Coronavirus and the approach at the Hoboken site Update 20 May 2020 – Version 1.0

Context

According to the experts, we will have to live with the coronavirus for a long time. We will therefore have to continue for some time to take measures to minimise the spread or new flare-ups of the virus.

It is in everyone's interest that we do everything to prevent the spread of COVID-19. This can only happen if everyone takes responsibility for their own health and that of his or her surroundings. So as a contractor on our site, you have a great responsibility to keep your people and Umicore employees healthy.

This guide is based on the result of the cooperation of the social partners in the High Council for Prevention and Protection at Work, the Economic Risk Management Group, the FPS ELSD and the policy unit of the Minister for Employment. Based on their expertise, they have developed a tool that carries considerable support, containing a number of necessary and minimum building blocks to enable workers to (return to) work as safely as possible in the post-lockdown period by keeping the risk of infection as low as possible and avoiding infections as much as possible.

The measures and recommendations in this guide were supplemented with the internal knowledge of our occupational physician and prevention consultants. The contents of this guide may be supplemented according to the guidelines of the National Security Council and on the basis of new scientific evidence and best practices.

Applicable measures within the framework of COVID-19 at PMR Hoboken

Social distancing

Social distancing is all measures to prevent the spread of the COVID-19 virus. Therefore always observe the rules on social distancing:

- In everything we do, we must keep 1.5 metres distance from each other.

- Limit the presence in rooms or at locations to a maximum of 5 people. Except in areas having distribution plans (e.g. Canteen, stoppage zones etc.).

- Apply the hygiene measures rigorously.

- Organize all activities so the above rules can always apply.

When to work with additional PPE to prevent the spread of COVID-19?

Only when one cannot observe the social distancing rules during the execution of the task. In addition, these tasks may only be performed when:

- The task cannot be carried out alone,

- AND they are considered critical.

What PPE is required with activities where social distancing cannot be observed?

- With tasks that normally require no specific PPE:

All those involved use at least a P2 mask, they are kept on throughout the duration of the task. The P2 mask is only taken off (temporarily / for a break) if it is possible to stay more than 1.5 metres away from each other.

The use of P2 dust masks is permitted only temporarily in the context of the battle against COVID-19.

- With tasks in industrial areas, in addition to the normal required PPE, all those concerned:

▪ Use a P3 mask when it is possible - while at least 1.5 meters apart - to remove the mask temporarily to pause and take a breath.

▪ Use a Versaflo/Jupiter when the task cannot be interrupted, or if one runs the risk of respiratory distress. Versaflos/Jupiters must always be collected with a specific

permit from the PPE counter.

- To counter the effect of the spread of the coronavirus as well as possible, a close-fitting mask is essential. That is why we strongly advise against wearing a beard.

Not shaving is extremely bad for the protection factor!

These values have been determined in laboratories with a mask on a smooth face. But now the user decides not to shave. The consequences for the protection factor are extremely bad, according to a study of Sundström Safety AB, a manufacturer of respiratory equipment.

They took an SR 100 silicone half mask and tested this out on a number of test persons. The protection factor, the degree of protection, decreased rapidly as the face was unshaven:

• Clean-shaven 100%

• Not shaven after 24-48 hours < 50%

• Full beard < 1%

Overview of rules regarding wearing a dust mask by department

In some departments, it is not possible to apply social distancing because of the large number of employees. Therefore, the wearing of P3 dust masks is required in these areas.

Department Wearing a dust mask

What do we expect of our contractors?

Employees with suspected COVID-19 do not come to the site

It is evident that you do not allow your employees to come to UPMR Hoboken when they are ill. In addition, however, we also ask you not to let your employees work on our site when they:

▪ themselves show symptoms (fever, cough, respiratory problems) ▪ cohabit with someone exhibiting these symptoms ▪ work (or have worked) intensively with someone exhibiting these symptoms

We also ask you to check that your employees are well and truly healed before they return to work after illness.

Employees who develop symptoms or become unwell while working on our site leave the site.

If, despite all the measures you have taken, one of your employees becomes ill on our site, he or she should immediately leave our site and inform our medical department of this by telephone (03 821 62 89) immediately.

