Message from the President …
It's my pleasure to welcome each and every one of you to our 17th Carrom National Championship.
The reason we are in our 17th season is because of your passion to this wonderful game, we have inherited from our motherland - India. We have made big strides in this sport due to your wholehearted support and I am positive that you will continue doing so. This tournament will feature approximately 56 players who will be vying for honours in the Singles and Doubles competitions, displaying their true spirit of the game. We will have players participating from all over the United States and moreover from our supportive colleagues in carrom and neighbours, Canada. On behalf of USCA, I extend our warm welcome to our Canadian guests and hope we will continue exchanging such friendly rivalries. Carrom has been rapidly gaining popularity all over the world. With the advent of the Internet, we can watch elite players in action and learn a lot from such highly skillfully competitors. Our main intention is to popularize this game and we are always looking forward to individuals and organizations who would like to assist us achieve this objective. Please visit our website www.uscarrom.org and submit your suggestions and remember we are always willing to listen to exciting new concepts. I urge you to promote this game in your neighbourhood too, so that players get the opportunity to participate in this game more frequently. Match Format Singles:
Irrespective of # of Entries 7 SRR rounds of 1 game each. Each Game
Best of 8 Boards or 25 points (9th board allowed in case of a tie) with 45
(40 +5) Minute time limit.
Based on SRR Ranking the top 16 will move into Knockout rounds (Round
of 16). Best of 3 Game each, each game of 8 boards or 25 points (9th board
in case of tie after 8 boards). With 45 (40 + 5) Minute time limit.
8 Winners of Round of 16 play Championship Group (Group A) Quarters,
SemiFinals, and Final, best of 3 games. Play for position matches also for
1–8. If a position match is not played the players’ current SRR ranking will
take precedence. Group A winner will be the Singles Tournament
Champion.
8 Losers of Round of 16 play Tier2 (Group B) Quarters, SemiFinals and
Final, best of 3 games. Play for position matches also for 9–16. If a position
match is not played the players’ current SRR ranking will take precedence.
Doubles:

Best of 8 Boards or 25 points (9th board allowed in case of a tie) with 50
(45 + 5) Minute time limit.

4 Winners of Round of 8 play Championship Group (Group A) SemiFinals
and Final, best of 3 games. Play for position matches also for 1 – 4. If a
position match is not played the teams’ current SRR ranking will take
precedence. Group A winner will be the Doubles Tournament Champions.
4 Losers of Round of 8 play Tier2 (Group B) SemiFinals, and Final, best
of 3 games. Play for position matches also for 5 – 8. If a position match is
not played the teams’ current SRR ranking will take precedence.

Rules followed: Laws of Carrom, as governed by International Carrom
Federation (ICF).
General Rules:
1. The Tournament Director at the beginning of the tournament will introduce
a technical committee. The technical committee will compose of Chief
Referee, Chief Organizer and Match Coordinators. The committee can be
tapped by the players’ before/during/after a match/s for reporting and
getting a resolution for any issues/disputes that may arise. Match
Coordinator will be the final and overriding authority in case of any
unresolved issues and disputes.
2. Any issue, dispute, or reporting requiring more than 5 (five) minutes to
resolve will be addressed by the Tournament Committee ONLY after the
completion of the tournament on the last day. The start time for the matches
following an issue will not be altered to disrupt the schedule.
3. The format adopted for the tournament will not be altered at any stage of
the tournament under any circumstances. However in extraordinary
circumstances the Technical committee, under the stewardship of a Match
Coordinator, can make a decision to alter the format only in a ‘no other
option’ situation. The committee should keep in mind that changing the
format in the middle of the tournament will ultimately affect the natural
flow of the results and hence will compromise the position/plans/spirit of
the players.
4. The schedule will be followed as published and all the matches will start on
time. The matches will not be postponed at the request/discretion of the
players. Only the Match Coordinator has the authority to do so and he/she
will use such an authority with utmost caution, so as not to disrupt the
schedule.
5. Boards will be selected and marked well in advance by the match
coordinator for the Quarters, Semis and Finals for both Singles and
Doubles. This will avoid any bias the players may exhibit when choosing
the board/s on which they play for the knockout matches.
6. A player not reporting at the venue within five minutes after the time buzzer
is started for a SRR round may be given a walkover against him/her if the
opponent request for a walkover and the Technical Committee agrees.
7. If an opponent agrees to continue the match, without giving walkover
against a player arriving late, a make up time will not be allowed and
his/her match will end as per tournament schedule and the next match will
start on scheduled time. The Tournament Committee or USCA will not be
responsible for matches not completed in such cases.
8. A player not reporting at the venue within five minutes after the time buzzer
is started for the round of 64, 32, 16, Quarters, Semi Finals, and Finals may
be given a walkover against him/her if the opponent requests for a walkover
and the technical committee agree.
9. If an opponent agrees to continue the match, without giving a walkover
against a player arriving late, a make up time will not be allowed and
his/her match will end as per tournament schedule and the next match will
start on scheduled time. The Tournament Committee or USCA will not be
responsible for matches not completed in such cases.
10. Unless otherwise specified the game rules followed will be as per the Laws
of Carrom approved by the International Carrom Federation (ICF).

11. Betting and/or playing for money at the venue at any time before, during, or
after the tournament using USCA or personal equipment is strictly
prohibited. Players found guilty will be immediately ousted from the venue.
Players repeating the offence will be barred from playing their next match
and/or debarred for the tournament.
12. Alcohol consumption at the venue is strictly prohibited before, during, or
after a match. The players participating under the influence of alcohol will
be debarred for that match and/or for the tournament.
13. Chief Referee will appoint referees for Semifinal and Final for GroupA
knockout matches. Such an appointment is based on the availability of
knowledgeable and noncontroversial (from past experience) players. Chief
Referee will use his/her due diligence and judgment in assigning the
referees.
14. The lunch and dinner durations will be about 30 minutes, unless otherwise
noted in the Schedule.
15. If sponsored by anyone, consolation Prizes for Slams and Other prizes may
be announced on the day of the Tournament.
RANKING NOTES
The Match point for the Tournament will be 1000. That is, the winner of this Tournament will
get a match point of 1000. The number 2, 3, etc will get points based on the formula Point . 434*Matchpoint(rank.1)*(rank.2).62*(rank.1).434
A yearend Ranking and a Ranking at the end of each Tournament will be computed based on
the Ranking Methodology Document.
