MOUNTAIN VIEW SCHOOL

The Mountain View staff is happy to welcome you to our school! It is our hope that you will have success as a student here and we are going to do everything we can to help you make that happen. This handbook has been designed to provide you with more information about Mountain View School which uses independent study as a mode of instruction. We would like to answer some of the questions that many students and their families ask.

What is Independent Study?

Independent Study is designed for highly motivated, independent workers. Independent Study is a method of study that is different from a traditional school. As a Mountain View student, you will meet with your teacher one-on-one. Your teacher will provide your textbooks and materials and will give you an assignment in each subject that is to be completed by the next appointment. If you have questions about your assignments, your teacher will be available by telephone.

How often are the appointments?

You and your teacher agree on a day of the week and time for regular meetings. These weekly appointments are two hours for high school students. Middle school students, grades 7 and 8, meet for 2 hours each week as well. Elementary-aged students, grades K to 6, meet for 3 hours each week. In additional to the weekly meeting, high school students are required to attend a 90 minute math class and a 90 minute English class as assigned.

How can I be successful at Mountain View?

You have several responsibilities as a Mountain View student:

● Work completion is MOST important – so that is your FIRST responsibility.

● You need to meet with your teacher at the appointed time each week. If you have an emergency, it is your responsibility to contact your teacher or the MVS office as soon as possible to reschedule. The office phone number is 305-7080.

● You need to complete all assignments by the time of the next appointment. COMPLETED WORK IS YOUR ATTENDANCE. If work is NOT turned in completed, you will NOT get credit for your attendance and therefore could enter the SARB (student attendance review board) process for truant students.

● If you are a high school student assigned to math or English classes, it is your responsibility to attend those classes and complete the work as required.

● You need to be in your home from 7:30 a.m. to 3:30 p.m. on school days with supervision.

If you do not meet these responsibilities which is agreed upon when you sign the agreement with your teacher, you may lose your educational

opportunities placement with MVS.

How many credits can I earn?

Most high school students can earn 35 credits during a semester; however, if you begin the semester late, or do not complete your work and keep your appointments, you might earn less than 35. You can only earn credit by turning in completed work when you meet with your teacher. Credit recovery courses are also offered for students to make up failed coursework and to earn more than the traditional 35 credits in a semester.

If you are 18 years old or a senior, you can earn more credits by taking classes at Kings Canyon Adult School.

What about work permits?

All students under the age of 18 must have a work permit in order to work If you have a job, work permit applications are available at the Mountain View office. However, if

you do not meet with your teacher as scheduled and complete all of your assignments each week, your permit may be revoked.

How do I earn a high school diploma from MVS?

High School graduates from Mountain View School must meet credit and class requirements. MVS is not accredited. It is NOT NCAA approved and NOT UC or CSU approved. Therefore, an MVS diploma will only be accepted at a Junior College or possibly a private college or university.

Educational Options Scholarships

When you graduate from high school through Mountain View School, you are eligible to apply for a scholarship. Each year these scholarships are announced at our Scholarship Awards Night and the awards range from $200 to $500. These funds are to be used for your continued education.

Educational Options, non-charter, holds a formal graduation ceremony each year. All potential graduates receive information by mail about the graduation. Only those students who complete the course of study will be allowed to participate in the graduation ceremony. High school graduates purchase caps and gowns and a photographer is on hand to take pictures that you may purchase. It is an exciting night as graduates, families, and friends gather to celebrate your accomplishments.

*There is no 8th grade promotion ceremony in Educational Options.

ATTENDANCE

Attendance is based on WORK COMPLETION. It is NOT based on time in your seat. It is very important that you complete ALL

work assigned to you on a weekly basis.Personal Property: MVS is not responsible for the loss of personal belongings. For this reason, it

is recommended that phones, MP3’s, DVD’s, radios, electronic games, headsets etc. should not be brought onto campus. These items also have the potential to disrupt school activities and events.

MVS Discipline

Teacher/Student conflicts are handled with the Student Behavior Contract and the use of a mediation conference. Students are reminded of school rules. Students that are uncooperative and/or unsafe are sent out of the classroom and meet with administration, or staff to review the violation, get the help needed to change their behavior and prevent the conflict from happening again. If students are non-compliant they are asked to leave school and return immediately home to continue working at home.

In order to maintain a quality-learning environment we have implemented these procedures. They are as follows:

Step 1 Student will be asked to comply with the rules one time.

Step 2 If student is defiant, verbally abusive or under the influence they will be asked to leave and report directly back to their home. Teacher will call the parent. Administration will be notified. The offense will be documented.

