I thought I would provide a brief overview of BayREN’s response to COVID-19. BayREN is highly focused on workforce development, specifically on supporting BayREN contractors. Contractors are adhering to shelter in place orders. While they are at home, BayREN is providing trainings on electrification and other topics. We are also highly focused on recruiting contractors join the program; this gives them access to project leads. BayREN is developing online workshops for homeowners and property owners as well to learn about electrification, energy efficiency, and home health. Lastly, the commercial program is developing resources for small businesses – including loans and technical assistance

BayREN Home+ taking a greater equity lens to its work and looking to serve residents who are lower income, residents speak a language other than English, and renters. Some offerings which are available are the free energy efficiency kit, as well as workshops conducted in Spanish and Mandarin, and Green House Calls. Notes: BayREN Home+ offers the following services: 1. Online home evaluation w/ opportunity for free EE kit 2. Energy Advising & energy data / usage analysis 3. Cash rebates 4. New electrification rebates were released in March, and residents can receive rebates for these four items. I’ll share the full rebate list following this webinar; it includes details about eligibility. Peninsula Clean Energy is exploring a potential additional rebate for heat pump water heaters It is really exciting to be able to offer these rebates which promote home health, comfort, and transition to electrification.

Here are some ways that it would be great to partner. Contractor contacts – it would be great to partner with cities who are able to access permit data and contractor contact information. That will help us recruit contractors for the BayREN program – they can receive project leads and gain free training. Home Energy Advisor service is still available during shelter in place and ensures that residents can have their energy-related questions answered. They can even talk with an advisor to plan a future project. We are planning a homeowner webinar on home health and electrification in June. Residents who participate can learn more about BayREN resources and learn about the connection between electrification and home health.

Looking to the future, we wanted to give you an update on PG&E’s process for considering programming for the next 3-year program cycle beginning in July. In a nutshell, it’s been a long road so far! Last June and December we submitted proposals for the Energy Watch. A few weeks ago, we got feedback from PG&E and made some revisions. Now we’re in the contracting phase. PG&E is careful to state that being in this phase isn’t a guarantee that we will actually get a contract, but we are hopeful.

PG&E has stipulated that local government partnerships will continue to be non-resource programs, which means that we refer customers to other PG&E programs instead of providing one-stop resources the way we could a few years ago. PG&E values the connections that local governments have with “hard-to-reach” customers. So we’re proposing to reach out to municipalities, K-12 public schools, special districts and small businesses. Something new this year is that we’re helping customers think about all of their energy management needs. Energy efficiency is still the primary focus, but we will help customers access services and incentives for solar and battery storage and EV charging incentives, from other organizations like BayREN, Clean Coalition, and PCE. A note about small businesses… PG&E wants us to focus on the “hard to reach” segment, which has 3 criteria: The business has less than 10 full-time employees, the primary language spoken isn’t English, and the facility is rented, not owned. We would love your help targeting business districts that are more likely to have these types of businesses. The good thing is, we will be coordinating with BayREN’s commercial program, so we can serve a wide variety of businesses.

The overall goal of the Energy Watch is to prompt energy saving projects that help PG&E with their energy saving goals. In our proposal, we used this graphic to show how all the parts of the Energy Watch work together toward that goal. Looking on the left side of the graphic, the referrals I mentioned are on the left of the blue shape. Energy Action Plans are for school districts, to help them understand energy management opportunities and communicate them to their Boards. Below that, we will continue to offer Benchmarking tune-ups for public agencies. We will also provide small businesses with benchmarking on the spot, if they’re interested. On the right side, we’ll provide climate action technical support through DNV GL, as well as annual GHG inventories. And these RICAPS meetings will continue.

Some new things… We plan to begin hosting a quarterly working group to help facilities staff learn about energy management opportunities and resources. I’ve just mentioned Energy Action Plans for school districts, and the benchmarking for small businesses. We will also let them know that PG&E can consult with them about the most beneficial rates to be on. PG&E will finalize their contracting with all the new 3rd party programs in the fall. That’s when we will learn about a whole new crop of programs and incentives. We’ll let you know when we hear! Any questions?

On to the next topic. Here in the Office of Sustainability, there’s a lot bubbling related to electrification. We’re thinking about how to move things forward in unincorporated areas, and we’re participating in regional conversations. We wanted to share what we’re learning and how things are starting to shape to keep you in the loop, and invite your participation. As a disclaimer, this presentation will focus primarily on electrifying single-family homes because it’s the hardest nut to crack.
I think it makes sense to start with the State’s goal to reach carbon neutrality by 2045, and our County’s goal to reach it before that. Also SB 100 calls for retail electricity to be carbon-free by 2045. We won’t be able to get there without collaborating with PG&E. Related to that, I wanted to share the strategy document you see on the right. It was funded by grants from PG&E and the Energy Foundation, and evolved through many facilitated discussions with PG&E, CPUC, CAISO, and community stakeholders including the Greenlining Institute. It provides recommendations for how gas service can be ramped down to meet the State’s carbon neutrality goals, while at the same time maintaining safety and affordable rates as the volume of gas delivered drops. It provides helpful guidance for what we’re all trying to do.
Here’s another way to look at all the elements that need to work together for us to electrify at the necessary scale. I’m going to use this framework for my presentation today. I’m going to start at the top, with technical capability, and work clockwise. I’m going to mention some new products, programs, and policies, as well as point out strategies to help us get from where we are to where we need to go. It will be a bit of a grab bag, but hopefully will make sense overall.
