Fisher Dies; i Immigration Employe Alton Leslie Fisher, 40, an employe of the Immigration and Naturaliza- tion Service of the Justice Depart- ment for the last 23 years, died yes- terday at the new Georgetown Hos- pital after a five-month illness. He was born in Potomac, Md., but had lived in the District since he was a child. His home was at 5900 MacArthur boulevard N.W. Mr. Fisher attended Western High School and studied law and account- ing at Benjamin Franklin Univer- sity. He had lived in Philadelphia since 1941 when his office in the Immigration and Naturalization Service was transferred to Phila- delphia. While in Philadelphia he was active in the physical depart- ment of the YMCA and for four years was on the Permanent Health Committee and official timekeeper for the YMCA intramural basket ball league. He was also program planning counsel representatives for the “Y” and manager and counselor of the boys’ basket ball team. At one time Mr. Fisher was man- ager of two amateur baseball teams in Washington. He is survived by his parents, Thomas V. and Nannie Mossburg Fisher, of the MacArthur boulevard address. Rowell, 80, Militant Editor, Dies By the Associated Press BERKELEY, Calif., April 13.— Chester H. Rowell, an editor in the tradition of Horace Greeley and William Allen White, died last night at the age of 80. He was a friend of every United States President since Grant. Illness forced him to retire two years ago from his last journalistic assignment, columnist for the San Francisco Chronicle. Mr. Rowell had attained fame as the militant editor of the Fresno Republican and was editor of the Chronicle from 1932 to 1935. He was an author, lecturer, edu- cator and political scientist. He had toured and lectured in every continent except South Amer- ica and was the master of 26 lan- guages and dialects. Mrs. F. B. Talbott, 53, Dies; Former Clubwoman Mrs. Franklyn B. Talbott, 53, former Silver Spring clubwoman, died yesterday at Mantorville, Minn., after a long illness. She had lived in Mantorville since her husband retired as an inspector in the Post Office Department here about three years ago. Mrs. Jessie Pew Lockhart Dies at Home in Texas By the Associated Press BEAUMONT, Tex.. April 13.—Mrs. Jessie Pew Lockhart, 80, sister of the late J. Edgar Pew, former presi- dent of the Sun Oil Co., died at her home today after a lingering illness. Survivors include her daughter, Mrs. R. W. Pack, Philadelphia, and a brother, John E. Pew, a Sun OU Co. official, in Philadelphia. The body will be sent to Mercer, Pa., for burial tomorrow. Dr. Rupert Blue Dies At 80; Former Surgeon General, AMA Head Dr. Rupert Blue, 80. surgeon gen- eral of the Public Health Service from 1912 to 1920 and a past presi- dent of the American Medical Asso- ciation, died last night at Roper Hospital, Charleston, S. C., of a heart ail- ment and con- tributing ill- nesses. Dr. Blue, who for more than 25 years lived Jiere at the Benedict Hotel, had spent his professional career fighting f or i m p r o v e d American health. He «*• »««• waged successful campaigns against bubonic plague in San Francisco in 1903 and 1904 and revolutionized the method of fighting this scourage. He decided the disease was spread by rats. As late as 1920 French officials invited him to Paris to de- scribe the results of his rat extermi- nation drive in California. Entered Service in 1893. Dr. Blue’s entire professional career was in the Public Health Service. After attending the Uni- versity of Virginia and receiving his M D. degree from Maryland in 1892, he entered the Public Health Service in 1893 as an assistant surgeon. On assuming the office of surgeon general January 13, 1912, he started an Investigation of the causes of malaria and typhoid fever. The result of his study was sanitary reg- ulations for the control of drinking water on trains and steamships. He made America conscious of the perils of "the common drinking cup.” Helped Create Leprosarium. Dr. Blue was director of sanitation of the Jamestown Exposition, where he protected thousands of visitors from typhoid fever and malaria. He combatted smallpox in Iowa and di- rected leprosy investigations which led to the establishment of the Fed- eral institution for lepers at Carville, La. Under his administration the Public Health* Service also inaugu- rated vehereal 41seasc prevention and control work in co-operation with the States. During World War I Dr. Blue was chief of the Federal Health Service which, .with the Red Cross and State boards of health, set up san- itary safeguards in and around military camps. Warred on imported uiseases. During his 1920 trip to Europe he also directed efforts to prevent spread of disease in this country by immigrants. Under his guidance prospective immigrants were ex- amined by officers in 29 European ports and prevented the spread of typhus and other diseases epidemic in Europe during and after the war. In May, 1928, Dr. Blue served with a board of medical officers in Washington to revise the quaran- tine regulations. The rules were regulated to prevent international transmission of disease by airplane travelers. He retired in 1932. Dr. Blue, who was unmarried, was a native of Marion, S. C. Was AMA President. Miller, 26, of 4320 North Fourth street, Arlington. Mr. Miller and his uncle, Henry C. Miller, 51, of 3912 North Fifth street, Arlington, were in a row- boat which capsized in Georgetown Channel. The uncle was rescued. The younger man started swimming for shore, but was unable to make it. His body was recovered several hours later. Brick, Falling 60 Feet, Hurts Man in Virginia A laborer at the Virginia Electric Light & Power Co. plant under con- struction at Possum Point, Va., was critically injured yesterday when a brick fell 60 feet from a chimney and struck him on the head. The injured man, Sterling Allen, 31, colored, of Roseville, Va., is an employe of the Consolidated Chim- ney Corp., which is installing smoke- stacks at the plant, the Alexandria Hospital said. Mr. Allen, was taken to the hospital by Hall’s ambulance at Occoquan. Mrs. Wallace, widow of Henry C. Wallace, Secretary of Agriculture under Presidents Harding and Coolldge, lived on the outskirts of the Nation’s political life for 30 years, but took little interest in politics herself. Her husband was Secretary of Agriculture from 1921 until his death in 1924. Her son Henry served under Franklin D. Roosevelt as Secretary of Agriculture and Com- merce and as Vice President. Members of the family denied that Mrs. Wallace strongly disapproved Henry A. 'SAVANNAH, Ga., April 13.—Mrs Edward T. Comer, 79, widow of one

