The 2018-19 Work Plan was reviewed. Goals and tasks were reviewed and updated where needed. Addition ideas
were presented for discussion . A draft of the 2019-20 Work Plan is included as part of these minutes. The draft 2019-20 Work Plan will be presented for approval at the April , 2019 Port Commission meeting .
The Work Session adjourned at 6:50PM.

REPORTS 1. Staff Report: A full report was provided in the Agenda Packet. Gorge Works had 50 applicants this
year. Selection process continues through March with hiring decisions due April 7. Kathy Ursprung will represent Gorge Works at The Dalles High School Career Fair in March; Website search engine
has been optimized; Food Lab contractor Matthew Buck completed his first round of stakeholder interviews and delivered a summary of those interviews for review; Port Property Projects - Columbia
Gorge Vet planning a spring opening, Goog le construction expects to be complete this fall, V &G anticipating a spring start; Marina-electrical upgrade well on its way. Marina will be closed 3/11-29 while
transformers and electrica l cables are being installed, PUD will contact individual boathouse owners to connect them to the new electrical system, Hage Electric and DevCo Mechanical are coordinating the
sewer pump installation, Sewer lines will be pressurized and dye tested to identify leaks; Two leads from the state and a Recycling facility that needs 5,000+sqft of covered space within 10 miles of The
Dalles; Outreach Team Spring DC trip March 25-28, IGA with CGCC is drafted and being presented to the CGCC Board, Representatives of City of The Dalles, MCEDD, and Regional Solutions on brown
fields inventory and potential grant funding, State Business Development Officer, Carolyn Meece has changed regions to the Bend area. Business Oregon plans to have a new person hired by the end of
May, Port of Hood River is conducting a survey of river users that cross under the Hood River Bridge, Klindt Cove Kiwanis Park irrigation , landscaping, and hydro-seeding will be completed this spring.
Reports of Committees a) Chamber of Commerce: Commissioner Griffith - Thanked Kathy Ursprung for her work on the
Gorge Works Program and working with the Chamber to transition the program to the Chamber; the Chamber got good results supporting a booth at the Sportsman Show and plan to attend next
year; the Chamber and MCMC are combining their awards nights into one event.

b) Dufur: Wallace - School projects and City street improvements are moving forward; the ESD
grant to install high speed fiber to the school was delayed by the Gorge Commission. Robert is working to resolve the issues and move the project forward, he was asked to provide an updated
report for the COT to take to DC with them; the Port Commission was invited to hold a future meeting in Dufur.
c) Wasco EDC: Ursprung - Ready for Business Committee drafting a work plan, looking at ways to provide more assistance to businesses.

I. President: Commissioner Weast - Thanked Kathy Ursprung for her work on the Gorge Works Program; Inquired on status of Enterprise Zone-nothing new; status of IGA with CGCC-being reviewed by CGCC
Board; status of Food Lab-Board input will be taken and shared with consultant who will make a presentation at the June meeting.
2 . Commissioner Coburn - Thanked Kathy Ursprung for her work on the Gorge Works Program and appreciated how quickly Kathy was able to adapt, upgrade, and make improvements in the programs as issues
came up. 3. Commissioner Courtney - Thanked everyone for their condolences on his wife 's passing. Donna 's service
will be March 30 , 2019, 2:00pm at the Civic Auditorium 4. Andrea reminded the Commission the Marina will be closed 3/11-29 for the electrical system installation;
Hage Electric & DevCo will coordinate the sewer pump installation during this time; Seal Coat will be able to fix the parking lot damage now that the weather has improved.

DC Trip: • The team (Greg Weast, Rich Mays, Darcy Long-Curtiss , Marta Cronin, Andrea Klaas)
had 14 meetings over 3 days Topics were:
National Scenic Area Economic Development Money Feasibility money for. a broadband facility to connect east as part of Oregon 's resiliency infrastructure Programming funding for Columbia Gorge Community College PILT/SRS forest funding Forest Fire Fuels Reduction Urban Area expansion process Economic Development Administration support
Take aways from the trip: National Security is still getting a lot of funding . This may help with any projects related to resiliency . In many ways it is still business as usual in DC with both houses working together and bi-partisan support on a lot of legislation Workforce investment is getting traction (now part of the infrastructure funding package) Many of the broadband conversations are being sidelined right now until the net-neutrality conversations end, then will be a good time to pursue funding for projects . Lot's of talk about 5G, but this technology can only be deployed in large cities where the signal booster equipment can be in close proximity to each other. A Federal focus on apprenticeships $2million Scenic Area money seems to be a bit closer. Senator Merkley is on th appropriations committee and is including the money in the FY2020 budget.
Gorge Works: • Local employers have made offers for eight Gorge Works internships so far, with some
still pending. James Mejias has been hired as the Gorge Works Intern Coordinator and will begin April 17, coordinating the interns and planning the Professional Development Workshops. He is employed by The Dalles Area Chamber through an East Cascades Workforce Investment Board grant , but will have office space at the Port and work closely with me. Despite quite a bit of additional effort to help keep businesses on track this year as discussed in last month's GW report , we have seen a fair amount of attrition from our original 12 employers. We anticipate our eight interns will be working at Powder Pure ,Chamber (2), Cherry Growers (2), Public Works, Waste Management and the PUD. Two or three more are still in the hiring process.

At this point, we anticipate al1 of the interns will be from the local area. I again attended The Dalles High School's career fair and interest was greater this year. These events are also beneficial for making contact with employers, colleges and apprenticeship programs. A similar event is planned for Youth Transition students April 25.
Food LAB: Met with folks from the National Resource Conservation Service about increased crop rotation for soil health, diversification and infrastructure support that effort. They have asked me to share information about the feasibility study at the Crop Tour next month .
Marketing: Continue to field inquiries on land and business development. Planning under way for business videos. Port newsletter should be out before meeting day.
Klindt Cove Kiwanis Park: The first phase of the expanded Klindt Cove Kiwanis Park is nearly completed. Through the PUD Economic Development grant heat was installed in the restrooms , power pedestals were placed in the landscaping, parking lot lights were installed and the electrical component of the irrigation was installed. With the grant from State Parks and a partnership with Crestline Construction fill dirt was delivered, the site was leveled and prepared for landscaping, the additional parking lot was completed and the landscaping is being completed by Jordan/Chelsea Landscaping. A new sign for the park is being donated by The Dalles Kiwanis and Michael Byrne, Stonemason. North Wasco County Parks & Rec District has been a valuable partner providing design and landscaping ideas. The Parks District will also take over the maintenance of the park once the project is completed. As the weather warmed up and more people are using the trail the new park area has gotten a lot of attention - everyone is very happy to see the park being expanded. Once the new sign is completed and the grass is growing there will be a dedication ceremony to officially open the expanded park.
Guest Moorage Pump-out/Dump Station: Using an Oregon Marine Board Grant we replaced the old unit last fall. Xsteam Electric and 2 Dogs Plumping are working with us to get all the kinks out. Most recently we were able to sync to the Marina Board so they can monitor the unit remotely, but now the pump seems to be malfunctioning. OSMB has been notified and will be scheduling a visit to try and troubleshoot the situation. Once the unit is fully functioning the Marine Board will be able to monitor usage remotely, information that helps when going after State and Federal Grants.
Marina: Boathhouses are being connected to the new electrical system and the wires and poles have been removed from the A dock with the rest to follow soon. The new pumps are working in the pump-house but the electrical panel still needs to be moved and heat installed. Andrea may have more information at the meeting.
