Statewide Energy Efficiency Rules PassOn December 12th, the Louisiana Public Service

CommissionvotedtoapproveastatewideEnergyEfficiencyResourceStandard.EnergyefficiencyprogramsarepopularacrosstheUnitedStatesbecausetheyhelpfamilies and businesses save money.The LouisianaPublicServiceCommission(LPSC),inpartnershipwiththeSierraClub,theAllianceforAffordableEnergy,and

other interveners,havebeenworkingon these rulessince 2009, according to a press release from theAllianceandSierraClub.

Theruleswillfollowatwophaseprocess.PhaseIwillrequireutilitiestodesignandimplementefficiencyprograms,whereinvestmentiscappedat0.5%ofgrossrevenuesorabout$25-30million.Industrialcustomersof5megawattsorlargerareexempt.

PhaseIIwilldecidethelong-terminvestment,determinehowlargeindustrialswillparticipate,andwhatcompensationforlostrevenueswillbeallowedfortheutilities.

Repurposing Christmas Trees

For almost 20 years, theChristmasTreeProgramwas

an annual series of events thattransplanted discarded treesto contraptions in the marshesthat built land and protectedshorelines. Budget cuts forcedthestatetoeliminatetheprogramtwoyearsago,butJeffersonandOrleansParishesarekeepingitgoingonashoestring.

OnJanuary12,volunteers fromJeffersonwillloadupboatswithtreesdestinedforso-called“cribs”in thenearbymarshesofGooseBayou,near LakeHermitage.Unlikeinpreviousyears,thiswillbetheonlydayofChristmastreetransportformarshrestoration.SometreeswillbeusedforprojectsinPlaqueminesParish,andtheremainderwillbechippedforcompost.

“This is a great tool for public awareness towards the loss of ourwetlands,”saidJasonSmithofJeffersonParishEnvironmentalAffairs.Andifthestructuresinthemarsharenotreplacedwithtrees,hesaid,theywillnotbeabletocontinuedoingtheirimportantworkofprotectingthewetlandsbehindthem.Thestructuresshouldberefilledannuallybecausethetreesdecomposequicklyduetothewaveenergyandwater.

Thecribsslowdownthewaterasthewavesbreakagainstthem,allowingtheareabehindthemtobecalmerandthesedimentinthewatertosettleout.“Theareabenefitsfromaccretionofsoil,”Smithexplained,“whichallowsforthegrowthofemergentandaquaticvegetation,creatingfisherieshabitat.”

OnDecember4,theVerdiGraskreweheldthefirstEconomicandEnvironmentalImpactofMardiGrasConferenceatCaféIstanbul in the New Orleans HealingCentertoexplorewaysinwhichagreenerMardiGrascouldbeabenefittothelocaleconomy. About 50 people attended,includingmembersofMardiGraskrewes.

Apaneldiscussionwasprecededbyanexhibitoflocalcompaniesmarketingmoresustainablethrows.MembersofKolossos(Kolossos.org)wereonhandtotalkaboutandmodelrecycledthrows,costumesandotherMardiGrasparaphernalia.

Panel members included KirkGroh, a co-founder ofVerdiGras,VanceLevesque from theArc of Greater NewOrleans,KristenEvansfromtheLouisianaBucket Brigade and Karina Nathan fromKolossos.Thediscussioncenteredaroundchallengesthatkrewesfacetogogreenerandthepossibilitiesforlocallyproduced

alternativestotheplasticbeadsandotherthrowsthatkrewescurrentlypurchase.

Groh presented figures onthe amount of money spent on

theplasticvarietyofthrowsonanannual basis.According to a study

byTulaneProfessorToniWeiss,MardiGraskrewes spend a total of $7.4 million onbeads, while individual krewe membersspendanadditional$4.37million, foragrandtotalof$11.78million.

“Unfortunately,themostconvenientthrow items remain plastic beads fromoversees,” Groh said. “If the membersof one Super Krewe spend an averageof $1500 each on throws, it equates to$56,000perblock.Assume75%ofthatisspentonretail/bulkpricedbeads,thenonekrewewillthrow15tonsofplasticbeadsperblockovera70blockroute-totaling1,050tons.”

Levesque, fromArcofGreaterNewOrleans, outlined his organization’sprogramtorecyclebeads,whichincludesbinsatgrocerystoresaswellastrailersthatfollowparades.Arcemploysintellectuallydisabledindividualstosortthebeadsatalivingwageforresaletokrewes.

Not Everyone AgreesFeedinga raw fooddiet isnotwithoutcontroversy.TheAmericanVeterinaryMedicalAssociationvotedlastsummerto advise veterinarians to recommendclients against feeding raw meats andbones to pets. Pet Partners, formerlyknown as the Delta Society, whichregisters pets as therapy animals, hasinstitutedapolicythatstates,“Animalsmay not be fed a raw protein diet.Animalspreviouslyfed[such]adietmustbeoff it for at least fourweeksbeforeregisteringthem.”(SeePetPartners.org/rawdiet.) Deciding which foods to feed ourpets requires extra research and mealpreparationtime,aswellasmoney,butmotivatedownersliketheresultstheyseeintheirpet’shealth.
