SUBJECT: Follow-up of Previous NRC Terminated License

Reference: NRC Region IV Ltr, Follow-up of Terminated License, September 26,2000

In response to your request to review and provide any documentation we may have to assist you in closing out these previously terminated permits, we have reviewed our historical documents of the following licenses:

a. Sundance AFB - License SNM-00530: Attachment 1 is a memo documenting the transfer of the sources in questions.

b. Sundance AFB - License 19-01398-26: Attachment 2 indicates that Martin Marietta Company transferred their materials to the Air Force dated November 1, 1962.

Note: Attachment 3 indicates the radioactive material associated with the PM-1 Reactor at Sundance AFB was determined to be 9 1 b material. HQ AFSCISEW is responsible for all radioactive material at Sundance AFB, ID.

c. McClellan AFB - License 04-07177-02: On September 5 , 1968, Eielson AFB, AK, Det 202 submitted an application to the AEC for use of byproduct material (atomic no. 1-83) in building 1183 (Atch 4). The AEC issued a license (50-13057-01) on December 13, 1968 (Atch 5). Under item 15, Disposal of Radioactive Waste, the application states, "burial is carefully monitored to insure proper depth of earth cover and separation between drums"(Atch 4). Under block 8.a, it states that "the Chief, Chemistry Section will prepare requests through the Base Bio-Environmental Health Officer to arrange for proper disposal. Disposal will be by means of shipment to authorized burial facilities in accordance with TO 00-llON-2" (Atch 4). Thus, based on these paragraphs, it is unclear as to whether or not waste disposal was in fact conducted at Eielson AFB, AK. No records were found that defined, identified, or verified the location of a burial site at Eielson AFB AK.

In 1974, Det 460 replaced Det 202. At some point in time, the use of licensed material covered under license 04-7 177-2 and license 50-13057-01 was authorized under USAF Radioactive Material Permit No. 09-30272-1AFP. The AF license parallels 04-7177-2 and license 50-13057-01. In September 1997, a survey was conducted in building 1183 and no contamination was found above NRC release limits (Atch 6). In April of 2001, license 09-30272-1AFP was terminated. All facilities at McClellan AFB that were associated with this activity were released for unrestricted use during the 1990s and 2000.

d. McClellan AFB - License 04-08699-01: On December 18, 1985, the NRC license was terminated and an Air Force permit was issued 04-08699-5 AFP (Atch 7 & 8). On July 20, 1987, 04- 08699-5AFP was terminated and consolidated under permit 04-101 17-2AFP. Unfortunately, the Termination sheet is barely legible on the microfiche (Atch 9). A copy of 04-101 17-2AFP is provided in Attachment 10. Items 6A and 6F reflect the Cesium and Nickel sources.

On December 17, 1993, a letter from the permittee, SM-ALC/TI-1, was submitted to our office. The letter stated that several items, including the Cesium and Nickel sources were removed. More specifically, item 6A; the Cesium 137 sources, were transferred to licenses NRC 29-010022-14, CA 1777-70, and CA 5943-34. Item 6F, the Nickel 63 sources, were transferred to USAF Radioactive Material Permit No. 04-101 17-3AFP (Atch 11). USAF Radioactive Material Permit No. 04-10117- 3AFP7 which was eventually converted to USAF Radioactive Material Permit No. CA90109- 01/00AFP7 was terminated in 1999 (Atch 12).

e. Randolph AFB - License No. 42-0186-01: Attachments 13 and 14 indicate decommissioning of the burial site at Randolph AFB, TX and disposition of material.

f. Randolph AFB - License No.42-05032-01: No more information found.

g. Vandenberg AFB - License No. 04-01964-06: No more information found.

h. McChord AFB - License No. 46-15183-01: No more information found,

3. The following information is provided on the long term requirements and plans to ensure safe operation of the Maneuverable Neutron Radiography System (MNRS) :

a. A formal qualiw assurance plan for the MNRS will be prepared by 1 Jan 94.

b. A formal equipment modification plan will be prepared by 1 Jan 94.

c, A memorandum of agreement has been signed tasking TIR with engineering and technical support for the moderator collimator shleld assembly, source handling equipment, and bunkers. TIR will be responsible for a routine inspection and maintenance program that will ensure proper functioning of components important to safety.
