Opening Remarks

The Chairman welcomed participants to the Agriculture, Fisheries, Commerce, Industries, Tourism and Recreation Affairs Committee (“ATRC”) meeting and announced the following:

(i) Mr. MA Hon-chiu, Chief Health Inspector of the FEHD had succeeded Mr. CHAN Yiu-wa, Andrew, to attend the meetings from now on.

(ii) Ms. SAM Fung-mei, Esther, Manager (New Territories East) Marketing and District Activities of the LCSD had succeeded Ms. NG Sheung-han, Alice, to attend the meetings from now on.

(iii) Ms. NG Wing-yan, Sophie, the designated Secretary had succeeded Ms. LIU Ka-man, Mandy, to attend the meetings from now on.

(iv) Mr. LAM B was unable to attend this meeting due to other commitments. He had submitted his notice of absence to the Secretariat. Pursuant to Order 51(1) of the TPDC Standing Orders (“Standing Order”), the District Council (“DC”) would only give consent to a DC Member’s application for absence from meeting filed on grounds of sickness, jury service, attendance at another meeting or activity on behalf of the DC, attendance at a Legislative Council or Executive Council meeting, confinement or paternity leave. Pursuant to the above requirements, his application was not approved.

I. Confirmation of the minutes of the 3rd meeting in 2018 of the ATRC on 11 May 2018 (TPDC Paper No. ATR 35/2018) 2. The Chairman reported that the Secretariat had received one proposed amendment from the LCSD before the meeting (see TPDC Paper No. ATR 35/2018). There were no other amendments submitted by Members at the meeting and the minutes of the previous meeting were confirmed in accordance with the amendment proposed by the LCSD.

II. Report on the assistance provided for the agricultural industry by the Agriculture,

Fisheries and Conservation Department and matters concerning the mariculture industry in May and June 2018

(TPDC Paper No. ATR 36/2018)

3. Ms. WOO On-ting, Amy introduced Appendix I to the captioned paper and reported as follows:

(i) Between May and June 2018, the AFCD had provided free farm machinery lending services for approximately 100 times and held 5 technical seminars.

(ii) The Local Organic Watermelon Festival was held at Tai Po Farmers’ Market from 30 June to 2 July 2018. This year, the AFCD once again introduced three quality organic watermelon species, namely Super Sweet Black Angel 168, Diana and Yellow Orchid. Every year, the department organised the Local Organic Watermelon Festival in the hope of increasing the income of local farmers through the activity.

4. Ms. WONG Pik-kiu enquired the AFCD how members of the public could purchase the afore-mentioned quality and reasonably-priced watermelons in the market. 5. Ms. WOO indicated that even though this year’s Local Organic Watermelon Festival had ended, members of the public could still purchase organic watermelons at the local organic farmers’ markets. Members of the public could also purchase from farmers they were familiar with or those certified organic, so as to ensure the quality of the organic watermelons. (2) Matters concerning the mariculture industry 6. Ms. TSOI Wing-yan, Connie introduced Appendix II to the captioned paper and reported as follows:

(i) Between May and June 2018, the AFCD had inspected a total of 28 fish culture zones (“FCZs”) where 10 of which were located in Tai Po District.

(ii) The AFCD did not receive any fish disease report from the FCZs in Tai Po District during the above period.

(iii) The AFCD received one red tide report in the waters of Tai Po District during the above period. The red tide was discovered in Lo Fu Wat FCZ on 1 May, and was formed by the uncommon and non-toxic Takayama tuberculata and the common and non-toxic Scrippsiella trochoidea. The department had reminded the fish farmers concerned to pay attention to the condition of the fish rafts and pump in oxygen in a timely manner. No relevant fish death report was received during the period.

(iv) There were a total of 117 accredited fish farms (“AFFs”) in Hong Kong at present, where 32 of them were located in Tai Po District. As at May 2018, the total sales volume of quality fish products (“QFPs”) sold by the Fish Marketing Organisation (“FMO”) had exceeded 489 000 catties, and the sales volume of the QFPs in May was approximately 7 000 catties.

