Background:-

National Seeds Corporation (NSC) is a Schedule ‘B’-Miniratna Category-I company

wholly owned by Government of India under the administrative control of Ministry of

Agriculture and Farmers Welfare. NSC was established in 1963 to undertake production

of foundation and certified seeds. At present, it is undertaking production of breeder,

foundation and certified seeds of nearly 600 varieties of 60 crops through its own farms

and through registered seed growers. There are about 12500 registered seed growers all

over the country who are undertaking the seed production programs in different agro-

climatic conditions. The total revenue of the Corporation for the F.Y. 2018-19 was

1180.72 crores.

There are 10 Regional Offices, 8 Farms and 66 Area Offices/Sub-Units of the

Corporation spread all over the country.NSC has established strict Quality Control

procedure to ensure supply of quality seed to farmers.NSC is managing 8 No. of farms

out of which 5 large mechanized farms in the states of Rajasthan ,Haryana and Karnatka

in different agro climatic conditions for Breeder, Foundation & Certifies Seed production.

Introduction

With increasing demand for food, commercial and horticulture crops, the

demand for high quality, high yielding, disease free planting stock has been increasing.

Conventional methods of planting include sowing of seeds, propagation by cutting and

plant breeding. These suffer from the inherent limitations in the number that can be

produced, non-uniformity of quality and incidence of diseases.

Propagation or plant tissue culture has emerged as an important biotechnology tool

to multiply elite varieties of high quality, disease free and high yielding plants rapidly in

the laboratory irrespective of the season of the year. Advantages of Tissue culture micro-

propagation are as follows:

1. Tissue Culture lab is advantageous in respect of year round production possible.

2. Rapid bulking even when availability of mother plants in restricted.

3. Uniformity in yield, plantlets will be disease free at the time of delivery.

4. Tissue culture vigor will manifest even after field planting.

5. Production can be planned depending on market demands.

6. Endangered varieties can be rescued planned logistics.

In India, the beginning of micro-propagation application in horticulture dates back to

the early 1980s. Since then, it has become indispensable in propagation of many

valuable crops like banana, sugarcane, papaya etc. Micro-propagated plants have been

well accepted by farmers all over the country because of its uniform productivity,

freedom from disease, vigorous growth and high yield. Higher yield is contributed by

increase in the yield per plant as well as larger number of plants which can be cultivated

per unit area.

India has a wide range of climatic and soil conditions which enables the cultivation of

an array of horticultural crops, floricultural plants, plantation crops, spices, medicinal

and aromatic plants.

In our proposed Tissue culture facility, the micro-propagation technology will be used

for commercial propagation of Banana, Pineapple and Potatoes.

Existing TCL-LAB Setup

The Tissue Culture Laboratory was designed as a Single storied building, with the possibility of expansion on next floor. The laboratory has adequate space and equipment for Media Preparation, Media Store, and Inoculation, Growth rooms, bottle wash rooms, storage rooms and office room. The laboratory is equipped with all necessary equipments for production of 1.0 million plants per annum. The laboratory has proper arrangement for air circulation. All the rooms are fitted with air conditioners of adequate capacity. The laboratory is fitted electrical fittings required to run the machines and equipments with necessary electric connections and adequate loads.

In addition to this Green House structure built in 660.00 Sqm. area is also there for hardening of plants.

The civil construction work of Tissue Culture Lab on 2nd floor under the project of extension of TCL-LAB setup is about to be completed.

Current proposal

Although there are many private tissue culture laboratories in India producing

plants, they concentrate locally due to their limited sales net work, or produce low

quality planting materials and mist of the laboratories take the advantage of Demand –

Supply position in the planting season and exploit farmers with high plants cost. NSC

committed to consistently supply high quality planting materials at no extra cost.

NSC being the pioneer in quality seed producing entity in India dares to adapt the

advanced technologies like plant tissue culture in a religious way to supply high yielding

disease free planting materials through its own sales channels across the country.

NSC first established a Tissue culture laboratory in Odisha state and is

being operational since 9 years. Although NSC is consistently producing 10

lakhs tissue culture plants per annum since last 7 years but the existing

annual production capacity is not economically viable. Therefore, NSC

intends to establish a new laboratory with add on facilities with new and

high value crops to strength its own production and sales.

