Meet the Boston Chapter Officers of 2010-2011
Bill Garvey is a Mechanical Engineer for WSP Flack + Kurtz and has more than 15 years of experience working on new and renovation projects for commercial and higher educa-tional clients.
Bill is a graduate of Massasoit Community College where he received his A.S. Degree, and was an ASHRAE Student Member. He joined ASHRAE as an Affiliate Member in 1992. Since then he has served on and chaired several com-mittees such as Product Show, Golf Outing, Summer Meet-ing and Roster/ Product Guide.
The Chapter honored Bill as the recipient of the 2007-2008 Member of the Year Award for his outstanding service & dedication to the Chapter. In addition to being the Chairman of the Golf Outing & Co-Chair for the Product Show for many years, Bill has also served on the Board of Governors for 2006-2009 and as the Chapter Treasurer.

Teri is a Sales & Marketing Associate with DAC Sales, an HVAC manufacturer’s rep specializing in custom air handling systems, air-to-air energy recovery and industrial and labora-tory ventilation systems. She has been with DAC Sales since October 2000. She joined ASHRAE as an associate member in January 2006. She served as the editor of the Chapter’s newsletter, the NorthEastAire, from January 2006 to June 2009 during which time she received four Black Ink Awards for the newsletter. She is currently serving as the Chapter Secretary, the Member-ship Promotion Chair and is on the Board of Governors for 2009 – 2012.

Patrick Duffy is an Associate at BR+A Consulting Engi-neers, LLC. Patrick is a 2004 graduate of Boston University with a B.S. in Mechanical Engineering. Patrick is a Profes-sional Engineer (Mechanical), and a LEED Accredited Pro-fessional. He joined ASHRAE as an Associate member in January of 2005. Patrick served as the attendance chair for the Boston Chapter of ASHRAE from 2005-2007, a member of the Board of Governors from 2005-2008, as the Secretary from 2007-2009, and Vice President in 2009-2010. Patrick is currently serving as the chapter President Elect.
Stephen W. Nicholas is President of Air Industries, Inc. an Independent Factory Trained and Authorized Manufacturer’s Representative and Consultant. He has over 25 years of field experience with professional training by the Harvard School of Public Health for certifying In-Place HEPA filters for Nu-clear and Non-Nuclear applications.
Past President of the National Air Filtration Association (NAFA) 2006-2007, Past President of the Association for Facilities Engineering, (AFE) Chapter 74-Central MA 2003-2004 and currently Vice President of AFE Chapter 33-Boston. Steve is also a Certified Plant Maintenance Manager and (CPMM) Instructor for AFE Region-8 (New England).
A member of ASHRAE since 1989 advanced to Grade of Member 2004. Steve serves on the ASHRAE Boston Chapter Board of Governors 2007-2010. He also serves on the Na-tional ASHRAE SSPC 180 and 52.2 and a voting member of Technical Committee 2.4.

PRESIDENT’S MESSAGE

I would like to welcome all of our members to a new season of ASHRAE, we hope you enjoyed your summer and that everyone feels refreshed and ready for the new season. Our June planning meeting had some very in-teresting topics and ideas, so the Chapter is ready to bring them forward to the members. We're sure that you will enjoy what the Chapter has in store for you this year. Please look for the upcoming schedule postcard in your mailbox. I'd like to take an opportunity to thank Bryan Hermanny for his outstanding performance as last year's Presi-dent. I'd also like to thank the other Officers, BOG, and Committee members for all of their hard work and dedication. Everyone’s hard work and dedication was proven at this summer's CRC, where Boston received a number of awards for the work during the 2009/ 2010 society year. I look forward to working with everyone again this year, I know we have a great group of volunteers who are committed to making the Chapter shine. We're excited to announce that we will be once again have a joint meeting with the AFE group and our open-ing meeting will be at Fenway Park on September 23, 2010. The Boston Chapter hasn't visited the ball park in quite a while and since then, there have been a number of additions to Fenway Park since then and I'm sure will be worthwhile to visit. CRC UPDATE

