    APPLICATION OF MIS & GIS FOR ENERGY ACCOUNTING

    Management Information System (MIS)

    Objective

    Management Information System (MIS) is an information collection and analysissystem, usually computerized, designed to support the management oforganizational functions at the managerial level of the organization. It helps themanagement in taking decisions and used for administrative purposes. The MISprovides relevant information at various decision-making levels. The MIS should beable to cater to the needs of both internal and external information requirements. Itshould generate information for its own Management as well as for outsidemonitoring agencies like regulatory commission and other central agencies like CEA,MOP etc. For Utility management, MIS should provide relevant information at eachlevel of the organization in a timely and accurate manner to improve decision

    making. For MIS, information flow is required from lower level to higher levels partlyin real-time and in batch mode.

    Before finalization of MIS requirement and formats, a through study of the existingbusiness process shall be carried. Based on the organization structure andrequirement of decision support system at organization level, a comprehensive MISdocument is prepared. The formats for MIS reports, to be generated for externalagencies such as SERC will be different based on the their specific requirement.

    The system should generate reports on regular basis as per the periodicity finalized.Type of report and periodicity will be different for different level of management, suchas-

    The salient features of a good Management Information System are :-

    Data acquisition for MIS should be without human intervention as far aspossible. The data should be collected only at the lowest level and from thesame source and in the standard formats.

    In addition to pre-defined queries and reports, system must have a graphicalquery builder, where user can build his own ad-hoc query without having anyprogramming language and the result of the query must be presented asreport.

    The system should allow access to data based on the level, role andresponsibility of the user.

    All other CRBMS modules are generating different exceptions and alerts. Thismodule should consolidate and monitor exception generation , compliance

    and closing of all such exceptions. In case of unresolved exceptions beyond aspecified time period, the system should able to generate reports for thepeople one level higher.

    The system should have facility to view and print the reports, to send thereports by email or by file transfer over network to respective recipients of the

    reports. The system should generate online real time summary report for different

    levels of the organization. The system should not only present data in a easy to understand manner, but

    also include built in functionality for intelligent decision making.

    Application of GIS & GPS in Power Utilities

    GIS: A Geographic Information System (GIS) is a computer based tool used forintegrating the data of a system network. GIS is an organized collection of computerhardware, software, geographic data and personnel who can efficiently capture,

    store, update, manipulate, analyze and display all forms of geographically referencedinformation. It can be described as a system of mapping entire electrical networkwith latitude and longitudes in layers of information (i.e.) (a) distribution networkcoverage, (b) land back ground containing roads, landmarks, buildings, rivers,railway crossings etc. (c) geographical location of equipment like poles, transformersetc.

    GIS when integrated with real time SCADA helps in efficient handling of customerinquiries, fault management, preventive maintenance, network optimization, energyaudit, improved revenues, accurate power flow results and short circuit analysis etc.

    The strategy is to scan Survey of India maps, rectify, mosaic and create rasterimage. Geo-referencing is done by assigning latitude and longitude to every pixel ofthe Raster map and every bus of vector map. The coordinates of network facilitieslike Substations, Distribution transformers, HT & LT poles etc. are captured andtransferred directly to GIS package. Network mapping is done by scanning thenetwork, digitizing, geo-referencing and overlaying the network on the raster image.

    GPS (Global Positioning System) is a satellite-based navigation system operated byDepartment of Defence of USA 24 satellites are orbiting round the earth at analtitude of 20,200 Kms inclined at 550 to the equator in a Sun-synchronous orbit.

    They are oriented in such a way that from any place on the earth, at any time, atleast four SVs are available for navigational purposes.

    GPS survey is done to capture latitude and longitude of network facilities likesubstations, transformers, HT & LT poles etc. and transfer the data directly to GISpackage for analysis.

    Mapping by using GPS is very fast, precise (with accuracy of less than 1 metre) canbe done all day and night, cost effective and data collectable in digital format andthus easily portable.
