TheSupplementaryRegulationsforthe2019WalesRallyGBwillapplyasappropriate,withthefollowingmodifications:

1. Introduction ThisisaNationalBeventwithAuthorisedForeignParticipation(NCAFP). Theeventtitleis“2019WRGBNationalRally” Held under the General Regulations of The Motor Sports Association (incorporating

the provisions of the International Sporting Code of the FIA), the 2019 FIAWorld RallyChampionshipSportingRegulations,theSupplementaryRegulationsfortheWalesRallyGBandtheseSupplementaryRegulations.

Modifications, amendments and/or changes to these SupplementaryRegulationswill beannouncedonlybynumberedanddatedBulletins.

AdditionalinformationwillbepublishedinRallyGuide2.

4. Entries

4.1 Closingdateforentries Tuesday10September

4.3 Numberofentriesaccepted Themaximumnumber of entrieswill be 70. If less than 90 entries are received for the

International event, the number ofNational entries acceptedmay be increased up to amaximumof160entriesoverall.

Thefirst55entriesreceivedwillbeacceptedonafirstcome,firstservedbasis.TheOrganiserwillretain15entriesforallocationattheirdiscretion;allentriesthatareacceptedinthiswaywillbenotifiedonFriday13September.

5. Insurance

5.2 CompetitorsInsuranceandDeclaration Theorganiserwillbefacilitatinganinsuranceschemetoenablecompetitorstocomplywith

Section3(below).SeeAppendix9. Entrantsanddriverswillberequiredtosignthefollowingdeclaration: Ideclarethat: 1) I have been given an opportunity to read theGeneral Regulations ofMotorsportUK

and,ifany,theSupplementaryRegulationsforthiseventandagreetobeboundbythem.I declare that I amphysically andmentally fit and competent to take part in the event.Iunderstand thatmotorsport isdangerousandaccidentscausingdeath, injury,disabilityandpropertydamagecananddohappen.IunderstandthattheserisksmaygiverisetomysufferingpersonalinjuryorotherlossandIacknowledgeandaccepttheserisks.

2)Tothebestofmybeliefthedriver(s)possess(es)thestandardofcompetencenecessaryforaneventofthetypetowhichthisentryrelatesandthatthevehicleenteredissuitableand roadworthy for theeventhaving regard to thecourseand thespeedswhichwillbereached.

3)Theuseof thevehicleherebyentered iscoveredby insuranceas requiredbythe lawwhichisvalidforsuchpartofthiseventasshalltakeplaceonroadsasdefinedbythelaw.

4) I understand that should I at the time of this event be suffering from any disabilitywhetherpermanentortemporarywhichislikelytoaffectprejudiciallymynormalcontrolofthevehicle,ImaynottakepartunlessIhavedeclaredsuchdisabilitytotheASNwhichhas,

6) If IamtheParent/Guardian/Guarantorofthedriver Iunderstandthat Ishallhavetheright to be present during any procedure being carried out under the SupplementaryRegulations issued for this event and theGeneral RegulationsofMotorsportUK.As theParent/Guardian/Guarantor Iconfirmthat Ihaveacquaintedmyselfwith theMotorsportUKGeneralRegulations,agreetopayanyappropriatechargesandfeespursuanttothoseRegulations (to includeanyappendices thereto)andherebyagreetobeboundbythoseRegulationsandsubmitmyselfwithoutreservetotheconsequencesresultingfromthoseRegulations(andanysubsequentalterationthereof).Further,IagreetopayasliquidateddamagesanyfinesimposeduponmeuptothemaximasetoutinPart3,Appendix1.Note:WheretheParent/Guardian/Guarantorisnotpresenttheremustbearepresentativewhomust produce a written and signed authorisation to so act from the Parent/Guardian/Guarantorasappropriate.

7)IherebyagreetoabidebytheMotorsportUKChildProtectionPolicyandGuidelinesandtheNationalSportingCodeofConduct.

8)IundertakethatatthetimeoftheeventtowhichthisentryrelatesIshallhavepassedor am exempt from an ASN specifiedmedical examination within the specified period.(H10.1.6)

9) I have read and fully understood the Procedure for Control of Drugs and Alcohol ascontainedintheMotorsportUKYearbookRegulationsH39,D35.1,G15.1.4andhavealsofullyfamiliarisedmyselfwiththeinformationonthewebsitesreferredto(www.ukad.org.ukandwww.wada-ama.org)inparticulartheUKAnti-DopingRuleswhichhavebeenadoptedbyMotorsportUK(asamended).Further,ifIamcounter-signingastheParentorGuardianofaminortheninadditiontothedeemedconsenttothetestingofthatminor(Art5.6.2)IherebyconfirmthatIgivesuchconsentfortheminorconcernedtobesotested.