7. Mr. YAM Kai-bong, Francis enquired whether the AFCD had proactively monitored red tide outside the major FCZs by means of buoys and patrol vessels, etc., or notified other fish farmers of the red tide after being informed by the affected fish farmers. He said that red tide had caused serious damage to fish farmers and affected the opening of beaches before. He opined that the department should monitor in a timely manner and automatise its monitoring efforts. 8. Dr. LAU Chee-sing enquired whether the AFCD was still considering whether to set up a FCZ in Centre Island. If yes, he enquired when the FCZ concerned would be set up. Besides, he opined that the QFPs were rarely sold in the market, and would like to know whether there were vendors selling the QFPs at Tai Po Hui Market. 9. Mr. LAU Yung-wai’s questions were as follows:

(i) Some FCZs had been affected by Karenia mikimotoi, resulting in substantial fish death. He enquired why such a substantial fish death could still take place under the AFCD’s monitoring mechanism. He also enquired the department whether there were certain algal species that were difficult to prevent or deal with.

(ii) He would like to know how many vendors sold the QFPs at Tai Po Hui Market and how the AFCD promoted the products concerned.

10. Ms. TSOI responded as follows:

(i) The AFCD had put in place red tide monitoring measures that whenever red tide was discovered, the department would alert the fish farmers of the FCZs concerned, report on the algal species discovered, and remind them to pump oxygen into the fish rafts in a timely manner or adopt other measures via short message service (“SMS”). If fish farmers had discovered red tide, they could also report to the AFCD and enquired the ways to deal with it. Besides, the department had also installed a 24-hour real-time water quality monitoring system at the FCZs that had been linked to the Hong Kong Red Tide Information Network mobile app, so as to allow fish farmers and the public to browse the water quality data of each FCZ.

(ii) As regards the detail of setting up a FCZ in Centre Island, as the AFCD would report to and discuss with Members at another meeting, it would not be reported at this meeting. As regards the promotion of the QFPs, the AFCD would work together with the FMO to promote the QFPs on their official websites, mobile apps and local fisheries and agriculture festivals.

(iii) The Hong Kong Red Tide Information Network of the AFCD would update its information and conduct monitoring on a regular basis, so as to reduce the likelihood of substantial fish death due to red tides. Whenever red tide was discovered, the department would remind the fish farmers concerned via SMS to pump in oxygen or adopt other measures in a timely manner. If the fish farmers could not take action in time, the department would also maintain close contact with them, so as to help them resolve the afore-mentioned problems.

(iv) According to the interview conducted by the FMO at Tai Po Hui Market earlier on, there was one stall selling the QFPs at Tai Po Hui Market at present. That vendor sold fish products directly from the AFFs. Besides, members of the public could also find out the other retail and wholesale locations of the QFPs in Tai Po District through the website of the AFF Scheme.

III. Report on the quantity of refuse collected from Tolo Harbour in May and June 2018 by

the Marine Department and the Food and Environmental Hygiene Department (TPDC Papers Nos. ATR 37/2018 and ATR 38/2018)

11. Mr. CHAN Lap-wai reported that the MD collected 16.1 tonnes and 17.1 tonnes of floating refuse in the inner waters of Tai Po District in May and June 2018 respectively.

12. Mr. MA Hon-chiu reported that the FEHD collected 3.9 tonnes and 3.292 tonnes of coastal refuse at Tolo Harbour in May and June 2018 respectively. Besides, the department collected 0.317 tonne and 0.254 tonne of refuse in Lam Tsuen River during the above period.

13. Mr. WOO Kin-man, Clement’s questions were as follows:

(i) The amount of floating refuse collected by the MD at the outer waters of Tai Po in June was noticeably more than that in the previous two months. He hoped that the department could provide an explanation.

(ii) He enquired about the reason 0 tonne of floating refuse was collected by the MD in Tap Mun in May as mentioned in the report.

