Unfortunately, the winter months in Iowa also bring chilly winds, below freezing temperatures and frigid walks to school made worse without the right warm winter weather clothing. Due to the needs of children in our community, the Walcott Women are continuing our program to help keep kids safe and warm in the winter months! Our Winter Warmth Program is reaching out to help ensure the kids of our community are properly clothed so they can enjoy all the happy things that these cold months bring. We are beginning our program earlier than in previous years to ensure the children are prepared when the cold weather arrives! The children that are helped go to Walcott School and live in our com- munity. We work confidentially with the Walcott School Nurse in finding the names of those children in greatest need of our assistance. The fami- lies we help will be provided with items such as: coats, hats, mittens, snow pants, shoes, boots, underwear, socks and warm blankets. If you would like to help a child from our community, please choose a mitten from our “Mitten Trees” located at the Walcott Bank and Calvary Pre-School. Our mittens will be available at these locations on Tuesday, September 23rd. We kindly ask that items are purchased and returned (unwrapped) no later than Thursday, October 17th to the Walcott Bank so we are able to get these warm items to the kids as soon as possible. Thank you SO much for your help in keeping the kids in our communi- ty warm this winter!! WALCOTT WOMEN’S 2014WINTER WARMTH PROGRAM

The winter months bring many happy things to children! Santa, rein-deer, snowball fights, hot chocolate, candy canes and sugarplums danc-ing in their heads. Unfortunately, the winter months in Iowa also bringchilly winds, below freezing temperatures and frigid walks to school madeworse without the right warm winter weather clothing.

Due to the needs of children in our community, the Walcott Womenare continuing our program to help keep kids safe and warm in the wintermonths! Our Winter Warmth Program is reaching out to help ensure thekids of our community are properly clothed so they can enjoy all thehappy things that these cold months bring. We are beginning our programearlier than in previous years to ensure the children are prepared whenthe cold weather arrives!

The children that are helped go to Walcott School and live in our com-munity. We work confidentially with the Walcott School Nurse in findingthe names of those children in greatest need of our assistance. CITY SNOW POLICIES Ready for winter weather? It will be here before we know

it! It is easier for City staff to clear snow off streets when carsare not parked on them but if it is necessary to use street park-ing during a snowfall, staff encourages you to adhere to the fol-lowing Snow Emergency Parking Regulations:

• All vehicles and equipment shall be parked on the sidewith even addresses on even numbered calendar days and onthe side with odd numbered addresses on odd numbered cal-endar days.

• If a snow emergency is declared, vehicles and/orequipment may be towed if they are parked in violation of thesnow emergency parking regulations.

Residents are reminded that it is the property owners’responsibility to remove snow and ice accumulations promptlyfrom sidewalks. Also, corner lots are required to clear the snowfrom the access ramps to allow unimpeded passage for pedes-trian traffic. Please make arrangements, including when youare away for a few days/weeks, to have your sidewalks main-tained at all times. When shoveling or snow blowing your drive-way and sidewalk, please DO NOT shovel or blow snow intothe street. This could create road hazards and is a violation ofCity Code, subject to a civil penalty of up to $750. Your cooper-ation is greatly appreciated!

HERITAGE TRAILWondering what the white lines on the Heritage Trail

at Prairie View Park are for? These lines represent 1/4mile markers around the main loop of the trail. Themain loop is approximately 4/10 mile. The City ofWalcott worked with the Scott County HealthDepartment on the trail markings and the handicap matsat the new school crosswalk. Funding for these weremade possible by the Iowa Community TransformationGrant (CTG).

The CTG is a program of the Center for DiseaseControl and Prevention (CDC). The grant's purpose is toreduce risk factors responsible for the leading causes ofdeath and disability by creating healthier communities.Scott County is one of 25 counties in Iowa working onIowa's Community Transformation Grant. Last year theCTG grant paid for the bike racks at Victory Park,Wescott Park, and Watertower Park. Thank you CTGand Scott County Health Department!

WALCOTT PTA SCRAP METAL DRIVE

Have you been feeling the need to do some fallcleaning? Now is the time! Walcott PTA will be holdinga scrap metal drive on Monday, October 13th andTuesday, October 14th. Items may be placed in the RichMetals container located on the south side of theschool (along Lincoln Street) anytime during those twodays. Acceptable items include: pop cans, appliances,metal lawn furniture, bicycles, aluminum windowframes, push lawn mowers, metal file cabinets, metalshelving, metal desks, steel, aluminum, copper, brass,lead, etc…Large scrap metal items can also be donatedby taking them directly to Rich Metals and mentioningWalcott PTA.

If you have a question on whether a particular itemcan be donated, please call Rich Metals at 381-3814.For any other questions, please call Angie at 284-5009.Thank you!!