Step 3 If there is a repeat offense, the student’s name will be submitted for possible placement in a county program.

SCHOOL SAFETY

● It is a top priority that Mountain View School has a safe and nurturing environment for all students.

● Each student is responsible for his or her own behavior.

● Students are under the supervision of school authorities from the time they leave home in the morning until they return to their homes in the afternoon and at all school activities. All school rules will be enforced from door step to door step.

● Parents and students are encouraged to report anyone to the office who is harassing them or making them feel unsafe at, or to and from, school.

Student Mental Health Support (AB 2246).   Protecting the health and well-being of all students is of utmost importance in KCUSD.  In recent years the number of mental health practitioners (psychologists, social workers, counselors, interns, and contracted marriage and family therapists) in KCUSD has grown significantly so that student access to mental health professionals is widely available.  In 2017, the Governing Board strengthened the suicide prevention policy as per AB 2246, to help protect students through the following steps.

1)   Students in grades 7-12 will learn about recognizing and responding to warning signs of suicide in friends, using coping skills, using support systems, and seeking help for themselves and friends.2)   Each school will have access to mental health professionals to serve as a point of contact for students in crisis and to refer students to appropriate resources.3)   When a student is identified as being at risk, s/he will be assessed by a school employed mental health professional who will work with the student and help connect him/her to appropriate local resources.4)   Students will have access to resources which they can contact for additional support.5)   Students will be expected to help create a school culture of respect and support in which students feel comfortable seeking help for themselves or friends.  Students are encouraged to tell any staff member if they, or a friend, are feeling suicidal or in need of help.6)   Students should also know that because of the life or death nature of these matters, confidentiality or privacy concerns are secondary to seeking help for students in crisis.

SCHOOL RULES Each Student Must:

● Be on time, prepared to learn, and stay in their designated area.

● Follow directions the first time given

● Be respectful to all and of all, and be responsible in word and action

KCUSD CELL PHONE POLICY

Students’ cellular phones, while permitted on campus, must be turned off (not on vibrate). Exceptions to this policy require administrative approval. In the event of need for communication between parents and students to and from school, cell phone use is expressly limited to use outside the instructional day. A “bell to bell” protocol (start of day to end of day) shall be in place at all sites, preserving the instructional day as free from all electronic device usage. Electronic devices used in violation of these guidelines will be confiscated by staff, and must be picked up by the legal guardian of the student (referred to as “parent” below). Items will not be returned to students. Because the district office requests that school sites establish their individual time frames for pick up of devices by parents, at Educational Options that window is 2:30-4:00 PM. The school site and/or district are not responsible for lost or stolen items, including items confiscated during school hours.

1) 1st Offense: Item confiscated and returned to parent at the end of school day (time shown above).2) 2nd Offense: Item confiscated and returned to parent after a conference with the Learning Director.3) Repeated violations will be viewed as intentional defiance, and proceed through normal

disciplinary consequences.

It should be noted that additional disciplinary consequences may be added to those above, if cell phone use/possession is connected to other violations of school rules. Due to the expense, possible loss, and interruption of the learning environment, other types of electronic devices designed solely for entertainment (e.g., psp’s, game systems, radios, cassettes, beepers, laser pointers, headphones), are not permitted on campus.

SKATEBOARDS/BICYCLES – RADIOS/HEADPHONES/ELECTRONIC DEVICESDistrict policy states that skateboards, bicycles, and electronic devices (Gameboys, iPods, CD players, etc) are not allowed on campus at any time. Because of expense, possible loss, and interruption of the learning environment, electronic devices (radios, headphones, IPOD, games, etc) are not allowed on the campus or on the buses at any time. (Bikes are okay to use to get here and can be locked on the exterior gate for safe keeping.)

1st offense the item will be confiscated, and will be returned to the student at the end of the session.2nd offense the item will be taken and parent must come to school to retrieve item and conference with the Learning Director.3rd offense, the item is kept in safe keeping at school until the end of the current semester.This includes anytime the items are on school property.

The school is not responsible for any lost, stolen or damaged items that are prohibited on the campus.(*see separate cell phone policy)

GUM – CANDY – SEEDS Eating is not allowed in classrooms, computer lab or library except during special activities or at meal time while under teacher supervision. Gum and seeds are not permitted at any time on school grounds. Help keep our campus clean by not chewing gum and eating seeds.

DISCIPLINE PROCEDURESThe seriousness of the offense, conditions under which it occurred, and the student’s past record are factors

that will be considered in each case. The school site administration reserves the right to decide what course of action will be taken. In some cases, law enforcement agencies will be involved.

