Letter from the President

Welcome to RTD's Plan-ning Department. Yourfirst assignment: Plan anefficient, reliable system oftransportation for LosAngeles County's 9 millionresidents. You may use upto 2600 buses, 54 trains,and 300 or so miles of lightand heavy rail.

Here are your con-straints: You must spendyour money wisely,remembering that you mayutilize Proposition A and Ctax dollars and federaltransportation allowances.This fully accessiblesystem should serve thegreatest number of peoplepossible, allowing forextensive public input inthe decision-makingprocesses. You mustensure that your vehiclesare easy to use, providebus-rail connectionswhenever possible andcontain incentives for theyoung, old and disabled toride public transit.

You must operatewithin federal clean air,budgetary and accessibilityregulations. You shallpromote competition incontract bidding processes,seek private sector fundingfrom property development

and benefit assessments,and cooperate with othertransit operators.

Sound impossible? The57 employees in thePlanning Department do itevery day.

lt is their responsibil-ity, under the leadership ofPlanning Director DanaWoodbury, to look towardRTD's future. Theycontemplate coming policydecisions, service expan-sions and multi-agencyprojects. Much of their day-to-day work takes place onpaper and maps, in comput-ers, and in their heads.

Federal, state and localguidelines often set thedepartment's agenda.President Bush's SurfaceTransportation Act, theAmericans with Disabili-ties Act and the Air QualityManagement District'sRegulation 15 detail theminimum requirementsRTD must meet to maintainits federal subsidies.

To the PlanningDepartment, these require-ments translate into anopportunity to excel. Thisdepartment is not contentto follow. lt already has ledRTD to become number onenationally in clean air

technology research, helpeddesign and maintain a fleet ofbuses that is 99 percentaccessible and a light-railsystem that is 100 percentaccessible, and garner 20percent more in federal grantsfor Los Angeles than anyother national transit opera-tor.

The department is dividedinto four groups: serviceanalysis and long-rangeplanning, administration andspecial studies, policy andfinance, and environment andjoint development. MostPlanning Department employ-ees come to RTD with severalyears of experience in trans-portation, many with degreesin urban planning or econom-ics.

Keith Killough heads theservice analysis and long-range planning sector. Heand his group are a dictionaryof facts and numbers. Theirshort-term job is to keep trackof monthly RTD ridership andrevenue figures and togenerate annual financial andoperating summaries.

Their long-term assign-ment is to forecast these samefigures, and evaluate the mostefficient forms and combina-tions for future modes oftransportation. They alsoproduce the annual guidewayand facilities plans. Theguideway plan is the result ofthousands of hours of researchinto potential bus routes. Theadditions of the Blue Line, theRed Line and the GlennAnderson Freeway to LosAngeles mean mapping outnew bus service and bus-railinterface plans for this group.

The outcome of all of thisanalysis and planning is theShort Range Transit Plan(SRTP). This document

identifies issues affectingfuture transit service anddefines District policiesand objectives. Thepolicy and finance grouputilizes this research toset up bus and rail faresand design specialprograms. This includesprocedures to allow bikeson the Blue Line, use aflat fare versus a dis-tance-based fee on theBlue Line, and create ameans to administer theOn-Time WarrantyProgram. They alsoarrange special fareprograms such as thejoint Long Beach Transit/RTD monthly pass, theBlue Line round-tripticket and a $15 corpo-rate ticket book.

RTD's planners alsoinfluence the fairest andmost effective way tocollect and distributelocal and state revenues.They suggest distributionguidelines to the LACTCfor Proposition A and Callocation decisions.These guideline recom-mendations, togetherwith financial summariesand well thought-outregional transportationgoals, make up RTD'sbusiness plan, anothercomponent of the SRTP.

Joel Woodhull headsthe environment andjoint development group.This group is preparingfor our move from Fourthand Main Streets to thesite of our new headquar-ters at Union Station.The joint developmentgroup is creating amaster plan for office and

Division 9 was the jointrecommendation of theTransportation General andEquipment Maintenance tobe the recipient of theDivision of the Monthaward for the month ofMarch 1991.announcedGeneral Manager Man Peggand Board President NickPatsaouras at a ceremonyheld before sunrise on April24.

"Thanks to you we canstand taul again," saidPresident Patsaouras. "Inthe month of March youwere declared the best inthe agency!"

General Manager Peggtold the audience of me-chanics and operators thatit was a pleasure to be withwinners. "lt gives me agreat feeling to be with youpeople. You bring greathonor to the rest of us."

Patsaouras and Peggpresented an award ofservice excellence toTransportation ManagerDon Karlson and Equip-ment Maintenance Man-ager Max Martinez. A flagwas unfurled by theemployees which, under-

scoring their accomplish-ment, proclaimed them asthe outstanding division.The flag will fly for a monthon the division's flagpolebelow the flag of California.

Selection of the Divi-sion of the Month is basedon District-wide perfor-mance comparisons ofcriteria applicable toTransportation and Equip-ment Maintenance. For theTransportation Depart-ment, the scores wereranked by comparingexisting measures fromFebruary of fiscal year 1990against totals from Febru-ary of fiscal year 1991. Theindicators included absen-teeism, traffic accidentfrequency rate per 100,000hub miles for February1991, occupational injuriesper 100,000 hours ofexposure for February 1991,number of canceled trans-portation and out-lateassignments for February1991, and the number ofbus-related customercomplaints for February1991 as compared againstFebruary 1990.

Performance criteria

for the Equipment Mainte-nance Department werebased on performancecomparisons betweenexisting measures fromfiscal year 1990 againstfigures compiled in 1991.The indicators includedimprovement of milesbetween road calls, im-provement of accessibleservice reliability, occupa-tional injuries per 100,000hours of exposure, improve-ment of coach cleanliness,absenteeism, the number ofmaintenance-relatedcomplaints, and the numberof maintenance-related out-

lates and cancellations.Assistant Director of

Transportation Leo Bevonsaid Division 9 earned thetitle for March by achievingthe top composite score forboth Transportation andEquipment Maintenance.

"Division 9's Transpor-tation and EquipmentMaintenance managementand personnel demon-strated perseverance bytheir steady improvementseach month, which hasculminated in top perfor-mance scores for bothDepartments," he said.

Cranston Lauds RTD's Alternate Fuels Programby Greg Davy, PressRelations Representative

RTD's pioneering alterna-tive fuels program onceagain received accoladesApril 18 in Washington,D.C., during testimonyheard by the U.S. SenateSubcommittee on Housingand Urban Affairs.

Sen. Alan Cranston, D-Calif., praised RTD andGeneral Manager Man F.Pegg during his presenta-tion of the District's viewson the reauthorization ofthe Urban Mass TransitAct, with a particular focusof the transportation-related provisions of theClean Air Act Amendmentsof 1990.

"Special thanks to Mr.Pegg for coming across thecountry to testify,"Cranston said. "I also wish

to thank the District forleading the charge inimplementing alternativelyfueled vehicles and forfinding solutions for transitto meet the mandates ofthe 1990 Clean Air Actamendments."

