Our December joint meeting with ASPE was a very infor-mative presentation on Sustainable Documents for Chilled Water Systems and Efficient Chiller Designs. Thanks to Jackson Ball of Smardt and Sarah Maston of RDK Engi-neers. The Tuesday, January 8th meeting is Past Presidents Night, so please attend if you’re a Past President of the Boston ASHRAE Chapter and continue to support us! We are celebrating this important night with our second Distinguished Lecturer of the year, Larry Spielvogel. Larry is a Fellow of ASHRAE; a PE registered in 49 states, and was a previous Chair of the Standard 90.1 Committee. Larry will give us an Overview of ANSI/ASHRAE/IESNA Standard 90.1. This Standard serves as the energy benchmark for the LEED program. We will also welcome for the first time as a joint meeting partner, the IES, the Illuminating Engineering Society of North America This upcoming meeting in Waltham, MA at the Double-tree will be a very popular event, so please RSVP as soon as you can. Meet the Speaker

Mr. Spielvogel is a Consulting Engineer in King of Prussia, Pennsylvania, a suburb of Philadelphia. He holds a B.S. in Mechanical Engineering from Drexel University and is a Registered Professional Engineer in 49 States. He is also a Chartered Engineer in England, a European Engineer in all Common Market Countries, a Certified Plant Engineer, and has lectured and written extensively. He is a Fellow of ASHRAE (American Society of Heating, Refrigerating, and Air Conditioning Engineers) and an ASHRAE Distinguished Lecturer. He was a Director at Large from 2002 to 2005. He was Chair of ASHRAE Stan-dard 105 on Building Energy Performance. He is past Chair of the Standard 90 Panel on HVAC Systems, the Technical Committees on Energy Utilization, Computer Applications, and Service Water Heating and served as a member of the Research and Technical Committee. He was Chair of the ANSI/ASHRAE/IESNA Standard 90.1 Project Committee from 1999 to 2002. His current service includes the ASHRAE Nominating, Finance, and Advocacy Com-mittees and the ASHRAE Foundation. He is also a Fellow of CIBSE (Chartered Institution of Building Services Engineers) (England), a Fellow of the SLL (Society of Light and Lighting) (England), and a Member of IESNA (Illuminating Engineering Society of North America), and many other Technical Societies. From 2001 to 2004 Mr. Spielvogel served on the U. S. Na-tional Academy of Sciences and ASHRAE committees that studied threats from terrorism and recommended methods of dealing with them, and now chairs the ASHRAE Com-mittee on Homeland Security His practice is limited to consulting on energy management, procurement, and problem solving in buildings, and he has been a consultant on many major buildings around the country and the world.

Completed Research - December 2007

1189-RP, Investigation of Mechanism and Operating En-vironments that Impact the Filtration Efficiency of Charged Air Filtration Media Electrically charged filter materials are more common than ever in air cleaning applications. However, studies have shown that standard air filter tests do not reveal all phenomena that can take place when charged air filters are exposed to various contaminants. This research project helps designers better un-derstand the performance of these charged air filtration media. The project studies behavior of various charged filter materials, performs lab and field testing, and characterizes factors such as operating conditions, particle size, and resistivity on filter effi-ciency degradation and pressure drop.

1189-RP was sponsored by TC 2.4, Particulate Air Contami-nants and Particulate Air Contaminant Removal Equipment. The principal investigator was Matti Lehtimaki of VTT Auto-mation. 1194-RP, Dynamic Modeling Of Chilled Water Cooling Coils This research developed a fully validated transient chilled wa-ter cooling coil model. It is believed to be the first fully vali-dated by experimental data. These computationally efficient models are valuable tools for developers and can help speed development of system control and fault detection and diagnos-tic (FDD) algorithms.

Four technical papers were submitted for future publication in the ASHRAE HVAC&R Research and future ASHRAE meet-ings.

1194-RP was sponsored by TC 7.4, Building Operation Dy-namics. The principal investigator was Dr. James Braun of Pur-due University.

I am continuing to beg all the others to please, please, please consider donating whatever you can. I realize this is a bad time for many of us coming out of the Holiday season with credit card bills and such, but remember it is tax deductible and goes to a very good cause. This fund goes to research projects of great impor-tance to us in fields such as energy conservation, food preservation, and improved operating room environments that result in fewer post-operative infections. We still have to raise about $14,000 this year. Every contribution is appreciated (large or small) as it takes participation by many members in order to support this important cam-paign (e.g. a $30 per year or $2.5 per month, contribution from ½ of our members would suffice to beat the goal that ASHRAE has set for our Chapter). DECEMBER MEETING RECAP By Steve Rosen

The ASHRAE Boston Chapter hosted a December meeting on Turbocor Chillers and Sustainable Documents for Chilled Water Systems. The featured speakers were Jack-son Ball, of Smardt, Inc.and Sarah Maston, of RDK Engi-neers.

