Kenneth McCullough, 32,was the subject ofan intensivemanhunt on the MescaleroApache~ervationSahrrda~McCullough is wanted formurder in Louisiana and is anescapee from the TennesseePenal Institution.

The manhunt began afterMcCullough was sighted in thearea. Investigation revealedthat he had been staying in astolen motorhome on thereservation. The motorhomewas recovered but had beenburned by the time it waslocated.

The Lincoln CountySheriff's Department, OteroCounty Sheriff's Department,Bureau of Indian Affairs, FBI,State Police and a US Customshelicopter were involved in thesearch.

The Lincoln CountySheriff's Department reportedthat the fugitive was heavilyarmed and very dangerous,but it is believed that he is nolonger in this area.'

Lincoln County Commis­sion Chairman John A.mghtower presented a letterat the Nov. 10 county commis­sion meeting stating that hewas concerned about the finan­cial condition of LincolnCounty.

In the letter, which wasentered in the minutes of themeeting, he states: "We con­tinue to get requests for moremoney. It is a fact and shouldbe common knowledge to theheads of the departments inthe county government that wehave no excess cash balance togo to. All of our projected in~

come has been budgeted:therefore, it is critical that thedepartments stay within theirbudgets. If you have an unex­pected expense, it will benecessary that you make cutswithin your budget to cover it:There is no general fund bailout."

Higbtower further askedthat pUrehasing procedures bestrictly followed. and said thetreasurer's office is presentlyfaced with the Alto PavingAssessment Districtcollections.

Concerning the SierraBlanca Regional Airport.Hightower reminded the threemembers of that commission(the county commissioners)ilia t, •'We passed a- one millevy tb match federal grantsonly and not to be spent ondeveloping the airport. "I ex­pect to defend that positionvigorously," he said.

During the regularmeeting, a letter was receivedfrom county road departmentemployees requesting that thecommission reconsider theresignation of road superinten­dent Earl Krieg.

Krieg sald that he wishedto withdraw his resignationand agreed to continue as roadsuperintendent. Commis­sionen; agreed to reject his let­ter of resignation and reinstatehim as road superintendent.

-The county road inven­tory was approved with 1,086.7miles in areas A - F and 304.52miles in subdivisions. The in­ventory was certified by thestate highway department.
