1. DESCRIPTION OF THE PROJECT:

1.0 INTRODUCTION:

This is the Progress Report for the month of May’ 2014 being submitted by the Concessionaire’s office which reflects the on-site progress and Executive summary of general information about the project is furnished hereunder.

1. 1 Description of the Project

The contract package Srinagar Banihal Road Project involves four laning and strengthening of the Existing National Highway NH- 1A between Srinagar and Banihal – Km 187+000 to 189+350 & 220+700 to 286+110.

1.2. Executive Summary:

In the 67.76 km stretch of the road project SBEL has constructed 5 no’s of Camps namely Camp-I (Banihal) at chainage 188+000 Km, Camp-II (Vessu) at chainage 234+200 km, Camp-III (Samthan) at chainage 249+800Km , Camp-IV (Lethpora) at chainage 270+900 Km and Camp-V (Lasjan) at chainage 282+500 Km. Apart from the camps mentioned above SBEL has also constructed a Steel Yard at chainage 252+980 Km, as shown in the attached Logistic Plan. At these camps SBEL has operated with 2 no’s of Hot mix Plants, 5 no’s of Batching Plants, 4 no’s of Crushers and 3 no’s of Wet mix Plants. All the crushers are functional; also 3 numbers of Batching Plants are functional. Other than plants, Office buildings, Lab, Staff Quarters, Labour Hutments, Security Sheds, Workshops and Cement Stores etc have also been constructed in all the camps. Pre-Cast yard has also been established at the Samthan Camp and functional, where pre-casting of 230 cells of Box Culverts are completed

In Structure Works, SBEL has completed works on 80 no’s culverts on both Sides. Apart from the above mentioned completed culverts, work on 55 no’s culverts are in progress. Work is also being executed on 6 no’s of VUP’s, 4 no’s PUP’s, 5 no’s Major Bridges and 4 no’s Minor Bridges and 1 no Fly-over. The detailed progress is elaborated in tabular form of physical program chart.

In Highway Works SBEL has executed 39.5 lac Cum of earthwork. Other than earthwork SBEL has also executed approximately 1.92 lac Cum of GSB work, 1.43 lac Cum of WMM and 35000 Cum of DBM. The detailed progress is elaborated in tabular form of physical program chart. Apart from the permanent work Concessionaire has done the maintenance of Existing road in the month of April & May 2014 from Panth Chowk, Srinagar up to Qazugund Starting Chainage i.e 220+700. Including the Banihal Bye Pass i.e from Ch. 187+000 to 189+350.

Concessionaire had executed the test of PFVD (Prefabricated Vertical Drain) at external laboratory for ground improvement where the high embankment exists and the test report of the same had submitted vide their office letter number RIL/SBEL/IE/NH-1A/2013/354 dated 22nd Jan 2013 & RIL/SBEL/IE/NH-1A/2013/371 dated 02nd Feb 2013 The agency Tech Feb had already execute the work.

The Concessionaire has requested vide their office letter number RIL/SBEL/IE/NH-1A/11-12/88 dated 17th Aug 2012, RIL/SBEL/IE/NH-1A/11-12/57 dated 12th July 2012 & RIL/SBEL/IE/NH-1A/11-12/76 dated 08th Aug 2012 to approve Shyam Steel for their permanent work against which the approval is still pending. The Concessionaire has requested vide their office letter number RIL/SBEL/IE/NH-1A/12-13/386 dated 21st Feb 2013 to approve TCI Max Cement for their permanent work against which the approval is still pending.

The Concessionaire has given proposal of via duct for Banihal Section from Km 187+000 to 189+350 vide their office letter number RIL/SBEL/IE/NH-1A/12-13/388 dated 25th Feb 2013 against which the approval is still pending.

The Concessionaire had also submitted 3 (Three) sets of video recording for quarter ending 1st Oct. 2012 to 31st Dec 2012. vide their office letter number RIL/SBEL/NH-1A/12-13/340 dated 20th Feb 2013. The Concessionaire has mobilised additional manpower and resources to expedite the progress of work and the same has been communicated vide their office letter number RIL/SBEL/IE/NH1-A/2013/393 dated 26th Feb 2013.

The concessionaire has been executing the work of PFVD in section – III over the new alignment.