The 2010 Region 1 Chapter Regional Conference (CRC) was hosted by the Twin Tiers Chapter and was held at the Harbor Hotel in Watkins Glen, NY a short distance from Historic Watkins Glen International Speedway and the numerous vineyards of the Seneca Lake Region. The Boston Chapter had a delegation of 9 Committee Members, 3 guest and 2 Regional Vice Chairs (RVC), a great time was had by all. The CRC agenda consisted of 3 days of various business meetings, technical sessions, and committee workshops. During the committee workshops, chapter committee chair-persons and officers are trained to meet the expectations of their office and responsibilities for the coming year. In addi-tion, the conference was highlighted by social and recrea-tional activities including a golf outing, winery tours, and a dinner cruise on Seneca Lake. The committee chairs and members of the Boston Chapter once again upheld their legacy of outstanding achievement. The RVC’s recognized the service and dedication to excel-lence shown by every committee of the Boston Chapter by awarding the following at the annual Awards Luncheon: ♦ Teri Shannon received the Thomas S. Brown Membership award along with a First Place Blue Ribbon for Membership Growth and the Green Ribbon for Sustainability in Member-ship out of all the other chapters in the region. ♦ Josh Benoist received the RVC Top Dog Award once again. This award is given to the chapter that has the highest PAOE points of any chapter in the region for Student Activi-ties. ♦ Jeff Schultz received the following awards for Research & Promotion: Runner-up (Challenge), Bronze Treasury Ribbon, Full Circle Chevron, High Five Certificate, Goal Certificate, and the Challenge Certificate for his fundraising during the year. ♦ Paul Hanbury received honorable mention for his work on the CTTC Committee.
♦ Steve Rosen received the Websitation of Excellence for his dedication as the Chapter Webmaster. ♦ Stacie Suh received the Black Ink Award for her dedication producing the NorthEastAire every month. Congratulations to Stacie for stepping in and nailing top honors in her first year as editor. ♦ Bryan Hermanny was recognized for his role as the presi-dent of the Boston Chapter by earning the Presidential Award of Excellence, High Honor Roll Award w/ a Special Citation and Star. Bryan also received the Golden Gavel Award, which is awarded by the Region 1 DRC to the Chapter that he feels was the Region’s top Chapter overall from the season. Bryan took home the top Sustainability Award. Congratulation to Bryan!! ♦ Darcy Carbone, Enrique De Los Reyes and Steve Tafone each received a Chapter Service Award for all their hard work and dedication that they have given to the ASHRAE commu-nity. At the Region 1 CRC, all Committee Chairpersons and Chapter Officers are trained to be able to meet the expectations of their office and responsibilities for the coming year. The Boston Chapter also won the Golden Boot Award. This award acknowledges the Chapter that has the most members who attend the CRC based on the total miles traveled by the members attending the conference.
The Golden Gavel Award is awarded to the chapter that has the greatest increase in PAOE over the previous year. Boston Chapter won the Golden Gavel Award this year.