14. Mr. LI Wah-kwong, Rex also enquired about the reason 0 tonne of floating refuse was collected by the MD in Tap Mun in May as mentioned in the report.

15. Mr. CHAN Lap-wai responded as follows:

(i) As June was in the midst of typhoon and rainy season, refuse on the shore would easily be flushed to the outer waters by wind and rain. Therefore, the amount of floating refuse collected during that period would be more than that during the non-typhoon and non-rainy season.

(ii) Owing to fleet deployment, the MD could not deploy manpower to collect refuse in the waters of Tap Mun in May. The department would take follow-up actions accordingly.

16. Ms. WONG Pik-kiu said that according to those who knew the river channels, the floating refuse in Lam Tsuen River came from Tolo Harbour. While the water level of Lam Tsuen River would go up with the high tide in Tolo Harbour, the floating refuse in Lam Tsuen River at that time did not have much impact on the environmental hygiene and did not give out any odour. However, during low tide, the floating refuse and silt from Tolo Harbour could easily accumulate in Lam Tsuen River, and they were difficult to clear. In view of this, she enquired whether the MD could deploy manpower to strengthen the clearing of floating refuse and silt in Lam Tsuen River during the 1st to 5th day and the 15th to 18th day of each lunar month.

17. Mr. MA Hon-chiu responded that the department would follow up on the comments as regards the frequency and date of clearing floating refuse in Lam Tsuen River.

IV. Report on the response to community activities held in May and June 2018 and the planned community activities to be held in July and August 2018 in Tai Po by the Leisure and Cultural Services Department (TPDC Paper No. ATR 39/2018)

18. Mr. HUNG Sze-sik introduced Appendix I to the captioned paper and reported as follows:

(i) A total of 3 720 participants had participated in the recreation and sports activities organised by the LCSD in May and June 2018.

(ii) The LCSD planned to organise a great variety of activities in July and August 2018, including swimming, life-saving, dancing, Tai Chi, martial arts, ball games, camping, as well as activities for the elderly people, people with disabilities, families, youths at risk and recipients of the Comprehensive Social Security Assistance, etc.

(iii) The LCSD would hold the Sports for All Day at Tai Po Hui Sports Centre on 5 August 2018, and Members and residents in the district were welcome to proactively participate in the activity.

19. Mr. LEUNG Cheuk-ming, Rico introduced Annexes A to E of Appendix II to the captioned paper and supplemented as follows:

(i) In Annex A, 27 people attended the Concert of Broadway Classics under the 2018 Community Cultural Ambassador Scheme on 30 June.

(ii) In Annex D, the Oriental Dance by Tribal Anima scheduled for 30 June was cancelled that afternoon due to rain.

20. Mr. NG Chi-keung, Barry introduced Annexes 1 to 3 of Appendix III to the captioned paper. He reported that between May and June 2018, the LCSD had organised 66 promotional activities in Tai Po Public Library with 53 551 participants in total. 21. Members’ comments were as follows:

(i) Mr. LAU Yung-wai thanked the LCSD for providing more fitness exercise training courses for the elderly people in the coming two months. As members of the public had often told him that they had not been selected for the training courses concerned, he opined that the training courses concerned had always been popular among the public. He hoped that the department could maintain the increased number of the training courses provided.

(ii) Mr. LO Hiu-fung indicated that not long ago, many residents told him that there were often accidents of children running into the indoor columns while playing at the Children Play Room in Tai Po Complex. He thanked the LCSD for its prompt follow-up actions to curtail the issue after being informed by the residents.

22. Mr. HUNG Sze-sik thanked the two Members for their comments and indicated that the department would take follow-up actions in a timely manner. (Post-meeting note: The department completed the improvement works on the indoor columns

at the Children Play Room on 11 July 2018, so as to provide safer recreational facilities.)

V. Report of working group

23. Mr. TAM Wing-fun, Eric, Chairman of the Working Group on Promotion and Publicity (“WGPP”), reported that the WGPP held its second meeting in 2018 on 21 June 2018. The major matters discussed were as follows:

(i) The WGPP approved the application for DC Funds of $200,000 for the co-

organisation of the activity, Looking Back at Tai Po – Workshop and Exhibition of 3D Printing Technology, with Tai Po Education Sector Cultural Exchange Advancement Association (“TPEA”).

