Representatives from Oxland Meats and Ben Pub and Grub in Eagle Street, say that this has caused the number of sales per day to drop signif- icantly. Customers have to jump over dirty-stinky wa- ter to get to and from the shops. “It isn’t uncommon to see human waste in the dirty water. The sight and smell is unbearable.” According to Oxland Meats Manager, Mitchel Landsberg, the problem is not new. “I’ve reported it to the OR Tambo District Mu- nicipality but they had done nothing to sort out the mess. They just come and check and then nothing follows after that. We are appealing to the municipality to pay attention to this matter, because it is affecting our business. Nobody could enjoy a braai under these conditions. “We are facing a situation where the number of customers is dropping. Even to hire the new staff is hard, since people wouldn’t want to work in a stinky place like this,” said Mitchel. The manager of Ben Pub and Grub said the sit- uation posed a potential health hazard to their customers and employees. The Municipal Manager of OR Tambo District Municipality, Tshaka Hlazo, said it was the first time he had heard about this situation. “As soon as you (Express reporter) put this phone down, I will phone the director of water services, so that he can look into the matter ur- gently. It is unfortunate that our people have to endure such a bad situation,” said Hlazo. He said a matter reported at night, had to be dealt with the following day. “The turnaround time depends on the time the matter was report- ed. IN an effort to strengthen community polic-ing, the MEC of Human Settlements, Safetyand Liaison, Helen Sauls-August, announcedthat the Community Policing Forums will be

moved from SAPS to the Department of Safetyand Liaison.

The announcement was made during theCPFs end of term ceremony held in East Lon-don last week Friday.

TheMEC said themovewould ensure thatCPFs take their work to the next level interms of theirmonitoring and oversight roleover the SAPS.Community Policing will continue on a

voluntary basis, however, with a set work-ing budget. The currentmembers’ termof of-fice ends officially in July.TheMEC applauded the EC CPFs for their

leading role in the country, citing the devel-

opment of their Strategic Plan, the only CPFsto be guided by such a document in South Af-rica. The Eastern Cape has 193 CommunityPolice Forums, 27 Community Police ClusterBoards and a Provincial Board.The Executivemembers of these structures

served on a voluntary basis and have contrib-uted to advancing a culture of community po-licing both within the Police Service and incommunities.

THE Coega Development Corporation (CDC)celebrated the tenth extension of its drivertraining programme to an Eastern Cape (EC)higher education institution – this time inthe rural area of iDutywa.

A State-of-the-art driver simulator washanded over to the King Hinsta FET Collegeand the Mbhashe Municipality last weekThursday, to coincide with the country’sstate of the nation address by PresidentJacob Zuma.

The CDC presented the simulator to theKing Hinsta FET College and the MbhasheMunicipality for the rollout of the drivertraining simulator programme that wouldbenefit youth and the unemployed in the are-as of iDutywa, Gatyana (Willowvale) andXhora (Elliotdale).

King Hinsta FET College is the tenth high-er education institute to benefit from theCDC’s skills development programme,which is designed to ensure that young andunemployed people have greater access tothe job market by possessing a key skill.

IDutywa, Gatyana and Xhora are predomi-nantly rural areas with high levels of pover-ty and unemployment. The driver trainingprogramme is expected to “contribute to-wards the socio-economic development ofmarginalised members of the communitywho need assistance in obtaining drivers’ li-cences to enter the labour market,” said theCDC.

The driver simulator-based training is thefirst step in a comprehensive driver trainingprogramme and affords first-time drivers theopportunity to learn in a safe, simulated en-vironment before venturing out onto theroad.

“Young people who have an education of-ten lack basic essential skills, like driving,limiting their access to the job market. TheCDC wants to ensure that young people haveaccess to our world-class driver training pro-gramme that provides crucial skills and ena-bles employability,” said Ayanda Vilakazi,CDC head of marketing and communica-tions.

National Youth Development Agency coor-dinator for the Mbhashe Municipality, Zin-tle Ngceba, was pleased with the supportfrom the youth in the area – who attendedthe launch in large numbers.

“A driver’s licence is more often than notconsidered a prerequisite to obtaining em-ployment. The CDC is making a significantimpact on the lives of the youth and unem-ployed from these rural areas with this fan-tastic opportunity. We support this pro-gramme and I look forward to its future suc-cess,” said Ngceba.

The driver simulators are compliant withthe K53 driving curriculum, and cover themodules of identification of components,

pre-trip inspection, starting procedures,moving-off and changing gears, handling ofvehicle (hand-eye co-ordination exercises),parallel parking, alley docking, turn in theroad, incline start, highway driving (withdifferent weather conditions), city drivingin basic and advance mode and a yard sum-mary.

A progress report is also generated afterthe completion of each module for the bene-

fit of the user of the driver simulator. Driv-ers are trained for a Code 8 licence. Simula-tor training is followed by on-road trainingunder the guidance of trained instructors.

Since the launch of the driver trainingprogramme in 2008, the CDC have part-nered with various institutions of higherlearning to extend the programme to reachthe greater EC and other parts of the coun-try.

“Participants spend a minimum of 20hours on the simulators which has createda greater success ratio which we want tomaintain, since it means that hundreds ofdisadvantaged people would now have aworthwhile skill, enabling them to get a joband contribute to the local economy,” saidVilakazi.

