    1. INTRODUCTION Railway line Vrbnica - Bar (the former station at the Montenegro –Serbia border) is the most important section of the Montenegrin rail network (presented at Figure beside), carrying about 20% of all passengers and about 60% of cargo. Railway as a whole is an important part of the Montenegrin economy, accounting for almost 60% of all freight and 10% of passenger travel.

    The Vrbnica - Bar railway line was opened to traffic in 1976 and since then there has been no major overhaul of the signalling system, except at Podgorica station, where the works on signalling and power supply devices had been completed in 2018.

    The project will be performed through the WB16-MNE-TRA-01 and WB17-MNE-TRA-01 sub-projects (parts of the TA 2016032 R0 IPA).

    1. INTRODUCTION

    Railway line Belgrade-Vrbnica-Bar represents extension of Trans-European Transport Network to specific third countries - region of Western Balkans (Annex III – decisions EU 2019/254 from November 2018 and EU 2017/849 from December 2016).

    Therefore, its’ reconstruction shall also comply with the requirements from EU regulations.

    2. OBJECTIVESModernization and reconstruction of railway infrastructure is implemented through development projects that are in line with the Transport Development Strategy of Montenegro, Railway Development Strategy for the period 2017-2027, National Programme of Railway Infrastructure for the period 2018-2020 and the approved ŽICG Annual Work Plan.

    This Project on replacement of the signalling/interlocking devices in all remaining railway stations (16) on the railway line from Vrbnica to Bar and level crossing recognizes the following main objectives:

    1. Preparation of the Detailed Designs

    2. Technical compliance of the Detailed Designs with the requirements of construction legislation of Montenegro,

    3. Preparation of all necessary activities in order to support the application by Beneficiary to the Competent Authority for environmental protection

    4. Preparation of the Procurement Plan and Tender Documents

    6. SPATIAL PLAN, DESIGN AND RECOMENDATIONS FOR CONSTRUCTIONAccording to a separate program and procedure, the issue of the impact on the environment is considered. The process of impact assessment is carried out according to the following stages: Screening (deciding) of the Competent Authority on the need for Environmental Impact Assessment (EIA); Determining the scope and content of Elaborate on Environmental Impact Assessment (if it is needed); and Deciding on Elaborate on EIA approval (if it is needed).The Urbanistic Planning and Technical conditions no. 1055-590/6 dated 24.03.2017, were issued by the Ministry for Sustainable Development and Tourism, the Directorate for Construction, which refer to the complete reconstruction and modernization of the railway line Vrbnica-Bar.

    7. CONCLUSION

    The existing signalling/interlocking system for Bar-Vrbnica railway line is at the end of its’ lifetime

    concerning the safety issues, since the components are worn out and represent a constant source of

    disturbances in the device itself. Due to the fact that relays and relay groups are no longer being

    produced in standard production programs, the replacement of the devices was the only feasible

    solutions because of the lack of spare parts.

    The Detailed Design was prepared based on the concept that new system must have all the

    characteristics, commands and controls that the old system used to have, with the addition of the

    benefits provided by technology of new devices (diagnostics, safety and recording of all information).

    The estimated cost for described scope of modernization for signalling/interlocking devices in 16

    stations and for new CTC centre is about 53 million EUR (without VAT).
