 本プロジェクトは,平成23年12月に文部科学省「大学の世界展開力強化事業」(平成23年度~ 27年度)として採択され,本年3月末に終了することになります。終了に当って,構想責任者として,これまでのプロジェクトの実施に尽力,および協力頂いた多くの方に感謝の意を表したいと思います。 本プロジェクトの応募時は,東北大震災の直後であったため,そのタイトルを「強靭な国づくりを担う国際人育成のための中核拠点の形成 –災害復興の経験を踏まえて–」(略称,DRC,Disaster Resilient Countries)と設定しました。これまでにも,お知らせしてきましたが,本プロジェクトの実施内容は,以下の2点です。

(1)学生交流プログラム・ コンソーシアムを形成するASEAN連携大学(大学間・部局間学術交流協定締結校)との,減災,災害復旧学,災害復興学,災害リスクマネジメント学に関する協働教育プログラムの開発

・ 協働教育プログラムの実施による大学院生(原則修士課程学生)の相互交流と短期留学体験の推進

(2)教員交流プログラム・ 日本およびASEAN連携大学の若手研究者の

相互派遣により,それぞれ海外で教育研究を行える環境の整備

 学生交流については,当初の6ASEAN連携大学に加えて,平成26年度から台湾成功大学,平成27年度から関西大学に参画いただくことができました。 具体的な学生派遣数および教員交流数については,本ニューズレターに示していますが,皆様のご協力を得て,当初の予定を上回る数を確保できたことは,我々関係者の喜びとする所です。 本年1月に,参画大学関係者が一堂に会してFDシンポジウムをバンコクで開催しました。その折に,本プロジェクトは文部科学省の補助金事業としては終了することになりますが,双方向短期留学である学生交流プログラムは,新たなサマースクールプログラムとして継続することが参画大学間で合意されました。そして,本プロジェクトを実施して得られた最大のOutcomeは,学生・教員交流を通して構築された強固な参画大学間のプラットフォームであったことが再確認されました。今後は,皆様のご協力を得て,このプラットフォームを核として,教育・研究での協働プログラムを構築していく所存です。 最後に,本プロジェクトの開始時から特定職員として事務全般で大変お世話になりながら,昨年9月に急逝された野中定雄様に弔意を表したいと思います。

In December 2011, this project was adopted by the Ministry of Education, Culture, Sports, Science and Technology as the Ministry of Education’s “Re-Inventing Japan Project” (From FY2011 to FY2015) and will be concluded at the end of March 2016. As we approach the conclusion of the project I, as a person responsible for the project concept, wish to express my heartfelt thanks to all of the people who kindly worked and cooperated in the execution of the project.

As the Great East Japan Earthquake occurred immediately before we filed an application for this project, we entitled it “Consortium for International Human Resource Development for Disaster-Resilient Countries—Based on the Experiences of Disaster Recovery” (Abbreviation: DRC, Disaster Resilient Countries). As we have mentioned before, this project consists of the following two programs:(1) Student exchange program

- Development of a collaborative-educational program on disaster reduction, the study of disaster recovery, the study of disaster reconstruction, and the study of disaster risk management with the ASEAN Alliance Universities (universities and departments with which an agreement on academic exchange has been concluded on an inter-university and inter-department basis) that formed the consortium

- Promotion of mutual exchanges and short-term study abroad programs for graduate students (basically, students in the master’s course) through the execution of a collaborative-educational program

(2) Exchanges of faculty members program- The establishment of an environment that allows young researchers at Japanese universities and those at ASEAN Alliance Universities to teach and conduct research abroad through mutual exchanges.

The six founding ASEAN Alliance Universities were joined by National Cheng-Kung University in FY2014 and Kansai University in FY2015 to execute the student exchange.

This newsletter gives the specific number of exchange students and faculty members. It is to the great pleasure of all people concerned that the project has executed more exchanges than originally planned.

In January this year, people involved from all participating universities gathered and held an FD symposium in Bangkok. In the symposium, all participating universities reached an agreement to continue the student exchange program, which is an interactive short-term study abroad program, as a new summer school program, although this project will be concluded as a project subsidized by the Ministry of Education, Culture, Sports, Science and Technology. Concurrently, all of the participants reconfirmed that the greatest outcome achieved by the execution of this project is a solid platform that has been built through exchanges of students and faculty members. In the future we, with the cooperation of all the people involved, will make efforts to use this platform to build collaborative education and research programs.

Lastly, we are sad to announce that Mr. Sadao Nonaka, who performed clerical work from the beginning of this project as a member of the special staff, passed away in September last year. We wish to express our deep condolences to his family.

Report on the Faculty Development SymposiumFD シンポジウム開催報告

 2016年1月10日㈰,「強靭な国づくりを担う国際人材育成のための中核拠点の形成 -災害復興の経験を踏まえて-」のFDシンポジウムが,The Grande Sukhumvit, Bangkok(タイ,バンコク)で開催されました。京都大学,Chulalongkorn University(タイ),Kasetsart University(タイ),Asian Institute of Technology(タイ),Institut Teknologi Bandung(インドネシア),Vietnam National University, Hanoi(ベトナム),国立成功大学(台湾),関西大学(日本)の関係教員等合わせて46名が参加しました。シンポジウムの様子を写真で紹介します。

On Sunday, January 10, 2016, the Re-Inventing Japan Project “Consortium for International Human Resource Development for Disaster-Resilient Countries – Based on the Experiences of Disaster Recovery” held a faculty development (FD) symposium for FY 2015 at the Westin Grande Sukhumvit, Bangkok in Thailand. The participants were 46 faculty members from Kyoto University, Chulalongkorn University (Thailand), Kasetsart University (Thailand), Asian Institute of Technology (Thailand), Institut Teknologi Bandung (Indonesia), Vietnam National University, Hanoi (Vietnam), National Cheng Kung University (Taiwan), and Kansai University (Japan). I visited Kyoto University from 29 November to 9 December 2015 for the collaborative lectures as part of the activities of the Disaster-Resilient Countries (DRC) program. During my stay I gave two lectures to approximately 20 students at Kyoto University’s Katsura Campus. The majority of the students were from the Hydrology and Water Resources Research Lab, supervised by Prof. Yasuto Tachikawa. The lectures were also delivered online to other partner universities. My lectures focused on the applications of predictions in ungauged catchments for disaster risk management. The first lecture, on 1 December 2015, provided background knowledge on ungauged catchments for the students.

The first lecture covered the definition of ungauged catchments, the challenges in predicting hydrological responses in ungauged catchments, the methodology for making predictions, and examples of applications. The lecture also presented detailed studies that use remotely sensed data and regionalisation to reduce drought risk in ungauged catchments in the upper Ping River catchment in Thailand.

The second lecture was held on 8 December 2015. This lecture expanded on the first to cover the broader context of ungauged prediction at the international level and ungauged prediction under climate change impacts. Case studies included the 2007 Zambezi River flooding in Mozambique, the 2015 Malawi floods, sediment yield in the Calvano River in Italy, and the impacts of rising sea levels on Kiribati. The lecture was supplemented with the viewing of related videos Q&A and discussion sessions concluded the lecture.

Participating in the DRC program was a fascinating experience and an opportunity to meet and discuss research ideas with experts. It also allowed junior faculty members to expand their international research network in disaster-related topics and to contribute to disaster-resilient countries. I would like to thank the DRC committee and staff members for their support and assistance during my visit. I also would like to thank the students for their active participation in the classes.

Report on the lectures, “Disaster Risk Governance – Policy and Institutional Framework” and “Risk Reduction, Development, and City Resilience in Asia-Pacific”Dr. Indrajit Pal Assistant Professor, Asian Institute of Technology

In December 2015, I had the opportunity to take part in the 13th Collaborative Lecture for FY2015 of the International Human Resources Development for Disaster-Resilient Countries (DRC) at Kyoto University, Japan. It was indeed a great opportunity for me to interact with the students and faculty members at Kyoto University and exchange ideas and thoughts on various aspects of Disaster Risk Management. I was allocated with two lecture sessions under the theme, “Risk Management Theory.”

The topic of my first lecture was “Disaster Risk Governance – Policy and Institutional Framework” delivered on December 9, 2015. The lack of strong national and local institutions for dealing with disaster-related risks is a major contributing factor to the increased vulnerability

to ‘natural’ disasters of developing countries. Good governance creates a conducive environment for effective disaster risk reduction by mobilizing the political will and facilitating broad participation and partnerships to ensure that political, social, and economic priorities are based on broad consensus in society and that the voices of the poorest and most vulnerable are heard in the decision-making processes.

The first lecture elaborated and analyzed the effectiveness of the policy in achieving effective mitigation and response to a disaster, and thereby minimizing the casualties and losses to the community caused by the cyclone Phailin in 2013 in India. It was also discussed how the implementation of the policy enabled the government of the Indian state of Odisha to minimize the casualties and damages to property, in stark contrast to the 1999 Super Cyclone in the same state where over 10,000 people died. This was a remarkable achievement considering the havoc and anarchy in the administration in 1999 when Odisha was challenged by a similar intensity cyclone.

My second lecture topic was “Risk Reduction, Development, and City Resilience in Asia-Pacific” delivered on December 16, 2015. The Asia-Pacific region by virtue of its geophysical location is vulnerable to multiple natural hazards. In many cases, the hazards became disasters due to socio-economic conditions and capacity challenges. Critical Infrastructures are of essential importance for the functioning of societies; their interruption or destruction might have major effects on societies which can be explained by the increasing complexity of infrastructures and a growing dependency of the population on the infrastructure services.

Many countries in the Asia-Pacific region achieved significant progress in reducing disaster risk at the local, national, regional, and global levels through the adaptation of the Hyogo Framework for Action 2005–2015. The Sendai Framework for DRR 2015–2030 continues these efforts through its holistic and more development-oriented priorities. Reducing disaster risk is a cost-effective investment in preventing future losses; hence, it contributes to sustainable development. The countries in the Asia-Pacific region have enhanced their capacities in disaster risk management through international mechanisms for strategic advice, coordination, and partnership development for disaster risk reduction.

The second lecture elaborated the risk and vulnerability perspectives of the urban areas in the Asia-Pacific region. Increasing complexity and interconnectedness of Critical Infrastructures and their supporting networks, which pose new challenges for the modeling and analysis of the survivability of the systems, were also discussed. The class discussions also contextualized the city resilience perspectives in the Asia-Pacific region for Risk reduction and development. These perspectives were focused on the initiatives taken by the local governments, specifically in terms of urban administration, towards capacity development and preparedness to make the cities more resilient to natural hazards.
