News, Bids Grants and Funds.

Yes Friday the 13th came and went however quite rightly the chair of an influential committee of

MPs has hit out at the rushed pace of T-level implementation – after Ofqual gave the sector just four

weeks to respond to its consultation.

Meg Hillier, head of the Public Accounts Committee, pronounced the timescale “ridiculous” when

the exams regulator began asking for views on July 10 on how it should frame its rules when policing

the new technical qualifications, with a deadline for submissions of August 6. Four weeks is half the

usual time period set aside for responding to an Ofqual consultation. The document isn’t light either,

as it includes 71 pages with 52 questions. “It is a very short timetable and at the wrong time of year

for educational institutions, which are just about to break up for the summer,” Ms Hillier said. “If

Charities - the rules about automatic disqualification for trustees are changing, more reasons are

being added and the rules will also apply to some charity senior manager positions (chief executives

and finance directors - and those in equivalent roles).

New reasons for disqualification include being in contempt of court, being named under particular

anti-terrorism legislation or being on the sex offenders register.

There are several things you can do to get ready for these changes.

Make sure you read the guidance for charities to help you understand what is changing. This guide

also includes a handy disqualifying reasons table that you can download.

Ask your trustees to check that they won’t be affected by these changes. Senior managers (at chief

executive or finance director level) should also check if the disqualification law will affect them from

1 August. We’ve produced sample declarations for senior managers and trustees to state that they

won’t be disqualified from acting in these positons after the 1 August. You can download these from

the preparing for the rule changes section of the charity guidance.

Update the checks you make before appointing someone to any of these positions.

If someone is going to be disqualified, tell them that they can apply to have their disqualification

waived. They can find out more in the guidance for individuals.

Individuals

If you’re a trustee or senior manager (at CEO or finance director level) at a charity, check that you’re

not going to be disqualified by reading the guidance for individuals.

If you will be disqualified, you can apply to us to get your disqualification waived. Otherwise, from 1

August you must resign if you’re a senior manager. Charity trustees will also have to stop acting in

that role. If you apply for a waiver before 1 August, you won’t be disqualified until you get a decision

from us, or the tribunal if you appeal against our decision.

You can read more about how we make waiver decisions.

Outstanding Teaching, Learning and Assessment (OTLA) Phase 5

The Education and Training Foundation

The Foundation are seeking to work with further education and training providers to deliver

collaborative projects looking at how to improve teaching, learning and assessment to increase

learner progress. This is part of the wider Outstanding Teaching, Learning and Assessment (OTLA)

programme.

The OTLA programme draws together the Foundation’s activity to support practitioners to improve

and develop their practice. The 2 aims of the OTLA programme are to:

— Improve the quality of teaching, learning and assessment in the FE and training sector and,

— Support increased professionalism for practitioners in the sector.

OTLA is underpinned by the Professional Standards. The programme is made up of 4 different

strands. This tender is for delivery of work in the collaborative projects strand.

The Foundation has identified several key problems around progress that are impacting on learner

outcomes across the sector. Collaborative projects should use these problems as a starting point,

honing and contextualising them for their own setting and learners, asking themselves the

questions, ‘Does this issue apply to my context?’ and ‘What evidence do I have that is the case?’.

They may address more than one problem given their interconnectivity. Projects should identify a

clear way in which they plan to address their problem, drawing on research. Please note that

collaborative projects cannot be used as a vehicle to implement organisation wide systems or

software platforms.

Sport England is seeking to appoint a Provider for the evaluation of the Specialist Teacher Training

Pilot.

The Teacher Training Project aims to improve stronger foundations through personal competence,

enjoyment and avoiding bad or negative experiences. In Sport England's strategy, Towards an Active

Syrian Refugee Resettlment and UASC Service

Shropshire Council currently holds a contract for refugee services with an existing provider which

expires on 30.9.2018. However the council has further funding for these services and now wishes to

appoint a provider for a combined Syrian Refugee Resettlement and Unaccompanied Asylum

Seeking Children (UASC) service from 1.10.2018 when the next Syrian families are now due to arrive.

Organisations who wish to tender for this service should note the specifications in Schedules 1 and 2

of the form of contract which outline what will be required of the appointed service provider.

At the moment funding is available for the resettlement and support of 10 Syrian families in

Shropshire to 30.9.2019 and for the UASC service to 31.3.2018. There are at present 29 UAS children

in Shropshire, not all of whom are supported at any one time, however any or all these children may

call on the service for support during the period of the contract.

The council may obtain further funding for both aspects of the service beyond these dates and

ultimately extend the contract up to 30.9.2021, however this is not guaranteed at the present time

and the council would negotiate future costs with the appointed provider in the event that the

contract is extended.

Tender & contract

Tenders are invited from providers for the initial period up to 31.9.2019.

The council is looking to appoint a provider:

— who is able to deliver a service starting from 1.10.2018,

— that can demonstrate their ability to deliver this service.

Applicants should note that it is considered that the employee “Transfer of Undertakings (Protection

of Employment) Regulations 2006” (“TUPE”) may apply to this contract. Applicants are advised to

seek their own legal advice in this regard.