of the South's pioneer textile man-

ufacturers, died here of a heart at-

tack last night. Mrs. Comer had been in ill health

for the last year, but her death was

unexpected. Mrs. Comer, an art patron, con-

tributed toward the founding of

museums in Columbus and Macon.

She had lived here since her hus-

band died in 1927. Mr. Comer took

over the Bibb Manufacturing Co,

frttm his elder, brother, the late

Hugh M. Comer, who organized the

huge textile concern. Mrs. Comer was a sister of the

late Barron G. Collier, New York advertising man.

Alton L. Fisher Dies; i

Immigration Employe Alton Leslie Fisher, 40, an employe

of the Immigration and Naturaliza- tion Service of the Justice Depart- ment for the last 23 years, died yes- terday at the new Georgetown Hos- pital after a five-month illness. He was born in Potomac, Md., but

had lived in the District since he was a child. His home was at 5900

MacArthur boulevard N.W. Mr. Fisher attended Western High

School and studied law and account-

ing at Benjamin Franklin Univer-

sity. He had lived in Philadelphia since 1941 when his office in the

Immigration and Naturalization Service was transferred to Phila-

delphia. While in Philadelphia he was active in the physical depart- ment of the YMCA and for four

years was on the Permanent Health

Committee and official timekeeper for the YMCA intramural basket ball league. He was also program planning counsel representatives for the “Y” and manager and counselor of the boys’ basket ball team. At one time Mr. Fisher was man-

ager of two amateur baseball teams in Washington. He is survived by his parents,

Thomas V. and Nannie Mossburg Fisher, of the MacArthur boulevard address. Funeral services will be held at

2:30 p.m. Thursday at St. David’s Episcopal Chapel, Macomb street and Klingle road N.W. Burial will be in Fort Lincoln Cemetery.