To ensure the safety and welfare of all students on an MVS campus, please know the following:  1.  The possibility of random searches of students, their belongings, their vehicles parked on district property, and district properties under a student’s control, including lockers or desks;  2.  The district contracts with contraband dog detection services. Throughout the year, there are times when the service is used on high school campuses.

A. Physical Injury1st offense - immediate detention by school administration, referred to law enforcement 1-5 days suspension given. Immediate referral for expulsion from school.

B. Weapons

1st offense – immediate detention by school administration and a 5 day suspension, referral for expulsion from school, law enforcement notified

Controlled Substances 1st offense (anywhere in KCUSD)– minimum of 3-5 day suspension, law enforcement notified, mandatory counseling2nd offense – 5 day suspension, referral for expulsion from school, law enforcement notifiedIf already here on expulsion, a referral to a county program will likely be made.*If you are already here on an in lieu of expulsion, you will be recommended for a county placement.

O. Threats or Intimidation1st offense - immediate detention by school administration. 1-5 days suspension given,

possible referral for expulsion from school. *If you are already here on an in lieu of expulsion, you will be recommended for a county placement.

Reminder: Independent study is intended for students who are self-motivated, independent workers. If you are removed from class due to poor choices you are losing the opportunity to earn credits. This will affect your credit accumulation as well as your attendance. If poor behavior affects attendance, keep in mind you will find yourself standing before a SARB judge. In addition to not abiding to the terms

of Independent Study you can be returned to the comprehensive site from which you came. Your time with teachers is limited to just hours a week. You need to maximize this time for clarification of instruction as you will be finishing the work at home independently without the support of an instructor. Use the time with teachers wisely.

DRESS CODEKINGS CANYON UNIFIED SCHOOL DISTRICT

StudentsDress and GroomingAR 6132 (a)

Kings Canyon Unified School District is an exemplary district. The primary function of the KCUSD standard dress attire policy is to establish a safe and secure learning environment that reflects positive student choice. The district standard dress attire policy will be enforced consistently and fairly on school campuses and at school sponsored functions.Schools are responsible for notifying students and parents/guardians in a timely manner of established site standards.

Educationally Appropriate Dress and GroomingAny apparel, hair style, cosmetic or jewelry, even if not specifically mentioned below, which creates a safety concern, draws undue attention to the wearer, or tends to detract from the educational process is prohibited unless addressed elsewhere in this regulation.

1. Headwear: District approved headwear must be worn outside only. Any student entering aroom or building must remove the headwear prior to entering. Only district approved hats will be allowed at school, unless a doctor's note is provided.a. Hats must be khaki or white cloth type, with a 2" brim that encircles the entire hat. The hat must

be free of any insignias or markings except for the individual's name written inside in one inch block letters.

b. A parent/guardian may elect to purchase a hat from a source other than the school/district. However, the hat must be pre-approved by the site administrator prior to the wearing of the hat by the student.

c. During after school activities open to the public, only headwear that is not gang related may be worn.

d. Knit caps are allowed during cold and/or inclement weather.

2. Sunglasses: Sunglasses are not to be worn unless prescribed by a physician or authorized by the principal for special events.

3. Shoes: Shoes must be worn on campus and at school functions by all students. For safetyreasons, students are not allowed to wear flip flops, shoes or sandals without heel straps.

4. Undergarments: Top garments shall be sufficient to conceal undergarments at all times.

5. Pants: Excessively baggy pants are not allowed. Pants may not extend beyond 5 inches (5") when measured at the kneecap of the straightened leg. Pants must fit and be worn no lower than 2 inches (2") below the natural waist.

6. Shirts/Blouses: Shirts and blouses must have finished edges and be no longer than the top ofthe inseam. Tank tops, tube tops, halter tops, spaghetti straps, off the shoulder blouses, baremidriffs, see through, low cut, or oversized shirts that present a safety concern or draw undue

attention are not acceptable and not to be worn at school. Sleeveless shirts may be worn.

7. Hem Lines: All dresses, skirts, shorts, and pants must have a finished hem. Shorts musthave at least a 4 inch (4") inseam. Skirts and dresses may be no shorter than 4 inches (4")above the knee.

8. Dangerous Attire: Attire which may be used as a weapon may not be worn, including but notlimited to steel toed boots, chains i.e. wallet, items with spikes or studs, and other items deemed inappropriate by the principal and/or school site council.

9. Fashions: Fashions that draw undue attention to the wearer and/or detract from the educational environment are not acceptable. This includes exotic clothing, extreme make-up,extreme body piercing, military or camouflage attire, etc.