Aims and Objectives

1. Setup a state-of-art plant tissue culture laboratory in a very cost effective way

without compromising on quality.

2. Adopt new technologies in developing fruits, vegetable and plantation crops though

tissue culture.

Strategy:

NSC will be ahead in its Tissue culture plants production mission by extension of its

laboratory. The advantage of setting up the laboratory in Orissa is as follows:

1. NSC is the 1st Tissue culture laboratory in India in Odisha operating since 2009.

The laboratory is running in its full capacity.

2. NSC lab facility is the only laboratory in Odisha, accredited by Department of

Biotechnology, Govt. of India.

3. The good quality low TDS water and uninterrupted power supply (95%) are

available in Bhubaneswar at reasonable price.

4. NSC has existing facility to expand for new tissue culture laboratory at 1st floor of

its existing facility at Bhubaneswar.

The above schedule of requirement for setup of Tissue Culture Lab is tentative and it

may be revised based on discussion/presentation of bidders.

All equipments and machineries are required to be supplied, installed & commissioned

along with all necessary accessories.

The warranty of equipments and machineries should be at least 12 months.

General Information

1. National Seeds Corporation Ltd. (NSC) invites sealed EOI from experienced and reputed manufacturers/ Dealers/ Distributors/ Suppliers FOR SUPPLY, INSTALLATION AND COMMISIONING OF EQUIPMENTS & MACHINERIES FOR TISSUE CULTURE LABORATORY AT NSC, BHUBANESWAR IN ORDER TO ESTABLISH A NEW LABORATORY IN ADDITION TO EXISTING LABORATORY, WITH AD ON FACILITIES WITH NEW AND HIGH VALUE CROPS TO STRENGTHEN/EXTEND THE PRODUCTION AND SALES OF TISSUE CULTURE PLANTS.

2. EOI must be submitted in online mode at https://indiaseeds.eproc.in . 3. Parties participating in EOI should submit EOI Processing fee of Rs. 1,000/- (Rs. One

Thousand Only) inc. all taxes in online mode only. This processing fee is to cover the application processing cost and is non-refundable.

4. Micro small enterprises MSE’s registered with NSIC or any other body specified by

Ministry of MSME, for such works are exempted from payment of Processing subject to furnishing valid documentary proof in support of their claim along with their request.

5. This EOI is not an offer and is issued with no commitment. NSC reserves the right to withdraw the EoI and change or vary any part thereof at any stage. NSC also reserves the right to disqualify any bidder should it be necessary at any stage.

6. Acknowledgement of Understanding of Terms: By submitting a proposal, each bidder shall be deemed to acknowledge that it has carefully read all sections of this EoI, including all forms, schedules and annexure here to, and has fully informed itself as to all existing conditions and limitations.

7. Amendment to EOI: At any time prior to the last date for receipt of proposals, NSC, may for any reason, whether at its own initiative or in response to a clarification requested by a prospective applicant, modify the EOI document by an amendment. In order to provide prospective applicants reasonable time in which to take the amendment into account in preparing their proposals, NSC may, at its discretion, extend the last date for the receipt of proposals and/or make other changes in the requirements set out in the EOI. The applicant is required to visit the NSC website for any changes or amendments in the EOI before submitting their Expression of Interests.

8. Rejection of EOI : The application is liable to be rejected if:

a) Not in prescribed forms and not containing all required details.

b) Offer received by fax, telegram or e-mail.

c) Missing of any supporting document(s) with the EOI.

9. Conflict of Interest: The selected firm shall not engage in activities that are in conflict

with the interest of the client (NSC) under the contract and they would not engage in

any assignment that would be in conflict of interest with their current obligations to

the same or other clients. The selected firm that has a business or family relationship

with such members of NSC staff who are directly or indirectly involved in the project

will not be awarded the contract.

10. Right to Terminate the Process A. NSC may terminate the EOI process at any time and without assigning any

reason. NSC makes no commitments, explicit or implicit, that this process will result in a business transaction with anyone.

