MFO 1: STABLE SUPPLY AND PRICE OF STAPLE CEREALS PROCUREMENT

a. Palay

In November, NFA procured 63,477 MT of palay, which is 124% accomplishment of the

monthly target of 51,055 MT. The increase in procurement from 91% in October to 124%

in November, was due to the decrease in palay farmgate price/s which, at P17.41/kg. is

almost equal to the NFA buying price.

DISTRIBUTION NFA distributed 56,869 MT of rice, equivalent to 63% accomplishment of the monthly

target of 89,585 MT.

IMPORTATION

Of the 750,000 MT rice imported for the lean months, 192,879 MT or 25.71% have been

delivered to NFA warehouses.

PRICES Based on the PSA report for December 30, 2015 to January 5, 2016, regional summary of commercial palay/rice prices, the average ex-farm price for palay posted a slight decrease from P17.68/kg last month to P17.41 this month.

For the month of November, regional average prevailing prices for rice were generally stable and on gradual downtrend owing to the sufficient rice stock inventory in commercial, household and NFA depositories nationwide. However, this trend is slightly contrasted by minor upticks due to advance effects of the “El Niño” phenomenon in selected areas in the country.

MFO 3: BUFFER STOCK OF STAPLE CEREALS EFFECTIVELY MANAGED RICE STOCK INVENTORY

As of November 30, 2015, NFA had a stock inventory of 16,039,135 bags (total rice

equivalent –TRE) or 801,957 MT, good to last for 26 days, based on the 31,064 MT national

daily rice consumption requirement.

MFO 4: DEVELOPMENTAL REGULATION OF THE GRAINS INDUSTRY IMPLEMENTED AND ENFORCED REGISTERED/LICENSED GRAINS BUSINESSMEN

For the month of November, NFA registered and licensed 3,129 applicants, of which 22

grains businessmen availed of the two-year (2016-2017) advance-license scheme. Total

R/L collections on grains business activities amounted to P552,193.41, which included

P11,110 from advanced collections. Some 116 metal plates were issued/sold for P23,200.

The cumulative R/L fees comprised 104.77% of the annual targeted collection of P156M,

while the total number of R/L applicants at 74,696 is equivalent to 93.37% of the annual

targeted applicants of 80,000.

For the month of November, 575 Grains Businessmen were visited for Mobile Licensing and collected P426,904.15 in fees.

CUSTOMER ASSISTANCE

Through its nationwide Customer-Assistance Units (CAU), NFA responded to/assisted 92

stakeholders. Most of the assistance rendered were on requests for farmer’s passbook,

renewal of NFA license, delivery date of NFA rice allocation, and R/L requirements of new

applicants.

UGNAYANS (Farmers’ Assembly)

For the month of November, 24 UGNAYANs were conducted, participated in by 789 farmers and 76 representatives from the LGUs. Some 22 farmers and 93 farmer organizations were accredited under NFA’s Institutional Procurement Program (IPP).

FOOD DEVELOPMENT CENTER

Testing For the month, FDC performed 124 chemical analyses, 86 microbiological, 20 physical and sensory, and 9 micro analytical (filth) evaluation, to determine safety and quality of white rice, brown rice, corn grits, other cereals, and various food and food products, Other activities included the testing of packaging materials and label evaluation; performs heat penetration and heat distribution test to establish and/or evaluate adequacy of thermal processes of canned goods; shelf life testing to establish shelf life of various packaged products, and the conduct of two seminars/trainings.