In his presentation tothe subcommittee, Peggoutlined RTD's develop-ment of alternativelyfueled public transitvehicles. "The Districtoperates one-half of thenation's alternativelyfueled bus fleet," Pegg said."RTD is the only Operatorto successfully place suchbuses into revenue serviceand achieve standardscomparable to dieselbuses."

RTD has 30 busespowered by methanol indaily revenue service in themetro L.A. area. The

District also is experiment-ing with 10 buses poweredby compressed natural gasand 20 diesel-poweredbuses equipped withparticulate traps thatprovide pollution-freeemissions.

RTD also is building achassis dynamometerdesigned to test emissionsfrom large commercialvehicles.

In his appeal forcontinued federal financialassistance, Pegg once againurged Congress to re-allocate federal highwayfunds to public transit inthe interest of reducingg-ridlock on the nation'sroadways and cleaning theenvironment.

"This nation cannotunderestimate the value ofthe tests being done atRTD," Pegg said. "We are

working hand-in-hand withlocal clean air authorities togather data that ultimatelywill be useful to large-fleetoperators throughout thenation.

"We must developclean-air technology forfuture generations, not onlyin Southern California butalso around the world. RTDwill continue to be a leaderin this field.

"But reauthorizationmust contain a guaranteedcontinuation of operatingassistance to urban areas ofmore than 1 millionpeople," Pegg emphasized."These are the areas wherethe battles of congestion,clean air and accessibilitywill be hardest fought.

"Federal assistance isabsolutely essential if weare to win this battle."

Dear RTD:In the decade or so that

I have been an RTD buspassenger often riding 4buses a day, six days aweek, and to variouslocations such as Pomona,Pasadena, and Los Angeles,I have not observed anoperator as outstanding asSam Harper on Line 268.

While conscientiouslyadhering to safety stan-dards and maintainingpunctuality, Mr. Harperalso creates an atmosphereof concern for his passen-gers' welfare. I have alsoobserved that if it becomesnecessary for Mr. Harper tocommunicate with apassenger, he is able to doso by using excellentEnglish vocabulary.

Mr. Harper is also ableto remain in calm control ofa potentially disruptivesituation caused by anunstable passenger. Mr.Harper is superb in thisarea.

The exemplary perfor-mance of Mr. Harperdemonstrates to me that healso has leadership andmanagement ability. I amproud of RTD personnel forhiring such an employee.

Dear RTD:I've learned to appreci-

ate how difficult anddemanding the task theRTD drivers perform trulyis. I've witnessed severalinstances when that "Task"exposed the humannessrather than the profession-alism of the driver. ltreally is a tough job.

On a commute intowork recently the ride gave

every warning sign of being"one of those." If you'veever ridden a bus you willunderstand the reference.lt included the rowdy teen-age boys and the sullenones, the demanding andfrustrated eccentric oldladies, the over-alcoholed,and under-washed, all ofthese... and a bus thatremained filled throughoutthe journey.

To my pleasure andgrowing appreciation, thedriver, James Criswell,remained undaunted andexecuted his duties withconsummate skill. Hecalled out all the stops, andwhen a threatening ordifficult situation wouldbegin he quelled it withauthoritative politeness.As it is whenever youobserve any "professional"it was a pleasure watchinghim work.

I've ridden on buses inquite a few cities aroundthe nation, and the RTDdrivers are arguably thefinest in the country. Theydo an excellent job! Theperformance I witnessed byMr. Criswell was anexceptionally outstandingone.

Dear RTD:I am writing this letter

to tell you of an experienceI had last week with one ofyour bus drivers. On April17th, I took bus number2266 on the 320 line,catching it at approxi-mately 9 a.m. at Ocean andColorado in Santa Monica.The driver was a pleasantyoung woman who immedi-ately got my attention by

not only calling the stops,but also calling the connect-ing lines, including RTD,Santa Monica, and CulverCity lines. At first Ithought it was probably justa single aberration due,perhaps, to the request ofan elderly person who hadasked to have a stopannounced. But as timewent on it became clearthat the driver was actuallycalfing all the stops and theconnecting lines. I decidedthat such dedication topublic service simply couldnot go unheralded, so Iasked for her name andbadge number.

Her name is MaryCollins. The patch on hersleeve said that she is a"line instructor," and Iwould certainly encourageyou to expand her area oftraining to include as manyother drivers as possible. ltis this kind of thoughtfulservice, if spread through-out the system, that wouldgive the RTD the kind ofpositive image that couldincrease the number ofpeople willing to take thebus.

A large percentage ofRTD ridership is made upof the poor, elderly, and thementally disadvantaged,and these are not thepeople who are skilled atspeaking up for themselves.That is why I write com-plaint letters when Iencounter what I believe tobe unsatisfactory service.At the same time, I try towrite congratulatory letterswhen they are appropriate.In this case, Mary Collinsclearly deserves somewords of praise. In ourimpersonal, and often cold

world, even a little kind-ness can make your day.The calling of stops may notseem important to mostpeople, but to one who islost and confused, orminimally sighted, orunable to read, this ismonumentally important.So, do something nice forMary Collins in return forher thoughtfulness for herriders.

retail development at theWestlake/MacArthur Parkand Union Station construc-tion sites. Their partner-ships will create revenue-producing projects for theDistrict.

Reconstruction anddevelopment of existingproperties are also crucialtasks. Planners arenegotiating with downtownproperty owners for addi-tional Metro Rail entrances,and deciding upon changesto improve Divisions 6 and

7 in Venice and WestHollywood with privatesector financial assistance.

Woodhull's sectionprepares all EnvironmentalImpact Reports (EIRs) forDistrict projects, andreviews EIRs prepared byothers to reduce projectimpacts on transit in L.A.His section is creating a

"Transit DevelopmentGuidelines" manual toteach other cities how todesign "transit-aware"developments, whichencourage easy access tobus and rail lines in thisnew age of expanded publictransit and environmentalconcerns.

Dave McCulloughhandles the administrativesupport and special studiesgroup. Administrativesupport tackles "insidejobs." They handle every-thing from processingrequisitions and thedepartmental payroll tomaintaining RTD's library.

Special studies worksas a liaison to the outsidecommunity. This groupimplements accessibleservice programs for theelderly and disabled andprovides a point of contact

for their concerns. Theyalso prepare and monitorRTD's trip reduction plans.This includes the CorporateTransit PartnershipProgram that encouragesemployees of public andprivate agencies torideshare either by bus,rau, car or vanpool. Specialemphasis is devoted tohelping employers encour-age public transit use bytheir employees.

Special studies alsohandles the District'scontract and privatizationefforts. This meansmaintaining a linkage tothe private sector toincrease transit serviceswithout unnecessaryduplication. RTD hasattempted to contract outBlue Line "feeder" busservice to private operatorsto increase rail ridership.

These practices promote acoordinated regionaltransportation system.

This kind of planningmakes RTD the number onebus system in the nation.UMTA recently named RTDthe nation's most cost-efficient operator, theleader in bus passengerloads, and number one inpassenger miles per bus.

Our Planning Depart-ment is putting us on themap by focusing on innova-tive, quality service. Wecan all feel proud to be partof a winning team.

Earth DayRTD joined the City ofPasadena and the ArroyoSeco Council to become anofficial sponsor of the 1991Arroyo Seco Earth Festivalheld April 20.

