NGPL Upcoming Maintenance

SEGMENT 13 – AMARILLO #3 (CS 198/109) – INSTALL LAUNCHER AND RECEIVER – REMINDER

Natural will be performing maintenance work to install a Launcher and Receiver between Compressor Station 198 located in Marion

County, Iowa and Compressor Station 109 located in Keokuk County, Iowa (Segment 13 of Natural’s Amarillo Mainline). This

maintenance work will be performed in three phases, with the scheduling impact during each phase explained in more detail below. For

purposes of scheduling, the constraint will be at Compressor Station 198 located in Marion County, Iowa. Any gas received upstream of

Compressor Station 198 for delivery downstream of Compressor Station 198 will be impacted for the duration of this outage. In addition,

the Amarillo Mainline Pool (PIN 10566) is located south (upstream) of the constraint. Firm Transport Services (FTS) pathed on the

Amarillo mainline which is utilized for storage injections will be impacted. However, such FTS utilized for storage withdrawals will not be

impacted.

PHASE 1 (Phase 1 completed)

PHASE 2

Phase 2 will begin on gas day Tuesday, July 12, 2016, and continue through gas day Thursday, July 21, 2016. During this phase,

Natural will schedule Primary Firm and Secondary in-path Firm transports to no less than 60% of contract MDQ. Actual nomination

levels and changes in pipeline conditions could result in changes to the percentages scheduled (lower or higher) on subsequent days.

Secondary out-of-path Firm and AOR/ITS transports will not be available for the duration of Phase 2.

PHASE 3

Phase 3 will begin on gas day Friday, July 22, 2016, and continue through gas day Monday, July 25, 2016. During this phase, no impact

to any transport services is anticipated. All transport services, including Primary, Secondary in-path, Secondary out-of-path and

AOR/ITS will be available.

The Northern Border Pipeline (PIN 908090) receipt point is not affected and will be available as an alternative for the duration of this

outage.

Kiowa County, Oklahoma (Segment 3 of Natural’s Midcontinent Zone). The following location

Kiowa County, Oklahoma (Segment 3 of Natural’s Midcontinent Zone). The following location

will be shut in for the duration of this outage.

On gas day Monday, August 15, 2016, and continuing through gas day Saturday, August

20, 2016, (previously Monday, July 18, 2016 thru Saturday, July 23, 2016), Natural will be

installing a meter on the M&M Line near Compressor Station 159 located in Woodward

County, Oklahoma (Segment 4 of Natural’s Midcontinent Zone). The following location will be

shut in for the duration of this outage.

MEP Upcoming Maintenance

SEGMENTS 120/200 - ILI CLEANING TOOL RUN – (ZONE 1/ZONE 2)

MEP will be performing an ILI Cleaning tool run on the entire 42” mainline of MEP’s pipeline system. This

work will require MEP to restrict throughput capacity in Zone 1 and Zone 2 of its system.

As such, for gas day Wednesday, August 3, 2016, and continuing through gas day Thursday, August

4, 2016, MEP will be scheduling Primary Firm and Secondary-in-path Firm transports to a reduced level

through Segment 120, MEP 2 Atlanta, in Cass County, Texas, to a minimum percentage of 42% for each

contract with primary or secondary in-path firm rights through Segment 120, assuming all such contracts are

nominated at full applicable contract MDQ through the constrained segment. All deliveries downstream of

the constraint in Zone 1 will be impacted, including deliveries in Zone 2.

In addition to the Segment 120 restriction detailed above, for gas day Wednesday, August 3, 2016, and

continuing through gas day Thursday, August 4, 2016, MEP will be scheduling Primary Firm and

Secondary-in-path Firm transports to a reduced level through Segment 200, MEP 4 Vicksburg, in Hinds

County, Mississippi, to a minimum percentage of 75% for each contract with primary or secondary in-path

firm rights through Segment 200, assuming all such contracts are nominated at full applicable contract MDQ

through the constrained segment. All deliveries in Zone 2 will be impacted.

The actual scheduling percentage will depend on the level of nominations received during this outage.

AOR/ITS and Secondary out-of-path Firm transports will not be available. Additionally, all park and loan

transactions under Rate Schedule PALS will not be available during this outage.

SEGMENTS 120/200 - ILI CLEANING TOOL RUN (ZONE 1/ZONE 2)

MEP will be performing an ILI Cleaning tool run on the entire 36” mainline of MEP’s pipeline system. This

work will require MEP to restrict throughput capacity in Zone 1 and Zone 2 of its system.

As such, for gas day Wednesday, August 24, 2016, and continuing through gas day Thursday, August

25, 2016, MEP will be scheduling Primary Firm and Secondary-in-path Firm transports to a reduced level

through Segment 120, MEP 2 Atlanta, in Cass County, Texas, to a minimum percentage of 67% for each

contract with primary or secondary in-path firm rights through Segment 120, assuming all such contracts are

nominated at full applicable contract MDQ through the constrained segment. All deliveries downstream of

the constraint in Zone 1 will be impacted, including deliveries in Zone 2.

In addition to the Segment 120 restriction detailed above, for gas day Wednesday, August 24, 2016, and

continuing through gas day Thursday, August 25, 2016, MEP will be scheduling Primary Firm and

Secondary-in-path Firm transports to a reduced level through Segment 200, MEP 4 Vicksburg, in Hinds

County, Mississippi, to a minimum percentage of 44% for each contract with primary or secondary in-path

Customer Questions

What are scheduling priorities and how do they effect a contract in scheduling?

Why important:

Knowing what your contractual rights are through a constraint in a segment or at a location. Helps determine if you may be cut during a constraint.

Answer:

Priority rights of a contract are determined by looking at the primary path of the contract. Path starts with the Primary receipt location and ends at the Primary delivery location. These rights are then applied to the spot or location of the constraint for scheduling purposes.

Customer Questions

Is there a DART window that will show what a contracts priority will be through a segment or at a location constraint?

Answer

No, currently there is no DART window reflecting this information for the C. Region pipes.

We are working with our IT group on getting this window developed.

Alternate Solution

Contact your DSR for assistance. For any upcoming maintenance or FMJ outage your DSR can determine what a particular contract rights will be for the constraint.

Customer Questions

Why does the print copy of the MDQ Utilization/Overrun Analysis not match the contract order shown in DART? Also, can the print size be adjusted to make the grid easier to read?

Answer:

This issue has been turned into IT for resolution.

Customer Questions

In the Informational Postings on the EBB why is there no “hour glass” to let you know it is working? Also, while waiting for Informational Postings to be retrieved if I move my cursor it drags the screen. Only solution to making it stop is to close tab and start over.

Answers:

We plan to add an hourglass in the future.

The screen drag issue is new and will require some testing to recreate.

Has anyone else experienced this issue?
