Jacobs, who is from New Brighton in Mthat- ha, was denied bail for her own safety, since residents of the area were threatening to take justice into their own hands, should she be re- leased. Jacobs said she had given birth to all the children found in the freezer and that she had decided to keep them in there, because she couldn’t let them go. “They are my flesh and blood. I needed my babies to be close to me at all times,” she said. She asked the state to give back the remains of her children so that she could have them cremated to enable her to keep their ashes in her house. She denied killing any of them and said that they had all been miscarriages owing to the abuse she had suffered at the hands of her boy- friend. According to her he was the father of all four deceased children as well as three oth- er siblings who are alive. Jacobs was attending the burial of the late father of her seven children when the corpses of the four babies were discovered in the freez- er in her New Brighton home. According to the post-mortem reports, two of the children had died of hypothermia and the third of strangulation. According to these reports, the fourth victim had died as the re- sult of an abortion. The court heard that she wanted to see her children and would like to know where they were being kept. Warrant officer Nkanyiso Ndamase, who is investigating the case, confirmed that during their first meeting (which took place before her arrest) Jacobs had asked where her chil- dren were and had said that she wanted to see them. Last Thursday she told the court that she is not a witch and that she didn’t believe in witchcraft. “I only want my children to be next to me at all times.” She had denied that there had been food in the freezer where she kept her children’s re- mains. “I kept them in a separate refrigerator which was not opened often.” She said she had been keeping them there for four years. She said all four babies had been stillborn between 2009 and 2012. At Thursday’s hearing, her lawyer Mpume- lelo Notununu, insisted that she be granted bail, because her children needed her. THE King Sabata Dalindyebo (KSD) LocalMunicipality, the Department of Trade andIndustry, theDepartment of EconomicDevel-opment, Environment andTourism and busi-ness stakeholders met at a Business Break-fast at the Savoy Hotel last week to discussways to boost economy and tourism in the re-gion.

The gathering was addressed by KSDMay-or Nonkoliso Ngqongwa andwas attended bygovernment officials, delegates of the WildCoast Special Economic Zone and key busi-ness partners.

Mayor Ngqongwa said the gathering wasaimed at promoting strategic partnerships toimprove the economic development opportu-nities inKSDand to createnetworkingoppor-

tunities between the public and private sec-tors.

“We are creating a platform to expose op-portunities for our local businesses and to en-courage small businesses to get involved inavailable developments,” said Ngqongwa.

She said the municipality would be con-stantly under construction which meantthere would be more opportunities for localbusiness in different sectors including farm-ing and road infrastructure.

Itwas also revealed that theWildCoast Spe-cial Economic Zone (SEZ) would be piloted inthe OR Tambo region which is situated inKSD.

Vuyani Lingela, Agro-processing Specialistsaid the SEZ would focus on agro-processing,tourism and green industries.

“Manyopportunitieswouldbemadeavaila-ble through the SEZ programmes, as we willbe reviving old factories within the AlfredNzo, Amathole and OR Tambo regions,” saidLingela.

He said that the programmes would in-clude farming, produce and processing andthat more local businesses would be in-volved.

THE Mt Ayilff police are hunting down aman (21) who is believed to have connedabout 85 people in two villages by promisingthem jobs if they paid him R500 for medicaltests.

According to police spokesperson, Cap-tain Mlungisi Matidane, this man hadconned the people of Gillespy and Tella loca-tions in Mt Ayliff out of approximatelyR65 000.

Reports claim the man met with a localemerging businessman in Kokstad andasked him to subcontract with him, becausehe had a company that was manufacturing

building material in Pretoria and wouldneed skilled people from the Transkei towork in his company.

Local businessman Mncedisi Jajukaagreed and he sent his documentation to theman.

This was followed by a phone call whichconfirmed their agreement of work.

It is alleged that the sameman fromPreto-ria told Jajuka to hire about 85 people whowould have been sent to Pretoria for train-ing. The man allegedly asked Jajuka tomake sure that each person recruited paidR500 for medical tests when they got to Pre-toria.

People who were recruited paid the mon-ey as requested and the man from Pretoria

came down to collect the rest of the moneyfromthosewhohadnot paid.But before theycontinued with the collection of the out-standingmonies, Jakuja suggested that theygo to the police station to have an affidavittaken about their deal.

