Terminal Report
I. INTRODUCTION
1. Realizing the need for the training of highly qualified teachers, the Government of the Kingdom of Bhutan requested Unesco/UNDP assistance in organizing a second project after the completion of project BHU/72/004 on 30 June 1981.
2. The present UNDP/Unesco-assisted project - BHU/80/016, National Institute of Education (NIE) - was launched on 1 July 1981 for a period of five years. The main objectives of this project were:
i) to establish a Department of Secondary Teacher Training so that an integrated three-year Bachelor of Education (B.Ed.) degree course and a one-year Bachelor of Teaching (B.T.) course for graduates could be organized to prepare teachers to teach in secondary (junior/high) schools in the Kingdom as well as act as animators in the community in which they live;
ii) to continue the consolidation, strengthening and modernization of the Department of Primary Teacher Training;
iii) to establish an in-service centre at Samchi with two other regional centres and advise on the emphasis to be provided by the National Institute of Education on the weaker subject areas, particularly in Science and Mathematics;
iv) to upgrade the Teacher Training Institute (TTI) to the National Institute of Education (NIE) with a national Director to be responsible to the Department of Education at Thimphu;
v) to establish professional contacts with selected Teacher Education institutions.
II. OBJECTIVES OF THE PROJECT
3. The NIE has been established with three departments; the Department of Secondary Teacher Training, Department of Primary Teacher Training and an In-service Training Department, each under a national Head. However, two regional centres for in-service training have not been established. When this project was conceived, schools in Bhutan were administered by the Regional Education Offices in three regions. It was therefore natural to plan three regional centres to cater to the in-service needs of the respective regions. The Regional Education Offices have since been closed and primary school education is now being taken care of by the District Administration and secondary education by the Department of Education, Thimphu.
4. Specifically, the objectives achieved and/or likely to be achieved are as follows:

i) The NIE has been established, the Director being responsible to the Department of Education at Thimphu.
ii) The Department of Secondary Teacher Training is well established and headed by a national.
iii) The first batch of 15 secondary school teachers graduated in July 1986 and they are now serving in various parts of the Kingdom. There are currently 37 students in the first, second and third year 3.Ed. classes following courses in both Science and Art streams.
iv) The B.Ed, syllabus was prepared and courses followed by the first three batches of students. However, in accordance with the recommendations made by the five subject consultants (Unesco) in 1984, the syllabus has since been revised making it more activity-based and process-oriented. This was done with the help of four consultants over a period of six months, from April to September 1986. The 1986 intake of students has already started following the new course.
v) A syllabus for a one-year professional training course for graduates has also been completed. However, the course has not yet commenced due to the lack of graduates.
vi) Three well equipped science laboratories were installed and are operational. However, a Mathematics room is still to be fully equipped.
vii) The library is now housed in the new (main) Institute building with two assistant librarians. A basic minimum of text- and reference books is now available in the library. However, it needs many more books and still requires a fully trained librarian.
viii) The Regional Teacher Centre at NIE is now functioning as the Department of In-service Training headed by a national. The two Regional Teacher Centres have not been established. A vehicle for the Mobile Unit has been received and will be used in launching school-based in-service courses.
ix) Non-formal education has been incorporated in the syllabus and is organized by a national who was trained for this purpose.
x) To supplement the staff of the then TTI, expatriate staff were recruited under sub-contract under project BHU/80/114/01/99 to be phased out by 1984 on the return of fellows sent abroad for further education in various subject areas. Six faculty members and six technical staff members who had been awarded fellowships have joined the Institute. However, six fellows are still undergoing training and five have not yet begun their training. The objective of phasing out the expatriate staff has thus not yet been realized.

xi) Under the study tour programmes, seven faculty members, including the Director and the Principal, visited several countries. In addition, three officers of the Department of Education at Thimphu also completed their study tour programmes. The Director of the NIE will go to the United Kingdom for a two-week study tour in January 1987.
xii) Science laboratories and audio-visual equipment and three vehicles were received and more equipment for science laboratories and the Teaching Aids Training and Production Workshop were locally purchased, Additional equipment, as requested in re-revised requisition No. X, is awaited.
xiii) A strong relationship was established with the University of London, Institute of Education. Professor Norman J. Graves, Pro-Director of Professional Studies, and his colleagues from the Institute, have been assisting NIE as external examiners. An attempt is also being made to establish relations with other Institutes of repute in the region as well as with APEID in Bangkok.
xiv) Although not foreseen under the present project, campus development programmes are in progress, with the allocation of US $ 100,000 by UNDP from IPE under BHU/72/004 and a grant-in-aids of US $ 218,000 for the buildings contributed by Norwegian/AGFUND under 504/BHU/10 -522/BHU/10 with Unesco assistance. The main Institute building with classrooms, science laboratories, library and administrative block was completed and is in use. The second phase of the boys' hostel and four units of teachers' quarters have also been completed and are in use. Four more units of teachers' quarters are nearing completion. An auditorium, dining hall, phase three of the boys' hostel, playground, 12 units of service staff quarters, and repairs to some roads and site development still remain to be completed.
III. ACTIVITIES AND OUTPUTS
5. Fifteen teachers, having completed the three-year Bachelor of Education degree programme, have been working as teachers in various parts of the country since August 1986.
6. The enrolment figure for first, second and third years of the B.Ed, programme are 12, 11 and 14 respectively.
Problems
7. Although the output target was 20, this coula not be achieved because of the lack of class 12 passed candidates. This has been one of the persistent problems with regard to the B.Ed programme. Though there is a provision for class-X passed candidates with the Primary Teachers Certificate Course, only a few are capable. However, this will only be a temporary phase as an increase in the number of class 12 graduates is envisaged in the near future.