(ii) The WGPP approved the application for DC Funds of $260,000 for the production of large-sized hanging calendars for 2019 and medium-sized lai-see packets to publicise and promote the TPDC. As the TPDC had signed the “Eco lai-see Charter” (“Charter”) campaigned by Greeners Action, the WGPP would follow the Charter’s requirement when producing the lai-see packets, which included reducing the amount of lai-see packets produced by 10%, etc.

(iii) As School of Everyday Life, Yan Oi Tong and Salvation Army had organised bazaars in Tai Po District and attracted many members of the public to participate in them, the WGPP approved to invite the afore-mentioned organisations to apply for the DC Funds to organise activities of similar nature, so as to promote the development of local economy in Tai Po District.

(iv) The WGPP had produced a great variety of souvenirs in the past to promote the TPDC. To make good use of the remaining souvenirs, the WGPP agreed to ask the Secretariat to produce a list of resources available for distribution (such as recycle bags, lai-see packets and umbrellas, etc.), so as to allow DC Members and Co-opted Members to apply for the resources and distribute them to the public. The Secretariat would assist the WGPP distribute the resources in an impartial manner.

24. Mr. Eric TAM continued that as regards the Tai Po Fun mobile app (“Tai Po Fun”), the suggestions of the WGPP were as follows:

(i) Tai Po Fun would no longer apply for DC Funds. The iOS and Android versions of the app would operate until mid-March and late-May 2019 respectively before being removed from the app stores.

(ii) All eateries information of Tai Po Fun should be deleted first as some of it were outdated. Only information other than the eateries would remain until the app was removed.

(iii) Provided reminders on the appropriate pages of Tai Po Fun to notify users of the removal date and the end of content update of the app.

25. Citing the papers he submitted at the previous meeting (see Annex 1), Mr. LAU Yung-wai pointed out that he had discovered at least three errors in Tai Po Fun. For instance, in the

eateries information, the name of a restaurant had been misspelt and different restaurants were sharing the same address, etc. Besides, he indicated that at least four restaurants that had closed down before the content update in 2016 were still shown in the app. Even though he could not specifically point out the mistakes concerned, he could presume that there might be more errors in Tai Po Fun. He opined that the relevant organisation had not done its job properly during the content update in late 2016 and the ATRC should take corresponding actions. 26. Mr. LEUNG Chung-wa, Alvin supplemented on the background information of Tai Po Fun as follows:

(i) At the beginning, the Secretariat was responsible for updating the information of Tai Po Fun. However, as substantial amount of resources and time was required for the update work and the Secretariat only had limited manpower, the WGPP later suggested inviting local organisations to update the information of Tai Po Fun instead. The suggestion was implemented in 2016. The WGPP received funding application from one organisation and the funding application concerned was also approved by the ATRC.

(ii) The Secretariat had issued to the organisation concerned a service requirement-related document, which stipulated that the organisation had to ensure the accuracy of all the information of Tai Po Fun after the update. After the organisation had finished updating the information of Tai Po Fun, the Secretariat had randomly checked the relevant information and asked the organisation to correct the mistakes.

(iii) The Secretariat was aware of the misspelling and sharing of the same address by different restaurants in the eateries information of Tai Po Fun.

