1. Please provide a description of the product and its intended use or uses, as required by 10 CFR

32.22(a)(2)(i).

The ES6510-01 is a self Luminous Light Source for a level gauge used on the MSTAR MEA and tripod. The Main Electronics Assembly (MEA) and Tripod Adapter Plate are part of the Man Portable Surveillance and Tracking RADAR System (MSTAR) produced by DRS (formally SEI). See attachments 1, 2, and 6. The DRS item ES6510-01 is purchased by DRS from SRB Technologies (Part number: 15440XX) of the address : SRB Technologies (CANADA), Inc. 320-140 Boundary Road Pembroke, Ontario K8A6WF Canada The body of the ES6510-01 is a machined aluminum cylinder with an attached aluminum flange. A bubble vial is inserted and epoxied to the upper interior portion of the machined aluminum cylinder. The flange has three spaced counter bored holes around its perimeter used to attach the assembly to the next higher assembly. The next level of the assembly has an aluminum boss of appropriate size to accommodate the level gauge. A bubble vial is inserted and epoxied to the upper interior portion of the machined aluminum cylinder. Attachment 1 is the SRB Technologies drawing of the 15440XXX and Attachment 2 is the DRS (formerly SEI) drawing for the ES6510-01. The bubble vial is a sealed glass container that contains mineral water. The inside of the bubble vial is coated with phosphor. The Tritium gas vial is completely separate, suspended in epoxy underneath the bubble vial.

2. Please provide the type and quantity of byproduct material in each unit, as required by 10 CFR

32.22(a)(2)(ii). Radionuclide: Tritium (Hydrogen-3) and Activity: 180 mCi per source

3. Please provide the chemical and physical form of the byproduct material in the product and

changes in chemical and physical form that may occur during the useful life of the product, as required by 10 CFR 32.22(a)(2)(iii). Inorganic Gas

4. Please provide the solubility in water and body fluids of the forms of the byproduct material, as

required by 10 CFR 32.22(a)(2)(iv).

Absorption coefficient for H-3 gas is 0.004%, conservatively deemed as 0.01% = 0.0001

5. Please provide details of construction and design of the product as related to containment and shielding of the byproduct material and other safety features under normal and severe conditions of handling, storage, use, and disposal of the product, as required by 10 CFR 32.22(a)(2)(v). Please provide a drawing that describes the construction aspects of the product including components of the product, material of construction, dimensions, assembly methods, and source containment and shielding. Particularly, these drawings should show the locations of the byproduct material.

See Attachment(s) 1, 2 and 6.

6. Please provide the maximum external radiation levels at 5 and 25 centimeters form any external

surface of the product, averaged over an area not to exceed 10 square centimeters, and the method of measurement, as required by 10 CFR 32.22(a)(2)(vi).

Zero (0) external radiation as the source won’t penetrate the glass vial containment. Exposure would only occur if the glass vial containment assembly was broken. As can be seen from the design and construction of the light source within the bubble assembly (attachment 2) and where the bubble source is mounted and retained on the higher level assemblies (attachment 6), there is no exposure path as part of the ES6510-01 or MSTAR assembly.

7. Please provide the degree of access of human beings to the product during normal handling and

use, as required by 10 CFR 32.22(a)(2)(vii).

See attachment 6 showing location of the bubble level during set-up and operation of the MSTAR equipment. The backlight is not directly accessible to the operator of the equipment unless removed from the higher assembly and even then, the bubble light assembly would have to be disassembled and the glass vial broken in order for the radioactive material to be exposed. The bubble assembly is attached to both locations (MEA) and Tripod with tamper proof retaining screws which require special tooling to remove.

8. Please provide the total quantity of byproduct material expected to be distributed in the product

annually, as required by 10 CFR 32.22(a)(2)(viii). No more than 200 bubble sources will be stored at the DRS facility at any one time.

9. Please provide the expected useful life of the product, as required by 10 CFR 32.22(a)(2)(ix).

Estimated useful life of the MSTAR RADAR is 20 years.

10. Please provide the proposed method of labeling or marking each unit with identification of the

manufacturer or initial transferor of the product and the byproduct material in the product, as required by 10 CFR 32.22(a)(2)x) See marking note (7) and figure 2 of Attachment 2 (DRS drawing number ES6510-01).

11. Please provide procedures for prototype testing of the product to demonstrate the effectiveness of the containment, shielding, and other safety features under both normal and severe conditions of handling, storage, use, and disposal of the product, as required by 10 CFR 32.22(a)(2)(xi) The prototype test procedures are in accordance with ANSI/HPS N43.4-2000 (American National Standard – classification of Radioactive Self-Luminous Light Sources). The testing was conducted by SRB Technologies (CANADA) Inc. as the manufacturer of the ES6510-01 device. The test procedures are attached (attachment 3).