Mutual reporting of confirmed COVID-19 infections

In order to provide maximum protection for the health of both your employees and ours, we also ask you to commit to reporting COVID-19 infections (among your employees who have worked with us) to our medical service (03 821 62 89). On our part, we also commit that we will inform you about COVID-19 infections among our employees if they have worked closely with one of your employees.

The personal application of all preventive measures to prevent the spread of COVID-19

It is in this context that we ask you to fill out a declaration for each consecutive assignment (Assessment Contractors) providing evidence that you also make every effort to minimise the risk of spreading COVID-19. You should send this document to your trusted contact/planner for evaluation.

Hygiene measures To limit the spread of coronavirus, strict hand hygiene and good hygiene when coughing, sneezing and blowing the nose is recommended.

Hand hygiene

The most important is: wash your hands, wash your hands, and wash your hands!

Everyone has washing facilities nearby. It is imperative that you wash your hands several times a day. How? By soaping hands thoroughly, wash for at least 40 seconds, rinse, dry with a paper tissue (Refer to the poster that hangs in each sanitary area - Washing hands - guidelines)

We provide paper tissues for drying hands and avoid using electric hand dryers or towels.

In addition, liquid soap is provided in dispensers that should not be touched.

Respiratory hygiene

- Spread of germs from the mouth, nose and throat:

- via tiny invisible moisture droplets in the air by coughing and sneezing

- via the hands by holding your hand over your mouth

- through direct contact with the nose and throat saliva (nasal discharge)

Tips to avoid contagion:

- Do not sneeze or cough in the direction of another person.

- Twist or bend your head.

- Cough or sneeze into a paper tissue. Use a new paper tissue each time and throw it away in a closable bin.

- No handkerchief? Cough or sneeze in your elbow cavity.

- Wash or disinfect hands regularly after sneezing, coughing or blowing your nose. But you can hardly wash your hands after each cough. Make your own judgment when this is necessary.

Materials used and tissues

Appropriate containers are provided everywhere for the collection of the (waste) material that is used for the application of individual and collective hygiene, such as handkerchiefs, disposable wipes and the protective equipment used. These containers are always provided with the necessary markings.

Organisation and cleaning of workplaces, work equipment and social facilities

On-site facilities

We ensure that the facilities we provide on the site are provided with the necessary cleaning programmes and comply with the social distancing rules:

✓ We pay extra attention to cleaning frequently used parts.

✓ We pay special attention to appropriate protective equipment, cleaning agents and instructions for cleaners.

Own facilities and resources

✓ Clean work equipment (handles, etc.) after use, and in any event prior to use by someone else; this also applies to mobile work equipment such as forklift trucks.

Site office - office containers

✓ Ensure proper cleaning of the site office, and provide cleaning between shifts.

✓ Ensure adequate and regular ventilation of the site office, either by natural ventilation or mechanical ventilation.

o Ensure proper maintenance of ventilation and/or aeration systems, check whether additional measures are needed in systems where air circulates.

o Do not use individual fans that can spread the virus.

✓ Provide adequate ‘Keep a distance’ signalling.

✓ Ensure that sufficient distance is guaranteed in open-plan offices and meeting rooms.

✓ Collective protective equipment takes precedence over personal protective equipment.

✓ As collective protective equipment may be considered: the placement of partition walls, taping off, applying marking etc.

✓ In situations where the 1.5 meter distance rule cannot be respected, and after exhausting the organisational measures and the collective protective equipment, wearing face masks can certainly be an additional measure, in conjunction with other prevention measures and with due observance of the prevention hierarchy. If you want to use this option, we ask you to submit a risk analysis to our prevention department.

✓ Make sure that cleaning paper and cleaning products are provided in the various spaces.

From home to work

Before leaving

✓ If you feel ill, stay at home and inform the employer in accordance with the rules applicable in the company.

✓ Take your circulation certificate along with you! For questions, contact Contractor Management.

✓ Wash hands before you leave home.

Transportation to and on the site

✓ Those who come to work by bicycle, scooter or on foot must keep sufficient distance;

preferably, do not use any shared bicycles or scooters, …

✓ Those who only come by car, respect a minimum distance of 1.5 meters between each person during transport. This means that the number of people that can be transported varies depending on the type of vehicle.

