1. Based" on" the" existing" programs" and" projects" related" to" SDGs" which" were" carried" out" by"respondents,"goals"that"are"being"implemented"by"more"than"50%"of"respondents" "are"goal"#5"gender" equality," #7" on" sustainable" energy," goal" #13" on" Climate" change" mitigation" and"adaptation," and" goal" #16"on"Accountable" and" inclusive" Local"Government" Institutions."On" the"other"hand,"goals"that"are"being" implemented"by" less"than"10%"of"respondents"are"goal"#2"on"Food" security" or" improve" nutrition" or" sustainable" agriculture," goal" #4" on" Public" education" or"equal" access" to" education," goal" #15" on" Sustainable" Forest." In" fact" no" onIgoing" programs" or"projects"related"to"sustainable"marines"(goal"#14)."""

2. Local& leader" remains" key" actor" for" local" government," thus" they" become" the" main" target" for"communication"program"on"SDGs."

3. Real&and&practical&actions"on"SDGs"implementation"were"the"main"communication"message"that"was"mostly"preferred"by"respondents."

2. The" main" topic" for" learning" program" is" the" relevance" between" SDGs" and" the" role" of" local"governments," which" supported" by" knowledge" about" evidence" based" information" for" policy"input,"and"specific"info"on"action"on"SDGs."

3. FirstIhand"experience"with" the" implementation"of"SDGs" like"peer" learning"visit,"workshop,"and"action"plan"development"are"the"most"preferable"format"for"learning"program"by"respondents."""

Among"17"goals"of"SDGs"there"are"goals"that"already"well"implemented"and"there"are"goals"that"still"need"more"promotion."Four"goals"of"SDGs"#5"gender"equality,"#7"on"sustainable"energy,"goal"#13"on"Climate" change" mitigation" and" adaptation," and" goal" #16" on" Accountable" and" inclusive" Local"Government" Institutions" are" potential" for" peer" to" peer" learning" program" as" there" are"many" best"practices" and" lesson" learns" can" be" taken" out" from"existing" onIgoing" local" government’s" programs"and"projects."""

Result"from"the"survey"provides"input"for"communication"strategy.""On"this"stage,"as"many"potential"target" of" communication" program" has" only" basic" information" about" SDGs," the" main" topic" for"communication" program" should" be" centred" on" the" relevance" between" SDG" and" the" role" of" local"government."This" imply"not"only"for"general"SDG"but"also"goals"by"goals"or"at"the"target" level."The"topic"can"be"supported"with"message"of"real"and"practical"actions"in"SDGs"implementation"extracted"from"experienced,"best"practices,"and"lesson"learnt"from"other"local"governments.""

The"communication"program"can"target" local" leader"with"authoritative"role"in"policy,"planning,"and"evaluation" of" public" service" delivery" of" local" government" level." " As" local" government" association,"UCLG" can" engage" with" central" government" as" formal" endorser" in" the" future" communication"program,"as"they"still"somehow"has"directional"relation"with"local"government.""

Combination"between"both"oneIway"and"twoIway"communication"media"is"needed"to"provide"target"group" with" regular" information" and" update" on" SDGs." Digital" media" is" very" potential" to" reach"communication" target"group" in" regular"basis."However," for"broader" coverage," the"program"should"consider" internet" connectivity" and" other" basic" infrastructure" in" the" locality." International" seminar"and"peerItoIpeer"workshop"where"target"group"can"maintain"and"broaden"network"with"their"peers"are"good"complement"to"digital"media"as"a"tool"to"communicate"SDGs.""

As"the"relevance"between"SDGs"and"the"role"local"government"is"the"main"impact"of"communication"program," it" is"necessary" for"UCLG" to"conduct"baseline" study"on" this" issue" to" identify"what"are" the"most" suitable" definition" of" relevance," its" variable," and" indicator" for" performance." Hence,"communication"program"can"be"appropriately"developed,"monitored,"and"evaluated.""