27. Mr. LAU Yung-wai suggested the ATRC consider penalising the organisation concerned, such as refusing its DC Funds applications for a period of time, etc. 28. Mr. YAM Man-chuen opined that as the organisation had secured the DC Funds, it had the responsibility to update and check the information of Tai Po Fun, and the Secretariat’s resources should not have been wasted on random checks. 29. The Chairman indicated that probably due to the complexity of the updating work of Tai Po Fun, not many organisations were willing to take part in it. As a result, the WGPP had only received application from one organisation at that time. In general, if the organisation using the DC Funds had failed to comply with the rules and requirements of the Guideline on Allocation of DC Funds, the ATRC could request the organisation to provide a written

explanation and consider penalising the organisation based on its explanation. As regards Members’ dissatisfaction with the information update of Tai Po Fun by the organisation, he enquired whether Members would like the organisation to provide an explanation, or they agreed that the ATRC should decide on the penalty directly, such as refusing its DC Funds applications for one year or half a year, etc. 30. Members’ suggestions were as follows:

(i) Mr. KWAN Wing-yip opined that DC Funds applications made by the organisation concerned should be refused for one year.

(ii) Mr. YAM Man-chuen opined that DC Funds applications made by the organisation concerned should be refused for one year. At the same time, the organisation should be requested to provide an explanation on the afore-mentioned situation.

(iii) Mr. LAU Yung-wai urged the organisation concerned to provide an explanation as soon as possible, so that the ATRC could follow up on the case at the next meeting.

31. In response to Members’ comments, the Chairman asked the Secretariat to write to ask the organisation concerned to provide an explanation, and follow up on the matters at the next meeting. 32. Mr. Eric TAM added the following information as regards Tai Po Fun:

(i) Tai Po Fun was developed by a commercial organisation that was awarded the contract by the WGPP through open tendering. Apart from app development, the organisation concerned was also responsible for the provision of daily repair and maintenance services of the app. The Secretariat was responsible for updating the information of Tai Po Fun at first, but was later replaced by a local organisation. As invited by the WGPP in 2016, the local organisation applied for DC Funds to update the information of Tai Po Fun, and did not operate in a pure commercial way.

(ii) As regards Members’ requests to penalise the organisation for its poor information update work, he respected such request and agreed that the organisation should be responsible for its shortcomings. However, he hoped that Members could understand that the organisation concerned did not operate in a pure commercial way. It was constrained in terms of resources and time, and also encountered problems, such as the sudden closure of eateries, during the information gathering process.

(iii) Tai Po Fun was an app developed under the name of the TPDC. If there were any shortcomings, Members were welcomed to make suggestions to help improve it.

33. Mr. LAU Yung-wai’s comments were as follows:

(i) The WGPP was aware of the inability of the Secretariat to handle the information update work of Tai Po Fun due to limited manpower, and thus allocated funds to the organisation to update, publicise and promote the app. However, it had put the cart before the horse when the funded organisation needed the Secretariat and the WGPP to follow up on its work and remind it to correct the mistakes.

(ii) The amount of some $100,000 was insufficient for the development of a mobile app.

(iii) He opined that the ATRC should carefully consider the publicity and promotional projects to be launched, so as to ensure a proper use of the resources allocated.

(iv) If Tai Po Fun could not be updated in a timely manner, not only would it be unable to perform its functions, but also a waste of the resources allocated by the DC. There were a lot of mobile apps that introduced eateries in the market. As they mostly aimed at making profits, they had a comprehensive range of information. As such, it might no longer be appropriate to use public funds to operate this kind of mobile apps.

34. Mr. Eric TAM indicated that the amount of some $100,000 was paid to the developer of the app, but not the organisation that updated the app’s information. That organisation had only received a relatively small amount of funding. 35. Mr. Alvin LEUNG added that the organisation concerned was only responsible for the one-off information update of Tai Po Fun from August to November 2016. The developer of the app had all along been responsible for the repair and maintenance of Tai Po Fun since its launch. 36. Ms. WONG Pik-kiu’s comments were as follows:

(i) There were many mobile apps introducing eateries in the market. As they were equipped with comprehensive functions and sufficient information, it might not be necessary to continue operating Tai Po Fun.

(ii) The Government wanted to monitor and utilise the resources through the DC, and thus the DC had to vet a great variety of funding applications, such as repairing the LCSD’s venues, launching greening programmes, as well as organising

cultural, recreational and sports activities, etc. In 2012, the Government allocated a funding of some $100,000 to the DC of that term to develop its own mobile app.