The District partici-pated in the first EarthFestival held last year tocommemorate the 20thanniversary of Earth Day.This year's festival drewmany thousands of partici-pants, making it one of thelargest Earth Day events inSouthern California.

The District's AlternateFuels Section showcased itsdifferent types of clean airbuses at the Clean Trans-portation Fair, whileOperations maintained a 4-bus fleet for the Clean AirShuttle, a transportation

system linking the 12

festival villages throughoutthe Arroyo Seco with off-site parking at JPL and theParsons Corporation. Alsoincluded at the fair was aprototype of a Blue Linelight raul car.

The 12 theme villagescontained exhibits, demon-strations, speakers, andproducts. Each villagedisplayed RTD bannerswhich read: "Riding theRTD Saves More Than Oil,"and "#1 Wants Your

Company." An RTD boothat the Clean Air Fairincluded brochures entitled,"Leading the Way toCleaner Air for the Nation'sBuses," and "Riding theRTD Saves More than Oil,Ride the RTD Once aWeek." The differentthemes included: Water,Children, Recreation,Energy, People, Business,Waste, Nature, GlobalIssues, Native Americans,Devil's Gate Project, andFood & Agriculture. MENDATIONS

Carmine Zeccardi was selected the Bus Operator of theMonth for March, 1991. He works the extra board andenjoys driving different routes. Zeccardi has been with theRTD for 15 years. In that time he has received manypassenger commendations, as well as 13 letters frommanagement. He has accumulated 90 merits since 1980and has neuer had any demerits. He has a 13-year safedriving award, and he has had only one avoidable accident.

Operator Zeccardi has not had a sich day since 1980, andhe has had only three missouts.

Zeccardi and his wife, Ruth, have been mariied for 21years. They have two sons—one 19, the other 16. He andhis family enjoy bike riding, camping, running, and weightlifting. He and his wife are very active in their church, andthey do marriage counseling for some of the members oftheir church. He is popular among his passengers. He saysthis is the best Job he has euer had and that he has thenicest passen gers.

Mechanic A Leader Ike Alison was selected the EquipmentMaintenance Employee of the Month for March. Mr. Alisonwas hired into the company on July 19, 1978. He then cameto Division 9308 in December, 1978. During his time here

he was promoted from Mechanic C to Mechanic B. In 1980,

he made Mechanic A. He is currently the leader on thirdshift, and he is doing an outstanding job. He is constantlycalled on to perform without any supervision present on his

shift.

Mr. Alison is very familiar with MMAS, and when he does

payroll he does a flawless Job. He works well with hispeople and this rapport has rubbed off on the transportationside. He has excellent attendance. With his "can-do"

attitude, Mr. Alison has shown he can and will go the extramile on many occasions.

Rail Operator Walter Tice was selected Operator of theQuarter for the first quarter of 1991. Although Mr. Tice wasborn and raised in Los Angeles, he lived in Honolulu andattended school there for five years as a child. lt was duringthese formative years while riding the bus to school that hedeveloped an interest in transportation.

Mr. Tice came to the RTD at the age of 21, where he drovebuses until 1990, when he transferred to the Metro Blue Linefrom Division 8. He enjoys the Blue Line because he claims

it is less stressful than driving a bus and the hightechnology makes the cars easier to operate.M7'. Tice has had no missouts since 1985, no minor ruleviolations since 1982, and only one day sick since 1986. Heresides in Sun Valley.

Division 15 Electronic Communications Technician JackBedard was selected as the Facilities MaintenanceDepartment Employee of the Month for March. Mr. Bedardis commended for the high caliber of his work andknowledge in farebox maintenance. His attention to detailand craftsmanship has achieved a significant increase inthe reliability and availability of the coaches he maintains.

Senior Secretary Reginnia Kaping was selected the

Employee of the Quarter by the Human ResourcesDepartment for the Winter Quarter 1991. Reginnia hasworked in the department for 8 years. Characteristicallyquiet, but with a beautiful shy smile for evelyone who

comes her way, Ms. Kaping goes about her work with asteadfastness and speed that puts others to shame. Withoutcomplaint she completes the multitude of tasks that

An RTD Welcome Home from Desert StormHorns honked and fellowworkers cheered and wavedflags tied with yellowribbons as Operator CurtisShelby returned to work atDivision 5 on April 22.

"I never thought I'd beso glad to come back towork," said the returningShelby. The Air Forcereservist left Owl shift inJanuary to report toRiyadh, Saudi Arabia. Heis one of 19 RTD reservistswho were called to servicein the Middle East.

While in the Gulfregion, Shelby served witha medical evacuationhospital. "I worked out of a150-bed hospital. Wetransported casualties. Iam glad to say that most ofthe wounded I saw sufferedonly minor injuries, but

there were a few ampu-tees," he said.

Shelby said he remem-bers the sounds of Scudmissiles overhead and thethud of Patriots intercept-ing them. "Oh yes! I heardthem, I saw them, and I

ducked them, too!" helaughed gleefully.

"As that whining noisegets louder your life passesbefore your eyes, you dothink of all the things youshould have done or couldhave done..., it was scary,but not as bad as being indirect combat."

He returned to theUnited States on March 15,but was only alerted to hisdeparture two days beforeleaving.

On his first night back,Shelby commenced serviceon the 105 line. "It's anOwl line, and all I've got tosay is that it's a piece ofcake compared to SaudiArabia."

and Director of Transporta-tion Leilia Bailey were onhand along with Divisionsupervisors, managers,operators, and mechanics togive Shelby a warm wel-come back to work.

"We are thankful tohave you safely back in theU.S.," said Patsaouras."We're confident that youserved your countryadmirably just as you havedone for RTD for the past17 years."

Supervisors carried outa huge red, white, and bluesheet cake to celebrate theoccasion while operatorsheld a huge, handmadebanner that said: "WelcomeBack Curtis!"

Dana Woodbury Appointed RTD's Director of Planningby Andrea Greene,Contributing Editor

The year was 1974. Themaster's thesis was in-tended to be a model topredict the economiclifetime of a mass transitraul vehicle. But its author;Dana Woodbury, had hit asnag.

The Massachusetts BayTransportation Authority(MBTA) was reluctant toprovide him with any data.Apparently, the agency hadgiven the statistics toseveral Harvard graduatestudents the semesterbefore. Not only did theresulting figures cast theagency in a bad light, butthe newspapers publishedthem. For Woodbury,getting them now seemed tobe as tough as moving astalled raul car. ButWoodbury's faculty advisorat Northeastern Universityin Boston was a friend ofsomeone who had pull atthe statehouse.

The friend was thenewly elected governor ofMassachusetts. His namewas Michael Dukakis.

"I'd tried for nearly ayear before Dukakisinterceded," recalls ahumored Woodbury, whowas recently appointed theDistrict's Director ofPlanning. "He got me thenumbers, but by then it wasa year later, the inspirationhad waned, and I justwanted to get on with therest of my life."

So, Woodbury, anxiousto make a difference intransportation, put histhesis on hold. He put hiselectrical engineeringbackground to work first for

the City of Boston as atraffic and parking engi-neer. His responsibility wasthe timing of traffic sign alsand the programming andcoordination of intercon-nected signals.