Prior Information Notice - Greater Manchester Adult Education Budget Greater Manchester Combined Authority The purpose of this PIN is to conduct initial pre-procurement market testing in relation to

procurement of provision funded by the devolved Adult Education Budget in the 2019/20 academic

year. It is testing principles and seeking provider input ahead of a formal market engagement event

and forms part of a wider engagement/ consultation process which has included research activity

and engagement with stakeholders and their network representatives on the GMCA's AEB Task

Group.

Details on how stakeholders may respond are set out at the end of this document and more details

can be found on The Chest by following the below link:

https://procontract.due-north.com/Advert?advertId=9502cf02-287e-e811-80ed-

005056b64545&p=e0cc5631-4690-e511-80fb-000c29c9ba21

Based on GM's indicative allocation of AEB, the value of procured activity for the 2019/20 academic

year will be an estimated 25m, with the final value expected to be confirmed early in 2019 following

DfE confirmation of GM's overall AEB budget.

However, GMCA is keen to develop effective, high trust relationships with providers, delivering

positive long-term impact for GM residents. This will enable providers to plan and build capacity

with greater surety. We expect providers to develop a place-based curriculum offer and wrap-

around support with a clear focus on learner progression.

With this in mind, GMCA's intention is that contracts awarded from this procurement will initially

last for one year (academic year 2019 to 2020), with an option to extend for a further 2 years. GMCA

reserves the right to extend contracts for a second and third period of up to 12 months subject to

funding availability, the provider's delivery and performance against the contract, and skills policy

(including any changes to the overall GM budget arising from the Spending Review or adjustments to

the way in which GM's allocation is calculated by central government).

Department for International Development

Funding to Support Early Year Language and Literacy Skills (UK)

The new £6.5 million fund announced by the Department for Education builds on the previous

investment announced in April to improve early language and literacy for disadvantaged children.

The funding is designed to offer practical help to parents who need help teaching their children

reading, writing and language skills, for example by accessing home visits and online tools.

Voluntary and community groups with a proven track record of breaking down learning barriers for

children with additional needs will be able to bid for a share of the fund to run projects that help

disadvantaged families and children with additional needs. These children are more likely to

experience a ‘word gap’ when they arrive at primary school i.e. a gap in communication skills

between disadvantaged children and their peers. This can have a long-term impact on a child’s

education. Giving parents the confidence to work with their children on speech and language before

they start school has been shown to be one of the most effective ways to ensure children have the

right foundations for a successful education.

Projects funded could include, for example:

• Home visits from trained early years professionals, to help parents support their children in

learning new words through simple steps like reading and singing nursery rhymes.

• Easy-to-use online tools that help broaden the vocabulary parents use with their babies

Previous successful bidders from the scheme include:

• The National Literacy Trust received a grant to set up Early Years Together at 2, a

programme which invites parents and carers into the nursery to watch how children learn

and gives them practical ideas of how they can continue this learning at home.

• Home-Start UK received over £400,000 to pilot a ‘word pedometer’ programme which

provided disadvantaged families with coaching from trained home visiting volunteers,

helping new parents increase the number and quality of words they use when interacting

with their babies.

• Funding will be awarded to organisations that can demonstrate that projects will be self-

sustaining, to ensure they will last to support future generations of children.

The minimum grant available per project will be £250,000 and there is no upper level of funding that

can be applied for. The funding is being made available through the Department for Education’s

Early Years Disadvantage (VCS) Grant and the closing date for applications is the 27th July 2018.

Digital Tools for Prospective Students: Apply for Funding (Great Britain)

Through this Small Business Research Initiative (SBRI) competition the Department for Education

(DfE) aims to ensure that prospective students have access to data about the outcomes of subjects

and Higher Education providers thus enabling them to make uninformed decisions about where and

what to study.

The DfE is looking for ideas for creating free, accessible, commercially sustainable and innovative

digital tools to help prospective students make better decisions about their future that are based on

graduate salary and employment outcomes and use the Longitudinal Education Outcomes (LEO)

earnings data from 21 June 2018 and other relevant open data.

Organisations of any size working alone or with businesses, research organisations or third sector

Funding for Projects that Support the Education and Development of Children and Young People

(England)

Schools, colleges and community groups in England can apply for grants to BlueSpark Foundation to

support the education and development of children and young people through educational, cultural,

sporting and other projects. BlueSpark is particularly keen to support projects which will help

enhance the self-confidence, team working skills and future employability of children and young

people. In most cases grants will be made on a relatively small scale. Many grants will be under

£2,000, most will be under £5,000 and only in a few cases will grants exceed £10,000.

Funding provided by BlueSpark for a project must be crucial to the project rather than marginally

incremental to its funding. The funding available can be for physical assets (such as iPads, sports

equipment, or lighting for stage productions) or for services or facilities (such as sports coaching or

music or drama tuition) or simply for the provision of experiences (such as theatre visits). These

examples are intended to be illustrative and not restrictive as to the funding which BlueSpark may

provide to support projects.