Registration is open for fun, educational tours of Landfill, Recycling Center

Wanna see trash get smashed under 108,000 pounds?Hungry for a delicious treat, layered landfill-style? If yourlove for big wheels can only be matched by your burningdesire to see exactly what happens to your garbage and recy-clables after they leave the curb, then read on: We’ve got twotours for you.

Online registration is open for Waste Commission ofScott County’s fall tours at www.wastecom.com. Tours are freeof charge and will be held Oct. 3 at the Scott Area RecyclingCenter, Davenport, and Oct. 4 at the Scott Area Landfill, nearBuffalo. Space is limited, and registration is required.

This fall, landfill tour-goers will get a free “trashy” treatand have the chance to check out equipment with monster-sized wheels. Recycling Center tourists will vie for greenprizes by testing their recycling know-how and learn aboutupcoming changes to the recycling process in Scott County.

The Commission provides public tours of its facilities inspring and fall. Tours showcase our state-of-the-art solid wasteprograms and facilities, and educate residents about properwaste disposal. CALVARY NEWSCALVARY PRESCHOOL “Learning with

Love”Walcott Calvary Preschool will hold theirannual “Family Fun Day & Run” on Sunday, October26th from 11 am to 2 pm; The Preschool has beenserving 3-5 year old children over 30 years.Throughout the years, we do various fundraisers andactivities to raise money and awareness of our pro-gram. There are several students in our programthat cannot afford the full tuition, hence we have agreat need for scholarship sponsors. One event ofthe Day is a children’s race for ages 0-12. We areasking businesses and organizations to help by spon-soring this race. In exchange for a sponsorshipyour name will be printed on the T-shirts the partici-pants will receive and on fliers advertising the event.The cost of a sponsorship is $50. CALVARY KIDS’ CLUB - There are some correc-tions to the information in the last issue. The KidsClub began on September 24th, however you mayjoin at any time. This session is a 9 week session andwill end on November 19th. This is a Wednesdaynight weekly Bible-based afterschool program for 1st-

6th graders. The times are 3:45-6:45 pm. The fees are$30 for the first child and $20 for each additionalsibling. This includes supper each week. For moreinformation or if you wish to join us, call the churchat 284-6213 between 8 and noon each week day, or,just come on Wednesday nights.

BLESSING OF THE ANIMALS - If you aren’tdoing anything on Sunday, October 12th at 3 p.m.why not join us for our “Blessing of the Animals”service in the gazebo at Prairie View Park andHeritage Trail behind Casey’s General Store. Walcott Library is having abook sale again, with many once-read hard-bounds for 50� andpaperbacks for 25�. Adult books

are displayed on a table and children’s books are dis-played on yellow shelves in the adult literature room.Stop in on Garage Sale Day on Saturday, October 11,to see what bargains we have. The Eldridge Libraryis also having its Fall Book Sale, from Friday, Oct. 3 –Friday, Oct. 10. There will be a large selection ofVHS tapes available, and on Saturday, Oct. 11, theyare offering a Buck-a-Bag sale from 9 a.m. to noon.

Are you interested in attending a book club once amonth from October through March? If so, please callSherry Roberts at the Walcott Library (284-6612) toexpress your interest. We would meet at 7 p.m. onMonday nights for an hour to share recommendationsfor reading and to choose books to read. The firstBook Club Night would be Monday, October 27.

Preschool story times continue on Wednesdaysfrom 2:05-2:30. On Saturday, October 18, we willhave a story time for children ages 3-12 from 10-11a.m. The theme is Bats (the flying kind) and we’llhave stories, crafts, and refreshment, but no live bats!

The featured author for October is Stephen King.We have several of his books in house, and can orderones we don’t have. Stephen King is an Americanauthor of contemporary horror, suspense, science fic-tion, and fantasy. His books have sold more than 350million copies, and many of them have been adaptedinto feature films, television movies and comic books.

Please remember that library cards are alwaysfree, and give you access to 20 different library sys-tems in Iowa and Illinois. We can also order materi-als from libraries across the country. Besides many,many books, we have DVDs, CDs, books on CD (forthose long car trips), magazines, and many freeresources. We have a copier (10� per page) and twocomputers with access to a printer for patron use. Alibrary is a community’s biggest bargain, saving itscitizens a lot of money, but only if they use it.

WALCOTT PTA FUN RUNThe 2nd Annual Walcott School Fun Run will be

held on Wednesday, October 8th (rain date will be the10th). This will be held in conjunction with Iowa’sHealthiest State Initiative. Our run will begin at 12:45and end at 1:30. We are inviting the community sowhether you want to run/walk with students or justbring a lawn chair to cheer our participants on, wewould love to see you there! Meet us at the track justsouth of the school. We are looking forward to this funevent.

October! I have a feeling the leaves will be justbeautiful this month. I hope you will be able toenjoy a drive and take in all of fall’s beauty.