"I was fascinated withit because I got to use mytechnical training," recallsWoodbury, who stands sixfoot five.

He stuck with publictransportation, racking upsix years of planningexperience with tworegional agencies.

In 1982, he traded hisposition as the assistantdirector of theMontachuset RegionalPlanning Commission forthe bustle of Los Angeles.

And, in doing so, was"overwhelmed."

"This is every man forhimself," thought Woodburyas he first took in thedriving habits of Angelenos.

Woodbury joined theDistrict, beginning as astaff level planner. "My goalwas to make it to supervis-ing planner within fiveyears," he says seriously."And, with a lot of helpfrom my fellow staff, I didit."

Promotions to planningmanager and interimdirector of planning fol-lowed.

Today, as director ofplanning, Woodbury isresponsible for directingmore than 50 people inproviding a broad range ofplanning functions insupport of the District'soperating and capitalprograms. His department'sactivities include policy andfinancial planning, jointdevelopment, legislative

analysis, patronage andrevenue analysis, andforecasting.

And what does theBoston, Mass. nativeforesee for his own agency'sfuture?

On reorganization: "Ithink that both the Districtand Commission have arole to play. I think there isgood reason for the twoagencies to remain sepa-rate.

"The District, Ibelieve, is the most appro-priate to serve as theregional operator. If theCommission was to be anoperator, it would createconflict. lt would placethem in the difficultposition of being not onlythe funder, but also themediator and operator.

"My sense at themoment is that the Districtwill remain separate fromthe LACTC. The matter ofhow much of a function weare going to have will bedebated over the calendaryear."

On Los Angeles in theyear 2000: "'Well havetwice as large a transporta-tion system. We'll berunning over 3,000 busesand have a fairly extensivelight, heavy, and commuterrail system."

On the differencebetween Los Angeles andthe smaller communities hewas planning back East:"The problems aren't allthat different. The issuesare the same; it's themagnitude and scale thatare different. The fact thatFitchburg, Mass. is a smallcity doesn't mean they haveadequate public transit,freeways and funding."

When Woodbury, 40, isnot talking transportation,he is busy reading sciencefiction and tinkering withhis computer. The calm andvery witty Woodbury livesin Pasadena.

And somewhere,Woodbury still has thosenumbers that then-Gover-nor Dukakis retrieved forhim.

In Altoona, Kansas,population 300, airplaneswere a big deal in the1940s.

Eight-year-old RichMorton tucked himself in acorner, and leafed throughthe pages of his newfoundtreasure — an airplanemagazine. His eyeswidened he had neverseen so many planes in hislife.

Then, he saw it: a full-page, color ad for Cessnas.He sent away for oneimmediately.

His parents weredumbfounded when air-plane salesmen began tocall. The salesmen wantedto cut a deal.

His parents talkedtheir way out of that oneand assumed their son'sfascination with flyingmachines would pass withGI Joe and "Howdy Doody."

They were wrong.Morton would later not onlyfly in these planes, butoversee entire bus, rail andairport transportationoperations in the U.S.,Vietnam, Taiwan, Ger-

many, and Italy.The summons that

catalyzed Morton's career intransportation arrivedduring his senior year incollege. Sparks were flyingin Vietnam, and Mortonwas to be drafted uponcompletion of his account-ing degree.

He joined the Air Forceinstead, and soon assumedresponsibility for all detailsof the flights departingfrom and arriving at SaigonAirport. He spent two

years working 12-hour daysto ensure that combatmaterials, food, warcasualties and maul weretransported efficientlywithin and outside ofVietnam. He oversaw thegeneral well-being of theairmen their security,medical needs, and compen-sation.

"Vietnam was challeng-ing," says the conserva-tively dressed Morton, anAgoura resident who is nowRTD's Superintendent ofRail Equipment andMaintenance. "Challeng-ing" is an understatementof Morton's time spentamidst the paddy fields of awar-torn land. His coura-geous performance earnedhim the Airman's Medal ofValor, the highest honorbestowed for non-waraction.

He concedes that hisduties in Vietnam were "thespark that ignited mypassion for transportationissues."

Morton's talent withlogistics, transporting anitem from point A to pointB with the greatest cost-

efficiency possible, hasearned him many jobs inthe transportation industry.

Today he is supervisorof RTD's rail equipmentand rau car maintenance inLos Angeles County'ssprouting Metro system."Getting the Blue Linestarted up was one of themost rewarding achieve-ments of my career," hesays.

The Blue Line was onlyone of many supervisoryachievements for Morton."I've been a supervisor sincecollege," he admits.

Morton taught the AirForce's mandatory trans-portation course afterattending the schoolhimself. He knew thematerial like the back of hishand, and became aninvaluable source inproviding accurate informa-tion to his advisers.

His rank has con-stantly fallen short of thatrequired for the job sought.No matter. His reputationof competence quicklyspread through the AirForce, and his rank wasadjusted upward accord-

ingly.Morton served stints in

Texas, Taiwan and Illinoisbefore earning a mastersdeg-ree in transportation atthe University of Tennesseein Knoxville in 1975.

He and his wife, Alicia,a school teacher whom hemet in a San Antonio pizzaparlor, fueled up foranother overseas assign-ment. The Air Forcetransferred him to Frank-furt, Germany, where heoversaw 400 employees andmanaged the largest airportfreight and passengerterminal in the world.

By then, Morton hadmastered the maintenanceof buses, raul systems andairplanes. He earned animpressive 12 medals ofcommendation for excep-tional and meritoriousservice.

His last military jobwas in Missouri, where, asthe Transportation Com-mander, his responsibilitiesincluded maintaining"everything fromlawnmowers to missiletransport vehicles." lt washere that he responded tohis second newspaper ad in1982. This time, it led to aposition at RTD in LosAngeles.

He began as a DivisionManager and worked at twobus divisions, and in 1985he was promoted to RailSuperintendent. The RTDsent him to Japan to studyJapanese raul vehicles andcoordinate the building ofBlue Line vehicles, andlater to Italy to determinesafety and reliabilitystandards for the Red Line.

all vehicle maintenancedivision operations andtechnical support for theLong Beach-Los AngelesBlue Line. He will do thesame for the upcomingGreen and Red Lines,which are part of the 300-mile light, heavy andcommuter rau l system inprogress in L.A.

He compares the BlueLine maintenance workers'business hours to those ofthe airline industry. "Mostof the maintenance work isdone after hours by the`night owls," he says. "TheBlue Line `graveyard shifts'operate between 10 p.m.and 6 a.m. while most

people sleep, to provideclean, reliable cars to rideon the following day.

"A big part of my job istraining," he confesses. Heconsciously selects employ-ees with a caring attitude,men and women who aregenuinely interested indoing the "job plus."

"If it's something thatneeds to be done, if it'sgood for the RTD, and if itpromotes the overallcomfort and convenience ofpassengers, I'm going to doit," says Morton.

"You have to putyourself in the passenger'sseat: Is the rail line user-friendly? That's what I'vetried to instill in the peopleof the division."