12. Please provide the results of the prototype testing of the product, including any change in the

form of the byproduct material contained in the product, the extent to which the byproduct material may be released to the environment, any increase in the external radiation levels, and any other changes in the safety features, as required by 10 CFR 32.22(a)(2)(xii). The prototype test results are included in the test procedure document (attachment 3). Please note that the test results include many SRB Technology source items (tested at the same time) including the ES6510-01 designated SRB part number 155440XXX.

13. Please provide the estimated external radiation doses and dose commitments relevant to the

safety criteria in 10 CFR 32.23 and the basis for such estimates, as required by 10 CFR 32.22(a)(2)(xiii)

A Sample Calculation of Maximum Dose Commitment Estimated radiation dose commitments are attached (attachment 4). This calculation was performed by SRB Technologies.

14. Please provide a determination that the probabilities with respect to the doses referred to in

10 CFR 32.23(d) meet the criteria of that paragraph, as required by 10 CFR 32.22(a)(2)(xiv). Refer to attachment 4 (Paragraph A.1 – Normal Conditions, Normal Use and Paragraph A.5 – Normal Conditions, Disposal) in the likelihood assessment s under use and disposal that the associated dose calculations are much less than the specified values in 10 CFR 32.24 column III and IV. In both cases, the determination is that the doses are much less (0, 0.05% of 0.1 mrem/yr (bury) or 17 mrem/yr (burn) ) for normal use and disposal respectively than the values in the specified table.

15. Please provide quality control procedures to be followed in the fabrication of production lots of

the product and the quality control standards the product will be required to meet, as required by 10 CFR 32.22(a)(2)(xv). The Quality Control (QC) procedures for item as an assembly is attachment 5. QC procedures for the assembly of the ES6510-01 into the MSTAR assembly (Tripod and MEA) can be provided upon request.

1. SCOPE. THIS DRAWING ESTABLISHES THE DETAIL REQUIREMENTS FOR A

CIRCULAR, BUBBLE LEVEL. ES6510-01 IS ILLUMINATED BY A GASEOUS TRITIUM LIGHT SOURCE AND ES6510-02 OMITS THE LIGHT SOURCE.

2. CONFIGURATION AND DIMENSIONS. THE CONFIGURATION AND DIMENSIONS

SHALL BE AS DETAILED IN FIGURE 1.

3. MATERIALS. THE MATERIALS USED IN THE CONSTRUCTION OF THE LEVEL SHALL BE OF SUFFICIENT QUALITY TO ASSURE THAT THE LEVEL CAN WITHSTAND THE OPERATING AND STORAGE ENVIRONMENTS DEFINED HEREIN.

4. ENVIRONMENTAL. THE OPERATING AND NON-OPERATING ENVIRONMENT

5. LIGHT SOURCE. THE LIGHT SOURCE USED TO ILLUMINATE THE LEVEL SHALL BE A GASEOUS TRITIUM TYPE THAT COMPLIES WITH GREAT BRITAIN DEFENSE STANDARD 62-4 (CAGE CODE K0851) FOR ES6510-01 ONLY.

5.1 SAFETY CONSIDERATIONS. THE GASEOUS TRITIUM LIGHT SOURCE CONTAINS

RADIOACTIVE MATERIALS. ALL SAFETY CONSIDERATIONS DEFINED IN DEFENSE STANDARD 62-4 SHALL BE FOLLOWED.

6. PERFORMANCE. THE LEVEL SHALL MEET THE PERFORMANCE REQUIREMENTS

SPECIFIED IN TABLE II.

7. MARKING. THE GRADUATIONS ON THE VIAL OF THE LEVEL SHALL SHOW NO SIGN OF BEING WATER SOLUBLE. THE GRADUATIONS SHALL BE FREE FROM DISTORTION WITH CLEAR SHARP EDGES AND SHALL NOT RUB OFF. THE -01 PART SHALL BE IDENTIFIED ON BUBBLE SIDE OF PART BY CO2 LASER ENGRAVING AS SHOWN IN FIGURE 2, MINIMUM CHARACTER HEIGHT SHALL BE 1 MM. THE -02 PART SHALL BE IDENTIFIED WITH THE MANUFACTURER’S IDENTIFICATION AND PART NUMBER PER MIL-STD-130. THE UNIT SHIPPING CONTAINER SHALL BE MARKED WITH THE SYSTEMS & ELECTRONICS INC.