8. During the project period the following pre/in-service training courses were conducted:
a) 20 Dzongkha language teachers were given pre-service training for two months in 1985.
b) 130 Dzongkha language teachers were given in-service training in four batches.
c) 148 teachers participated in Mathematics in-service courses in five batches.
d) 25 associate teachers of the NIE participated in two workshops.
e) 29 teachers were given in-service training in Health Education.
9. In-service training is very expensive for the Institute in terms of travelling costs and daily subsistence allowances. Thus financial constraints have been a limiting factor in conducting in-service courses on a regular basis.
10. The plan of operation for in-service teacher education throughout the country needs to be drawn up by the Directorate of Education in consultation with the training institutes. Such programmes have been conducted on an a¿ hoc basis up to the present time.
11. The following educational materials and teaching aids for use in schools in Bhutan have been produced:
a) A Mathematics Resource Book for Primary Teachers was prepared and printed at the NIE Press.
b) A Handbook for Teaching Mathematics in High School has been completed and is ready for printing.
c) A Mathematics Journal of Bhutan has been printed and circulated among the various schools.
d) Cuisinaire rods with a handbook have been produced and are ready for supply to twelve Pilot Project primary schools.
e) Prototypes of improvised teaching aids have also been made and exhibited.
12. Without extensive capital input and employment of additional manpower, the Teaching Aids Training and Production Workshop Centre cannot produce aids on a large scale for supply to all schools in the country. In future, this must be limited to the development of prototype teaching aids.

Development problems
i) Physical infrastructure
13. Apart from the non-availability of suitably qualified candidates, the severe shortage of classroom and hostel space has been and remains one of the biggest problems. This shortage led to a delay of one year in starting the B.Ed, programme. The commencement of the B.Ed, course was accordingly postponed to July 1983. Even when it started, the classes had to be conducted in the main building, which was still under construction and temporary science laboratories had to be arranged in the Teaching Aids Training and Production Workshop. Similar problems were also encountered with hostel and staff accommodation until completion of the first phase of the new boys ' hostel building and some staff quarters.
ii) Personnel
14. Due to the peculiar circumstances of Samchi and the communication difficulties between the various agencies involved in the project, the services of resource personnel, especially those of international staff, could not be obtained in time, which led to further delays in the completion of project activities as scheduled. For the same reason, there was delay in the recruitment of expatriate staff. Problems have also been encountered in acquiring suitable candidates for certain subjects, e.g., Mathematics.
iii) Fellowships
15. Difficulties have been encountered in finding suitable candidates and placing them. This led to delays in completion of courses and the return of the fellows to the Institute as scheduled. Furthermore, of the total number of fellows who were awarded fellowships under this project, the services of four of them could not be obtained for personal reasons.
iv) Library
16. Difficulties were encountered in acquiring books for the library. This was due to a certain extent to the Institute's lack of funds as well as to communication problems between the various agencies involved. In the initial stages, the lack of 1 ibrary space also hampered its development and proper use.
IV. FINDINGS
17. The establishment of the Secondary Teacher Training Department and the upgrading of the TTI to the National Institute of Education were important and Bhutan now has an institution to train its secondary school teachers. NIE now has the basic infrastructure for carrying out various activities, including research work relevant to the development of education in Bhutan.
18. Despite communication difficulties, the cooperation extended to the Institute by the Royal Government of Bhutan, UNDP and Unesco has been encouraging and fruitful. Many problems could have been avoided had the building programme

started before the commencement of the present project.
19. Obtaining software and maintaining machinery and equipment purchased abroad is a great problem. Procurement of locally available equipment may prove to be more economical.
20. Instead of short-term consultancies of one to three weeks, or the services of one or two experts over a long period, a group of consultants for an extended period of three to six months might be more useful in terms of professional guidance.
V. RECOMMENDATIONS
21. It is recommended that:
i) the fellowship component be separated from project BHU/80/016 and that this project be closed by the end of 1986; whatever savings result could be utilized for outstanding fellowships;
ii) equipment on re-revised requisition No. X be supplied urgently by Unesco;
iii) further aid in the form of books, tapes and audio-visual materials for the library be considered by UNDP/Unesco;
iv) financial assistance be provided to permit the staff of NIE to attend regional and international seminars and workshops to further their professional competence;
v) in order to strengthen the NIE faculty further, five or six fellowships for 24 m/m each will be required over the next five years. This should come under the project on Human Resources Development of the Education Department;
vi) to increase the student intake, NIE requires new hostel buildings for both girls and boys.