(iii) The development and management of a mobile app required professional expertise. While DC Members did not have all the relevant expertise, in order to make good use of the Government’s funding, the TPDC had set up the WGPP and studied ways to utilise the funding concerned for the development of the mobile app.

(iv) If the DC penalised organisations for their shortcomings so easily, it might discourage organisations to apply for DC Funds in future, making it difficult for the DC to utilise the resources efficiently.

37. Mr. LAU Yung-wai’s comments were as follows:

(i) The afore-mentioned work, such as the repair of the LCSD’s venues, should not be covered by DC Funds, but by the department with its internal resources.

(ii) The Secretariat had earlier discovered and reminded the organisation concerned of the mistakes in the information update work, but there were still many errors in the app. This situation was unacceptable.

(iii) The ATRC was not nit-picking as it had the responsibility to monitor the use of public funds. As the organisation concerned had secured the public fund without discharging its responsibilities, the ATRC was entitled to take corresponding follow-up actions in this regard.

(iv) As regards this case, his suggested penalty of refusing the organisation’s funding applications for the time being was lenient compared with imposing a fine.

38. Mr. YAM Man-chuen pointed out that while the Apple App Store showed that Tai Po Fun had been updated and corrected in October 2016, December 2017 and 2018 respectively, the Android platform showed that the app was last updated in 2014, which meant that it had not been updated for almost four years. As the erroneous eateries information set out in Annex 1 proved that the organisation had not fully discharged its responsibility in updating the information, the ATRC could penalise the organisation. He opined that if the organisation had reflected on the insufficient resources, the ATRC should consider providing additional funding, instead of asking the Secretariat to make up for the shortcomings. He also suggested the TPDO pay attention to the relevant market prices so as to set the amount of funding allocation when considering the launch of promotional activities or projects.

39. Mr. Clement WOO said that he still strongly supported innovation despite the numerous trials and errors along the way. Regardless of the outcome of Tai Po Fun, Members should respect the DC’s decision to develop this app at the beginning. He suggested requesting the organisation concerned to provide an explanation at this stage, and let Members decide whether to penalise the organisation at the next meeting. 40. Mr. CHOW Yuen-wai agreed with Mr. Clement WOO’s comments above and opined that the organisation concerned should be invited to provide an explanation before a decision on whether to penalise it could be made. Besides, he pointed out that apart from the errors in the eateries information, the app also contained information of tourist attractions outside Tai Po District, which had cast doubts over the accuracy of the information update work by the organisation. 41. The Chairman indicated that the tourist attraction information of Tai Po Fun came from the book “The Scenery of Tai Po” instead of something that had been researched and entered by the organisation itself. 42. Mr. Terence LEE consolidated the ATRC’s decisions as follows:

(i) No more DC Funds applications would be made for Tai Po Fun. The iOS and Android versions of the app would operate until mid-March and late-May 2019 respectively and be removed afterwards.

(ii) As some of the eateries information of Tai Po Fun was outdated, all restaurant information should be deleted first. Only information other than eateries would remain until the app was removed.

(iii) Reminders would be added to suitable pages of Tai Po Fun to inform users of the app removal date and the end of information update, etc.

(iv) If Members noticed other erroneous information in Tai Po Fun, they could notify the Secretariat by 20 July 2018.

(v) The Secretariat would write to request the organisation concerned to provide an explanation within a month for the erroneous information found by Members, so that a discussion could be carried out at the next ATRC meeting.

43. Mr. Alvin LEUNG supplemented as follows:

(i) The Secretariat was aware that Tai Po Fun was last updated in October 2014 as shown on Android platform, and had thus enquired the contractor responsible for app development. According to the contractor, the version of Tai Po Fun that could be downloaded on Android platform at present was the first version of the

app, and the date of its latest update shown was also the date that version was released. After the users had downloaded the app, there was an option in the app that allowed them to update the app’s information, including those updated between 2014 and 2016. In short, even though Android platform showed that the app was last updated in October 2014, it did not mean that its content had not been updated since 2014.