Following some questions concerning thecollection of the cash, the man was interro-gated by the police.

Captain Matidane said the man allegedlywent to fetch his identity document fromhiscar, but he never returned to the station.

“We have deployed police all over thecountry to look for this man. We are tryingto prevent more people falling victim to hisscam. We also discovered an ID in his bagwhich he left behind and an ID of a deceased

person with a fraudulant picture.”Healso confirmed that thepolice inMtAy-

liff were investigating a case of fraud andtheft.

He said they were expecting more victimsof this scam to come forward. The man whohad established a relationship with the conartist, and who had recruited people, wentback to the communities to apologize in thecompany of the police.

He told residents that he was not awareof the man’s alleged fraudulent intent. Hethought the man was there to help the job-less people of the area.

Attempts to get hold of Mncedisi Jakujawere fruitless as his phone was on voice-mail.

A 500-strong student body borne out of a de-sire to empower communities on legal andconstitutional matters could see parity re-stored in countless fights of people obsessedby ignorance on matters of the book.

Last year the Mthatha campus bore wit-ness to the launch of the Walter Sisulu Uni-versity (WSU) National Association forDemocratic Lawyers (NADEL) StudentChapter which consists of current andformer WSU students.“The establishment of this organisation

serves to aidNADEL in its constitutional de-velopment and transformation imperatives.We want to empower the masses by educat-

ing them about their rights as etched in theconstitution on various issues,” says Stu-dent Chapter Secretary Chuma Gqetywa, asecond-year law student.She said one of the most critical roles of

the chapter was to equip communities,through street law sessions and public dis-cussions, with the necessary legal knowl-edge so they could make the right choicesin life.The Student Chapter had been working

tirelessly since its establishment to buildand foster relations with strategicallyplaced organisations that would supple-ment its efforts to bring the law to thestreets.“We’re currently in talkswith a local com-

munity radio station to look into creating a

platform that will allow for such discourseto start taking shape,” said Gqetywa.She said a plethora of topics would be ta-

bled and interrogated during what’s set tobe a weekly show that offers the communityan opportunity to engage with different top-ics.“We’re looking at identifying reputable le-

gal experts to weigh in on the issues at handso we empower our people with soundknowledge. The community will also beheavily involved in these discussions be-cause these will be discussions about socie-tal issues,” said Gqetywa.Topics on hand will include, among oth-

ers, criminal law, civil law, consumer law,customary law, environmental law as wellas human rights.

Gqetywa said the chapter also advocatesfor constitutional development, judicialtransformation and community develop-ment. “We also assist students with practi-cal and theoretical legal support through fa-cilitating student workshops that are ad-dressed by practising attorneys andadvocates, as well as developing studentsthroughmoot court practical and communi-ty outreach programmes,” she concluded.NADEL boasts some famous and reputablenames within its ranks, including the lateChief Justice Pius Langa and former JusticeMinister Dullah Omar.WSU is also well represented in the NAD-

THE funeral service of the late traditionalmusic DJ Saba Mbixane at Mandileni ruralvillage outside Mount Frere town on Sundaywas attended by dignitaries from nationaland provincial parliaments who came to bidfarewell to the DJ, farmer and communitybuilder.

Among the thousands of mourners who at-tended his funeral was the EC Premier Phu-

mulo Masualle, Public Works Minister Thu-las Nxesi, Cosatu general secretary Zwelinzi-ma Vavi, Deputy Communications MinisterStellaNdabeniAbrahams, traditional leadersincluding Nkosi Ngangumhlaba Matanzima,founder of the South African Traditional Mu-sic Awards Dr Dumusani Goba, MPs andMPLs.Although Mbixane was not awarded a pro-

vincial state funeral by the office of the StatePresident, as was requested by the EasternCape Province, the premier of the EasternCape made sure that Saba Mbixane received

a dignified funeral.Eight memorial services were held for him

across the country.Mbixane died after a motorbike accident in

his home village last month. After the acci-dent hewas taken to the local hospital,Madzi-kane KaZulu, from where he was later airlift-ed to the Nelson Mandela Academic Hospitalin Mthatha. He died on February 26 after be-ing in a coma for several weeks.Mbixane had been working for Umhlobo

Wenene FM. He started his time at the stationby hosting a very popular breakfast show.