Eight other higher learning institutionsin the EC are already benefitting from theCoega driver training programme thus farand include: Buffalo City College in EastLondon, Lovedale FET College in King Wil-liams Town, Eastcape Midlands College inUitenhage, Ikhala College in Queenstown,Ingwe FET College in Mbizana, Port Eliza-beth College in Struandale, Walter SisuluUniversity in Mthatha and Amajingqi Tra-ditional Council in Willowvale.

The CDC also implemented the pro-

gramme at Sabelele Village (Chris Hani Mu-nicipality).

The programme is provided free of chargeto the identified beneficiaries in line withthe CDC’s Corporate Social Investment pro-gramme and has yielded significant success-es. During the 2013/14 financial year alone,635 people have obtained their drivers’ li-cences and 2 814 had been trained for learnerlicences.

AMAN (24) who has been scarredfor life after a horror road acci-dent, says he is now in a battle toget his money from the attorneywho represented him in his RoadAccident Fund case, as well as aclaim against the EC Departmentof Health.

And Avela Mabuti Mathimba,from Kunomvalo location inLusikisiki, has vowed not to sur-renderuntil hismoneygoeswhereit belongs, into his bank account.Mathimba was seriously in-

jured in 2004 in an accident on theR61 between Port St Johns andLusikisiki. His collar bone and leftarm were broken and he is nowwheelchair bound, which forcedhim to drop out of school at grade11.His claim from the Road Acci-

dent Fund (RAF)was processed bythe law firm, Nonxuba and Co At-torneys.Mabuti decided to do his own in-

vestigations, after he was told bythe attorneys that he would onlybe getting R25 000 of the R2,5 mil-lionhewasawardedafter theyhaddeducted all the costs that were in-volved in claiming the money onhis behalf from the RAF.

According to Mathimba his own in-vestigation revealed that RAF had paidR2,5 million into the account of the at-torneys. The Express is in possession ofthe proof of payment of R2,5 millionmade by the RAF.Mabuti has decided to take the attor-

ney on in court when his case is heardon April 22 in the Mthatha High Court.Mabuti is demanding that his money

be deposited in his account andhe is dis-puting the appointment of a curator bythe attorney without his consent. “Iwant my money – nothing else,” saidMabuti.TheExpress discovered that the claim

from the RAF was handled by ZukoMack Michael Nonxuba. Nonxuba alsoallegedly lodged a lawsuit of negligenceagainst the Eastern Cape (EC) Depart-ment of Health after Mabuti developedsores while he was in hospital in Lusik-isiki.The Express was told that the lawsuit

against theDepartment of Healthwas tothe tune of millions of rands and thesame lawyer won the case. But after thefamily discovered that the lawsuit wassuccessful, they stepped in and stoppedthe department from making the pay-ment to the lawyer.The Express attempted to get hold of

a spokesperson from theEC departmentof health for confirmation of this law-suit, but all attempts were in vain.Mabuti’s uncle, Bongani Tshuwane,

confirmed that the attorney handled theclaim against the health departmentand he revealed that the attorney hadclaimed R13 million from the depart-ment. “As family we decided to stop thepayment from the department becausewe first want to deal with the case of theRAF payment. Then we will deal withthis one. We were surprised to find outthat Mr Nonxuba was intending to ap-point a curator for himwithout consult-ing us, so we decided to take the legalroute to dispute that.”

According to Mabuti, he got in-volved with Nonxuba after a femalenurse approachedhim,while lying inhospital, proposing to put him in con-tact with a lawyer who could processhis accident claim from the RAF.“I refused because there was a fam-

ily attorney and I needed to discussit with my family.“After seven months I was dis-

charged from hospital in a wheel-chair. When I was at home this nursearrived with her husband trying toconvinceme tomakeuse of this attor-ney.“I refused again, but eventually

they came with this lawyer, by thename ofMrNonxuba. They promisedthat Iwould getmillions and I signed.But now he is running away with mymoney.”In his responseNonxuba described

doctors during the process of bothcases. They checked his injuries andprepared reports based on his inju-ries and decided that a curator be ap-pointed to protect and administerMabhuti’s funds. “After his case wasfinalized in July last year I called andinformed him about the issue of a cu-rator,” said Nonxuba.

SOCCER lovers were disappointed last Sun-day when they were told that the refereeswere not going to come and officiate theleague game at New Rest Stadium in Lusik-isiki last Sunday.

Spectators who came in their numbers towatch their teams were angry with the lackof professionalism on the side of the SouthAfrican Football Association (Safa). Theyclaim they should have informed themthrough themedia not to come to the groundsas the game had been postponed due to theworkshop that was held for the referees.The game was supposed to be between the

teams thatwere behindwith their games:Mt-hatha Stream Madikizela All Stars FC vsCapital Spurs FC and supposed to be held atthe Capital Radio, together with CoastalStream International FC vs. AmaMpondo

United FC inNewRest Stadium. But both thegames were postponed as the referees had at-tended the workshop.“This was not on, especially from a big or-

ganisation like Safa, not to inform theirteams about the post-ponement of the gamesas they knew about theworkshop before theywent to the grounds . Itwas bad to hear fromteam managers thatthey had to phone theSafa office 20 minutesafter the game was dueto start and only be toldthen that the game hadbeen postponed and thatthe referees wouldn’t becoming,” said HakeemMahlatsi, one of the sup-porters.

The teams were already at the ground andhad finished warming up and were waitingfor the referee to start the game but after theywere told that the referee was not comingthey left the groundand took off their jerseys.