10)Iholdafull,valid,currentdrivinglicence. Indemnity:InconsiderationoftheacceptanceofthisentryIagreethatneitheranyoneofor

anycombinationofMotorsportUKanditsassociatedclubs,theorganiser,thelandownersorotheroccupiers, thepromotersandtheirrespectiveofficers,servants, representativesandagents(the“Parties”)shallhaveanyliabilityforlossordamagewhichmaybesustainedorincurredbymeasaresultofparticipationinthisevent.Nothinginthisclauseisintendedtoorshallbedeemedtoexcludeorlimitliability.

theroadbook. • FuelsuppliedbytheoperatoroftheRefuellingZonesmarkedintheroadbookandthe

ServicePark.9. Reconnaissance Pre-event practising, testing or reconnaissance over the Special Stages on this event is

forbidden.Anycompetitor,orhisagent,observedbeforethiseventonprivatelandscheduledtobeusedasaspecialstage,willbeexcludedfromtheeventorhavethestartrefused.Theonlyexceptiontothisrulewillbeforpersonswholiveon,orwhoseemploymentcausesthemtotravelon,aroadusedfortheevent.

10.2 Timetable Administrative checks will take place at the Rally Office, Venue Cymru, Llandudno on

Thursday3Octoberbetween09.00and14.00.

11. Scrutineering

11.1 ScrutineeringVenueandTimetable Thursday3October 09.00-14.00

11.4 Drivers’SafetyEquipment Helmets,FHRsandflameresistantclothingmustcomplywithMotorsportUKregulations.

11.7 SafetyTrackingInformation Nationalcompetitorswillnotneedtoinstallatrackingdevice.

11.10On-boardCameras Theentrantofanycarwhichcarriesanon-boardcameramusthavetheauthorisationof

theClerkoftheCourse.Authorisedcamerasmustbemountedin/onthecaratthetimeofscrutineeringandmustnotbealteredafterscrutineering.On-boardcameraformswillbe

12. OtherProcedures

12.2 StartandRe-StartProcedures CompetitorswhohaveretiredonFridaywillbepermittedtore-startonthefollowingday

subjecttore-scrutineering. Theorganiserreservestheright toreseedacompetitoronthegroundsofsafety if their

overallclassificationdoesnotreflecttheiranticipatedperformance. RestarttimeswillbepostedattheendofeachdayintheRallyOfficeandonline.Restart

timeswillalsobesentbytextmessagetocrewswhohaverequestedthisatdocumentation.

12.13Art34.1WRCSportingRegulations-MaximumLatenessisrevisedasfollows; Any latenessexceeding15minuteson the targettimebetween twotimecontrolsoran

accumulativelatenessexceeding15minutesbetweenovernightregroups,willresultinthecompetitorconcernedbeingretiredfromthedaybytheclerkofthecourse.Thecrewmayneverthelessre-starttherallyundertheprovisionsoftheRally2Regulations.Incalculatingsuchexclusion,theactualtimeandnotthepenaltytime(10secondsperminute)applies.

12.14SpecialStageInterruptions Intheeventofthenormalrunningofaspecialstagebeing interruptedtheprovisionsof

MotorsportUKRegulationR24.5willapply.

12.15LlandudnoServiceParkspace EachCompetitorwillbeallocatedaspacemeasuring6mx6mintheLlandudnoServicePark.

Itshouldbenotedthatthe1mx6mareaatrearofeachservicebaywillbeatpavementheightratherthanroadwayheight.

DuetotheseverelackofspaceinLlandudnoitisveryunlikelythatanyadditionalspacewillbeavailable.IfyouconsiderthatyouwillrequireadditionalspacepleasecontacttheRallyOfficeassoonaspossible.

Appendix-CompetitorVehicleInsurance

Vehicles must have Insurance in place which provides Third Party Liability cover that

complieswiththeRoadTrafficAct.Thiscanbeeither,byextendinganexistingmotorpolicytocovertheevent,or,bypurchasingadditionalcoverasanadjuncttoanexistingmotorpolicy.

If a competitor uses an extension to an existing policy, they will be required to sign adeclaration that the cover complies with the requirements of the Road Traffic Act. Anyresponsibilityforafraudulentormisleadingdeclarationaboutexistingcoverlieswiththecompetitor.

Ifacompetitorwishestopurchaseadditionalcoverviatheorganiserthentheycandosopriortotheeventprovidingtheycomplywiththefollowing.• Age19yearsorover• Hasheldafulllicenceforaminimumof6months• Hasnomorethan6pointsontheirlicence• Hashadnomorethan1faultclaiminthelast3years• ThevehiclehasvalidTax,MOTandiscurrentlyinsuredforroaduse

Anyoneagedlessthan19yearsoldwillalsobeacceptedatthesamepriceshouldtheirco-driverbeamoreseniormemberoftheirfamilyorover25.

Any competitorwho falls outside these parametersmay be offered cover at equivalenttermsoranagreedprice,ifapprovalfromReisMotorsportInsurancehasbeenobtainedbytheeventorganiser,priortotheevent.

Additional cover provided by this scheme is only effective whilst the vehicle is activelycompetingintheevent,andremainsunderthecontrolordirectionoftheeventorganiser(s).Coverwillceaseimmediatelyifyouareprecluded,excludedorretirefromtheevent.

The Event Organiser’s RTA scheme is provided by Reis Motorsport Insurance andunderwrittenbyZenithMarqueInsuranceServicesLimited.
