Progress is fast. Standards are rising for efficiency, safety and environmentally friendly practices. Since maritime transport is the lifeblood of the global system for production and trade, it is only natural that the Swedish Maritime Administration (SMA) is actively driving this development. We employ several different approaches, but our point of departure is a sustainable perspective on humankind, the environment and business.

The sea provides the opportunities; we make the difference.Incredible 90 per cent of all goods and raw materials enter and exit Sweden by sea; there is simply no other mode of transport that can handle such enormous volumes in a more effective and sustainable way.

This is the SMA’s core business. We provide and develop safe, environmentally friendly and effective sea routes with a 24-hour service. Furthermore, we offer services that are of great benefit to trade and industry, individuals and society at large.

We believe in sustainable customer relationships.Our main customer is the maritime transport sector, followed by ports and local authorities, but other customer relationships are becoming increasingly important. This includes trade and industry, and organisations; tourists and recreational boaters, logistic companies and other modes of transport; public authorities, organisations and nations. Last but not least, freight owners, i.e. all those who forward their goods by sea. The list is long, for one simple reason:

COMMERCIAL BENEFIT AND PUBLIC BENEFIT – WE DON’T WANT TO CHOOSE.

The three main areas of the SMA.PRODUCTS AND SERVICES. We create and provide a number of different services to the maritime trans-port sector: pilotage, fairway maintenance, icebreaking, maritime traffic information, hydrographical surveys and data, seamen’s service and maritime and aero-nautical search and rescue operations. We also offer some of these services to other areas and sectors, e.g., engineering, energy and logistic companies, science and recreational boating.

DEVELOPMENT PARTNER. How can the SMA help you develop your business and promote innovation? Actually, there are many ways – from developing canal tourism to laying the foundations for tomorrow’s sustainable and effective transport systems. To the freight owners, i.e., the companies that forward their goods by sea, we act both as a sounding board and a development partner.

EXPERTISE. As the government’s and the Swedish Parliament’s experts in matters relating to maritime transport, we consider legislative proposals, conduct investigations and gather business intelligence, as well as participating in national and international bodies and cooperation projects.

A governmental agency or an enterprise? – Both.On the one hand, we are a governmental agency with a mission defined by the government relating to maritime transport. Our activities are also subject to international treaties and agreements. On the other hand, we are an enterprise which utilises its unique expertise and resources to contribute to the business success of others. Customer benefit and tailor-made solutions are the linchpins of our customer relationships.

The maritime partnership – our way of being, acting and thinking.One thing is clear: creating sustainable growth in Sweden requires cooperation, and also operators with the will and courage to take the initiative for cross- border discussions. By thinking in new directions, we find new insights together. We call our approach the “maritime partnership”. Using our entire wealth of experience and specialised knowledge, as well as our leading role in Sweden’s maritime cluster, we create both commercial and public benefit.

Whether you are a recreational boater, the CEO of a company, a first mate or a prime minister, we can be of mutual benefit to each other, one way or another. To us, the only thing that matters is delivering clear value corresponding to and preferably surpassing your expectations.

Our mission for the maritime transport sector.On instruction by the Swedish government, the SMA is responsible for accessibility and navigability, as well as safety at sea. A large part of our revenues are generated by fees charged to the merchant shipping sector for fairways and pilotage. We are responsible for the sea routes up to the port zones, where the local authorities or port authorities assume responsibility. We look after Swedish coastal waters and the lakes Vänern, Vättern, Mälaren, Göta River, Trollhätte Canal, Södertälje Canal and a number of smaller canals. Missions on international waters are governed by our agreements with the EU and the International Maritime Organisation(IMO) of the United Nations.

We have many different customers.In merchant shipping, our customers are mainly ship-owners and ships, which in turn are often represented by agents who order services from the SMA. Municipal ports and industrial ports are responsible for their seaways, but many charter our services to optimise resources and ensure high quality. The Armed Forces, the Coast Guard and recreational boaters are also considered our customers, since they use our fairways and some of our services. Even commercial aviation is a customer of ours, as we are in charge of aeronautical SAR operations.