The streets of Washington, DC are quiet now, the roaring city has slowed to a purr, and Capitol Hill staff are wearing jeans and sneakers to work – all sure signs that Congress remains in recess.
But don’t let the summer daze fool you, in two weeks the House and Senate will reconvene, touching off a rush hour that will have Congress’ legislative agenda clogged with activity.
Among the items that may be considered is a pared-down version of the energy bill. The bill (whose text and specifics remain very much in flux) will not likely include any building energy provisions. A push will be made to include the Building Star Energy Efficiency Act (H.R.5476/S.3079), which ASHRAE supports. This bill would allow for rebates to building owners to offset the cost of energy efficient upgrades for existing commercial buildings and multifamily residential buildings.
Also on the agenda will be the annual funding bills. The federal fiscal year ends on September 30, and because the House and Senate have not finalized any of the bills for fiscal year 2011, Congress will likely pass a continuing resolution (CR), which funds all or most federal programs at their current levels. The prospect of a CR is troubling, as the Office of Federal High-Performance Green Buildings within the General Services Administration may not be funded, since they received funding for the first time through the special circumstances under the American Recovery and Reinvestment Act (the stimulus bill).
It is important for this Office to be funded because of the unique role it plays in identifying opportunities to move federal buildings to higher performance.
ASHRAE is working with other groups in the building community to help expand awareness in Congress of this potential un-intended consequence of passing a CR, and to include funding for this Office to avoid this scenario.
DOE Stokes the Site vs. Source Energy Debate Through a notice of proposed rulemaking (NOPR), the U.S. Department of Energy (DOE) is proposing to change how it esti-mates the likely impacts of energy conservation standards for certain commercial and industrial equipment. Specifically, DOE proposes to use full-fuel-cycle (FFC) measures of energy and greenhouse gas emissions, rather than the primary energy meas-ures it currently uses.
How might this impact ASHRAE? Currently energy cost calculations for determining criteria in ASHRAE Standard 90.1 are based on site energy. Standard 90.1 has been historically developed on a site basis because site versus source energy is more visible to building owners through utility meter readings.
By issuing this NOPR, DOE has stoked a long-smoldering debate between the powerful electric utility and gas interests, each of which believes that measuring energy use (and the metric for energy determining energy savings) should be done in a way that most benefits their respective industry (site for electric utilities and source for gas utilities – because of the inefficiencies associated with the conversion of thermal energy to electrical energy). ASHRAE Boston Sustainability Committee Message from the Co Chairs
Massachusetts Energy Codes are undergoing a transformation thanks to the enactment of the Green Community Act by the Massachusetts legislature in June of 2008. The act paves the way for Massachusetts to lead the nation in environmental stew-ardship by improving energy efficiency and promoting renewable energy as we move toward a clean energy future. As a re-sult of the act’s passage, 780 CMR now includes an optional “stretch” code appendix with aggressive energy efficiency re-quirements, and all energy code requirements referenced in 780 CMR will be frequently updated to pace the IECC. At the time of this writing, 45 of the 352 communities in Massachusetts have adopted the “stretch” energy code which is modeled after IECC 2009 standards with references to ASHRAE/IESNA Standard 90.1-2007. Massachusetts energy code requirements are rapidly changing, and one of the Sustainability Committee’s key objectives is to help our membership stay informed. In addition to recent code changes, ASHRAE has recently developed and published the new Standard 189.1, Standard for the Design of High-Performance, Green Buildings Except Low-Rise Residential Buildings. Standard 189.1 represents a signifi-cant step forward in enforceable green building code and is poised to change the way we all think about the design and con-struction process.