Uncanny altruism?Could be. But that's thethought pattern that is acornerstone of Morton'ssuccess. He is the defini-tion of "public servant,"with his "good neighbor"policy always in theforefront of his mind and afirm belief that taxpayersought to get their money'sworth.

He does not merelyperform according to his jobdescription he goes theextra mile. He has beenknown to paste up informa-tional signs inside theSeventh and Flower MetroCenter station entrance,lobby for adequate signageon ticket vending machines,and work alongside land-

scapers to improve theappearance of divisionheadquarters.

He credits his employ-ees for much of the earlysuccess of the Blue Lineand the positive predictionsfor the future Green andRed lines: "They areextremely motivated anddedicated to a qualityproduct," he says. "Peopleare our most importantasset. They have main-tained the RTD's light raulline in its first year ofservice in Los AngelesCounty superbly.

The Rideshare Raffle isconducted each month at allwork sites with 100 or moreemployees. Dorothy Gray Lends Chapters, if Not Volumes, of Heart toRTD's Libraryby Andrea Greene,Contributing Editor

The story of her life doesnot make for light reading.

When she was ateenager, Dorothy PeytonGray would smell themagnolia trees that gracedthe Mississippi lawn andponder all that lay beyond.Not five years later, in theshadows of the magnolias,Dorothy's Mississippiunravelled. With racialtensions mounting and thepush for black voting rightswell underway, Gray camehome from college onesummer and stared at hermother bandaging onestudent after another aseach lay bleeding from theFreedom Riots.

"You don't grow up andcome of age in Mississippiwithout knowing hostility,"recalls Gray. "lt was veryreal."

Touched by what shesaw and with the memoriesof home tucked deep within,Gray moved east and thenwest. Today at 48, sheseems to have reached abalance between the part ofher that sought inner peaceas an activist and the partthat searches for ways tobetter peoples' lives.

From her office on theHeadquarters' fifth floor,Gray is buoyant. In herthree years as RTD's headlibrarian she has beefed upthe library's holdings andhas computerized the oldmanual card catalogsystem. With its 9,000books and 165 periodicals,RTD's library is the onlyone in Los Angeles devoted

almost exclusively totransportation issues. Onlythe University of Califor-nia, Berkeley and North-western University inEvanston, III., she says,boast more substantialcollections.

Among the volumesshe plucks from the stacksis an 18-page guide tousing public transporta-tion, printed in braille.There is an aging bookshowing the salariesearned by the 1937 LosAngeles Railway staff, buspasses used in 1890, andcopies of the L.A. Railwayversion of Headway, calledTwo Bells from 1938.

"They taught me inlibrary school that it takesa good five years to knowthe collection in yoursleep," she says. "But Ithink I'm ahead of myself."

Library school for Graywas Columbia Universityin New York City. Earlier,she had flirted with socialwork at New York'sFordham University butafter a stint as a supervis-ing probation officer ("The

ladies I handled were notdumb, just caught up indumb things"), sheswitched professions andworked as a personnelanalyst in a New York Citydepartment.

Greenwich Village wasfull of energy then, andthere she spotted herfuture husband solicitingclothes for the Congress onRacial Equality (CORE) togive to the Southern poor.The spirited Gray hadnever thought of herself aspoor; the eldest child ofeight, she had grown uprich in love and learned inliterature.

She originally aspiredto be a nurse or doctor ormedical researcher. But asan undergraduate minoringin zoology at SouthernIllinois University "the catsmell of formaldehydereminded me of my family'sfuneral home" and anynatural science careerchoice she had earlierprofessed now becamemoot.

She had not been in astructured learning envi-

ronment for seven yearswhen she entered Columbiain 1970 as a part-timeevening student. Of her 170fellow grad students, onlytwo were black. By the timeshe was awarded a full-time scholarship to com-plete the graduate program,the "seduction of the libraryhad begun."

With master's degree inhand, Gray landed aposition at the City'sprestigious SchomburgCenter for Research inBlack Culture.

"Growing up in asegregated community, Ihad no idea of the literaryworks produced by blacks,"she says candidly. "Theinventors and inventions...Iwas so surprised to seeblacks invent so manythings".

Gray, by then divorcedand the mother of a son,took what she learned to

Los Angeles. As a legisla-tive analyst for the city, shedrafted the 1980 motionthat allowed Los Angeleslibrary cards to be used inthe Santa Monica, Glen-dale, Pasadena, andBeverly Hills libraries.

Eventually she went towork at UCLA's Educa-tional and Psychologylibrary. Combining theclassic approach to learningshe had studied at Colum-bia with the high techmethods of accessing booksat UCLA, Gray put downroots at RTD. Librarian-less for ten months, theDistrict's specialized

Recounts Mike Lezine,a mechanic out of Division7 who was recuperatingfrom a leg fracture when hewas sent to the libraryunder the special assistantprogram last September: "Ifthere were four or five moreDorothys on this Earth, theworld would be a betterplace. Cataloguing, comput-

erizing, and

referencing...she taught meall of it."

Lezine, himself a bookcollector, says he's spreadthe word to his divisioncolleagues about the RTDlibrary. "We're so lockedinto being employees, weforget about the extrasoffered here."

One of those libraryextras is an archivalcollection which includeshistorical documents and

records of early transporta-tion companies in theSouthland. Dorothy andher assistants cataloguedsome 1600 documents andput another 3,000 photo-graphs into protectivesleeves. She developed asoftware program toretrieve them.

She's had some strangerequests over the years.

On four separateoccasions, attorneys havecalled her looking for oldbus schedules to substanti-ate the testimony of clientsand witnesses in murdercases. Movie set designershave requested to seephotographs of old buses sothat their color schemesare accurate, and authors,to document their narra-tives, have made inquirieson line service.

But it was the dustybook with the big title thatlay crumbling in a boxwhich caught her eye.

lt was entitled

Study of Street TrafficConditions in the Cityand the Practicality ofSubsurface or ElevatedConstruction for Urbanand Interurban TransitFacilities. E.W. Bannisterof L.A. Railway wrote it. Init, he recommended thebuilding of a subway downthree arteries between Firstand Eleventh streetsdowntown. lt would cost$10 million, he estimated.The year was 1915.

"That was too much forme," chuckles Gray. "Themore things change, themore they stay the same."

Given Southern California'scraze for physical fitness, itmight not be surprising tofind both men and womenwho are willing to exerciseduring their lunch break inorder to achieve their goalsof physical fitness. These gentle-men have been in the"Office Workouts" exercisedass since the beginning,and were willing to sharetheir thoughts about theclass

According to JoeWeger: "I love it! Everyonein the dass takes it [exer-eise] seriously. I've lostabout five pounds of excessfat, and the 'handle-bars'on my waist are gone. Ijoined the class with a goalto lower my cholesterol, andI have. I recommend thedass to others, in fact I'verecruited about eight otherpeople into the dass."

James Woodsonstates: "I stopped smokingafter my first couple ofclasses! I lost the desire tosmoke after starting theclass.

"I concentrate on theInstructor while I'm in theclass, so the gender of myclassmates doesn't matter.

