This activity is primarily targeted at non-English speaking, minority groups. As the Board dug deeper, it became clear that the Runner networks are much more than just 3-4 people working together in Charlotte. There are multiple groups that leverage technology and some even have ties to orga- nized crime. The Board realized that to make an impact, we needed to find partners that were aligned with us. We could not make the desired impact given our size and limited resources. The Board has since been successful in developing working relationships with local, state and federal agencies over the last year. A recent example of a developing relationship at the state level is with the NC Insurance Crime Information Exchange. Over the last year, the Board has increased its

focus on the “Runner” problem that has been

Who is Dr. Mueller?

Public Hearing on Proposed Rule Change

The Board will hold a Public Hearing on Thursday, June 21st at 6 PM. The Hearing is to collect comments on the propose change to Rule 21 NCAC 10 .0203 “North Carolina Examination” that would lower the passing score for Part IV of the National Board Exam from 475 to 375. The Hearing will be held at the Board Office located at 6070 Six Forks Rd. Ste. L, Raleigh, NC 27609.

The Board has also received great cooperation and support from DC’s in the Charlotte area that have been directly impacted by this illegal activity. The Board has already taken disciplinary action against two DC’s in the last four months and we have several ongoing investigations. The Board continues to work with our new “partners” to root out Runners in the Charlotte area. We are just getting started!

If any of your contact information has changed, Rule 10.0204 requires you to notify the Board office of these changes within 30 days of the event. You can complete this requirement by sending an email to [email protected] with the new infor-mation.

Has Your Contact Information Changed?

The Board office received several inquiries regarding an email sent in early May to licensees generated from a Dr. Mueller of Mueller Chiropractic ([email protected]). The Board office can confirm that there is no licensed chiropractor with the name “Dr. Mueller” and no registered practice under the name “Mueller Chiropractic” in NC.

If this email was sent by a licensed chiropractor in NC whose name isn’t Dr. Mueller, this is a violation of N.C.G.S. 90-154(b)(9) “Committing or attempting to com-mit fraud, deception, or misrepresentation”. It is unclear how this individual obtained licensee email addresses as they were not provided by the Board office. Our investiga-tion continues.

As part of NCBOCE’s ongoing effort to make stakeholder’s interactions with the Board easier and more efficient, the Board’s website (www.ncchiroboard.com) recently underwent a major upgrade. Users can now choose from the drop down menus located at the top of the webpage and “hot buttons” that have been added to the center of the page for users to quickly access frequently searched items. Of specific note is the “Make A Payment” option in the header of the Home Page. This will allow all types of payments to be made without logging into your profile record. Additional enhancements will be rolled out over the balance of 2018.

About The Board

The North Carolina Board of Chiropractic Examiners was established May 5, 1917 by the General Assembly (G.S 90-139) to properly regulate doctors of chiropractic for the benefit and protection of the people of North Carolina. The North Carolina Board of Chiropractic Examiners also regulates and certifies Chiropractic Clinical Assistants (G.S. 90-143.4) and Diagnostic Imagining (X-Ray) Technicians (G.S. 90-143.2).

The practice of chiropractic is a privilege granted by the State of North Carolina. The North Carolina Board of Chiropractic Examiners, through diligent oversight, will license, monitor, discipline and educate practitioners to assure their fitness and competence in serving the people of North Carolina. In fulfilling its mission, the Board will play a role in the ever-changing health care environment through dialogue with the public, the legislature, academia and the chiropractic community.

The Board has approved the following Final Agency Decisions:

Jeffery H. Carlisle, DC was found guilty on two counts of unlawful patient solicitation.

Dr. Carlisle’s license is suspended for a term of four months beginning 1/1/2018 thru

4/30/2018. This will be followed immediately by a period of one-year, unsupervised

probation upon condition that he personally not commit a violation of the laws govern-

ing patent solicitation or knowingly permit any associate employed by him to commit a

violation of said laws. This Final Agency Decision was approved by the Board on Oc-

tober 27, 2017, filed with the national disciplinary reporting service CIN-BAD and post-

ed on the Board’s website.

Arnie Wynn, DC accepted sanctions to resolve the issues resulting from the Complaint

of April 2017, specifically but not limited to, unlawful patient solicitation and

unacceptable care/deficient record-keeping. Dr. Wynn’s license is suspended for a term

of 90 days beginning 3/1/2018 thru 5/29/2018. This will be followed immediately by a

period of one-year, unsupervised probation upon condition that he personally not

commit a violation of the laws governing patent solicitation or acceptable care in the

practice of chiropractic. This Final Agency Decision was approved by the Board on

January 26, 2018, filed with the national disciplinary data bank service CIN-BAD and

posted on the Board’s website.

Eric Batchatis, DC was found guilty of failing to respond completely to an inquiry from the Board about a matter affecting licensure. He was officially reprimanded and required to make restitution of $2,000 for hearing costs incurred by the Board. The Final Agency Decision was approved by the Board on January 26, 2018, filed with the nation-al disciplinary data bank service CIN-BAD and posted on the Board’s website.