The members learned of exceptionally high efficiency, su-per quiet, lubricant free compressors in air conditioning chiller applications. Discussions covered how these chill-ers are particularly well suited for plants running combined variable chilled water and variable condenser water pump-ing.

Sarah Maston discussed a better way to produce construc-tion documents for HVAC pumping and piping systems. Benefits include fewer drawings, more accurate pricing and more valuable information for the start up and operations teams.

The attendees received 1.5 PDH credits.

HUD, USDA Required to Reference Standard 90.1 under New Energy Bill

WASHINGTON, D.C. – The U.S. Departments of Housing and Urban Development (HUD) and Agriculture (USDA) would be required to meet energy efficiency requirements in ASHRAE/IESNA Standard 90.1 under the federal energy bill signed into law by President Bush on Wednesday. Under existing law, HUD and the USDA are required to write energy-efficient standards for public and assisted housing and housing with federally insured mortgages. Such standards have to be at least as stringent as ANSI/ASHRAE/IESNA Standard 90.1-1989, Energy Standard for Existing Buildings Except Residential, and Council of American Building Offi-cials (CABO)-1992. When either 90.1 or CABO is updated, the agencies have a year to revise their standards, but this has rarely taken place. Under the new law, HUD and USDA will be required to im-plement standards at least as stringent as Standard 90.1-2004 or the 2006 International Energy Conservation Code (IECC) for all new construction and rehabilitation of public and as-sisted housing and housing with federally insured mortgages. Upon revision of 90.1 or IECC, HUD and the USDA have one year to update their standard to meet or exceed the revised requirements. If they do not do so within a year, all new and rehabilitation of housing covered by the federal standard will need to meet the revised IECC or 90.1, following a positive determination by the U.S. Department of Energy and HUD/USDA determination that it would not negatively impact availability or affordability of housing. “This provides additional validation of the importance of en-ergy savings in Standard 90.1 and also provides a baseline for all public and assisted housing and federally insured mortgage property in all states,” Doug Read, ASHRAE director of gov-ernment affairs, said.

Members have un-til 12:00 pm the day of the RSVP deadline to cancel their meeting reservation. Failure to comply with this rule will result in the attendee being responsible for the payment of that reser-vation.

ASHRAE Provides Technical Guidance on Proposed Depreciation Bill

WASHINGTON, D.C. – ASHRAE has provided technical guidance for proposed legislation that would shorten the de-preciation of certain HVAC&R systems. Reps. Melissa Bean (Ill.) and Pete Hoekstra (Mich.) recently introduced HR4574, which would amend the Internal Reve-nue Code of 1986 to provide a shorter recovery period for the depreciation of certain systems installed in nonresidential real property or residential rental property. ASHRAE, at the request of Bean, provided language on the depreciation of HVAC&R equipment. The existing deprecia-tion period is 39 years. The proposed legislation would reduce the period to 20 or 25 years, encouraging replacement of equipment sooner that would result in more modern/efficient equipment being installed. “ASHRAE contributed language that would encourage build-ing owners to replace older, less-efficient HVAC&R equip-ment with newer, more efficient systems,” Doug Read, ASH-RAE’s director of government affairs, said. “Owners also would receive additional incentive to go beyond the minimum efficiencies required in ASHRAE/IESNA Standard 90.1. Re-placing this equipment will result in significant energy sav-ings, reduced greenhouse gas emissions, and would encour-age the retirement of older chillers that require the use of CFCs.” ASHRAE Public Relations

Student Activities By Joshua Benoist

The Boston Chapter is currently looking to expand our Stu-dent Chapter branches. We’d like to increase the amount of colleges involved, and we really should be able to gain more based on the amount of engineering colleges out there. If any member has attended one of these local engi-neering colleges and would like to help, or give a point of contact, we’d like to form relationships between the Chap-ter and these Colleges. Please feel free to contact us at [email protected]. We have also begun research for what the Student Branches may be looking for from the Boston Chapter itself (what the Chapter can do for the College). Any info would be greatly appreciated. We want to mention this coming year the Winter Meeting is in NYC - students (who get in free) have a great opportu-nity to attend! The Regional Student Activities Committee currently has a position open for a Student Consultant/Ambassador for the 2008 Winter Meeting in New York. The Student Ambassa-dor will assist the Committee at their next meeting by pro-viding input on the various student issues that the Commit-tee addresses. What’s New in our Chapter By Pat Duffy

