1. BACKGROUND AND OBJECTIVES In partnership with the UNESCO World Heritage Centre, Advisory Bodies, EPA and CHDA, the AWHF initiated a capacity building programme in 2008 aiming to increase the number and quality of new nominations from the African continent. Seven courses were organized which has significantly increased the number of submissions and inscriptions from Africa. However, more needs to be done to continue the momentum. In November 2014, two workshops were planned, one in Burkina Faso for Francophone and the second one in Botswana for Anglophone. The workshops are conceived as expert meetings to work in depth on advanced nomination projects likely to be submitted to the World Heritage Committee in 2015-2016. The resource persons are providing guidance for content improvement and for planning requirements. The workshop in Botswana was held at Okavango Delta, inscribed on the World Heritage List during the 38th Word Heritage Committee in Doha from the 20 th to the 27 th of November 2014. See program on Appendix 1. 13 participants (Appendix 2) from 6 countries attended the workshop and were working on the following dossiers: Tongo-Tengzuk Tallensi Cultural Landscape (Ghana), Mount Mulanje Cultural Landscape (Malawi), Zoma of Isandra Cultural Landscape (Madagascar), Asmara (Eritrea), Barotse Cultural Landscape (Zambia) and Chobe National Park (Botswana). I attended the workshop on behalf of the AWHF with the expected outcomes as following: - Provide the support for the improvement of the participating nomination projects; - Organize the Nomination Meeting Review. 2. 1. BACKGROUND AND OBJECTIVES

In partnership with the UNESCO World Heritage Centre, Advisory Bodies, EPA and CHDA, the AWHF

initiated a capacity building programme in 2008 aiming to increase the number and quality of new

nominations from the African continent. Seven courses were organized which has significantly

increased the number of submissions and inscriptions from Africa. However, more needs to be done

to continue the momentum.

In November 2014, two workshops were planned, one in Burkina Faso for Francophone and the

second one in Botswana for Anglophone. The workshops are conceived as expert meetings to work in

depth on advanced nomination projects likely to be submitted to the World Heritage Committee in

2015-2016. The resource persons are providing guidance for content improvement and for planning

requirements.

The workshop in Botswana was held at Okavango Delta, inscribed on the World Heritage List during

the 38th Word Heritage Committee in Doha from the 20th to the 27th of November 2014. See program

on Appendix 1.

13 participants (Appendix 2) from 6 countries attended the workshop and were working on the

following dossiers: Tongo-Tengzuk Tallensi Cultural Landscape (Ghana), Mount Mulanje Cultural

Landscape (Malawi), Zoma of Isandra Cultural Landscape (Madagascar), Asmara (Eritrea), Barotse

Cultural Landscape (Zambia) and Chobe National Park (Botswana).

I attended the workshop on behalf of the AWHF with the expected outcomes as following:

- Provide the support for the improvement of the participating nomination projects;

- Organize the Nomination Meeting Review.

Chobe National Park (Botswana)

Tentative List

This site presents similar geological, geographical and biodiversity components and can only be inscribed as an extension of Okavango Delta. The coordination team does not recommend to inscribe Chobe as an extension because it can add more problems to the Okavango management plan

The SP to identify another site to inscribe on the World Heritage List

Zoma of Isandra Cultural Landscape (Madagascar)

Deferred (Decision: 37 COM 8B.21)

Concerning the 8 recommendations of the WHC most of the activities are still ongoing or are not achieved due to a lack of human Resources, lack of funds, etc.) For example: Comparative analysis to be done, review the property boundaries, implementation of a Management and Conservation Plan (draft is being reviewed), tourism development and management plan (not achieved), etc. No commitment from the State Party Financial support: having already received external support from WHC and AWHF, a national/governmental support is needed.

With the current situation it is not recommended to submit the dossier in January 2015. A budget has to be available in order to continue the activities (a budget reflecting the activities has to be done and presented in the Action Plan). An official letter from AWHF to be sent to update the situation with the SP and recommend official support and commitment from Madagascar to this inscription. A meeting with decision makers has to be planned.

Tongo-Tengzuk Tallensi (Ghana)

Deferred (Decision: 38 COM 8B.17)

The site has to be listed in order to benefit from the legal protection. Develop a Management plan to ensure there is a transfer of the traditional ways to construct through the Technical School. Need to work on the Comparative analysis.

Mount Mulanje Cultural Landscape (Malawi)

Concerning the recommendations of the WHC most of the activities are still ongoing or are not achieved. For example: the TMS needs more research and documentation, the comparative analysis is inadequate, Mining Act has to be reviewed and presented (add also the information of the mining licenses and how they can affect the core and buffer zone). To consider to submit the dossier only with the Criterion (vi) The Action Plan cannot be implemented as it is planned currently. SP requesting a mentor

SP to review and reconsider to work for 1 or 2 years more (February 2016 will be possible only if all the HR, funds, etc. are available). SP to send the reviewed Action Plan to AWHF and Resource Persons for final comments and follow up Evaluation and justification on the needs of the SP to be done and sent to AWHF

Barotse Cultural Landscape (Zambia)

Referred (Decision : 38 COM 8B.19

Progress has been made concerning the WHC and ICOMOS recommendations. Mining: further discussions and elaborate a sensitive analysis to analyse impacts to be done. Need to develop a good data base, Survey and proper documentation to be included in the management plan Criterion (iv) to be re crafted and need to have more research on the 1000 km network of canals and the impact of human activity on those canals. Property management plan or other management system is under construction. Source of expertise and training in conservation techniques have to be designed and planned. Visitor facilities and statistics have to be designed and planned Deforestation is a main issue to be treated as it can have a serious impact on the landscape.

Revision of the dossier and Management Plan scheduled to be completed end of December 2014. Coordination team has suggested to send it in January 2015 for comments and suggest to work one more year in the dossier. SP to define support from AWHF (mentorship or grant)

2.2 Nomination Meeting Review

The Nomination Meeting took place on the 25th of November 2014.

Some of the participants attended before the Nomination Training Course.

Appendix 3 for results.

3. Official Closing Ceremony

The Official Closing was hosted by the Director of the Botswana National Museums and Monuments,

Mr. Phorano Gaogakwe.

Ms. Raharimanana Emeline, Director of National Heritage in Madagascar, thanked Botswana for

hosting the activity and emphasized the need for collaboration between all the SPs and support on

Nominations dossier.

Dr. Ndoro, Director of AWHF, thanked the government of Botswana and particularly the Botswana

National Museums and Monuments and Minister of Culture for organizing and hosting this important

activity.

He explained the importance for a State Party to support the process of nomination and highlighted

the importance for the State Parties to attend the World Heritage Committee when a dossier is

submitted, to lobby and to involve the Advisory Bodies in the process.

Finally, he addressed to the Minister to conclude the agreement between Botswana and AWHF.

Mr. Gaogakwe spoke on behalf the Minister of Culture and explained the inscription of Okavango

Delta process and how it is important to have a political, financial and technical commitment and also

having the support of interdepartmental and private sector.

Finally he promised to work with the Minister to conclude the agreement with AWHF.

4. Challenges:

- The coordinator of the course was not able to attend the workshop and this had an impact.

The acting Coordinator had to leave the workshop due to other important commitments on

Tuesday 25th November and this had an impact on the training and logistics.

Need to ensure a coordinator and minimum another RP for the whole workshop.

- The nomination Training Review meeting was done with participants, 1 RP, one representative

from EPA and one for CHDA. Need to ensure more key persons involved in the program for

this type of review meeting.

- The Minister of Culture didn’t attend due to a problem with Air Botswana.
