escort cars if the traffic become intense.

4.4.3Escravos Airport

Meeting point: Chevron helipad

a) Instructions if no meeting party present:

Stand by and wait, make a call as per contact list if possible. If you have a mobile phone usable in Nigeria:

Call the welcome assistant dedicated. Wait for him.

If you havent a mobile phone usableb) Instructions if no meeting party present:

Stand by and wait, make a call as per contact list if possible. If nobody is present at the meeting point, contact the Chevron Helipad Authority and notify them that you are a member of Bourbon-Interoil Nigeria Ltd and ask the authorities to contact Escravos base manager (0 805 6597 061). If these means are not available, contact the other phone numbers (0 703 4124420 or 0 807 3929644 /French speaking) and 0805 6597 065 (English). Transportation will take place in Bus and will be provided by Chevron.

Night transportation is prohibited in ESCRAVOS

4.4.4Warri Airport

If these means are not available, contact the other phone number Ms Abigail Yo-roo (0805 6597 081), If you cannot reach this personnel call (0703 4124 420 or 0807 3929 644 /French speaking) and 0805 6597 065 (English). Transportation between Airport and Helipad will take place by car provided by Mr. Innocent OBI (0809 5798 856, 0803 4008 932). Night transportation is prohibited in WARRI

4.4.5Calabar Airport

Meeting point: Calabar Airport arrival Hall.

a) The protocol agent will advice and direct you just after your arrival. In case of doubt or if the assistant is unknown to you, verify the identity by asking for name, BINL identification card and if possible phone number.b) Instructions if no meeting party present:

Stand by and wait, make a call as per contact list if possible.If you have a mobile phone usable in Nigeria:

Call the welcome assistant dedicated. Wait for him.

If you havent a mobile phone usable in Nigeria:

4.5Communication

Communication regarding crew changes and the crew position during transit must be clear and updated between Bourbon Partner Companies, BINL, and vessels. The same applies to shore based personnel on transit in Nigeria. Position of personnel/crew in transit must be known at all time.

4.6Induction - Evacuation Plan / Security Watch

An evacuation plan must be kept updated and communicated to people in charge including Managing Directors, CSO, DPA / QHSE Managers, HR Managers, CREW Managers, Shore Base Managers, Captains.

A dedicated BINL Security manager is responsible to meet captains and crews to ensure correct application of security measures.

The welcome service BINL will issue an Initial induction NIGERIA and an Assistance request Card to each personnel arriving in the Lagos or Port Harcourt Airports.

APPENDIX IV

INITIAL INDUCTION NIGERIA

Your exposure to risk will be greatly reduced if you are always discreet and on your guard while taking precautionary and preventive measures. Keep a low profile.

1. General attitude: Be discreet when talking about your work

Respect customs and laws of the country. Attach a special attention in the following field:Use or possession of drugs: the risk of arrest and imprisonment is highly in Nigeria.

Use of drugs/medicaments for medical treatment: prescription must be produced.

Never use your credit card or your cheque book in the country. Shred all documents where your account number or some private information appears.

In case of doubt about the identity of a caller posing as a representative of Nigerian directors, contact phone numbers of the Assistance request card.

2. At the hotel Arrival and stay:All the guests house we use are known as safe and secured but have a look down.

Hotels are the preferred hunting grounds for specialist information gatherers so never let your computer on and IT supports easily accessible.

Keep your passport, credit card, money, value, etc. with you, even for a short time.

Make sure that the doors and windows lock properly, if not ask for changing the room.

Check the fire drill and emergency exit.

Keep your room key with you, even for lunch or dinner.

You are not allowed to go out, to restaurants, night club, neither to invite woman in your room.

Avoid alcohol use. You might become a target is you are drunk and the public image of the Society could suffer.

Never open the door to a stranger.

If you need some goods do not go out for buying, do not use taxi or motor taxi, ask somebody from the hotel to buy for you, just check the cost before.

If you can hear some shooting around, do not look at through the window to check what is happening. Switch off all the source of noise (TV Radio etc), turn off the light, lie down, call the security manager and wait.

If the accommodation that is offered to you do not satisfy you, do not make responsible the welcome officer who received recommendation, call the welcome service.

Have permanently a look at your luggage, some have been stolen. Carry it yourself; helpers often are mistaken of cars.

3. Departure from the hotel: Check you have all tour own with you (passport money credit card etc) before leaving the hotel.

Verify the bill you sign.

4. Transport: Transportation will be provided in a car or a bus from the airport to the hotel, vessel or to BINL office.

Crews coming in from the LAGOS airport, CALABAR, WARRI and ESCRAVOS are not to use escort.

If transportation is not provided please do not take a taxi, relax and call any of the contact numbers in the help card.

In an event of an accident, vehicle breakdown or any incident while on transit please sit back in the vehicle and wait, the protocol officer and the security supervisor will handle the situation.

Keep doors locked and windows up

Dont put valuables close to doors or in view of passers-by Involved in a traffic accident, stay in the vehicle and let the driver sort out the problem, keep doors locked and windows up If you are confronted by armed car snatchers, do not resist, don't argue your life is worth more than your car.

If the vehicle is checked by police officer or check point controllers, Listen to him, allow him / her to discharge his / her duty, Co-operation is the key word, Do not respond violently, Do not sign anything, Do not offer any form of inducement before, during or after the discharge of his / her duty, to talk to a person outside of the vehicle (policeman,), it is recommended to open the windows only partly.

6. Politic of movements:

For the crews of the vessels in ONNE:

All movements outside the direct perimeter of the jetty are forbidden.

For the expatriate personnel working in Port Harcourt (ABA ROAD, ONNE):

All the movements outside the INTELS/PRODECO camp are forbidden between 1900 hrs and 0700hrs, without exemption.

For the expatriate personnel working in AMADI BASE:

All the expatriate personnel must be getting back in the guest house before 1900 hrs.

The first departure for AMADI Base from the guest house is fixed after 0645 hrs.

Strictly no movement between 1900 hrs and 0645 hrs7. Diverse traffics and penalties All the staffs working for Bourbon Company expose themselves to statutory and penal penalty in case of illicit traffics concerning the theft of fuel, the theft of equipment, alcohol consumption, drugs use, weapons, ammunitions and problems of sex case.