Applications can be submitted at any time and must be made online on BlueSpark Foundation's

standard Application Form.

Funding to Support Victims of Domestic Abuse (England)

The 2018/20 Fund for Domestic Abuse builds on the £20 million allocated in 2016 to 2018 which has

helped provide more than 2,200 new bed spaces in refuges and other specialist accommodation,

supporting more than 19,000 survivors with a safe space to rebuild their lives. The 2018/20 Fund will

support proposals for the provision of core support for refuges and other accommodation-based

services, helping local areas ensure that no woman is turned away from the support she needs.

Specifically welcomed are bids which demonstrate that there is a need for the type of support

proposed locally and that the solution proposed is designed to meet the needs of victims. For

example, bids could be for specialist refuge places or for specific groups (i.e. for victims with mental

health problems, substance abuse problems, or particular needs of different ethnic communities),

or, where this best meets local need, other accommodation-based services with specialist support,

or other services that enable victims to access this support. All bids must help deliver the local

strategy for domestic abuse provision and provide evidence of local need and gaps in provision in

specialist refuge bed-spaces.

The Ministry of Housing, Community and Local Government would expect to provide around

£100,000 maximum per individual partnership bid but will consider bids of more than £100,000

which proactively work across a number of local authority boundaries.

Applicants are required to submit bids no later than 5pm Friday 17th August.

All work funded must be completed by 31st March 2020.

Previous projects funded include:

• Lancashire County Council, £1,353,100.98 for a multi partnership project to support the

establishment of ‘Jane’s Place’, which specialises in providing safe accommodation for those

at most risk of harm and accommodates women and families across a number of self-

contained flats.

The Strategic College Improvement Fund (SCIF) will support colleges to deliver better outcomes for

learners, employers and local communities through partnership working with stronger ‘partnering’

colleges. The launch of SCIF follows a successful pilot phase, which saw fourteen colleges receive

grants totaling over £2million. Outcomes from the pilot included colleges reporting that the fund-

built awareness of good practice, fostered mutual learning and enabled rapid action to improve

quality.

FE colleges and sixth-form colleges graded ‘requires improvement’ or ‘inadequate’ at their most

recent Ofsted inspection or recently merged colleges as ’new providers’ that have yet to be graded,

are eligible to apply. Applicant colleges must also demonstrate that they have identified quality

improvement need and that they have the capacity and a suitable approach for addressing that

need.

SCIF grants of £80,000 and £200,000 will be awarded to colleges working with a partner college to

undertake the programme of work outlined in the application. Applicant colleges are required to

contribute at least 25% of the total costs of the improvement programme; partner colleges must

also account for at least 25% of the total costs of the programme of work. An additional 10% of the

total costs may fund targeted improvement activities that benefit the partner college. Some

exceptions may be made to the match funding required with assessment based on the financial

health of the applicant college. More information is available here.

The funding can cover a wide variety of activities that may include but is not limited to:

• Coaching of managers and other staff to improve their performance

• Instructional programmes to enhance staff skills to support teaching, learning and

assessment

• More effective use of data to improve student performance

• Improved support to students, including better control over student attendance

• Enhanced design of the curriculum

• Strengthened relationships with employers (for example, via enhanced work-based learning)

• Monitoring and evaluation of the results of the programme of work

Stage One applications should be submitted by Friday 27 July 2018. Following assessment successful

colleges will be offered support to continue to Stage Two.

Grants of £5,000 - £10,000 to community groups, small charities and voluntary sector organisations

to run volunteering projects that bring Londoners together and lead to improvements in social

The Team London Small Grants will fund projects which:

• Help people to have more opportunities to connect with each other positively and

meaningfully, through volunteering on community activities, taking part in social action, or

both.

• Create an environment where people find it easy and beneficial to meet others from

different backgrounds, creating connections not divisions.

Grants for Voluntary and Community Based Organisations (Great Britain and Africa)

The Noel Buxton Trust supports voluntary and community based organisations in Great Britain and

in some of the most vulnerable parts of Africa. The Trust operates three funding programmes:

Africa Grants: Supports projects based in Ethiopia, Kenya, Somalia, Uganda, Sudan and South Sudan

put forward by small charities. Within these areas, priority will be given to work with communities

living in urban slums and semi-arid regions where economic hardship is most extreme. Grants of up

to £5,000 over three years are made to projects that focus on economic development i.e. small

business support and training, and microfinance in both urban and rural settings; building

sustainable futures in the semi-arid areas of Africa; and support for and protection of street children

that helps them find safe and sustainable livelihoods.

Families and domestic abuse: The Trustees particularly acknowledge that there is a pervasive impact

on children, and one that can affect them into adulthood and thus consider projects that work with

survivors and/or perpetrators of domestic abuse. Grants of up to £5,000 over three years are offered

to smaller, grass-roots organisations in England, Scotland and Wales with an emphasis on areas

outside London, South-east England.

Penal Grants: Recognising the variety of Voluntary and Community Sector organisations working

with offenders, grants are made to local campaigning organisations; self-help groups; and service

providers as follows:
