INTRODUCTION

- Thousands of Americans call a 911 service daily when an

emergency occurs. Emergency services continuously strive to

dispatch the proper help at the greatest speed. Information

technology has played an increasing role in this effort.

- The San Diege Fire and Life Safety Services (SDFLSS) uses a

system called life-criticial , computer aided dispatch. When

someone calls 911, the emergency dispatchers rely on the system

to locate the scene , dispatch the proper vehicle there, track the

vehicle, and manage all aspects of San Diego’s emergency fire and

medical services.

- The System relies on high-quality hardware and software to ensure

zero downtime: the department simply cannot afford to stay

without this system running even for a second.

CASE STUDY

It relies on software called VisiCad and Microsoft SQL Server

2000.

SQL Server is a database management system. This

dispatch software resides on 25 dispatch computers and

12 administrative computers. It includes information from

911 telephones, radio, satelite, and other systems

When 911 call is received , the caller’s address or the address

of the incident’s location and telephone number is entered.

This patch system triggers a medical triage module that

displays a series of questions for the dispacters to ask the

callers.

CASE STUDY

The staffer uses the database management system and a GPS(global

positioning system) to locate emergency vehicles that are closest to

the scene and call them.

From the moment they engage the vehicles, the dispatchers track them

on their screen on a map that is generated as soon as the address

is entered.

The dispatch software then connects to the pagers held by emergency

personnel.

It transmits information to mobile data devices in the emergency

vehicles and activates an application that lets dispatchers alert one

or more of the city’ss 44 fire stations and provide verbal

instructions directly into each station’s speaker system

CASE STUDY

The crew of an engaged vehicle activates it radio signal

which enables to the dispatchers to see on the

computer screen the location of the moving vehicles

on a city street map. While moving toward the scene

and from it , medical technicians and firefighers can

update the status of the case into the mobile data

devices in their vehicles.

Throught the incident , both emergency personnel and

dispatchers enter data for reporting purposes.

Windows SQL Server 2000 is out of date . It ends on April 9th; 2013 . I would recommend using Windows SQL Server 2014.

Windows SQL Server 2000 is Server Based OS.

Windows 98, Windows Me, Windows Xp are all Desktop Based OS. They are not compatible for Dispatch Server System.

Server OS is specially designed for running backend services like DHCP, DNS, SQL and IIS etc.and Desktop OS is special designed for running front end application and softwares.

GEOFILE OUTPUT – Once the incident locations automatically entered

from 911 or manually typed in, the CAD software matches it against

the geofile created by the agency when the software was first installed.

The geofile is a database of standardized locations, including specific

house numbers and streets names, commonplace names , and

intersections.

INCIDENT OUTPUT - Once an incident is entered, CAD can display a list

of the pending, current and past incidents, according to the dispatcher’s

assignment (telephones, radio, Beat 3, fire-police-EMS, special) and

preference.

UNITS OUTPUT - CAD has a database of personnel and field units, which

is used to display a list of active units. This database includes the unit ID,

assigned personnel, special capabilities (K-9, SWAT, etc.). The database is

linked to the incident database, allowing the dispatcher to display unit

status: in-service, out-of-service, etc
