Application Guidelines
¹A Pre-Approval Application is not a guarantee of an incentive; the actual incentive will be based on the energy savings and equipment installed as determined in the Final Application. Funds are reserved for 90 days, unless an applicant is granted an extension. The program team reserves the right to contact the customer before the reservation expiration date to ensure that the project is moving forward. If the project is not underway, the reservation may be cancelled. Reserved funds are not transferable to other projects, facilities and/or customers. A waiting list will be established when funds become fully subscribed.
Step 1. Verify Eligibility • Customer must have a valid AEP Ohio account.• Equipment/measure must be installed at facilities
served by the AEP Ohio account.• Project must produce permanent reduction in electrical
energy use (kWh).• All installed equipment must meet or exceed the
specifications in the application.• Please see Efficient Products for Business, Process
Efficiency and New Construction Terms and Conditions or Self-Direct Terms and Conditions for program rules
and regulations.
Step 2. Complete Applicant Information• All fields in customer and project information sections
must be completed.• Contractor information must be completed if project is
not self-performed.
Step 3. Complete the Incentive Worksheet(s)• Find and read specifications related to the project.• Choose the incentive category on the worksheet based
on installed equipment and specifications.• Complete all fields (fixture description, operating hours,
etc.) on the related worksheet.
Step 4. Sign Customer Agreement• Read the Terms and Conditions before signing and
submitting the application.• Sign Pre-Approval Agreement and submit the
application to reserve funds.• Sign Final Application Agreement and submit the
application after the project is completed to receive funds.
• Complete Third Party Payment Release AuthorizationONLY if incentive payment is to be paid to an entityother than AEP Ohio customer listed on the ApplicantInformation page.
Step 5. Submit Pre-Approval Application1
(For Self-Direct applications, skip to Step 6)
• Submitting a Pre-Approval Application to determinequalification and reserve program funds for a project isstrongly recommended.
• Complete all fields in Pre-Approval Agreement.• Pre-Approval Application must be submitted with:
• Proposed scope of work (type and quantity of oldand new equipment must be listed)
• Specification sheets for all proposed equipment• W-9 form
• Submit application via email, fax or mail.• An inspection may be required during application
review; applicants requiring inspection will becontacted for scheduling.
Step 6. Submit Final Application• Complete all fields for Final Application Agreement.• Update the application if measures/equipment differs
from pre-application.• Final Application must be submitted with:
• Dated and itemized material invoice• External labor invoice (if applicable)• If Pre-Approval Application was not submitted,
include the documents listed on Step 5• If the project has a pre-approval, add the project ID
number on the top left field on page 2 as the AEPApplication Number
• Submit application via email, fax or mail.• An inspection may be required during application
review; applicants requiring inspection will becontacted for scheduling.
• Self-Direct applications require additional steps. Pleasesee the Self-Direct Terms and Conditions for details.

A Pre-Application is required for all NLC projects seeking incentives.
In addition to a complete and signed Pre-Application form and W-9, the package must include: • Baseline/Existing reflected ceiling plan (for indoor)• Baseline/Existing Lighting inventory spreadsheet
- Existing fixture descriptions i.e. 2LT8 32W, 400W MH, etc. - Existing fixture operating schedule & control strategy - Existing fixture technical specifications or “cut sheets” if
available - Proposed LED fixture descriptions (if fixtures will be
retrofitted as a part of this project)• Scope of work indicating the proposed Network Lighting
Control strategies for the new system and fixture operating schedules
• Technical specifications or “cut sheets” for proposed Network Lighting Control system
• Technical specifications or “cut sheets” for new LED fixtures (if the fixtures will be retrofitted during this project)
A Final Application is required once the NLC project installation is complete.
In addition to a complete and signed updated Final version of the Application form and invoices (equipment & external labor), the package must include:• Raw data file with kW (or voltage and amperage) readings
in an Excel spreadsheet. The metered data should have a maximum of 15-minute intervals over a minimum of a two-week period. Please note: The project will be deemed ineligible for the incentive payment if the NLC system does not have the capability to record and report the system power consumption over this period of time.
• If any of the following information deviates from the Pre-Application, please also provide updates to the following: - New reflected ceiling plan (for indoor) - New lighting inventory spreadsheet including any new/
updated LED fixture descriptions - Updated scope of work including final NLC strategies for the
new system and fixture operating schedules - Updated (or additional) specification sheets for control
system and fixtures
SpecificationsThe network lighting control system shall have the following minimum capabilities:• All lighting connected to Networked Lighting Control system
must be LED• A central master programming, control, and reporting interface
that is connected via hardwire or wireless technology to all devices and luminaires throughout the entire system. At a minimum, the networked lighting control system shall be capable of the following:
- Providing complete programming and control from the central location
- Occupancy and Operational reporting capability - Energy usage reporting maximum 15-minute monitoring
interval - Storing and delivering monitored energy usage information
in raw data format for a minimum of one year - Small zone control capability of 16 fixtures per zone or fewer - Remote interface and control such as BACnet, etc.
In addition to Occupancy/Vacancy Sensing and Zone Control, a minimum of one additional control strategy capability must be selected from the following:• Dimming (continuous or step)• Task Tuning• High-end trimming• Daylight Harvesting• User set preference/occupant profiles• Photocell Controls (for exterior lighting)• Demand Response• Load Shedding• Time Scheduling• Variable Light Level Control Incentive TieringThe total incentive paid for any retrofit application cannot exceed50% of the incremental project cost (not including internal labor).In addition to the above incremental project cost limit, incentive payment rates vary when a customer’s calculated incentive exceeds the following tiers:
• Tier 1 $0 - $100,000 = 100% of eligible calculated cash rebate value
• Tier 2 $100,001 - $300,000 = 50% of eligible calculated cash rebate value
• Tier 3 $300,001 - $500,000 = 25% of eligible calculated cash rebate value
• Tier 4 $500,001 - beyond = 10% of eligible calculated cash rebate value