Hewent on to host a traditionalmusic showin 1997 and the number of listeners to thisshow increased tremendously..It was as ifMbixane knew that hewas going

meeting that electricity would be installed asfrom April last year in their area, but theywere still waiting.“When we ask our councillor about this

promise that he made some time ago in ameeting, henormally denies everything, eventhough he told the entire community of Polar

Park at that particular meeting. We don’twant to fight, but we need development. THE Port St Johns municipality is mourn-ing the death of its mayor Danisile Mnya-mezeli Mangqo (40) who passed away onMarch 5 in a Durban hospital after a shortillness.

According to reports Mangqo showedsigns of illness and terrible coughing a fewweeks ago. As a result of these symptomshe visited the doctor who referred him tohospital.Port St Johns speaker and close friend to

Mangqo, Thandisizwe Khukula, expressedhis sadness abut the sudden death ofMang-qo whom he regarded as his brother.

He said Mangqo was well-known for hisactions to unite people through culture, aswas evident in the recently held culturalfestival hosted by the municipality. Heplayed a leading role in making sure thatthe festival took place.According to him Mangqo also played a

vital role in the Isingqi Sethu – an annualevent that is jointly hosted by the Port StJohns municipality and the Department ofSport, Recreation, Arts and Culture.He described Mangqo as a man of peace

and unity, who loved to see Port St Johnswell developed.“Hewas a very disciplined and respected

man,” said Khukula. Mangqo was also pop-ular in athletics circles.

His death follows that of former mayorof the municipality, WilliamMtakati, whoalso died recently.The Executive Mayor of OR Tambo,

Nomakhosazana Meth, has extended herheartfelt condolences to Mangqo’s family,loved ones, friends, and the people of PortSt Johns. “His untimely death has robbedthe Government of a passionate people’svolunteer and an advocate of people’s de-velopment.“Mayor Mangqo was known for his

strong views on youth development, edu-cation, skills development and the allevia-tion of the plight of the downtrodden mas-ses. While being mayor, he strived for therealization of a free and just society.“We take this opportunity to thank his

family for allowing thepeople ofORTambodistrict to share his valuable life. Hismarkwill be a symbol of determination to be em-ulated by future generations, ” said Meth.Mangqo will be buried on March 21, in

his home locality of Ntafufu.

THE Amapondo Children’s Project (ACP), es-

tablished in 2001 through the AmapondoBackpacker Lodge, has looked after the chil-dren of Port St Johns (PSJ), through the

Mthumbane Pre-school and Port St JohnsChild Care Centre (also known as Eluxolwe-ni), since its establishment.

This project also intervened when Eluxol-weni Centre was about to close down due tolack of funds.According to the co-founder of the project,

Neil Clayton, who is also the owner of Ama-pondo Backpacker Lodge, the Khulani CraftProject based at the lodge, also forms part ofthe ACP.As part of the project local women learn

sewing skills and make items for sale.“Over the past 6 months, the ACP has re-

ceived funding from the PSJ Rotary Club, theMthatha Rotary Club, and the East LondonRotary Club, as well as from private interna-tional funders.TheACPalso raises funds through its local-

ly based volunteer programme, and through

various fund raising initiatives such as jum-ble sales, pub quizzes, and also the sale of deli-cious chocolate balls around town.”He saidRebekkaSquire, a certified psychol-

ogist from the UK, first arrived in Port StJohns in early 2014 to volunteer for the ACP,and has since returned on a one-year contractas Project manager for the ACP.Clayton said through her efforts, the

Project had recently raised significant fund-ing which was contributing to the childrenfrom theMthumbaneCrèche getting better fa-cilities all the time.“The current development is a new class-

ONE person diedwhile others were se-riously injured lastweek Tuesday nightin a horror accidentinvolving two carson the N2 Broeksnekstop between Mt Ay-liff and Kokstad inBechuana locality.

Arrive Alivespokesperson Tshe-po Machaea said theperson who was in-side the vehicle thatcaught fire wasburnt beyond recog-nition, while othersmanaged to escapedwith serious burnwounds and injuriesand were taken to theMt Ayliff hospital.