Attention parents of 6-8 grade students, thereare no assigned meeting times for theparent/teacher conferences. Please make notethat fall conferences will be held on Tues., Oct 21from 4 – 7 p.m., Wed., Oct 22 from 3:00 – 6:30p.m., and Thurs. Oct. 23 from 8:30 – 11:00 a.m.We will also have spring conferences that will beheld at a later date in February or early March.

Elementary parent/teacher conferences will stillhave assigned times that can be made directlythrough your student’s teacher.

SEPTEMBER 15, 2014 MINUTESThe semi-monthly meeting of the City Council of Walcott,

Iowa, was held on Monday, the 15th day of September, 2014,at Walcott City Hall. Mayor John Kostichek called the meet-ing to order at 6:00 p.m. Council members present were: TimKoehler, Virgil Wayne Latimer, Lisa Mengler, Jackie Puck, andJacob Puck. Absent: None. City employees present: JeffBlake, John Brockmann, Lisa Rickertsen, Linda Rivers, andTom Schirman.

Jackie Puck moved and Koehler seconded to approve theagenda with the deletion of item 6, William Belz. Motion car-ried.

Consent Agenda. Mengler moved and Jacob Puck sec-onded to approve the consent agenda including the invoices,minutes from September 2, 2014, and the August 2014 finan-cial reports. Motion carried.

Audience. Andy Willey, Bernard Brus, Donna Housley,and Kevin Flack.

Night Owl Wireless – Andy Willey. Attorney Schirmanreviewed some of his concerns regarding the proposed contractfrom Willey, which included security of the public water sys-tem, rental amount, automatic renewal provisions, tower aes-thetics, obtaining confirmation from a structural engineer thatWilley’s equipment would be safe to be mounted on the watertowers, and setting precedence. Koehler stated the City needsto be in control of the security and questioned what the value isfor the City and residents. Willey stated his proposal wouldallow him to provide service to more residents and businessesand placement on both towers would allow backup for hisservices, less down town. City staff provided memos to theCity Council regarding their concerns with security of theCity’s public water system, liability issues, and possible inter-ference with the City’s water meter collector system which islocated on the top of each tower. The Public Works Departmentstated, in writing, their objections to placing private equipmenton the towers and granting access to the facility, citing theirconcerns for the public water supply system. Willey was askedto return with a proposal regarding the financial benefits/valueto the City.

Ordinance 476-14, Amending Chapter 167.22Regarding Victory Park Outfield Fence. Koehler movedand Jacob Puck seconded to approve the third reading ofOrdinance 476-14. Roll call ayes: Koehler, Jacob Puck, JackiePuck, Koehler, Mengler, and Latimer. Motion carried.

Victory Park Outfield Fence. Jacob Puck moved andJackie Puck seconded to approve the proposal to hire S&VFence to install a 4’ black fence in the outfield at Victory Parkat a cost of $4,200 plus an estimated $500 for top rail safetycovering and interior posts padding. Motion carried.

Building Department Report. Rivers presented herreport including the following:· Updates on new construction projects, Sidewalk

Reimbursement Program, and final inspection process.

· 402 W. Cedar Lane Drive – Rivers expressed safety con-cerns regarding the junk/equipment on the property at W.402 Cedar Lane Drive. Mengler moved and Koehler sec-onded to proceed with the nuisance abatement process fol-lowing review and consent by Attorney Schirman. Motioncarried.

· Number of Animals – Rivers stated a complaint wasreceived that a residence at the Mobile Home Park hasmore than four dogs, which is prohibited by City Code.She stated a letter was sent to the occupant and she ques-tioned the next steps of the enforcement process.Discussion was held that a Municipal Infraction can beissued for any City Code violation or the Police Chief canissue a criminal violation. Chief Blake will visit the resi-dence.

· Permit Fee Schedule. Rivers stated she would like tochange the permit fee calculations to be based on squarefootage. Questions arose and discussion was held that theinspection time is the same for inspections done by home-owners versus contractors. Rivers is collecting informa-tion and will bring back a proposal to a future meeting. Public Work’s Report. Brockmann reported on the status

of the W. Bryant Street project and the water main replacementon E. James Street. Brockmann requested to meet with theStreet Committee regarding a driveway approach dispute. TheCommittee will meet at 9:00 a.m. on September 18th.

Koehler moved and Mengler seconded to adjourn at 7:37p.m. Motion carried. All votes on motions were unanimous,unless noted.

SHOPPING BUS TRIP TO WOODFIELD MALL & IKEA

SATURDAY NOVEMBER 8, 20147:00 am Shoppers meet at Walcott School to leave for

Woodfield Mall/IKEA.7:30 am The bus will stop at NBA Schroder Insurance for

additional in town pickups.10:00 am (approx.) The bus will arrive at the Woodfield Mall.

We will also set up a time with the bus driver to maketrips to IKEA.

6:00 pm The bus leaves for the Quad Cities.9:30 pm (approx.) The bus will arrive at

NBA Schroder Insurance for firstdrop off.

10:00 pm (approx.) The bus will arrive atWalcott School.