Chester H. Rowell, 80, Militant Editor, Dies

BERKELEY, Calif., April 13.—

Chester H. Rowell, an editor in the tradition of Horace Greeley and

William Allen White, died last night at the age of 80. He was a friend

of every United States President

since Grant. Illness forced him to retire two

years ago from his last journalistic assignment, columnist for the San Francisco Chronicle. Mr. Rowell

had attained fame as the militant

editor of the Fresno Republican and was editor of the Chronicle from

1932 to 1935. He was an author, lecturer, edu-

cator and political scientist. He had toured and lectured in

every continent except South Amer- ica and was the master of 26 lan-

guages and dialects.

Mrs. F. B. Talbott, 53, Dies; Former Clubwoman Mrs. Franklyn B. Talbott, 53,

former Silver Spring clubwoman,

died yesterday at Mantorville,

Minn., after a long illness. She had lived in Mantorville since

her husband retired as an inspector in the Post Office Department here about three years ago. Mrs. Talbott was a former presi-

dent of the Silver Spring Women’s Club and was also active in Red

Cross work in Silver Spring. Besides her husband she is sur-

vived by a sister.' Mrs. Lloyd Walker of Silver Spring. Funeral services will be held at

1 pjn. Thursday in Mantorville.

Burial will be in Clark's Grove, Minn.

Dies at Home in Texas By the Associated Press

BEAUMONT, Tex.. April 13.—Mrs. Jessie Pew Lockhart, 80, sister of

the late J. Edgar Pew, former presi- dent of the Sun Oil Co., died at her

home today after a lingering illness. Survivors include her daughter,

Mrs. R. W. Pack, Philadelphia, and a brother, John E. Pew, a Sun OU

Co. official, in Philadelphia. The body will be sent to Mercer,

Pa., for burial tomorrow.

Dr. Rupert Blue Dies At 80; Former Surgeon General, AMA Head

Dr. Rupert Blue, 80. surgeon gen- eral of the Public Health Service

from 1912 to 1920 and a past presi- dent of the American Medical Asso- ciation, died last

night at Roper Hospital, Charleston, S. C., of a heart ail- ment and con-

tributing ill- nesses.

Dr. Blue, who for more than 25

years lived Jiere at the Benedict

Hotel, had spent his professional career fighting f or i m p r o v e d American health. He «*• »««•

waged successful campaigns against bubonic plague in San Francisco in 1903 and 1904 and revolutionized the method ■ of fighting this scourage. He decided the disease was spread by rats. As late as 1920 French

officials invited him to Paris to de-

scribe the results of his rat extermi-

nation drive in California.

Entered Service in 1893.

Dr. Blue’s entire professional career was in the Public Health

Service. After attending the Uni-

versity of Virginia and receiving his M D. degree from Maryland in 1892, he entered the Public Health Service

in 1893 as an assistant surgeon. On assuming the office of surgeon

general January 13, 1912, he started

an Investigation of the causes of

malaria and typhoid fever. The

result of his study was sanitary reg- ulations for the control of drinking water on trains and steamships. He

made America conscious of the

perils of "the common drinking cup.”

Helped Create Leprosarium.

Dr. Blue was director of sanitation of the Jamestown Exposition, where

he protected thousands of visitors

from typhoid fever and malaria. He

combatted smallpox in Iowa and di-

rected leprosy investigations which

led to the establishment of the Fed-

eral institution for lepers at Carville, La. Under his administration the

Public Health* Service also inaugu- rated vehereal 41seasc prevention and control work in co-operation with the States.

During World War I Dr. Blue was

chief of the Federal Health Service which, .with the Red Cross and

State boards of health, set up san-

itary safeguards in and around

military camps. Warred on imported uiseases.