Page 8: New Coronavirus and the approach at the Hoboken site · 2020. 6. 29. · Shut Corona guidelines -down 2020 May 2020 Coronavirus and the approach at the Hoboken site Update 20 May

✓ Both the authorities and Umicore carry out additional checks at entrances and around the site to verify whether the measures are being followed. If not, further measures will unfortunately have to be taken towards the offenders.

Please note that for transport and activities on the site there is a more stringent measure!

There may only be one person in a vehicle or machine. Only when these tasks are regarded as critical, and cannot be done alone, may more than one person be in a machine.

For this, you must obtain explicit approval from the internal COVID-19 crisis unit. Obviously, the social distancing measures have to be respected, and wearing a P2 mask is mandatory.

Upon arriving at work

✓ Temperature scan

Employees who wish to enter the site, first have their temperature taken. If the temperature is too high, access is denied. It is important that everyone makes an effort to stay safe and healthy and does not put others at risk.

✓ Access badge

To prevent the simultaneous arrival of workers, we work with a login/registration system between 7 am and 10 pm in order to obtain an access badge. Besides the administrative qualification in our registration system Onyx One, the contractor employee should have the necessary health knowledge related to safety and the coronavirus.

For this, he needs to follow two courses and pass the corresponding tests (safety qualification & COVID-19 qualification). If the employee has already followed the safety qualification (also called the safety film) in the past year, it will of course remain valid.

✓ No greetings that involve direct contact. There are plenty of alternatives for a handshake or kiss.

Changing rooms & showers

We anticipate that the social distancing rules can be respected. We also provide regular cleaning and ventilation of the changing rooms, and in any case between shifts and at the end or at the beginning of each working day.

✓ Respect social distancing, even when entering and leaving the room.

✓ Wash hands before and after using the changing room.

Toilet facilities

At each location, we provide sufficient toilet facilities so that the social distancing rules can always be respected. We also provide regular cleaning and ventilation of the toilet facilities.

✓ Respect social distancing, even when entering and leaving the room.

✓ Wash hands before and after using the toilet facilities.

During the work - at the workplace Log in

On each shift, all employees must register to gather the necessary permits:

✓ Only one employee from each contractor may log in and take care of obtaining the necessary permits.

✓ Respect social distancing, even when entering and leaving the registration area

Toolboxes & LMRA

Discussing toolboxes and performing LMRAs is limited to five persons per explanation. This means that if several people need to start the activity, different sessions will have to be held.

Work equipment

Ensure proper hygiene of work equipment - work as much as possible with your own tools, and clean them regularly (especially when used by another employee).

Loading and unloading

It is a challenge to respect the social distancing rules when loading and unloading materials. Therefore, consultation is of great importance:

✓ Discuss first with the driver whether the distance rules can be assured.

✓ If not, make sure that all those involved (including the driver) are at least protected by P2 masks.

Circulation on the site

Given the various work areas and the size of the site, movements on the site are unavoidable.

✓ People transport in vehicles is prohibited.

✓ Keep the use of bicycles personal.

✓ Keep sufficient distance when moving from one zone to another.

o Wearing a mask is prohibited during these movements (see Economic use of PPE) and gives no permission to move together.

o Take account of crossing traffic.

Rest and lunch breaks

Relaxation rooms

At each location, we provide sufficient rest facility so that the social distancing rules can always be respected. Here you will find water and coffee machines (free) and soft drinks machines.

✓ Respect social distancing, even when entering and leaving the room.

✓ Wash hands before and after using the relaxation room.

Meal breaks (canteen)

At a central location on the site, we provide the necessary facilities where sandwiches, soup and coffee machines (free) and soft drinks machines are available. To avoid the simultaneous arrival of workers, we work with a declaration programme. This means that you can take your lunch break between predetermined hours.

✓ Respect the times when you may use the canteen.

✓ Respect social distancing, even when entering and leaving the room.

✓ Wash hands before and after using the toilet facilities.

You will find a schedule with your specific times in the changing rooms and the relaxation rooms.

