e-government implementation
Main Barriers/Problems
-
8/13/2019 Moldova Cosuleanu e Governance 2010 Georgia
19/39
19
The main barriers for development (1):
Inefficient Law implementation
The low affordability of internet connectivity (5 -10 times higher than
in other neighbouring countries in per capita affordability terms); Weak educational system in the ICT area;
De-facto monopoly in the telecommunications sector and unfairpublic tendering often favouring state-owned software developingcompanies;
Non-shared facilities of telecom companies is increasing the costs
and is hampering development; While some fiscal exceptions for software companies established,
the costs of doing business in the ICT sector is generatingcompetitive disadvantages for Moldovan companies.
Low ICT sector visibility and non-functional strategies: ICT inMoldova still is perceived as separate from other components of the
knowledge economy, such as high education and Research &Development activities.
Frequent turnover of Public Authorities employees is delayingachievement of the planned results of UNDP and other donorsassistance