“There are many ways people define a green building. Energy-saving measures, water efficiency, indoor environmental quality, ma-terials and building orientation all play a role, but it is the way that all of these—and more—come together to make a productive, safe and efficient building that makes it truly high performing. In recognition of this, ASHRAE, along with the U.S. Green Building Council and the Illuminating Engineering Society, has pub-lished a new standard that defines the minimum requirements for a high-performance green building. Standard 189.1, Standard for the Design of High-Performance Green Buildings Except Low-Rise Residential Buildings, recently became a jurisdictional compli-ance option in the Public Version 1.0 of the International Green Construction Code published by the International Code Council. The IgCC regulates construction of new and remodeled commercial buildings, and Standard 189.1 serves as strong technical backbone of that document. The environmental impact of the building design, construction and operations industry is enormous. Development frequently alters land from natural, biologically diverse habitats to hardscape that is impervious and devoid of biodiversity. Buildings in the United States are responsible for 39 percent of CO2 emissions, 40 percent of energy consumption, 13 percent water consumption and 15 percent of GDP per year, making green building a source of significant environmental opportunity. The far-reaching influence of the built environment necessitates action to reduce its impact. To meet our responsibility, ASHRAE, USGBC and IES undertook an extensive process to obtain input from all segments of the building industry and the public. Provi-sions in the standard can reduce negative environmental impacts through high-performance building design, construction and opera-tions practices. The standard addresses site sustainability, water use efficiency, energy efficiency, indoor environmental quality (IEQ), and the build-ing’s impact on the atmosphere, materials and resources. These five key subject areas, as well as plans for construction and high-performance operation, are each addressed in separate sections. Building environmental awareness continues to grow in communities around the world, making it even more important for the build-ing community to get on board with and learn about this new high-performance green building standard. On behalf of the Boston Chapter of ASHRAE, I’d like to take this opportunity to introduce myself as the new Student Activi-ties Chair. I am truly looking forward to working with the ex-isting student chapters and meeting everyone involved. 2010 – 2011 has the makings for an exciting year in Student Activities as I transition into this role and take over for Josh Be-noist. And speaking of Josh… I also want to take a moment to recognize the terrific job that Josh has done. He has set the bar extremely high for me. I personally witnessed him step to the stage at this year’s Region 1 CRC and accept the award for collecting the most Student Activities PAOE points. His 5,962 points were not only the most (by FAR) out of the Region 1 chapters, but the most out of all of the US chapters! Great job Josh, you really put the pressure on me! The Region 1 CRC in the middle of August included a Student Activities workshop, run by Om Taneja, the Region 1 RVC. The workshop included valuable information and dis-cussion regarding the overall Student Activities objectives, process, structure, available web resources, and advice and recommendations for the individual Chapter chairs as we all plan our 2010 - 2011 season. Mr. Taneja has proposed monthly teleconferences with all of the Region SA chairs that will include open discussions about ongoing activities. My first order of business as the Student Activities chair is to complete my MBO, Management By Objective, Action Plan. This MBO will outline my goals and activities for this season. The idea of the MBO is to create the means and tasks that will enable the committee to achieve the set goals. My MBO Action Plan will include items such as; our plans for Student Nights, student chapter presentations, field trips, schol-arships, etc. Please welcome Northeastern University as our newest student chapter of ASHRAE! The Boston Chapter is looking forward to formally introducing the members of the NU Chapter at the October meeting. I have been working with Northeastern Uni-versity students over the past several years, specifically with their Cooperative Education Program. The students I have hired at my ‘day job’ have been terrific. Working with Karen Kelly, the Co-op Coordinator at NU, I believe we can grow a huge student chapter!
The Student Activities Committee continues to look for ways to expand and for volunteer help. If there are ASHRAE mem-bers looking to help out with the committee, participate-in or suggest ideas for student activities, please contact me at any time via email at [email protected] or stop by and say hello at one of the monthly meetings. As I said before, Josh has set an unbelievable standard for me to carry-forward and I’ll need all the help I can get to keep Boston Student Activities on top!