B. This EOI shall only be deemed to invitation to offer and does not constitute a commitment to conduct procurement, or an offer of a contract or prospective contract. NSC shall not be liable for any costs incurred by any potential vendor in the preparation and submission of information in response to this EOI.

11. In the event of the date specified for EOI receipt and opening being declared as a

holiday, the due date for submission of EoIs and opening of EoIs will be the following working day at the appointed time and place.

12. Conditional EOI s shall not be accepted. 13. NSC reserves the right to cancel / withdraw the invitation for EOI without assigning

any reasons and shall bear no liability whatsoever consequent upon such a decision. 14. The EOI should be kept valid for a period of 120 days from the date of opening of the

EOI. 15. Notwithstanding anything stated above, NSC reserves the right to review the bidder’s

capability and capacity to perform the contract and reserves the right to accept or reject any EOI without assigning any reason thereof.

2.0 QUALIFYING REQUIREMENTS

The bidder should be a reputed and experienced

manufacturer/Dealer/Distributor/Supplier engaged in manufacturing/ supply of

equipments & machineries for setup of Tissue culture Laboratory and should have

submitted followings: -

a. Have deposited EOI Processing fee of Rs. 1,000/- (Rs. One Thousand Only) inc.

all taxes in online mode only. This processing fee is to cover the application

processing cost and is non-refundable.

b. Proof reg. average turnover of last three years should not be less than Rs.

100,000,00/- (Rupees One Crore), supported by Copies of Financial statement

of 23

including Annual report: (Balance sheet and profit & loss account) duly signed

by Statutory Auditor of last 03 years.

c. Copy of valid Registration certificate of company/firm.

d. Copy of Partnership Deed if Partnership firm.

e. Authorization for signing if it is limited company or partnership firm.

f. An affidavit of ownership if proprietary firm/sole traders.

g. Copy of valid GST Registration certificate.

h. Copy of valid PF Registration certificate.

i. Copy of PAN.

j. Copy of Partnership Deed if Partnership firm.

k. Copy of Income-tax Return (ITR) for the last three years (FY-2016-17, FY-2017-

18 & FY-2018-19).

l. Copies of Financial statement including Annual report: (Balance sheet and

profit & loss account) duly signed by Statutory Auditor of last 03 years.

m. Evidence of Access of Finance Required with Valid Proof, from nationalized

bank.

n. The Bidder should submit declaration that bidder/firm is not blacklisted nor

debarred by Govt. agency or institute and no arbitration case is lying pending

with this office as on date as per ANNEXURE – A.

o. Signed copy of Each and every pages this EOI documents as a token of

acceptance.

p. Copy of Authorization certificate of the concerned company/ manufacturer to

sell for the items as required for Tissue Culture Lab.

q. Minimum of 5 years experience in manufacturing/ Supply of Lab equipments &

machineries required for TCL in Agriculture Corporations /Institutes

/Corporate/Firms/other Pvt. Sectors/Universities or in other Govt.

organizations. Supply order and their performance report from purchaser

should be submitted in support.

r. Enclosed with their offers descriptive catalogues, leaflets and engineering

drawings supplementing the description, warranty etc. along with detailed

technical specification and point out any special features/advantages of their

products in respect of schedule of requirements given at p/n.- 08. All the

literatures, leaflets engineering drawings etc. should be in English or

accompanied by English translation in case the language is other than English.

s. Enclosed their offers with the test reports from any NABL recognized agency

with respect to their equipment & machinery. In case the equipment do not

have any test report, the bidders may furnish the list of actual users with their

full & complete details of the equipment for reference.

t. The material offered for supply should be of approved quality ISI mark of

reputed brand and along with all required accessories required for installation

and commissioning.

u. All qualifying requirements must be supported by documentary evidence.

v. A self declaration on company letter head as per ANNEXURE- B, that “The

information and documents furnished in EOI are correct and true to the best

of my knowledge. If any information and documents are found false/ wrong,

I/ firm shall be held responsible. ”

Pre bid Meeting

Area Office, NSC, Bhubaneswar will host a bidders’ meeting/Conference in Bhubaneswar office at the address 150, Industrial Estate, Mancheswar, Bhubaneswar751010 (odisha). The conference is tentatively scheduled as per the schedule given in the section “Imortant Dates”. The interested party may attend the bidders’ conference at their own cost. The purpose of the conference is to provide bidders with any clarifications regarding the EOI. It will also provide each bidder with an opportunity to seek clarifications regarding the aspect of the EOI and the project.