To get the maximumbenefits of the workout, Ihave to watch the Instruc-tor. The Instructors areprofessionals, knowledge-able, thorough and con-cerned that no one getsinjured. I feel invigoratedas a result of the dass. Myonly concern is that theDistrict becomes supportivein providing us with abetter space to exercise in."

Nemat Rabizadehsaid, "I'm more goodlooking. My goal was to loseweight and I know I have. Idon't know how much, but Ican now fit into my oldclothes. After dass I feelmore productive, morerelaxed and less pressure. Irecommended others to theclass, but we are runningout of space. We may needmore [space]."

These three males havedeveloped a 40 minute aday, 3-day per weekexercise habit which is hardto break. The fact that theyare the only males in adass with over 21 womendoes not matter. EveryTuesday, Wednesday, andThursday, these men dontheir fitness attire in orderto stretch, tone and performlight aerobics.

The man was hopping mad.Something about hisinsurance not paying hisclaim and that it wastaking the District too longto reimburse him.

Storming into RTDheadquarters and snarlingat the security guards, hecharged up to the executiveoffices on the sixth floor,snapped at the secretariesin the outer office, and thenran squarely into Liz Silva.

Acting as executivesecretary that day, anunflappable Liz rose fromher seat, walked around herdesk and shut the doors tothe inner office where thengeneral manager John Dyer

sat working."I really was scared,"

she remembers. "But thejob requires that you have astrong tolerance for rudepeople and that you bethere for the generalmanager."

The 38-year old withthe dancing brown eyes hasnever been one for mincing

words.In 1979, when she

applied at the District for asecretarial job, she wasasked by an interviewerwhat her eventual goal was.She says she hesitated buta second before declaring("to my own surprise") that

she wanted to be thegeneral manager's secre-

tary.Ten years and two

promotions later, she is theDistrict's only executivesecretary. She fields phonecalls from national andstate legislators, citycouncil members and the

mayor ("he'll call for Mr.Pegg and say `Ulis is TomBradley'...he's very polite"),coordinates Alan Pegg'sschedule and opens hismau, and balances thescores of District depart-ment heads and managerswho clamor each day for hisattention.

Says Liz, "Being Mr.Pegg's secretary is apersonal achievement forme. I feel like I've earnedthe position."

Graduating fromGarfield High School in1970, Liz first took hertyping and shorthand skillsto the Los Angeles UnifiedSchool District where shewas a secretary. Shepolished her skills withcourses from East LosAngeles College, andwishing a higher salary,applied to RTD.

First, she landed asecretarial position in themarketing department.Next, she became seniorsecretary to then HumanRelations Manager DavidDominguez. As such, shewould often act as a back upto the general manager'ssecretary. When Dyer told

her he really appreciatedher as his secretary, shewas so complimented, sheremembers.

But Liz, in touch withwhat she wanted in life,told him "now was not theright time for me."

Responded Dyer: "Youhave a lot of guts to tell mewhat you're going to do."

"I'll be back," Lizreassured him. "I'll be yoursecretary again."

Two years later with

the birth of her fourth child,she feit she was older, moredependable and self-assured. "The time hadcome," she says.

And soon after, thelively Liz had a new boss.

"Mr. Pegg and I hit itoff beautifully. Everythingjust clicked," she recalls ofthe first time he took her tolunch during SecretariesWeek. "Being a family manwe can relate. People thinkhe's quiet, but not when youget to know him. He's verysensitive and supportive.And besides, he knowsmore about computers thanalmost any of us do."

Says boss Alan Pegg ofLiz: "She does a super job.

She's sensible and I canrely on her. She followsthrough."

And, he adds with asmile, "she can find thingswhen I can't."

Liz, who's married to acommunications electricianfor the Department ofAirports, says she's veryrespectful of the generalmanager's office. Buthaving respect doesn'tmean she buys the televi-sion stereotype of a secre-tary. "Mr. Pegg gets hisown coffee. I don't," shechuckles.

"If you and your

got it in the

bag."

Liz says the fernalesecretary sometimes gets abad rap. She remembersthat when she was anotherdepartment head's secre-tary, he would always referto her as his "secretary."But when her former bosswas later assigned a malesecretary, he called him his"assistant."

Liz called him on thecarpet.

The poised Whittierresident doesn't take thejob home with her. Instead,she spends her free timeexercising, listening to jazzor dancing with her hus-band. But she looksforward to coming to work.

Because as Liz puts it,"If you and your boss workwell together, you've got itin the bag."

We exceededour goal which was toreceive 50 units of blood.The Blood Drive had anexcellent turnout, to theextent that many employeeswere turned away becausewe ran out of time.

Ms. Harris becamefascinated with unusualcareer possibilities as aMathematical, Engineering,Science Achievement(MESA) Associationmember at Pomona'sGanesha High School.

The college sophomorechose a mechanical engi-neering major in order topursue a career in biomedi-cal engineering and developadvanced prostheses. Shehas now shifted interest todesigning utility systemsand mechanical improve-ments.

"Contact with excellentprofessional role modelshas heavily influenced me,"said the publications co-chairperson for the nationalconference of the NationalSociety of Black EngineersEngineering scholarships'winner.

Less Means More in Storage and RetreivalAs the required parts tostock became ever moresophisticated and theirnumbers seem to multiply,Diviz.iion 9 Storekeeper JimBarela began to wonderhow he would be able tostore everything within theavailable space of thestoreroom. The parts kepton coming, but the roomnever seemed to expand theleast bit. Barela was afraidhe'd have to go on a starva-tion diet just so he could fitdown the aisles to locatedifferent parts for request-ing mechanics.

Just before Barela gotto the point of feelingsqueezed out, the folks fromthe Materiels ManagementDivision (MMD) of theOffice of Contracts, Pro-curement and Materiel(OCPM) came through witha storage and retrievalsystem that could storemore items in less spacerequired by conventional

shelving.Up until March, Barela

had been stuffing themultitude of division parts

in steel shelves thatstretched from the floor tothe ceiling and still hisneeds for more space wereoutstripping his capacity.Senior Materiel SupervisorJim Montoya was awarethat the problem wasbecoming acute not only atDivision 9 but at most ofthe divisions. Anticipatingthe needs of the variousDistrict storerooms,Materiel Manager TedMontoya and OCPMAssistant Director HenryKoerv, along with JimMontoya investigatedvarious alternatives anddiscovered a parts carousel

automatic storage andretrieval system. Made bythe White ManufacturingCompany, the system iscomputer driven.

"Every item we storehas an RTD number whichis entered into the com-puter when we receive it.When a mechanic comes tothe window to ask for theitem, I simply punch it upon the computer. Thecomputer will not only tellme the shelf location butwhich side of the shelf andthe position, whether it's inthe front or the rear side. ltwill also rotate the carouselso that the requested partwill be moved to the frontof the storeroom for rapidand easy access. It'sunbelievable!" said Barela.

As an aid to partsidentification, Stores hasdeveloped a microfichereference system thatsupplies descriptions of apart including diagrams

and exploded views of eachmajor assembly which iscross-referenced by amanufacturer's code to anRTD number. With thistracking, a storekeeper canlocate a part even when therequesting mechanic haslimited information on it.

