On April 1, Missouri LICA members recognized the lateRobert “Bob” Eastin as our 12th Honorary Member inalmost 75 years. The members of District #4, where Bobhad been a member, were proud to present his widow,Ileene, with a plaque for his pioneering efforts toestablish the Missouri LICA Insurance Program and hisdedication and commitment to Missouri LICA membersand their goals.
Ileene’s thank-you note read, “It was very good to seeeach of you at the meeting. Brings back so many greatmemories of all the families. Bob would have been sothrilled with the presentation of the HonoraryMembership recognition of his pioneering efforts. Answer these questions regarding you or your facility,(i.e. factory, school, hospital, farm, distributorship,station, building, transformer, mobile tanker, railcar, orany other structure, equipment or installation):
___ Do I store, process, transfer, distribute, use, consume, drill, produce, gather, or refine oil or oil products. This means petroleum oils, including gasoline, asphalt, kerosene, motor oil, etc.; animal and fish oils; vegetable oils; synthetic oils and any other kind of oil.
___ Is the total shell capacity of the oil containers greater than 1,320 gallons?
You must total the total capacity of the containers,not just the amount of oil actually in them. Youonly have to count oil in containers, tanks,equipment, transformers, generators, etc. with acapacity of 55 gallons or greater.
___ Could a discharge of oil from my facility be reasonably expected to impact waters? In making this determination, you may not consider any intervening man-made feature, such as berms, dikes, elevated railroad track, roadway, etc. You should consider adverse weather conditions.
___ Is my facility non-transportation related? A facility, or part of a facility, may be both transportation and non-transportation related based upon its mode of operation at any given time (i.e. mobile tankers, railcars, and even certain oil storage tanks).
If you answer “yes” to all of these questions, then youmust prepare and implement an SPCC Plan inaccordance with 40 CFR Part 112.

EPA Spill Prevention Plan (SPCC)
Anyone with over 1,320 gallons of storage for fuelsand oil needs to have a Spill Prevention Plan in placewith the EPA. They are starting to inspect, includingfarms.
All containers, including empty 55-gallon oil barrels,storage of oil in shops, fuel tanks on site, and portablefuel tanks in service trucks are included in the 1,320
gallons. If it is over this amount, you need a permit.The fines start at $5,000 - $10,000.

With Deep SympathyOn May 31, Missouri LICA and the landimprovement industry as a whole, lost oneof its strongest supporters when ClintLevings passed away in Tarkio, MO at theage of 93.
Clint was a charter member of MissouriLICA and continued his support, even afterhis retirement, by holding a Supportingmembership. His family has carried on hisdedication to the industry, with his son,Roger, holding a Contractor membership;
and his grandson, Eric, holding a Company Associate membership.
While working as a contractor, Clint was the recipient of an awardfor “Missouri Conservation Contractor of the Year” in 1965. Theaward stated “Clint was a pioneer of conservation work in itsinfancy, through his conscientious efforts, quality work and honesty,conservation has become a reliable occupation for many men.”
Clint’s legacy will be realized in Missouri for many generations tocome. We offer our deepest sympathy to the entire Levings familyin this time of sorrow.