INSTRUCTIONS TO BIDDER – ONLINE MODE

introduced for the process of e-tendering which can be accessed on https://indiaseeds.eproc.in.

I. ACCESSING / PURCHASING OF BID DOCUMENTS :

It is mandatory for all the bidders to have Class-III Digital Signature Certificate (With

Both DSC Components, i.e. Signing & Encryption) from any of the licensed Certifying

Agency under CCA, Ministry of Electronics and Information Technology, Government of

India to participate in e-tendering portal of NSCL. Bidders can see the list of licensed

CA’s from the link www.cca.gov.in C1 India Pvt. Ltd. also facilitate Class III Digital

Signature Certificate (With Both DSC Components, i.e. Signing & Encryption) to the

To participate in the e-bid, it is mandatory for the Applicants to get themselves registered

with the NSCL e-Tendering Portal (https://indiaseeds.eproc.in) to have a user ID & Password

which has to be obtained by submitting a non-refundable annual registration charges of Rs.

3416/- inclusive of all taxes through online mode. Validity of Registration is 1 year.

The amendments / clarifications to the tender, if any, will be posted on the NSCL e-

Tendering Portal (https://indiaseeds.eproc.in).

To participate in bidding, bidders have to pay EMD (refundable) as per the amount

mentioned in the tender document online through NEFT/RTGS after generating E-challan

from https://indiaseeds.eproc.in.

To participate in bidding, bidders have to pay Tender Processing Fee of Rs. 570/-

inclusive of all taxes (Non-refundable) through online mode (internet banking/debit

card/credit card).

The Bidder may modify or withdraw their bid after submission prior to the Bid Due Date.

No Bid shall be modified or withdrawn by the Bidder after the Bid Due Date and Time.

It is highly recommended that the bidders should not to wait till the last date of bid

submission to avoid complications like internet connectivity issue, network problems, system

crash down, power failure, browser compatibility issue, system compatibility issue, improper

digital signature certificate problem etc. In view of this context, neither M/s National Seeds

Corporation Limited nor M/s. C1 India Pvt. Ltd will be responsible for such eventualities.

II. PREPARATION & SUBMISSION OF APPLICATIONS:

Detailed NIT may be downloaded from NSCL e-tendering portal and the Application may be submitted compulsorily online mode following the instructions appearing on the screen / NIT.

Vender can pay tender document Fee as per tender document online through Internet Banking / Debit Card / Credit Card.

A Vendor manual containing the detailed guidelines for e-tendering system is also available on the portal.

III. MODIFICATION / SUBSTITUTION / WITHDRAWAL OF BIDS:

The Bidder may modify, substitute or withdraw it's e-bid after submission prior to the Bid Due Date. No Bid shall be modified, substituted or withdrawn by the Bidder on or after the Bid Due Date.

Any alteration/ modification in the Bid or additional information supplied subsequent to the Bid Due Date, unless the same has been expressly sought for by the NSCL, shall be disregarded.

For modification of e-bid, bidder has to detach its old bid from e-tendering portal and upload / resubmit digitally signed modified bid.

For withdrawal of bid, bidder has to click on withdrawal icon at e-tendering portal and can withdraw it's e-bid.

IV. OPENING AND EVALUATION OF APPLICATIONS:

Opening of Applications will be done through online process. However, Corporation reserves the right for evaluation and decision based on tender submitted online.

NSCL shall open documents of the Application received in electronic form of the tender

on the Application due date i.e. in the presence of the Applicants who choose to attend.

NSCL will subsequently examine and evaluate the Applications in accordance with the

provisions set out in the Tender Document.

The price bid will be opened of the responsive applicants. The date of opening of price bid will be notified later on.