The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH1-A/2013/347 dated 2nd March 2013 regarding the non availability of 100% land as per Article 10 and clause 37.2.1 (a) becomes default of Authority as per Concession Agreement which got Material Adverse effect on the Concessionaires.

The Concessionaire intimated to authority vide their office letter number RIL/SBEL/NH1-A/2013/353 dated 8th March 2013 regarding the month wise stretches made available by the client and the status of land Acquisition as on 28.02.2013.

The Concessionaire once again intimated to authority vide their office letters number RIL/SBEL/NH1-A/2013/356 dated 11th March 2013 and RIL/SBEL/NH-1A/2013/358 dated 16th

March 2013 regarding the achievement of mile stone- I and status of land acquisition.

The Concessionaire intimated to authority vide their office letters number RIL/SBEL/NH1-A/2013/359 & 360 dated 16th March 2013 regarding the Force Majeure (Curfew in Valley of Kashmir) due to militant attack and death of Army Jawans on 13 th March 2013 and subsequent curfew in the valley and strike called by Hurriyat Conference on 13th March 2013.

The Concessionaire intimated to authority vide their office letters number RIL/SBEL/NH1-A/2013/362 dated 19th March 2013 regarding the Force Majeure (Sabotage at Samthan Camp) located at Km 249+700 mentioned that stone pelting on 6 th March 2013 by unknown mob of around 30-35 people and consequences due to which 75 of our staff including 25 Engineers left the place and the progress of the work effected badly.

The Concessionaire intimated to authority vide their office letters number RIL/SBEL/NH1-A/2013/363 dated 19th March 2013 regarding the Force Majeure (Curfew in Kashmir) against the death of boy belongs to Baramullah district. Under the prevailing circumstances even the internet services were barred and SBEL was forced to stop the work.

The Concessionaire intimated to authority vide their office letters number RIL/SBEL/NH1-A/2013/372 dated 31st March 2013 regarding the Force Majeure (Strike called by MMM demanding the body of Afzal Guru) against the Afzal Guru’s body on 28th March 2013. Under the prevailing circumstances even the internet services were barred and SBEL was forced to stop the work.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/373 dated 30th March 2013 regarding the additional structures required which are missing from schedule ‘B’ of Concession Agreement.

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/429 dated 1st June 2013 regarding the Month wise working stretches available and status of land acquisition as on 31.03.13.

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/432 dated 1st June 2013 regarding the Force Majeure (Sabotage at Samthan Camp & Curfew in Kashmir Valley).

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/451 dated 9th June 2013 regarding the Submission of Sub Soil Investigation reports of 58 Location for High Embankment.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/378 dated 6th June 2013, RIL/SBEL/NH-1A/2013/386 dated 13th June 2013 & RIL/SBEL/NH-1A/2013/393 dated 30th June 2013 regarding the Entry Tax Exemption for the equipments bringing for this project.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/380 dated 8th June 2013 regarding the Land Acquisition status both for Pulwama & Anantnag District. RIL/SBEL/NH-1A/2013/297 dated 29th June 2013 regarding the Land Acquisition status for Banihal District.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/381 dated 8th June 2013 regarding the work stopped by the Land Owner at Banihal because the compensation against the land and structures not yet received by the land owners.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/385 dated 10th June 2013 regarding the Project Milestones and shifting of appointed date under clause 47.10 of Concession Agreement.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/382 dated 09th June 2013 & RIL/SBEL/NH-1A/2013/388 dated 13th June 2013 regarding the Quarry on Strike.

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/457 dated 16th June 2013 regarding the 03 (Three) sets of Video Recording for Quarter 01.01.2013 to 31.03.2013.

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/459 dated 20th June 2013 regarding the Selection for type of Well/Pile foundation.

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/I.E/NH-1A/2013/472 dated 25th June 2013 regarding the Submission of method statement for Mackintosh Probe Test.

The Concessionaire intimated to Authority vide their office letter number RIL/SBEL/NH-1A/2013/394 dated 25th June 2013 regarding the stoppage of work by villagers of Bumthan & Jadur villages between Km 236+500 to 237+500 (Force Majeure).

The Concessionaire intimated to I.E vide their office letter number RIL/SBEL/NH-1A/2013/473 dated 27th June 2013 regarding the Snow Fall Accumulation Depth.