Machaea said itwas not clear whatthe cause of the acci-dent was, but that po-lice were investigat-ing and the expertshad been sent to thescene to establish thecircumstances sur-rounding the fatal ac-cident.

“The injuredwould be able to helpus with more infor-mation after beingdischarged from thehospital,” said Ma-chaea.

Lawrence Mphe-phanduko who wit-nessed the accidentdescribed it as themost horrific acci-dent he had ever seenin his entire life.

“I never seen a per-son burn like that.The person hadburnt to coal.”

The gender of thevictim had not yetbeen established.

Meanwhile at least11 more people diedin traffic accidentslast weekend on theEastern Cape’s noto-rious N2.

MOUNT Ayliff-born Lulama Makha isamongst the three winners of the inaugu-ral Lithuba Lakho Eastern Cape CraftCompetition who have been selected to at-tend Africa’s Premier Design Showcase –Design Indaba 2015 in Cape Town.

The annualDesign Indaba is SouthAfri-ca’s Premier Showcase of high-end Afri-can design, exhibiting the home-grownwares of all the creative sectors under oneroof. Over 200 international buyers annu-ally use the Indaba as their creative explo-ration ground. In 2014,more than 800 localand international buyers made Design In-daba a sourcing destination.Makha who owns his own label called

LM Junior and is based in his rural townof Mount Ayliff, was over the moon withthe announcement.He started his company in 2014 and

deals with producing clothes, bags, andaccessories.He had transferred his skills to others

as he had trained many people in design-ing and sewing.“I am over the moon and the announce-

ment gave me more creativity, becausenow I realise that there are peoplewho are

South Africa’s economic outlook for 2015is expected to be less than favourable, butthe persistence of many business owners tocontinue purchasing commercial propertiesat levels experienced in 2012/2013 is avote of confidence in the future of ourcountry’s commercial property market,asserts Brett Webb, Head of SpecialisedLending: Specialised Sales and CommercialMarkets at Standard Bank.

“Despite the downturn in the economyand expectations that interest rateswill increase further in 2015, StandardBank clients are still buying property,but becoming more selective in theirpurchasing patterns. Notwithstandingthis added caution, the bank had, to datein 2014, negotiated ‘owner-occupier’transactions that were in line with2012/2013 figures, and experienced a44% upsurge,” adds Mr Webb.

Activity in Standard Bank’s specialisedlending portfolio is concentrated on owner-occupied properties worth a minimum ofR5 million and clients with a minimumturnover of R10 million and a maximumturnover of R1.2 billion. The typicalproperty purchase agreement is for aperiod of 10 years. Buyers typically borrow

between 70 to 75% of the property’s value– the owner-occupier’s equity contributionbeing driven by factors such as demand forthe property etc.

One of the strong factors driving theowner-occupier market is that a combinedview is taken on the client and the propertyto determine the client’s level of equitycontribution when a purchase is concerned.

“There is no doubt that owner-occupiersare taking a longer-term view of the marketand are making property investments onlywhen the stability and potential of theirmarkets and company cash flows have beencarefully examined.

“Factors impacting on property purchasingdecisions have also been influenced by therentals being paid in the geographical areasin which businesses operate. There havebeen instances where, in areas that are lessin demand because of their location, rentshave remained static or even declined.In others, however, where the location iscentral and ideal for potential buyers theopposite has been true.”

“The major issue presently impactingthe sales of commercial properties is thecost base related to municipal rates andenergy increases that in many cases haveoutstripped the growth in rentals. Whererentals have been low, many potentialpurchasers of buildings have held back frommaking an investment when viewing energyand rates costs.”

“Where businesses are owner-occupied,they have taken advantage of varioussubsidy schemes on offer to reduce energycosts. Typically, ‘greening’ their buildingshas involved retrofitting lighting systemsand obtaining cost-efficient equipmentsuch as electric motors. It is more difficult

to achieve these operational savings whenpremises are rented and the landlordhas to shoulder some of the cost burdeninvolved.”