(ii) To avoid confusion, the Secretariat had discussed the improvement measures with the contractor, which included updating the 2014 version of Tai Po Fun that could be downloaded on Android platform at present to the 2016 version, so as to ensure that users could check the updated information immediately after downloading the app.

VI. Applications for DC funds (TPDC Paper No. ATR 40/2018(Revised))

44. The Chairman indicated that if Members were satisfied that the 32 DC Funds applications submitted to this ATRC meeting for vetting fell within the ambit of DC Funds, they could consider endorsing the applications. 45. The Chairman asked the Secretary to introduce the arrangement on interest declaration. 46. The Secretary reported as follows:

(i) Pursuant to Orders 48(9) and 48(10) of the Standing Order, a Member had to declare interests if he found that he had direct personal interests, pecuniary interests or other interests in an application for DC Funds under consideration, or had links with the benefitted party or the potential benefitted party.

(ii) The Secretariat had compiled a declaration form (see Annex 2) based on the information collected. It had set out the links between Members and the hosting, partnering or co-hosting organisations concerned as indicated by means of different colours whether Members held a substantive or non-substantive position. She asked Members to check the information contained in the declaration form and make amendments or give supplementary information where necessary. In addition, she asked Members to declare interests if they had any direct personal interests, pecuniary interests or other interests in the applications for DC Funds under consideration.

47. Members agreed with the information contained in the declaration form. 48. The Chairman indicated that he and Mr. LI Kwok-ying, the Vice-chairman, had declared their links with the hosting organisation of Nature, Historical Sites and Ecosystem Tour. Pursuant to Order 48(11), he invited Members not making interest declaration pursuant to Order 48(9) to decide whether he and the Vice-chairman could discuss or take part in the voting for the funding application concerned, and whether they could remain in the meeting. 49. Mr. Eric TAM said that the Chairman and the Vice-chairman held non-substantive positions in the organisation concerned without involving any pecuniary interests or other interests. He suggested the Chairman and the Vice-chairman could participate in the discussion and resolution in connection with the funding applications concerned. 50. Members agreed with Mr. Eric TAM’s suggestion. 51. The Chairman suggested that for Members who had declared their links with the hosting, partnering or co-hosting organisations of activities, if they held non-substantive positions in the organisation without involving any pecuniary interests or other interests, they could participate in the discussion and resolution in connection with the funding applications concerned. If they held substantive positions in the organisations concerned without involving any pecuniary interests or other interests, they were not required to withdraw from the meeting while the funding applications concerned were being examined, but should remain silent during the discussion and abstain from resolution or voting in connection with the funding applications concerned. Nevertheless, the ATRC could ask them to provide supplementary information where necessary. 52. Members agreed with the Chairman’s suggested approach.

(1) Two funding applications submitted by Tai Po Sports Association 53. The Chairman reminded that Mr. LI Kwok-ying, the Vice-chairman, Mr. CHAN Siu-kuen and Mr. MO Ka-hung, Joseph, who were shown holding substantive positions in the hosting organisation in the declaration of interests form, had to remain silent during the discussion and abstain from resolution or voting. The ATRC, however, could ask them to provide supplementary information where necessary. 54. The ATRC resolved to:

(i) allocate $84,850 to the captioned organisation for co-organising Sports Activity Anniversary Integrated Prize Presentation Ceremony 2018-2019 with the LCSD, and to waive the funding ceiling for the expenditure items marked and in Appendix I to the paper.

(ii) allocate $85,000 to the captioned organisation for organising Tai Po Sports Association Project Fitness for All.

55. The Chairman reported that the expenditure for the afore-mentioned activities would be listed under “District Recreation and Sports Activities” of the ATRC in the 2018/19 financial year. (2) Five funding applications submitted by Tai Po District Arts Advancement Association 56. The Chairman reminded that Mr. CHAN Cho-leung and Ms. WONG Pik-kiu, who were shown holding substantive positions in the hosting organisation in the declaration of interests form, had to remain silent during the discussion and abstain from resolution or voting. The ATRC, however, could ask them to provide supplementary information where necessary. 57. The ATRC resolved to:

(i) allocate $46,316 to the captioned organisation for organising Chinese Musical Instrument Class (III).