The Concessionaire submitted mix design of DBM – Grading II Zewan Quarry vide their office letter number RIL/SBEL/NH-1A/2013/542 dated 29th June 2013.

The Concessionaire submitted the details of machineries & equipments deployed at site against which the entry tax exemption got obtained vide their office letter number RIL/SBEL/NH-1A/13-14/429 dated 01st June 2013.

The Concessionaire submitted month wise land acquisition details to Authority vide their office letter number RIL/SBEL/NH-1A/2013/434 dated 01st June 2013.

The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH-1A/2013/443 dated 09th June 2013 regarding the Force Majeure (243+900 to 244+100, Qazigund).

The Concessionaire informed Authority regarding the status of land acquisition at Banihal vide their office letter number RIL/SBEL/NH-1A/2013/446 dated 13th June 2013.

The Concessionaire informed Authority regarding the disbursement of compensation and Land Acquisition issues at Banihal Bye Pass (Km 187+000 to 189+350) vide their office letter number RIL/SBEL/NH-1A/2013/449 dated 16th June 2013.

The Concessionaire informed Authority regarding the additional land required for Weigh Bridge for Toll Plaza vide their office letter number RIL/SBEL/NH-1A/2013/454 dated 23rd June 2013.

The Concessionaire informed Authority regarding the dismantling and shifting of Police Lines shed at Km272+820 with in toe vide their office letter number RIL/SBEL/NH-1A/2013/458 dated 26 th June 2013.

The Concessionaire informed Authority regarding the dismal progress on National Highways (Four Lanning) Project in District Pulwama, where in a land made available in bits and pieces to Concessionaire vide their office letter number RIL/SBEL/NH-1A/2013/460 dated 26th June 2013.

The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH-1A/2013/462 dated 30th June 2013 regarding the Force Majeure due to stoppage of works on the Highway for Security reason during the visit of Hon’ble Prime Minister to Kashmir Valley on 25th & 26th June 2013.

The Concessionaire intimated Independent Engineer vide their office letter number RIL/SBEL/NH-1A/2013/547 & 570 dated 1st June 2013 & 13th June 2013 regarding the Construction of Project Highway “Banihal Section” Ch. 187+000 to 189+350.

The Concessionaire Submitted Mix designs of DBM- Grade – I Zewan Quarry vide their office letter number RIL/SBEL/NH-1A/2013/565 dated 12th June 2013.

The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH-1A/2013/572 dated 15th June 2013 regarding the Force Majeure due to unseasonal rain fall.

The Concessionaire Submitted test results of Granular Sub Base material (Navayuga Tunnel Muck/Qazigund Screening Plant vide their office letter number RIL/SBEL/NH-1A/2013/580 dated 16th June 2013.

The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH-1A/2013/601 dated 26th June 2013 regarding the Force Majeure due to unseasonal rain fall.

The Concessionaire submitted source approvals of TCI Max Cement vide their office letter number RIL/SBEL/NH-1A/2013/685 & 713 dated 03rd Aug 2013 & 29th Aug 2013.

The Concessionaire submitted replies of inspection report of Independent Engineer vide their office letter number RIL/SBEL/NH-1A/2013/688 dated 04th Aug 2013.

The Concessionaire submitted video recordings for quarter ending June 2013 vide their office letter number RIL/SBEL/NH-1A/2013/689 dated 31st July 2013.

The Concessionaire submitted details regarding the increase in cost of Toll Tax in the state of Jammu & Kashmir vide their office letter number RIL/SBEL/NH-1A/2013/692 dated 12th Aug 2013.The Concessionaire intimated Authority vide their office letter number RIL/SBEL/NH-1A/2013/696 dated 16th Aug 2013 regarding the Force Majeure due to Unseasonal rain fall, High security and strike in Valley from 13th to 16th Aug 2013.

The Concessionaire proposed Authority vide their office letter number RIL/SBEL/NH-1A/2013/705 dated 22nd Aug 2013 regarding the use of Evotherm Warm Mix Technology in Bituminous Works.

The Concessionaire applied entry tax exemption for equipments vide their office letter number RIL/SBEL/NH-1A/2013/700 dated 21st Aug 2013.

The Concessionaire submitted corrective action report for NCPN 27, 32 & 51 vide their office letter number RIL/SBEL/NH-1A/2013/712 dated 27th Aug 2013.