“As was to be expected, the primary areaof activity in the owner-occupier segmentduring 2014 was Gauteng. In KwaZulu-Natal, the commercial property market isfairly evenly split between investors andowner-occupiers. The Western Cape isfundamentally different with investorsrather than owner-occupiers taking thelead on commercial property purchases.The Eastern Cape market is dominated bya few large investors. This makes entry intothe market in the Eastern Cape difficult forsmaller owner-occupiers and investors inthe region.”

In provinces such as Mpumalanga, NorthernCape and the Free State, a shift hasoccurred with investors, often alreadyowner-occupiers in their own right, takingthe lead in diversifying into the rentalmarket. The Mozambique Corridor, wheresignificant government and municipalspend has taken place, has encouraged thegrowth of business and stimulated activityin the owner-occupier sector.

“The same dynamics apply near the Coegadevelopment area in Port Elizabeth, andindustrial development zones that havebeen established in East London in the

Eastern Cape, as well as the Dube TradePort near Durban’s King Shaka InternationalAirport,” says Mr Webb.

“What is key to the owner-occupier marketnow is how new developments and, indeed,redevelopments are impacted on by theavailability of infrastructure. Going forward,the pace of developments and where theytake place will be influenced by municipalspend on services and access to transport.”

“This bodes well for some locations suchas Jacobs in Durban. Although this is anageing industrial area, it is in high demandbecause of its central location on theoutskirts of the Durban CBD to the existingharbour and new harbour developments.Transport costs are also contained,making it an attractive investment forpeople wishing to construct purpose-builtfacilities.”

“What will continue to drive investmentsby owner-occupiers is the fundamentaldifference that exists between landlordsand business owners looking for a soundinvestment. The investor needs to weighthe cost of his purchase or building projectagainst rentals that can be achieved.”

“For the owner-occupier, the emphasis ison a business perspective. A location will beevaluated on how it will impact on tradingactivities and the owner-occupier will bewilling to make an investment based on thisoutlook,” says Mr Webb.

ceremony was held to also change the matric-ulants’ mindset and behaviour and to moti-vate them to see themselves as a special groupof learners within the school.

“At the beginning of the year, I gave thema theme that they needed to follow this yearin order to achieve excellent results. Thetheme I gave them for the year is ‘Change’,”

said Mavovana. The principal further ex-plained the word “change” as an acronym forcommitment, hard work, attitude, nurturer,gatherer of information and engagement.

Mavovana said Ngwayibanjwa SSS wasknown for its exceptional disciplinary code,cleanliness and most importantly, for its out-standing quality matric results. He encour-aged this year’s matric class to outdo them-selves and not to disappoint the school and

their parents. “We have afternoon, Saturdayand Sunday classes, as well as Winter andSpring schools. All of these efforts are madeto ensure that our learners are equipped witheverything that they need in order to obtaingood results at the end of the year,” he said.

Parentswerealsourged to limit thenumberof household chores for the learners so thatthey have enough time to study and do theirhomework.

OR Tambo residents will soon have a sec-ond community radio station whenNgwane FM starts broadcasting on90MHz from Mthatha.

Co-founder of the station, Muzi Dlami-ni, who is a former UCR FM reporter, saidNgwane FM was formed to service the en-tire OR Tambo region. It is community-based with no strings with the municipal-ity.

“We conducted research among com-munity members to find out if there is aneed for a second community radio sta-tion. The response we got was a bigthumbs-up to proceed with our vision,”said Dlamini.

Dlamini added that the new station willsolely focus on promoting the diverse cul-tures in the OR Tambo regions and alsoto give a platform to young and upcomingartists.

“This area is very diverse when itcomes to culture and tradition and wewant to cater for each and every group.We are therefore looking for young bloodthat will be able to push our vision for-ward,” he said.

He also promised the listeners that

when the radio station hits the airwavesin September this year, radio mogulswould be among the presenters and re-porters.

According toDlamini theyare still look-ing for aspiring and talented reportersand presenters but they will inform thepublic on when to start applying.

Dlamini formed the station togetherwith Sivuyile Gova who is a former teach-er.

“We were awarded the licence by the In-dependent Communication Authority ofSouth Africa (Icasa) in February this yearandweare ready tohit the airwaves,” saidGova.