Meeting Minutes of the Board of Governor’s December 11, 2007 Meeting

Each and every month the Board of Governors have a meeting before the technical meeting to discuss the inner-workings of our Chapter. Many members wonder what’s new, what’s being discussed, and what’s being done to make our chapter better. Below is a quick summary of what was discussed: ASHRAE Research Promotion: The Boston Chapter of ASHRAE has completed the “Full Circle Award” once again this year. This award is given to a Chapter when each Chapter Officer donates $100 or more towards ASH-RAE Research Promotion. CTTC Reaching out: The CTTC committee is looking into reaching out to the major towns and cities of Massa-chusetts to offer our assistance if required for energy sav-ing tips and suggestions. Letters will be sent out to town engineers. Chapter Website: The Chapter now has a new-revamped website to help keep chapter members up to date on chap-ter news and events. If your company would like to place an ad on the website, it can for the ad price of $300. BASC: The Boston Chapter of ASHRAE Sustainability Committee is currently looking into a possible lab semi-nar, possibly 4 hours in length. More information to fol-low as this develops. Genzyme Tour: A tour of the Genzyme Center building that has received the Platinum LEED rating has been scheduled to take place on April 1st. The tour will be in addition to the Product show, which will be held April 15th. This Year’s Meetings: Anyone interested in seeing what 2008 has in store, please check out the Events Calendar on the Chapter Website for additional information. All Board of Governor’s meetings are going to remain at 4:30pm the day of the meeting.

Product Show 2008: The Bi-annual Boston Chapter Prod-uct Show will once again be held on April 15th at Lan-tana’s. There will be (8) seminars, approx. 1.5 hours long each, held the majority of which will offer PDH credits. The topics are still in discussion. If you would like to re-serve a table the fee is $875 per booth. Jeff Schultz will once again be running the product show, and you can con-tact him at anytime to reserve a table. Membership: Our Membership Chair wanted to remind all members to make sure their dues are paid up in full. Unsure as to whether you are up-to-date or not? Please be sure to check Society’s website www.ashrae.org or contact our Membership Chairperson Dan Cooke for more mem-bership information. Student Activities: Joshua Benoist is working on develop-ing additional student chapters at colleges and universities in Massachusetts. He is striving to continue to expand the student involvement in ASHRAE, so that the next genera-tion of engineers can be engaged at an early point in their development. See you at the next meeting!!

A TIMELINE OF THE HISTORY OF AIR CONDITIONING IN THE UNITED STATES – PART 2

Year Event 1911 The first air conditioned movie theatre is the Follies Bergere Theatre in New York City. 1914 The first air conditioned home is one owned by Charles Gates, son of a famous gambler. 1915 Willis Carrier and six other engineers form the Carrier Engineering Corporation with an initial invest-

ment of $35,000.00. 1921 Carrier Corporation patents the centrifugal refrigeration compressor; Dielene, a non-flammable and low

toxicity refrigerant, is developed by Carrier Corporation and replaces ammonia as the refrigerant of choice.

1924 J.L. Hudson Department Store in Detroit is the first such store to be equipped with air conditioning. It

utilizes 3 Carrier centrifugal chillers. 1928 Thomas Midgley, Albert Henne and Robert McNary working for the General Motors Research Lab, syn-

thesize Freon, the world’s first chlorofluorocarbon (CFC), for Frigidaire Corporation (at that time a sub-sidiary of GM). Prior to Freon, ammonia, methyl chloride and propane are used as refrigerants, each with either a flammability or toxicity issue.

1928 Carrier introduces the “Weathermaker”, the first practical whole-home air conditioner, but size, cost and

complexity limits its appeal to homeowners. 1929 Frigidaire, already having manufactured millions of low-cost, small-sized refrigerators for the residential

market, introduces the first “room cooler”, which utilizes sulfur dioxide as the refrigerant. It has a cool-ing capacity of 12,000 BTH and is intended for installation in the basement or outside.

1930 Carrier Corporation provides the first railroad car air conditioning unit to the Baltimore & Ohio Railroad

Company. In 15 minutes, it reduces the temperature in the “Martha Washington” dining car from 93°F to 73°F.

1936 Albert Henne synthesizes R-134a refrigerant. 1938 Philco-York markets a window air conditioning unit that utilizes Freon as a refrigerant and can be

plugged into an electrical outlet. 1939 Packard introduces the first automobile air conditioner, which didn’t have a thermostat and was con-

trolled by connecting and disconnecting a fan belt that drove the compressor off of the engine. 1959 Carrier Corporation centrifugal compressors are used to pump cool air into the passenger compartment

of the Douglas DC-8, making it the first air conditioned passenger jet cabin.