Our basic services.FAIRWAYS. We design and keep the fairways open, safe and in good condition, and also operate and maintain navigational aids, such as buoys, beacons and lighthouses. Other services in this field include hydrographical surveying and different types of construction work – e.g., dredging and widening, and the erection of navigational aids.

PILOTAGE. Depending on the vessel’s size and type of cargo, pilotage is compulsory for certain parts of the fairways to ensure high safety. The SMA employs approx. 200 pilots around the country, all with excellent nautical skills and great knowledge of the area in which they work. We also offer deep sea pilotage on international waters.

ICEBREAKING. Maritime transport has to work regardless of the season. The SMA has a number of icebreakers and can, if required, charter additional external resources. We also cooperate with our Finnish neighbours and internationally to ensure an effective utilisation of available resources. Ice information and fore- casts are distributed to the concerned parties by the JRCC.

MARITIME TRAFFIC INFORMATION. Our VTS Centres (Vessel Traffic Service) monitor and communi-cate with vessels navigating in congested areas. Together with other aids, like the Differential Global

Positioning System (DGPS), coastal radio, radar and the vessel AIS (automatic identification system), the VTS Centres contribute to ensuring a safe entry to and exit from the ports.

AIS SUBSCRIPTION. The SMA offers the option of subscribing to customised AIS information from our base stations. The main target groups are carriers, ship brokers and others who need to be able to find out the movements and positions of vessels in real time online.

VESSEL REPORTING. We operate the Swedish part of the European vessel reporting system Safe Sea Net Sweden. The system is accessible around the clock to enable masters and ship brokers to report mandatory information in a convenient way.

MARITIME AND AERONAUTICAL SEARCH AND RESCUE. We are responsible for finding and rescuing persons in distress, and for locating missing aircraft in Swedish territorial waters, as well as on lakes Vänern, Vättern and Mälaren. Missions are coordinated by our SAR mission coordinators at the JRCC in Gothenburg and are carried out in cooperation with the Swedish Sea Rescue Society, the police, Coast Guard and the SMA’s own rescue helicopters and boats. The rescue helicop-ters are a unique asset which is used for the benefit of society as a whole.

HYDROGRAPHICAL INFORMATION. We measure the depths in our fairways and establish the position of objects that are relevant to navigation. This information is stored in databases which are used to produce printed paper charts and electronic charts. Information about changes to nautical charts is quickly distributed in Notices to Mariners (NtM).

SEAMEN’S SERVICE. We work to provide seamen with meaningful and attractive activities in port. Ship visits, sport, access to media and the Seamen’s Library are just some of these services.

MARITIME SERVICES THAT CREATE VALUE BOTH ON SHORE AND AT SEA.

The services and products of the SMA undergo constant further development. You can utilise a specific service or a customised comprehensive solution. You can also hire us as consultants on many different issues.

Nautical chart data for engineering enterprises.The SMA chart database contains virtually all Swedish nautical charts. The information is divided into five areas of scale with varying depth of information. Companies that develop and sell GPS-based navigation systems can rely on our database for top quality and greatest benefit for the end customer.

Maritime services for municipal ports.SMA’s responsibility begins and ends at the port limits, but since we have the expertise and specialised services that it takes to operate and maintain fairways, many local authorities and port authorities call on us. Services in demand are, e.g., service agreements for beacons and buoys, consulting services for fairway design or providing solutions for the erection of, say, ViVa stations within the port area. Perhaps the most important field in this context is the specialised know-ledge we offer to increase capacity and safety on fair-ways to and from ports. These are large fairway projects involving many parties which greatly influence the port’s future competitiveness.

More effective transport systems.Many freight owners, e.g., in the raw material industry, keep their own loading, unloading and interim storage facilities for their products. When such facilities need modernising and adapting to new requirements, the SMA can provide consultants, measuring services and engineering services. By applying a holistic concept and with our in-depth knowledge of most modes of transport combined with a wealth of experience, we help create effective, sustainable and safe transport systems, all the way from production to end customer.

Research platforms.For obvious reasons, our icebreakers are “out of work” for a large part of the year. During this time, they are ideally suited for research projects. Our most advanced research platform is the internationally renowned icebreaker Oden, which has been designed for interna-tional scientific expeditions to the harsh Polar Regions. Icebreakers Atle and Frej are equipped for special assignments beyond their regular duties.