Biological monitoring

Biological monitoring has the purpose of detecting chemical agents and/or metabolites in order thus to estimate the risk of health damage and/or to assess exposure. The analyses of blood and urine samples are made in accordance with current medical standards. Each employee can request the results of his/her blood and/or urine analysis from the MD.

For contractor employees who only work in periods of downtime, biological monitoring is performed depending on what activities they perform, the risk of the raw materials, the duration of exposure and the period (start, end) of the stoppage. This is determined by the prevention consultant in collaboration with the company doctor.

Based on this information, a biological monitoring schedule is drawn up which should be followed strictly. In this respect, sufficient account is also taken of the fact that the measures can always remain in force. Therefore, please always follow the proposed schedule and observe the agreed times.

Economic use of PPE You can use a dust mask repeatedly for a total period of 8 hours. So only put them on when necessary and certainly do not wear them outside the production environment. It is not the intention to walk around the whole day with your mask on. Only do this if required by the task you need to perform. The letter R underneath your FFP3 mask stands for Reusable. So do not throw your mask away for a coffee break or any other short or long work interruptions, but use the same mask until you notice that breathing becomes more difficult. If you use masks for a short period or only with a monitoring function, reuse them and store them away in a clean place. In this way, you can use a face mask for more than one day. When PPE must be removed in the safety shops, this can only be done per person!

How do you store your used dust mask correctly?

In various places and at the different safety shops, we provide enough envelopes in which to store your mask. Using a dust mask:

STORAGE REUSE

Take an unused envelope and write your name on the envelope.

1

Open the envelope with your thumb and index

finger.

2

Grasp the dust mask at one of the mask’s four grey straps.

Put it in the envelope.

3

Remove the adhesive strip and stick the evelope shut.

Store the envelope upright in a dry place, outside the site context.

4

Wash your hands and open the envelope with thumb and index

finger.

5

Grasp the mask with clean hands at one of the 4 grey straps.

Remove it from the envelope.

6

Finally, after one-off use, throw the envelope in the

appropriate waste bin.

Appendix 1: Outline of guidelines for wearing a dust mask

What do I do? Mask needed? Where to collect one?

Walking on the site from A → B

Social distancing is feasible, so no mask needed -

Task outside industrial area

Social distancing is possible: no mask needed -

Social distancing is not possible: P2-mask Facility Services - PEVO / Safety Shop

Task in industrial area NON critical task

Postpone task -

Task in industrial area Critical task

In industrial areas you should wear a P3-mask, Moldex, Versaflo or Jupiter when you cannot keep enough distance from each other. Task lasts shorter than 1h and may be interrupted to rest: P3 or Moldex*

FS-PEVO / Safety Shop

Task lasts longer than 1h and may not be interrupted: Versaflo or Jupiter**

FS-PEVO

*For tasks for which a P3 or Moldex is not suitable, you always check with your manager or coordinator which PPE you should choose. For colleagues with a beard or elevated Pb in blood, we discuss a personal approach. ** For Versaflo / Jupiter requests you always coordinate with your manager or coordinator / work planner and have a permit drawn up.

For tasks inside our industrial environment:

TASK

Manager/Coordinator evaluates critically and decides: − Whether a task is critical and essential − Can be organised differently − Whether and how long it can be postponed

ADDITIONAL

PERMIT FROM

COORDINATOR

Coordinator/Manager in conjunction with Prevention/Medical Department determines choice of PPE based on − Task and exposure − Duration of the task (> 1h/<1 h) and the possibility for a break outside the production environment − Employee's personal situation - Beard growth - Blood Pb level For the lending of a Versaflo or Jupiter, an additional permit should always be drawn up (is not the same as the work permit)

DEGREE OF PROTECTION

Protection depends on the type of filter, and is therefore the same between: − P3, Versaflo with a P3 dust filter and a full face mask with P3 dust filter − Moldex, Jupiter and full face mask with ABEK filter.

ON CONDITION that: − The Moldex and P3 masks are used properly: they should not be removed in the production environment, the guideline is to take frequent breaks outside the production environment − The current Versaflo/Jupiter users have passed the mask fit tests − The blood Pb level of the employee has not been exceeded