10. Hair Styles: Hair styles that draw undue attention and/or detract from the educational environment are not acceptable; i.e. unusual designs, unnatural colors, mohawks, tails, unusual razor cuts (including eyebrows), or extensive sculpting.

11. Gang Related Apparel: Gang related apparel is not acceptable. The district will collaborate with Law Enforcement Agencies to update changes in gang-related apparel as necessary. Any clothing or apparel that a student or group of students wear to identify themselves for the purpose of harassing, threatening or intimidating others will not be allowed.

12. Jackets and other apparel depicting professional sports teams shall not be worn.

Exceptions to RegulationsGenerally, these neutral dress and grooming rules will be applied to all students. Religious beliefs and/or medical requirements may be grounds for an exception to a specific portion of the KCUSD Dress Code with specific advance approval from the District. A petition for an exemption from enforcement of a specified portion of KCUSD Dress Code should be submitted to the Principal.

Under no circumstances will the Principal allow an exception for dress or grooming that displays or implies gang symbols, uses profanity or displays/implies products or slogans that promote tobacco, alcohol, drugs or sex.

Clothing with Writing, Symbols, Pictures and InsigniaArticles of clothing, jewelry or personal effects (back packs, fanny packs, binders, gym bags, buttons, water bottles, etc.) are not allowed if those items contain writing, symbols, pictures, or insignia that:1. Display/imply gang-related symbols2. Use profanity3. Display/imply products or slogans which promote tobacco, alcohol, drugs or sex4. Disrupt the educational process5. Are obscene, libelous, or slanderous6. Create a clear and present danger of the commission of unlawful acts, violation of school

regulations, or injury to students, staff, or community7. Violate state hate-crime laws

Any clothing or apparel that a student or group of students wear to identify themselves for the purpose of harassing, threatening, or intimidating others will not be allowed. With regard to this section, school-site personnel do not have the discretion to create stricter dress and grooming standards at the school site, and personnel do not have the discretion to create exceptions to these requirements.

Students who fail to follow the provisions of this policy will be held accountable in accordance with established district/site discipline policy.

CONSEQUENCES FOR NOT MEETING DRESS CODE

● Students who do not meet dress code will be removed from class and allowed to return once parents have brought proper clothes for them to wear.

● Second offense of not meeting the dress code will be removed from class and allowed to return once parents have brought proper clothes for them to wear.

● The third offense will be suspension from class and sent home.

● Students, if you have any doubt about dress code requirements and what you are wearing on any certain day, save it for the following day and ask your teacher or administrator if what you want to wear is appropriate.

Many students feel that the 230 is still impossible to complete. If that is the case, you can opt to obtain an Adult School diploma while attending Mountain View School.

High school credits previously earned and work experience can be applied to the 190 total credits. Students must attend Kings Canyon Adult School for a minimum of 10 of the 190 credits as part of the graduation requirement. Students must attain satisfactory scholarship and not have more than three absences to receive credit in a class. All diploma applications must be submitted to our office no later than the first Thursday of May.

Who can register in adult school?All adults 18 years of age and over may register for classes regardless of residence. Students with senior status enrolled in high school must have written permission from their high school counselor to take adult school classes for credit. Adults have first priority. We also offer services to high school juniors for remediation/credit recovery who have had no disciplinary infractions at the comprehensive high school.

How and when to register?Registration will begin in August at the Adult School Office on the Reedley High School campus. Fall registration begins in August; Spring registration begins in the end of October. Office hours are Monday-Thursday 8:00 a.m. - 1:45 p.m. and 4:00 p.m. – 7:45 p.m. For more information about registration times and procedures, please contact the adult school office at 305-7085.

What is the cost?There is no tuition cost or registration fee to enroll in adult school. Small fees may apply to vocational training classes (most vocational classes are free). Some academic courses may require students to purchase novels or other materials.

Is there a graduation ceremony?Kings Canyon Adult School along with Mountain View School and Kings Canyon High School, will hold graduation ceremonies in the Reedley High School Stadium. This ceremony is to honor our graduating students as they walk across the stage wearing their cap and gown. They have succeeded in achieving their goal to earn a diploma. Many hours of hard work will finally be over and new doors will open for these graduates. All the Adult School staff is happy to have been a part in helping the graduates reach their goals. If you would like to be a part of a future graduating class, please call 305-7080.

Can graduates apply for a scholarship to attend a college or vocational school? YES! The Educational Options staff awards more than 40 scholarships each year to students who apply. Call 305-7080 for further information.

Uniform Complaint Procedures/Sexual Harassment PolicyA copy of the Uniform Complaint Procedures/sexual harassment policy and regulations is available for viewing in the Adult School office.
