Chart 1: The Composite Index for Building Plans Com-pleted

• The Composite Index of Building Plans Completed (Windhoek,

Swakopmund, Walvis Bay and Ongwediva) for December 2019 stood at 88.6 basis points compared to 247.1 and 100.8 basis points recorded in the preceding month and December 2018, respectively. This repre-sents declines of 64.1 percent month-on-month and 12.1 percent year-on-year.

• The decline of 64.1 percent on the monthly basis were mainly reflected in value of completed buildings for Windhoek, and Swakopmund.

• The nominal value of the Buildings Plans Completed during the month of December 2019 amounted to N$ 107.5 million as compared to N$ 299.8 million recorded in the previous month. The value of Buildings Completed recorded for December 2018 amounted to N$ 122.3 mil-lion.

Chart 2: Building Plans Completed Index for Windhoek

• In Windhoek the Building Plans Completed Index posted 95.0 basis

points in December 2019 compared to 615.9 and 42.7 basis points rec-orded in the previous month and December 2018, respectively. This translates into a decline of 84.6 percent month-on-month and an in-crease of 122.2 percent year-on-year.

• The decline recorded when compared to the preceding month was mainly reflected in the additions and alterations for residential building plans completed.

• The nominal value of Building Plans Completed in Windhoek was N$

36.7 million in December 2019 compared to N$ 237.7 million recorded for November 2019.

• In Swakopmund the Building Plans Completed Index stood at 46.4 ba-sis points in December 2019 compared to 119.6 and 165.5 basis points recorded for the previous month and December 2018, respectively. These are declines of 61.2 percent month-on-month and 71.9 percent year-on-year.

• The month-on-month and year-on-year declines were mainly due to the drop in value of new units for residential building plans completed.

• The nominal value of Building Plans completed during the month of December 2019 amounted to N$ 17.8 million compared to N$ 45.8 mil-lion recorded for November 2019.

Chart 4: Building Plans Completed Index for Walvis Bay

• In Walvis Bay the Building Plans Completed Index posted 127.7 basis

points in December 2019 compared to 41.1 and 77.2 basis points rec-orded for the previous month and December 2018, respectively. These are increases of 210.4 percent month-on-month and 65.5 percent year-on-year.

• The increases in both monthly and annual basis was mainly due to the rise in value for the new units for residential building plans completed.

• The nominal value of Building Plans Completed in Walvis Bay stood at

N$ 48.3 million in December 2019 compared to N$ 15.5 million rec-orded in November 2019.

• In Ongwediva the Building Plans Completed Index posted 72.1 basis points in December 2019 compared to 10.2 and 199.5 basis points, reg-istered for the month of November 2019 and December 2018, respec-tively. This translated into an increase of 608.7 percent month-on-month and a decline of 63.8 percent year-on-year.

• The increase reflected in December 2019 when compared to Novem-ber 2019 were mainly due to the improvements of additions and alter-ations done for residential buildings plans completed, while the decline on annual basis was mainly due to the drop in value for residential building plans completed.

• The nominal value of Building Plans Completed in Ongwediva during the period under review was N$ 4.8 million compared to N$ 0.7 million recorded for November 2019.

Methodology

Data Sources: Selected local authorities from the following town councils:

Base year: 2015. The values has been referenced to 2015 data as from November 2019.

Calculations of index: The NSA monitors the value and number of building plans completed for 24 local authorities on a monthly basis. Four of these towns that accounted for 70.3 percent of the total value of all buildings plans completed in 2015 have been selected for the index compila-tion.