The duo assured the OR Tambo commu-nity that this new baby is not competingwith the existing radio stations.

Pan Africanist Congress of Azaniamember in Mthatha, Simosakhe Memani,said they welcome the new community ra-dio station as it would also cover sur-rounding areas including Ugie and Ngco-bo.

“Wewill not leave the existing radio sta-tions, but this shows that Mthatha is real-ly developing. There is no way we cannotembrace development and we trust Dlam-ini since he has been involved with radiofor years,” said Memani.

THE Methodist Church of South AfricaClothe a Child campaign and the Departmentof Social Development have joined forces todonate school uniforms to 124 pupils in theAlfred Nzo and OR Tambo District Munici-palities.

The Superintendent of the MethodistChurch in the Clarkebury District, ReverendMzubanzi Hlongwane, said the church hasa Mission Unite desk who looks into theneeds of their community.The most recent handover of school uni-

forms at Mnceba in Ntabankulu and inMthatha was the fourth event since the start

of their partnership with the department ofSocial Welfare.He said four years ago the church had a

Dress a Child campaign and the departmentof Social Welfare had their Back to Schoolcampaign – both with the same goal of givinguniforms to pupils from destitute homes.“We identify the children and assist with

the school uniform.“Thereaftermembers of the local church in

the areawhere the child resides, will look aft-er the child and make sure that he or she hasa uniform throughout the year,” said Hlong-wane.Department of Education Development Of-

ficer, Magidela Manga, said the departmentwanted to ensure that the rights of the

learners was protected, and as such they in-troduced no-fee schools, scholar transportand nutrition programmes.Social ills were, however, difficult for the

department to address and he therefore wel-comed the efforts of the department of SocialDevelopment and the Methodist Church toassist the children.“We would like to ask parents to assist us

in addressing the problem of violence atschools among children and teachers,” saidManga.During the handover of the uniforms,MEC

for Social Development, Nancy Sihlwayi,highly commended the partnership they hadwith the Methodist church and called on oth-er organizations and churches to do the

same.Theymust however bring something to the

table, and the department will meet themhalfway.She said theywere looking at extending the

relationship with the Methodist Church tohelp the elderly as well.She had requested churchmembers to con-

sider donating an empty house, which theywere not using, to the department to be ableto create a place where old people can meetand socialize whilst being fed by the depart-ment.She also said that officials from her depart-

mentwould visit schools to find children thatneed assistance as the programme was heldevery year.

IT was a weekend filled with plenty of socceractionwhen SABRegional League clubs fromDutywa, FC Nantez and Candu FC lockedhorns in Gumbela Stadium, while ABC Mot-sepe League’s Mthatha Bucks played againstZimbane Killers FC at Mthatha Stadium lastSaturday.

Soccer fans from Dutywa were pleased tosee their clubs, FC Nantez and Candu FC, dis-playing football of a high standard with mag-nificent dribbling skills.

While FC Nantez was playing defensive

football and capitalizing on the advantage ofthe wind which gave them opportunities toplay counter attacks, Candu FC was equal tothe task and on the attack in the first half de-spite having to play against the wind.They wanted an early goal and during the

first ten minutes of the first half a Candu FCmidfielder came with a powerful long rangeshot which gave their team a goal.The first half ended with Candu FC leading

1-0. In the second half FC Nantez was all overthe Candu FC defenders as they were lookingfor an equalising goal but Candu FC’s goal-keepermade excellent saves denying FCNan-tez an equaliser.

The rain came down 25 minutes before theend of game and Candu FC decided to changetheir game plan with the hope of defendingtheir only goal of the game.Unfortunately for them FC Nantez also had

a change of plan andwasdetermined to eitherwin the game or share the point.FC Nantez’ strikers confused the Candu FC

defenders as they were attacking from all di-rections with their one two touches.In the last ten minutes of the game FC Nan-

tez created a clear chance when their strikerfound himself in a one-on-one with the goal-keeper.He beat the goalkeeper to end the gameinaone-all drawandthe teamssharingapoint.

In theABCMotsepe derby, ZimbaneKillersFC beat high-flying Mthatha Bucks FC witha score of 1-0.Mthatha Bucks FC is leading the ABCMot-
