The Request;
Approve plans and elevations for a 244-space parking structure, as is shownon the location map, Exhibit ZP- 3 and A attached.
Proposed Project;
The applicant proposes to develop the property with a 244-space parkingstructure to replace the existing 56-space parking lot on the site; e.g. toadd 188 new parking spaces.
The applicant states that the plans should be approved because:
On January 26, 1984 the City Planning Commission approved the plans andstaff report concerning the construction of a Faculty Residence facility on theMt. St. Mary's Chalon Campus. In the approved staff report and.on the plan,there was a reference to the construction of the proposed parking garage.
"it should also be noted that, at the southern end of the campus, thereis a proposed future parking structure. While no new parking is neededat the present time, future changes In enrollment could create a demandfor more parking. The future parking structure wlli be constructed Ifand when the need for it becomes apparent."
^t this time, the Mt, St. Mary's College would like to begin construction ofthis proposed parking structure. If the. current ratio of students to parkingavailable is used, the enrollment on campus could increase to 1037 from 75Q^with the additional 188 spaces (244-56 existing)^ The parking garage is beingconstructed over an existing parking lot at the southern entrance to thecampus, which will better facilitate "commuter" students traffic from the

The current siting and configuration of the parking garage Is the result ofrecommendations made at a meeting with City Geology Specialists of the LosAngeles Grading Department of the Department of Building and Safety.
This site is located at the closest possible position to the Academic Center ofCampos and any other location would unnecessarily increase traffic to thenorthern residential end of campus.

The sub/ect property Is located within the Brentwood-Pacific Palisades DistrictPlan which desfgnates the property for "Quasi-Public" (private School) use.No zoning designation It Indicated on the plan.

Environmental Clearance;
In accordance with the Environmental Quality Act of 1970/ the lubject propertywas granted a Conditional Negative Declaration.
The envlronmentai review determined that potential impacts could occur fromthe project's Implementation. However, changes and alterations have beenrequired, or Incorporated Into the conditions of approval or proceduralrequirements for this project which mitigate or avoid the environmental effectsidentified In the environmental clearance, including the following plan approvalconditions:
1. Preservation or replacement of desirable trees.
2. Protection of any archaeological materials encountered during the courseof project development.
Prior Relevant Cases;
The college has existed since 1929 under a zone variance (ZoningAdministration Case No. 3066} grant by the City Council. It Is considered adeemed to be approved" conditional use. Subsequent plan approvals
permitted expansion of the campus facilities beginning in 1952. The mostrecent grant was on January 26, 1984 to permit the construction of a facultyresidence hall in anticipation of enlargement of the s.tudent enrollment. ThePlanning Commission stipulated in- the grant that the college enrollment couldnot be expanded until adequate parking facilities had been constructed.
Conclusion;
The subject plans should be approved as shown on Exhibits ZP-3 and 4 withconditions as recommended because:
1. The project will enable the college to increase its enrollment consistentwith the C^misslon's action of January 21, 1984 relative to Its approvalof a.faculty; residence hall. The Cpmnilstlon required that no incriease Inenrollment would be permitted until parking facilities had been provided.Prom the "Site-Line Study" (Exhibit ZP-5)
2. It does not appear that the project will have a visual Impact onsurrounding developments outside the subject ownership provided thatadditional trees are planted to screen the parking structure from view ofresidential properties to the south.
3. The project appears consistent with prior plan approval actions relative tothe subject ownership.
The proposed parking facility will result In a student-parking ratio ofapproximately ,23 spaces per student.