Underwater surveys.Swedish fairways are measured to international stan-dards and all the data is available in the SMA hydro-graphical database. Moreover, we can carry out depth measurements in other areas and for other purposes than merchant shipping. Based on exact visualisation of the seabed topography, we create cross-section profiles, depth charts and 3D models which can be used for, e.g., planning pipelines, mapping wrecks or planning wind turbines off shore or in large lakes.

Tailor-made shipping solutions.The SMA shipper has a fleet which offers surplus capacity to external customers. There is great scope for creating customised solutions for every need. One example is the transport of passengers to and from vessels in a pilot’s boat.

Mobile services.Smart mobile services are the future, and the SMA is already there. For instance, different types of information can be reported to our system Safe Sea Net Sweden using text messages. The smartphone app ViVa (wind and water information) can be used to receive real-time data on winds, water levels, currents and visibility from any of the SMA’s measuring stations. ViVa is also available online in conventional browsers.

WE WANT YOU TO ENJOY SAFE AND ACCESSIBLE BOATING.

Sweden’s coast is long and varied and the Swedes are one of the most boat-loving people in the world. Making recreational boating safer for a large number of people is part of SMA’s mission. Our essential tools are safe fairways, good navigational aids and maritime and aeronautical search and rescue services.

Relax in a safe and clean marine environment.As a boat owner or tourist on the water, we consider you our “customer” in the sense that you employ our fairways, aids and markers for safety and navigation. Besides safety in the fairways, we take responsibility for the environment. For instance, the SMA participates in the project “Ren botten” (Clean bottom) together with shippers, with the aim of promoting more environmen-tally friendly hull paints.

Discover new secret coves.Every year, there are approx. 1,500 changes in Swedish waters; from new shoals and hydrographical updates to new jetties and visitors’ marinas. The SMA small craft charts are probably our best-known products for recreational boaters. The charts have the same scale and detail as the regular charts, but come in a much more user-friendly format. The small craft charts are waterproof with laminated pages and ring-bound for easy use and storage in the boat. Good charts, accurate chart data and well-kept fairways not only contribute to improving safety; they also make your time in the boat more enjoyable and relaxing, just as it should be at sea.

Saving lives is our passion.“Search and Rescue”, SAR, is the international term for our job. We are always on call and the SAR mission coordinators have a huge responsibility. Regardless of the season, they are available at the RJCC in Gothen-burg to receive distress calls and coordinate missions to search for and rescue people in distress. Thankfully, disasters at sea are rare in Sweden. However, the combination of holiday-making, a nation of boat-lovers and fast motor boats push up the number of accidents considerably in summer. That is when the SMA is at its busiest, which is why we augment the number of people standing by during this period. One extremely valuable resource in this context is the SMA’s rescue helicop-ters. They are operated by our own pilots, are available around the clock and depart from five bases around the country. On the whole, our rescue helicopters are a unique asset in our efforts to promote safety on Swedish waters.

Safety at sea is a team effort.Our coast is long and often inaccessible. Engine failures, material defects, sudden rough weather or grounding can quickly turn a safe journey into an unwelcome and life-threatening misadventure. For the SMA to perform our task, many people have to be on call and ready to assist when our SAR mission coordinators initiate, plan and coordinate the missions. At the location, several organisations may be present with personnel, vessels and aircraft; the Swedish Sea Rescue Society, the police, the Coast Guard, the Swedish Armed Forces, municipal rescue services and, of course, the rescue helicopters, boats and personnel of the SMA itself.

A PARTNER FOR GROWTH, COMPETITIVENESS AND INNOVATION.

Which is the best route from A to B? Can new technology generate new business? Will more accurate depth data take your business to new heights? The SMA is a business-oriented project partner with a social focus which offers new perspectives and insights.

