CHAPTER 1: THE PROJECT

National Highway No. 65 is one of the Major arteries of the road network system of the country

connecting the city of Peshvas,Pune with Solapur, the Second largest city of South Maharashtra State. It

traverses through 4- States viz., Maharashtra, Andhra Pradesh,,karnatka and Tamilnadu. It connects a

number of Major urban centres like Pune Solapur ,Hyderabad, on its way to Machlipatnam .The zero

(0) kilometer of the Pune-Solapur Section of this NH-65 is situated at .Pune.Total Length of Higway 690

km.

Nearly 101.5 Km. long Project Highway section of NH-65, starts from Km. 150.050 near Bhima

Nagar village on Pune side and traverses in a North-South direction and ends at 252.00 near Solapur at

Solapur by pass which is an existing 4-lane divided toll road, which was chosen for implementation along

with other DBFOT sections along this highway. The above section is developed as partially access

controlled toll way. Thus in order to provide a better motorable road with improved level of service to

the vehicular traffic, it has been decided to augment the capacity of the Bhima Nagar (Km. 150.50) –

Solapur (Km. 252..000) section of NH-65 in State of Maharashtra by widening the existing 2-lane to 4-

lane divided carriageway facility,

SCOPE OF PROJECT:

This Project has been executed on the site, which is described in Project Site chapter of the

Concession Agreement. The scope of the project shall include performance and execution by the

Concessionaire of all Design, Engineering, Financing, Procurement, Construction, Completion, Operation

and Maintenance of the Project Highway. It includes Improvement, Operations, Maintenance,

Rehabilitation and Strengthening of the Existing 2-lane road and widening it to a 4-lane divided Highway

of Bhima Nagar-Solapur section of NH-65 from Km. 150.500 to Km. 252.000 in the State of Maharashtra

on Design, Build, Finance Operate and Transfer (DBFOT) basis.

NHAI appointed M/s Intercontinental Consultants and Technocrats Pvt.Ltd. as the Independent

Consultant for the Project.

CHAPTER 2: THE CONCESSIONAIRE (O&M OPERATOR)

2.1 Scope of Work

The Concessionaire is involved in the Design, Engineering, Construction, Development, Finance,

Operation and Maintenance activity of 4 laning of Pune-Solapur Section of N.H.9 (New N.H.65) from km

144.400 (New Ch.No. 150.050) to 249.000 (New Ch.No.252.000) the project stretch along with other

project facilities and services and is taking care of the following activities on regular basis.

2.1.1 Operation Management

The concessionaire is operating one toll plaza at km. 178.572 and second at Km. 229.350 that houses the

operation management staffs, all necessary equipment, accessories, servers, software and other

communication devices. The main objectives are to collect and record the traffic data on regular basis,

counting and classification of the vehicles, recording of weigh-in-motion bridge data on sample basis

and collection of user fees from the vehicles passing through the toll plaza.

2.1.2 Maintenance Management

The concessionaire is also administering the maintenance management of the project highway and the

other facilities through an experienced fleet of professionals located in the administrative building

adjacent to the toll plaza. Also, the maintenance management team monitors different maintenance

aspects (detailed below) through its mobile units patrolling on a continuous basis throughout the project

corridor. The maintenance team is primarily looking after the following maintenance aspects as per the

maintenance schedule laid down in the Annual Maintenance Programme.

2.1.2.1Highway Maintenance

The objective of (Project) Highway Maintenance is to maintain the safety, durability and functionality of

the (Project) highway throughout the concession period. This contains regular and preventive

maintenance for the corridor carriageway and project facilities. Broadly, it will include maintenance of

the carriageway, crust, shoulder, slopes, side drains and cross drainage works.

2.1.2.2Project Property Management

The objective of Project Property Management is to preserve the inventories and investments in the

project road intact throughout the operation and maintenance phase. This includes identification of

encroachments and ribbon development, land acquisition as desired by NHAI, enforcement of

regulations, liaison with the relevant authorities for the above and maintenance of road furniture and

road signs.

2.1.2.3Incident Management

The Incident Management is aimed to take immediate response measures to any incident occurring in

the corridor. Road patrols and surveillance, first aid, basic ambulance assistance, tow away cranes and

road safety works.

2.1.2.4Environment Management

The basic objective of Environment Management is to preserve and protect the compatibility of the road

system with the environment. The activities related to this are project horticulture including requisite

planting and maintaining of existing trees, plants, shrubs and other suitable vegetation in the median

and right of way.

2.1.2.5 Engineering Improvements

Engineering Improvement is aimed at enhancing the project functionalities, deteriorated over time and

rehabilitation of the project elements at specified intervals of time. This covers junction improvements,

providing crash barriers, resurfacing and management of access.

Emergency Response Protocol has been developed with local police, fire stations and hospitals within the project length.

Highway Patrolling

Round the clock Highway patrolling is being done by one Patrolling vehicle for security and safety of the project and to prevent the unauthorized encroachment/Obstruction in the entire project length.

Attending emergencies in case of

accidents or any other incident

Ambulance is well maintained and is in good condition to take care of any emergency. The First Aid treatment is being given to the injured persons immediately at the time of Accidents by Medical Staff.

(C) OTHER MAINTENANCE

Highway sign, painting, road marking, and road furniture.

All signs board, marking & painting have been kept clean, visible & in correct alignment and position to serve the better safety for road users.

Maintenance of highway landscape

Watering, mowing & maturing have been done regularly for proper growth of Plantation. Weed removal work is in progress.

Maintenance of median drains and longitudinal drains

Cleaning of median drains which are deposited with silt, sand and waste. Cleaning and disposal of debris from unlined drains, so that there is smooth flow for surface water.

(D) SAFETY AND TRAFFIC MAINTENANCE

Status of Activites / Action Taken

Safety during the Main Tenancy of Road

All the road maintenance works have been carried out with the use of proper safety requirments like Flag men with necessary Jacket, red / green Batons / flashes, safety cones, etc to avoid any mishap to the Project facility / traffic as well as the people who are involed in the maintenance work.

Safety during the Road Accidents

Necessary actions like towing of damaged vehicles from the Carriageway to safe location, shifting of injured pepole to the nearest hospitals, First aid treatment to injured person, information of accidents to the nearby police station and temporary traffic diversion by use of traffic safety equipments have been done as & when required. If shifting of accidental vehicles is not possible, proper precauations have been taken to ensure the safety and security to the road users.

New encroachments have been stopped by Patrolling Team. Any cases observed shall be referred to HUDA / IC for their assistance with the use of Local Administration.

Close monitoring have been done by the Patrolling team to avoid any damage / pileferage of the Project facilities provided.

Activities

1. O & M Activities are being carried out as per O & M Manual. However accident incidents are tackled on top priority when & where ever it is observed.

2. Vegetation growth in median plantation has been controlled, and will be maintained so that it will not grow too much.

3. Regular C & G Work in Main Carriageway Shoulders & in Service road area are in progress.

4. Road Cleaning on Main carriageway & Service Road has been cleaning on regular basis, so as to maintain the cleanliness on Road. For this Purpose Broomer is used as well as this work is carried out by Manual Labours Also.

5. VUP & PUP’s are cleaned at regular interval so as to provide free flow for vehicles & pedestrations.

6. Grass and Shrubs above stone pitching and grass pitching has been removed. 7. Grass and Shrubs in Shoulders areas in both sides on MCW have been cleaned 8. Both Toll Plaza 1 & Toll Plaza 2 have been cleaned regularly. 9.