Materiels Manager TedMontoya said the storagedevice works very muchlike the carousel movementcustomers see at a typicaldry cleaner business.When the dry cleanerwants to locate thecustomer's order, hepresses a button whichstarts the carousel move-ment until he reached thenumbered niche holdingthe order. The WhiteStorage and Retrievalsystem works on a similar

principal but the guess-work is taken out becauseit's computer-driven andthus more precise. Thestorekeeper presses a floorpedal that initiates move-ment of the carousel. Theselected storage bin is thenmoved to the storekeeper

ready for retrieval. "Thismechanism saves thestorekeeper time. Hedoesn't have hunt down theaisles, going up and downto find the part. lt alsoallows us to increase ourstock by at least 30 percentmore," said Montoya. "Ourfive-year system plan forthe acquisition of 2 suchsystems a year so eachdivision storeroom can beenhanced. If our fundingallows, we will go until thissystem is installed at all 12operating divisions."

"Our plan includeddevelopment of an interfacewith the Materiels Manage-ment System that way wecan update the inventorywithout initiating anymanual transactions," saidTed Montoya. An inventory

of all parts is done once amonth to confirm theaccuracy of the materialrecords under Cycle-Counting Program. "Ourinventories are so accuratethat auditors accept ourcount without additionalcontinued on page 26 . .

Koerv noted thatChicago Transit Authorityhad procured a moreexpensive retrieval andstorage system at a cost of

$8 million. "There systemsupposedly has all the bellsand whistles, which is nifty,but it's not operational yet.Ours is operational andfunctional, easy to main-tain, and, importantly, $8million less."

ahead of the game," saidKoerv. ""VVe have restoredmore usable floor space tothe Store Room and itappears brighter in herewith the opening up ofspace."

However, theseismologists have indi-cated the predicted earth-quake will make pastearthquakes seem likevibrations from a truckBOINn111n11111•

earthquake, it is predictedthat the earthquake areawill be without modernconveniences for approxi-mately 72 hours or untilservices can be restored.Californians who haveprepared themselves for anearthquake have madeprovisions for lack ofelectricity, gas, and water.Unfortunately, few haveemergency communicationplans.

Communicationsexperts have indicated that

when this large earthquakeoccurs our primary sourceof communications, thetelephone, will probably beinoperable and it will bevirtually impossible to"reach out and touch"anyone. AT&T and otherlong distant phone compa-nies have been appealing tothe general public in theSouthern California area toestablish an out-of-statecontact point.

The basic means ofcommunications utilizedafter the San Franciscoearthquake were cellularphones, HAM radios, CBradios, two-way radios, anda limited number of payphones. After an earth-quake strikes, the mostaccessible of the fivecommunication sources formany of us will be payphones. If there is adisruption in phone service,Pacific Bell's priorities (inregard to service restora-tion) are: 1) hospitals, fire,and police departments, 2)pay phones, and 3) busi-nesses and residences.

If you placed a callfrom a pay phone to a localresidence or business, it islikely that you will notreach the party you arecalling (depending on themagnitude of the quake,the epicenter in relation towhere your call originatedand the call destination).However, it is projectedthat long distance phoneservice will be availableeven when local service hasbeen disrupted.

The basic practice hasbeen helpful for families,but can work for smallbusinesses with somemanipulation. The practice

includes the following:• Choose a relative/

friend located out of theSouthern Californiaarea

• Notify the personyou have chosen that he/she is your out-of-statecontact

• Inform your familyof the name and telephonenumber of the contact

• Instruct familymembers to call the contactand leave the followinginformation:

- their location- their general healthinformation- a telephone numberwhere they can bereached- any other specificinformationThis contact will serve

as a check-in point for youand your family membersafter a disaster hascontributed to the disrup-tion of local telephoneservice.

Because it is a naturalresponse for individuals tobe concerned about theirfamily members after acatastrophic occurrence,the possibility that every-one will pick up thereceiver at the same timeis very likely. Due to thisfact, the existing telephonesystem will not be

equipped to handle every-one in the general SouthernCalifornia area simulta-neously. A system overloadwill be created. If theearthquake itself does notcause a disruption intelephone service thisoverload certainly will.

Establishing an out-of-state contact prior to amajor earthquake (or otheremergency) can relievesome of the stress andworry due to the inability tocontact family members.

Some families havemade emergency identifica-tion cards. These cardsidentify the out-of-statecontact the cardholder willnotify in case of an earth-quake or other emergency(if local phone services havebeen disrupted). The out-of-state party can relayimportant information tofamily members when theycall to report that they aresafe.

A pre-establishedcontact to serve as acommunications linkbetween family membersatter a disaster has oc-curred, along with otherfamily emergency planning,will play a major role in therecovery of families andcommunities after a naturalor man-made disaster.

Astoddlers, he tossed us in theair and played Pat-a-Cake.He rolled snowballs withthe neighbor kids. Dad took time to findanswers to why it rains andhow peanut butter is made.For days, he kept watchwith us as a spider built itsweb. He gathered all thefacts and weighed all thepossibilities before he madedecisions, and we stillfollow in his path. Wefound what matters in lifeby watching our rolemodels. La-Keisha Howlett is one happy student at the Los AngelesCounty High School for the Arts.

Taking the Bus to JuilliardLa-Keisha Howlett, 18, isone of thousands of LosAngeles youngsters whouses the RTD each to gether from her home toschool. Most of thosestudents take the bus forgranted, nothing special,same old ride, same olddriver. Not La-Keisha.Her 90-minute morningcommute from her home inWatts to her school, the LosAngeles High School for theArts located on the CalState-LA campus, is a richsource from which shedraws for her acting classesand other related theaterarts classes.

Each morning sheboards three differentbuses, lines 56, 55, and 482to get to school. lt is onthose daily rides she looksout the window and takesnote of the mean streets. "Ithink about writing a bookabout it," she said. "There'sa lot of stories, a lot oftragedies you see everyday,winos, people shooting dopeand smoking crack."

To La-Keisha, thewhole world's a stage andshe's got the best seat in

the house aboard the RTD.She credits her ride as theinspiration for "Black Talk,"a show that the high schoolsenior acted in, helpedwrite, and co-directed.

The racially diversecast, composed of 42 of herfellow students, portrayedwhat it's like to live inBlack neighborhoods, forBlack youths. The stageproduction was staged fortwo performances in Marchto mostly non-Blackaudience of fellow studentsat the high school. In April,the student troupe took

their production toCompton College for aperformance.

In an interview withLa-Keisha, Headwaydiscovered a young womandetermined not to let hervisual disability get in theway of her dream ofbecoming an actress. Aserious eye impairmentforces her to wear thickglasses. The school helpsarrest further eye damageby supplying her texts withenlarged print. "My idol isWhoopi Goldberg. And Iplan to become an actresslike her." Following hergraduation this month, sheplans to go on to college atCal State La for her firstyear then transfer toJuilliard, the prestigiousconservatory for the arts, inNew York.

La-Keisha, who livesonly a 3-minute walk fromthe 103rd Street Blue Linestation, opts to get up at 6a.m. to take the bus whenthe alternative would gether there in 20 minutes. "Itake the bus because theBlue Line is too packed. Iprefer the bus becausepeople talk to each otherand I'm more used to it. lthas that special impact, it'smore fascinating." Besides,with so many people ridingthe Blue Line in themorning she usually gets anice choice of seats on thebus.