As we begin a new year in ASHRAE, I would like to encourage all members to verify your ASHRAE bio is current and up-to-date, particularly your e-mail ad-dress. As this is the main method of providing Soci-ety and Chapter news to you, including meeting no-tices and dues renewal notices, it’s important that we have the correct information.
To update your bio, go to www.ashrae.org and log in. Under Member Central (in upper left hand corner), click on “Update Your Bio” and go through each of the small blue tabs to enter/update your information.
It is also very important that you ensure your mem-bership dues are paid and up-to-date, in order for you to continue receiving the benefits of an ASHRAE membership. You may renew your membership online by following the same procedure to log in (as above). Under Member Center, click on “Renew Membership” and follow the instructions.
As you may imagine, there is much to be done by the Membership Promotion Committee in the upcoming year, and volunteers are greatly appreciated! Meeting Minutes of the Board of Governor’s June 11, 2010 Planning Meeting
Each and every month the Board of Governors have a meeting before the technical meeting to discuss the inner-workings of our Chapter. Many members wonder what’s new, what’s being discussed, and what’s being done to make our chapter better.
Below is a quick summary of what was discussed:
Roster & Product Guide The BOG has been discussing the possibility of making the Chapter Roster & Product Guide into a CD/DVD or accessible via the Chapter website. A committee is being formed to help spearhead this effort. [Secretary note – anyone wishing to volunteer for the committee should contact President Bill Garvey] CRC 2012 Boston will host the 2012 Region 1 CRC, which coincides with Boston’s 100th anniversary. A gala event is being planned for the Boston Chapter to celebrate their anniver-sary. Bob Persichini and Darcy Carbone will co-chair the committee; anyone wishing to volunteer should contact Bob or Darcy. 2010 – 2011 Meeting Schedule Reviewed ideas provided for meetings for the upcoming 2010 – 2011 year. Scheduled meetings for each month along with a meeting manager. Schedule can be found in the newsletter. Research & Promotion Jeff Schultz, R & P Chair, indicated the Chapter is about $2,000 short of our annual goal. Jeff will be calling ven-dors from the Product Show to see if they will make a minimum $50 donation to RP. [Update: The Chapter did exceed their annual goal with a final amount of $21,175. Jeff won several awards at CRC (see recap).]
CRC 2010 Discussion focused on who needed to attend the CRC – Officers and committee chairs. Bill reviewed dates and advised that hotel rooms need to be booked by end of June; registration to be submitted by end of July. Bill will take care of both items for the attendees. [Update: Members did attend the Region1 CRC in August. The Chapter won many awards; see write up in newsletter for recap.] Northeastern Certificate of Professional Achievement Bob Persechini advised that this program was coming to a close in July, and noted that ASHRAE has been asked to look into potential of keeping it going. Some of the instruc-tors are interested in continuing the program. Bob has space available at his offices to hold the classes; he will look into what needs to be done to credit the classes. Bob also to contact Spencer Morash, Region 1’s DRC and then Society. Future Engineer’s Scholarship Pat Duffy noted that applications had been received. Now will be provided to the volunteer committee to review the applications to decide award of the scholarships. There will be a Softball Tournament to be held in September, 2010 to help raise money for this worthy cause. More de-tails to follow as to date and location. Hope to see you at the next meeting!

Expansion Joints Manufacturers’ Association The Expansion Joint Manufacturers’ Association (EJMA) was founded in 1955 by a group of manufacturers having a combined total of more than 250 years of successful experience in the design of metal bellows expansion joints and their application. Prior to the formation of this association, these manufacturers, working individually had firmly established themselves as leaders in their field by pioneering every major improvement in design and by the reliability of their prod-ucts over a span of more than a half century.
The first edition of the EJMA standards was published in 1958. Since then each succeeding edition has been expanded to contain more detailed design and application specifications and to further define the nature and capabilities of expansion joints.
The EJMA standards handbook is currently in its ninth edition.
Basically, EJMA has become in some ways the ASHRAE of the expansion joint world.

SOCIETY NEWS ASHRAE President Receives Recognition from Congressional
Caucus Coalition

ATLANTA Recognizing his lifetime commitment to sustainable building practices, ASHRAE President Gordon Holness has been
recognized with the High Performance Building Congressional Caucus Coalition (HPBCCC) Award.
The award was presented June 15 as part of HPBCCC activities related to High-Performance Building Week, June 13-19.
This is the first time such recognition has been given by the Coalition. Holness, P.E., Fellow ASHRAE, was recognized for his lead-
ership and work in the area of high-performance buildings as well as for ASHRAEs establishment and continued support of the Coa-
lition.
Gordon Holness has been a strong advocate for high-performance buildings both inside and outside of ASHRAE. His sup-
port of Building Information Modeling, focus on the totality of a building, and recognition of the need to make existing buildings
high-performance has led the Coalitions leadership to select him to receive the award, said Henry L. Green, Hon. AIA, President,
National Institute of Building Sciences, which is serving as the chair for this years celebration.
As ASHRAE president for 2009-10, Holness selected his presidential theme, Sustaining Our Future by Rebuilding Our
Past, to address energy efficiency in existing buildings. Holness also helped advance sustainability through his service on the Ad-
vanced Energy Design Guide Steering Committee and the ASHRAE Headquarters Building Renovation Committee.
I have had a wonderful opportunity throughout my career and through my long relationship with ASHRAE to address the
development of high-performance buildings, Holness said. Today we really see the confluence of energy availability, cost and envi-
ronmental impact driving change in the way we design, construct and operate buildings. Albert Kahn Associates, Inc. Architects
and Engineers, the company where I spent the last 30 plus years really practiced what they preached in terms of ensuring building
occupant health, comfort and safety and as a result we were fortunate enough to win many ASHRAE Technology Awards for high
performance and energy efficiency. I was privileged to benefit from the strengths of both great organizations.
The High-Performance Buildings Caucus of the U.S. Congress was formed to heighten awareness and inform policymakers
about the major impact buildings have on our health, safety and welfare and the opportunities to design, construct and operate high-
performance buildings that reflect our concern for these impacts. HPBCCC is a private sector coalition providing guidance and sup-
port to the Caucus.