During his 1920 trip to Europe

he also directed efforts to prevent spread of disease in this country

by immigrants. Under his guidance prospective immigrants were ex-

amined by officers in 29 European ports and prevented the spread of typhus and other diseases epidemic in Europe during and after the war.

In May, 1928, Dr. Blue served

with a board of medical officers in

Washington to revise the quaran- tine regulations. The rules were

regulated to prevent international transmission of disease by airplane travelers. He retired in 1932.

Dr. Blue, who was unmarried, was a native of Marion, S. C.

Was AMA President.

He was president of the American Medical Association in 1915 and held

membership in many scientific so-

Man's Death in River

Is Ruled Accidental Deputy Coroner Christopher Mur-

phy yesterday issued a certificate of accidental death ih the drowning Sunday of James M. Miller, 26, of

4320 North Fourth street, Arlington. Mr. Miller and his uncle, Henry

C. Miller, 51, of 3912 North Fifth

street, Arlington, were in a row-

boat which capsized in Georgetown Channel. The uncle was rescued.

The younger man started swimming for shore, but was unable to make

it. His body was recovered several hours later.

Brick, Falling 60 Feet, Hurts Man in Virginia A laborer at the Virginia Electric

Light & Power Co. plant under con- struction at Possum Point, Va., was

critically injured yesterday when

a brick fell 60 feet from a chimney and struck him on the head.

The injured man, Sterling Allen, 31, colored, of Roseville, Va., is an

employe of the Consolidated Chim-

ney Corp., which is installing smoke- stacks at the plant, the Alexandria

Hospital said. Mr. Allen, was taken

to the hospital by Hall’s ambulance at Occoquan. His condition today was reported as poor.

had been confined to the house dur-

ing a long illness. A native of Strasburg, Va., Mr.

Willis had been a resident of Wash-

ington for 50 years. He was a grad- uate of the Georgetown University Law School. He began his business career as credit manager for the old

Washington Times,, and in 1914

joined the Munsey Trust Co. as

manager of its real estate depart- ment. He was named a director of the

bank in 1918 and became secretary the following year. He remained in

these two positions until illness

forced his retirement in 1938.

He was a 32d degree Mason in the Trinity Blue Lodge and partici- pated in the Scottish Rite. Always active in business organi-

zations, Mr. Willis was at one time

president of the Washington Real

Estate Board and was a member

of the Board of Trade. He is survived by his widow, Mrs.

Katherine Malone Willis; two

daughters, Mrs. Omar N. Spain and Mrs. Louis J. Cursco; a sister, Mrs. Frank Hume Grimes, Takoma Park, Md.; three brothers, James Houston Willis, city attorney of Birmingham, Ala.; Sidney Willis, Detroit, and

Bennett Willis of Washington.

Cushing, 67, treasurer of the Paris branch of the United Artists Corp. from 1930 to 1944, died yesterday. He recently retired as an advertising accountant.

six children—Henry. James, of Des Moines; Mrs. Annabelle J. McLay. Birmingham, Mich., and Mrs. Mary O. Bruggmann, wife of the Swiss

Minister to the United States. Two other children, Mrs. Ruth

Wijkman, wife of the Swedish Min- ister to Canada, and John B. of

St. Petersburg, Fla., were reported en route to Des Moines. Funeral

services were being arranged today. Mrs. Wallace, widow of Henry C.

Wallace, Secretary of Agriculture under Presidents Harding and

Coolldge, lived on the outskirts of

the Nation’s political life for 30

years, but took little interest in

politics herself. Her husband was Secretary of

Agriculture from 1921 until his death in 1924. Her son Henry served under Franklin D. Roosevelt as

Secretary of Agriculture and Com- merce and as Vice President. Members of the family denied that

Mrs. Wallace strongly disapproved Henry A. Wallace's third party movement. “That is not true," her son James

said. “She was not deeply inter- ested in politics, but was loyal per- sonally to any one in her family in politics.”