She feels safe on theRTD. "There are times Istayed late at school torehearse or practice ourproduction. I'd ask the busoperators to get me homesafely. They'd always teil

me not to worry. I alwaysgot home safely." Of coursethere are times when theRTD driver doesn't seemquite so benevolent. "Therehave been times when weare making too much noiseand the operator warns us.When we test him, we havebeen put off the bus forbeing too rowdy."

She once saw a friendvandalizing a bus, tearingup the seat, writing on itwith a marker. "I said:'Why are you doing that?'

"He said: 'I don't care.'Despite the amount ofgraffiti she's still surprisedthat kids do it at all. "Idon't understand it. I neverthought people who ride thebus would actually do that—that's their transportation.lt shocked me because Ithought parents wouldteach their children better.It's outrageous."

One of 12 children, La-Keisha finds her home toonoisy to study so she tries toget her homework done atschool. "Sometimes I'll goup to the attic to do mytheater pieces. It's veryquiet up there."

Married for 40 years,her parents are fromMeridian, Mississippi. Herfather cleans and sweeps fora caterer. Her family tendsa menagerie of chickens andrabbits, raises vegetablesand cultivates flowers intheir back yard.

La-Keisha is deter-mined to be an actress andstudy psychology. Inspiredby junior high teachers andher mother, she is optimis-tic about her future. "Mymother has always been for

Preheat broiler. To make marinade, combine garlic, od. lemon orlime juice, Worcestershire sauce and pepper in a bowl.

Cut chicken lengthwise irrto thin 31/2-inch strips. Add to marinade,toss to coat evenly and let chicken marinate in refrigerator 10 to 20minutes, tuming at least once.

Slice the onion and pepper into thin 1/24nch strips In a non-stick &dist,haat 2 tsp oil oec medium-high heat Add onion and pepper slices andsaute, stirring constantly, abcut 5 minutes, or untl crion is slightly brown.

street if I want to makesomething of myself. A lotof my old friends areeither in jail or pregnant

school offers a vast rangeof theater arts, music,dance, and visual artsclasses after each studentcompletes the requisiteload of academie classes inthe morning. Additionally,

all the students haveaccess to the facilities atCal State which are agreat improvement overmost high schools. "Beingat this school has changedmy life..., given mesomething. The collegeatmosphere is great! You

get used to being incollege. I like it here."

Both Director ofTransportation Leilia Baileyand Director of HumanResources Gayel Pitchfordexpressed admiration forthe girl's determination tobe an actress despite herphysical disability and herlack of economic resources.Both Bailey and Pitchfordfelt RTD could help one ofit's loyal patrons get just abit closer to her dream:offering La-Keisha asummer student internshipso that she could begin tosave money for eollege.Both directors are bettingthat the RTD is La-Keisha'sbus to Juilliard.

La-Keisha was just told bythe Assistant PrincipalD'Iiese Melendrez that herproduction was beingentered in a competition.

Much Progress, Yet More To Be Madeby Bob Maitino, Division 15Operator

The RTD has risen from thedepths to become thenumber one major publictransit company in thenation. In cost efficiencyand service, says BoardPresident Nick Patsaouras,we do a better job thananyone else.

Following the storm ofcontroversy and criticism ofa few years ago, that'sexcellent news. A period ofrelative quiet soon filledwith news of the Blue Lineand success with graffitiabatement was a thankfulchange to what had comebefore.

From here I see betterand cleaner buses, anaccident review board, fullradio communication, airconditioning, and farimproved fare boxes.Recently, I read that ourDirector of Transportationhad gone back to basics,literally, and, as would anyother student, learned todrive a bus...again. Acouple of months ago Iattended a Vehicle Trans-portation Training (VTT)course at Division 1 whichwas required to renew mydriver's license. Thoseeight hours were actuallyinformative, valuable, andenjoyable. A few days laterthe Rap Session withTransit Police at Division15 left the impression thatthose three officers careabout their job and respectthe operators they spokewith.

Better communication,in particular with Schedul-ing, comes via responses tomiscellaneous reports

available for all operators toread, and more generally,with a much improvedHeadway and the additionof division newsletters. AnEmployee AssistanceProgram is available toprovide help when we aren'table to take care of businessat home or at work, andoperators are receivingmore meaningful awards.

In many ways theseimprovements have helpedlift that sense of conspirato-rial motives and simpleanimosity which mademany operators feel like thebattered bottom of thetotem pole rather than

Yet, in some ways "theburdens," "the awesomeresponsibility," and the factof operators "being takenfor granted" referred to byMs. Bailey still linger asissues not fully addressed.School trippers and regularline service at schools'beginning and end cry outfor rational authority to bepresent, not always armed,as a tool to discouragedisruption. Increasedpassenger complaints arerelated to trips afterserious disruption has

taken place, the effects ofwhich are difficult to shakeand often are the part manyof the dissatisfied publicsee. We all look forward tosolutions, but that RapSession with the TransitPolice revealed that theywere not receiving the riverof paperwork (accident/miscellaneous reports,unenforced rule cards)operators have so long beenencouraged or required tosubmit regarding trouble inor around buses. TheDivision was sendingthem... but "the specificofficers" were not receivingthem.

Material conditions andworking procedures haveimproved for bus operators,but in some respects thebattering hasn't stopped.So much so that ourestranged partner, the LosAngeles County Transporta-tion Commission, hasfunded the Los AngelesTask Force for the purposeof more effectively dealingwith crime in buses andaround transit stops. Thenumber of Transit Policewill increase to 160, andtoward greater operatorprofessionalism, especiallyin times of serious conflict,the District is purchasingan extremely expensiveinstruction video programsuccessfully used by othermajor transit properties.

Operator professional-ism: realistically, it's toughto define, and under certainconditions, even harder to

employ. Does it meangenerally ignoring badtransfers and disabledpasses unaccompanied byproper I.D. cards, orrespectfully but firmly

asking for fare paymentunless obvious need orimpending violence exists?Is it tactfully responding tothe variety of unprovokedinsults, intended or not, or"powerfully" disregardingthem in the knowledge thatnone of them should betaken personally?

Being charged withtremendous vehicular andpassenger safety responsi-bility and simultaneouslyrequired to ignore or remainundistracted by sometimeshigh levels of disruptivebehavior...is it a fine line ora shifting standard? WhenI was told that the SheriffsDeputies have held prob-lems in check on the BlueLine because they havetaken that train as theirown, I ask: what about mybus? That's how passengerswant me to think, andthat's how I want to think.Until now, the professional-ism desired of operators hasnot always been backed bythe level of training givenmore police support andrespect required to do thejob as consistently well aseveryone, including our-selves, would like. Thevideo shown at the VTTclass only showed how notto be a a stereotypical badoperator.

I believe operators needpositive examples; anemphasis on what to dorather than not to do as westand on the conveyer, theconductor, and the publicrelations agent all rolledinto one each and every day.Let's work for greateroperator protection as hardas we do for greater opera-tor professionalism.