SOCIETY NEWS ASHRAE Encourages States to Meet
Current Building Energy Codes

ATLANTA – As the developer of the nation’s first standard for energy efficiency in buildings, ASHRAE applauds a
recent announcement by the U.S. Department of Energy regarding funding to states to implement the most current en-
ergy codes.
This week, the U.S. Department of Energy (DOE) announced it is seeking proposals to support activities related
to the adoption and implementation of the most current building energy codes. Proposals must address activities to
adopt the target codes, which includes ANSI/ASHRAE/IESNA Standard 90.1-2007, Energy Standard for Buildings Ex-
cept Low-Rise Residential Buildings, training activities or activities that advance the state’s level of compliance with
state building codes. States are allowed to partner with technical and other organizations, such as ASHRAE, and consult-
ants in their proposals.
As of June 2010, the building codes of 14 states and four territories do not meet the requirements in 90.1-2007.
A total of $5 million is available to be awarded for up to 20 states (only one award per state). Award sizes will
vary with a maximum of $250,000 available for each award.
“ASHRAE is committed to continually improving building energy performance, so we are pleased with this call
from the Department of Energy encouraging states to meet the target codes, which includes the ASHRAE/IES Standard
90.1-2007,” ASHRAE President Lynn G. Bellenger said. “To encourage energy conservation in buildings, we must al-
ways strive toward higher efficiencies. Later this year, ASHRAE and IES will release the 2010 version of Standard 90.1.
The revised version implements a significant reduction in energy consumption over the 2004 standard.”
States are encouraged to express initial interest by Aug. 17 by contacting Bryan Colley at the Pacific Northwest

The call to meet current building codes comes as ASHRAE and IES celebrate the 35th anniversary of publication
of Standard 90.1. Since being developed in response to the energy crisis in the 1970s, Standard 90.1 has become the basis
for building codes, and the standard for building design and construction throughout the United States.

Proceedings of the Semi-Annual Meeting, "Report of Massachusetts Chapter", p. 326: "The first meeting of the Massachusetts Chapter was held at the office of the Society at the Engineering Societies' Building, New York City. H. W.
Whitten was elected temporary President, and D.S. Boyden, temporary Secretary. A committee on constitution and by-laws, of which Wm. G. Snow
was chairman, and on nomination of officers, of which A.B. Franklin was chairman, were appointed.
"The second meeting was held February 8, at office of Cooper & Bailey, 89 Franklin streeet, Boston. The following officers were elected:
"President, Wm. G. Snow.
"Vice-Presiden, Frank Irving Cooper.
"Secretary, Herbert W. Whitten.
"Treasurer, Wm. T. Smalmlan.
"Managers, A. B. Franklin, Jos. A. Moore, D. S. Boyden.
"Mr. Snow reported a constitution and by-laws which were adopted, subject to the action of the Board of Governors of the parent body."
Other items to note The first elected president William G. Snow had been national presi-
dent of the society in 1909.

jointly in New York and Boston and they commuted by train:
