MORTON COUNTY COMMISSION REGULAR MEETING June 23, 2020 The Morton County Commission Regular Meeting was called to order on June 23, 2020 at 5:30 PM by Chairman Schulz at the Morton County Courthouse, 210 Second Avenue NW, Mandan, North Dakota. Others present were Commissioners Zachmeier, Strinden, Leingang and Buckley, Auditor Rhone and States Attorney Koppy. Buckley moved and Leingang seconded to approve the agenda with additions. All voting aye, motion carried. Leingang moved and Buckley seconded to approve the minutes of the June 4, 2020 regular meeting and the Board of Equalization meeting. All voting aye, motion carried. Leingang moved and Strinden seconded to approve bills and payroll. All voting aye, motion carried. Strinden moved and Leingang seconded to approve the easement with Missouri West Water for

Entzel Acres. All voting aye, motion carried.

Strinden moved and Buckley seconded to approve the tower contract with Mary & Kenny

Graner for $1,250 per year for a 5 year term. All voting aye, motion carried.

Strinden moved and Buckley seconded to approve the mutual aid agreement with Cass

County. All voting aye, motion carried.

Leingang moved and Strinden seconded to authorize the Highway Department to advertise

and hire a replacement seasonal truck driver. All voting aye, motion carried.

Leingang moved and Buckley seconded to authorize the Highway Department to advertise

for gravel crushing bids for the Kaelberer pit for 2020. All voting aye, motion carried.

Zachmeier moved and Leingang seconded to appoint Jesse Kist to a 3 year term on the Park

Board expiring 6/30/23. All voting aye, motion carried.

The total of all county funds expended from June 5, 2020 through June 23, 2020 equals

$622,513.93.

A detailed list of funds expended by check is available for public inspection anytime during regular business hours at the Morton County Auditor’s Office. 1. Request from James & Susan Fristad for the final plat of a long-form subdivision known

as Fristad Subdivision and a zoning map amendment from Agricultural (A) to Residential

(R) on approx. 7.37 acres in SE¼ Section 12, Township 140N, Range 83W, Morton

County.

a. Summary: The proposed subdivision lies 4 miles west of State Highway 25 and

1/3 mile north of County Road 140. The applicants wish to divide one residential

lot for construction of a home. The proposed subdivision does not violate policy

1.1.2 of the 2045 Morton County Comprehensive Plan for areas with a future

land use designation of Agricultural.

Authorization to Execute Gravel Pit Lease for 2020

STATEMENT/PURPOSE: Request for Authorization to Execute Gravel Pit Lease for 2020 BACKGROUND/ALTERNATIVES: The Morton County Highway Department is in need of good quality

gravel located so it is economical to haul and deliver to the roads needing gravel. This Lease is in Northwest ¼ of Section 1, Township 137, Range 85. This location is an extension of the Kaelberer Pit. Based on the budgeted amount we are planning on crushing 50,000 cubic yards.

ATTACHMENTS: None. FISCAL IMPACT: Royalty is $ 2.00 per yard and rental of the land for any lost crops

while the gravel is crushed and stockpiled. This is a budgeted item.