The sea is the solution to many transport problems.There is a great spare capacity in maritime shipping which is not currently exploited. This is true both of our coasts and our inland waterways that are accessed via the locks in Trollhättan and Södertälje. Meanwhile, the terrestrial bottlenecks are getting worse because the road network, urban infrastructure and railroads cannot cope with the constantly rising pressure. In this context, the SMA acts as an expert, driving force and project partner with the aim of developing the waterways and seaways as a sustainable alternative to overland transport. Together with our customers, forwarding agents, transport brokers and the Swedish Transport Administration, we perform analyses and realise projects in order to bring about changes which will benefit both society and the trade and industry. The SMA as a partner in port.The SMA offers several different services and compre-hensive solutions to Swedish ports. In some cases, we take the cooperation one step further, like in the Port of Gothenburg where our VTS Centre and pilot request service share premises with the port’s vessel planning department, Port Control. This way, everyone involved in the arrival of a vessel can be found in the same place, which facilitates planning, improves control and optimises capacity utilisation at the wharves. This is of advantage to everyone involved, not least all the private operators with different activities in the port who need to receive the right information at the right time when a vessel is arriving.

Seeking new ways to boost competitiveness.In our endeavour to contribute to the business success of our customers, we are looking for new forms of partnerships with industrial enterprises in Sweden. By gaining a better understanding of the challenges that freight owners face, we can design our services to create value for companies. One example of this is the area of icebreaking, where we have taken on board the needs of the industry and have made necessary changes to the service to ensure that the seaways are navigable in winter.

The innovation race – an exciting tool for development.At the SMA, we like to employ creative methods to encourage a dialogue and spark that innovative force. One such initiative is the “innovation race” in which users of our services are given the opportunity to contribute with views and ideas on what the services and products of the SMA should look like in the future. This method has been very successful in the case of Trollhätte Canal, among others, and the ideas submitted by boaters and the wider public are used as a basis for improvement efforts.

INNOVATION FOR INTERNATIONAL SAFETY AT SEA.

The SMA continuously works to enhance safety at sea on all levels; locally, nationally and internationally. For instance, we have instigated international cooperation projects with the aim of making shipping more efficient, safer and more environmentally friendly by improving routines for navigation and route planning. By optimising route planning, you create the conditions for better logistics, lower fuel consumption and a smaller impact on the environment. At the same time, you enhance safety, since onshore detection of vessels that depart from agreed routes becomes easier.

KNOWLEDGE THAT MAKES A DIFFERENCE TO SWEDEN AND TO THE WORLD.

Sweden and the rest of the world depend on the sea routes, but there is still a lot to be done in terms of enhancing safety and reducing the environmental impact. The SMA has an important role to play in this work, both nationally and internationally.

We set the right course for Sweden in matters of maritime transport.The SMA is the government’s expert on shipping mat-ters. This role involves participating in investigations, considering legislative proposals, acting as an advisor and expert, continuously gathering business intelli-gence, sending experts to international organisations and participating in national as well as international collaborations to develop shipping. In the important area of sustainability, we work closely with the Swedish International Development Cooperation Agency, Sida, on issues relating to development.

Sustainable marine and coastal environments are a universal right. Shipping by sea is the most energy-efficient and cost-effective method for forwarding goods and raw materials around the world, which is why it is also an important source of employment and income to many developing countries. The environmental impact of maritime transport and safety at sea are two issues that demand international cooperation in a globalised world. Poor safety routines or flawed vessel construction can have devastating consequences for seamen, marine flora and fauna and the people whose lives and livelihoods depend on the seas. In developing countries, fish and other aquatic organisms and plants are often the main source of proteins and vitamins for poor people and a determining factor for children’s physical and mental development. To work for a sustainable development of seas and coastal areas is therefore to promote human rights even for the most vulnerable.

Our role in the world: safety at sea and environmental conservation. The international development cooperation work that we do together with Sida aims to improve safety at sea and reduce the environmental impact of shipping. We participate actively in international development work on shipping and marine environmental issues and realise collaborative programmes together with Swedish maritime operators as part of Sweden’s Policy for Global Development.

Focus on technical assistance. Our international sustainability efforts focus, among others, on participating in the International Maritime Organisation (IMO) and supporting the World Maritime University (WMU) in Malmö. The conventions developed in the IMO have improved safety at sea and reduced the environmental impact of maritime transport. However, developing countries often lack the infrastructure and capacity to implement the regulations that they have committed themselves to. This is one of several areas in which the SMA’s international development cooperation can make a difference. We are in charge of the IMO’s technical committee which seeks to help developing countries build technical capacity. The SMA also parti-cipates in other supranational work which is important for the marine environment.