Learning&agenda&on&SDGs&for&local&government&&

To" be" appealing," learning" agenda" on" SDGs" for" local" government" should" design" to" provide"opportunity"for"participants"to"exchange"and"share"experiences"on"real"and"practical"actions." "Peer"learning" visit,"workshop," and"action"plan"development"are"among"methodologies" that" suitable" for"learning"agenda." This"method"also"not"only" strengthens"network"and" communication"among" local"government" but" also" provide" first" hand" experience" on" the" real" and" practical" action" to" implement"SDGs."This"method" is" very"much" in" line" in" the"context"of" SouthISouth"Triangle"Cooperation" (SSTC)"and"can"benefit"from"similar"methodology"that"have"been"long"been"implemented"in"SSTC."

To"assist"target"group"in"preparing"their"learning"program,"UCLG"should"collaborate"with"LGA"in"each"countries" and"make" information"on" learning" agenda" accessible" in" the" internet." Specific" effort" also"should"be"done"to"ensure"that"UCLG"and"members"can"come"top"in"the"main"search"engine""

As"the"Sustainable"Development"Goals"(SDGs)"become"official"global"agenda"after"its"adoption"by"the"United"Nation"in"September"2015,"UCLG"and"UCLG"ASPAC"realize"the"importance"of"SDGs"in"the"role"and" function" of" Local" Government/" Local" Government" Association" (LG/LGA)." Therefore" with" the"support"from"EU"and"ILO"and"close"cooperation"with"Negombo"City"and"Federation"of"Sri"Lanka"Local"Government" Association" (FSLGA)," they" both" organized" regional" workshop" on" SDGs" targeting" local"government"and"local"government"representatives"in"South"and"Southwest"Asia"region.""

The" objective" of" the" workshop" is" 1)" to" identify" plausible" role," responsibility," challenges" of" local"government" to" implement" SDGs," 2)" to" develop" strategy" in" communicating" SDGs" to" Local"Government,"3)"to"develop"a"learning"action"plan"on"SDGs"to"help"local"governments"localizing"and"mainstreaming" SDGs" into" their" development" agenda" in" particular" through" SouthISouth" Triangular"Cooperation" (SSTC)," and" 4)" to" strengthen" the" function" learning" platforms" and" cooperation" among"local"governments."

In"order"to"achieve"those"objectives"and"provide"common"ground"and"baseline"understanding"on"the"relation" between" SDGs" and" LG/LGA," prior" to" the" workshop," UCLG" ASPAC" conducted" rapid"assessment"survey"on"SDGs"targeting"LG/LGA.""

Thought" statistically" this" survey"can" still"be" improved" to"be"more" representative,"but"nonetheless,"the"result"can"give"baseline" indicator"on"the"view"and"aspiration"of"the"target"groups"toward"SDGs"implementation.""

The"first"part"of"this"survey"tried"to"elaborate"what"generally"needed"by" local"governments"and" its"associations" toward" SDGs" as" a" new" global" development" agenda." Current" activities/program/or"project," Knowledge" toward" SDG," local" institutional" setting" for" SDG" implementation," interest" and"relevance"of"SDGs"to"local"development"agenda,"and"SDG’s"goals"related"onIgoing"programs/projects"of"LG/LGA"are"among"other"issues"being"surveyed."

Among"16"other"goals"of"SDGs,"gender"equality"(goal"#5)"was"SDGs"goals"that"is"being"implemented"by"almost"70%"of"respondents,"followed"by"accountable"and"inclusive"local"government"institutions"(goal"(#16)"which"currently"is"being"implemented"by"more"than"60%"of"respondents."The"third"most"implemented" SDGs" topics" are" equally" shared" by" Sustainable" energy" (#7)," Sustainable" economic"growth"(#8),"Sustainable"cities"(#11),"Climate"change"mitigation"and"adaptation"(#13)."In"the"fourth"was"resilient"infrastructure"or"inclusive"and"sustainable"industrialization"or"Local"innovation"(#9)."At"the" fifth" place" there" were" water" and" sanitation" (#6)" and" global" partnership" (#17)" which" was"implemented"by"one"third"of"respondents,"while"the"rest"of"other"goals"were" implemented"by" less"than"one"third"of"the"respondent.""

Worth"to"be"noted,"finding"from"this"survey"showed"that"SDGs"goals"which"were"previously"included"in"the"Millennium&Development&Goals&(MDGs)&were&less&implemented"compared"to"the"new"goals"that"are"just"included"in"the"SDGs."In"addition,"those"goals"of"MDGs"were"also"implemented"by"less&than&one&third&of&the&respondents."This"is"something"that"worth"for"further"exploration"and"analysis.""