(ii) allocate $21,640 to the captioned organisation for organising Tai Po Children Choir (III).

(iii) allocate $17,574 to the captioned organisation for organising Integrated Dance Class (III).

(iv) allocate $94,600 to the captioned organisation for co-organising School Choir Partnership Scheme 2018-2019 with the Department of Cultural and Creative Arts of the Education University of Hong Kong, and to waive the funding ceiling for the expenditure item marked in Appendix VI to the paper.

(v) allocate $26,642 to the captioned organisation for organising Tai Po Arts and Culture Night 2018, and to waive the funding ceiling for the expenditure items marked and in Appendix VII to the paper.

58. The Chairman reported that the expenditure for the afore-mentioned activities would be listed under “District Arts and Cultural Activities” of the ATRC in the 2018/19 financial year.

(3) One funding application submitted by Sai Kung North Rural Committee 59. The Chairman reminded that Mr. Rex LI, who was shown holding a substantive position in the co-hosting organisation in the declaration of interests form, had to remain silent during the discussion and abstain from resolution or voting. The ATRC, however, could ask him to provide supplementary information where necessary. 60. The ATRC resolved to allocate $45,000 to Sai Kung North Rural Committee for organising Joyful Celebration of Mid-Autumn Festival in Sai Kung North, and to waive the funding ceiling for the expenditure item marked in Appendix VIII to the paper. 61. The Chairman reported that the expenditure for the afore-mentioned activity would be listed under “Mid-Autumn Festival” of the ATRC in the 2018/19 financial year. (4) 17 funding applications submitted by local groups 62. The ATRC resolved to:

(i) allocate $10,260 to the Mutual Aid Committee of Wan Lam House for organising Summer Family Swimming Tour.

(ii) allocate $3,480 to the Residents Association of King Nga Court for co-organising Nature, Ecosystem and Historical Sites Tour with the Owners’ Corporation of King Nga Court.

(iii) allocate $1,740 to the Owners’ Corporation of Wang Fuk Court for organising Wang Fuk Court Day Tour.

(iv) allocate $9,000 to the Residents Association of Tai Po Ming Nga Court for organising Summer Breeze Swimming Day Tour.

(v) allocate $18,720 to the Owners’ Corporations of Po Nga Court (Block A, B, C) for organising Tai Po Po Nga Carnival.

(vi) allocate $17,220 to the Owners’ Corporation of Fu Shin Estate for organising Fu Shin Mid-Autumn Festival Celebration.

(vii) allocate $31,360 to Wan Tau Tong Community Activity Association for organising Wan Tau Tong Celebration for All in the Year of Dog.

(viii) allocate $14,610 to the Mutual Aid Committee of Yee Lai House for organising Yee Lai FUN Carnival.

(ix) allocate $5,220 to the Owners’ Corporation of Tai Po Plaza for organising Tour for the Residents in Tai Po Plaza.

(x) allocate $28,000 to the Owners’ Corporations of Ming Nga Court (Block A, B, C) for organising Integrated Carnival for National Day and Mid-Autumn Festival.

63. The Secretary indicated that pursuant to Order 7(a)(i) of the Guideline on Allocation of District Council Funds, the maximum amount of DC Funds a local group could apply for was no more than 90% of the actual expenditure of the activity. To be classified as a local group, it had to fulfil three conditions as follows:

(i) its registered address was inside Tai Po District;

(ii) it was financially independent; and

(iii) it was set up mainly to serve the Tai Po community and people who lived, worked or studied in the district.

64. The Secretary continued that although the current registered address of Tai Po Rugby Football Club (“TPRFC”) was in Sha Tin District, the organisation had indicated that it had submitted an application to the Licensing Office of Hong Kong Police Force on 11 June 2018 to change its registered address to Tai Po District. It was expected that its registered address could be successfully changed on or before 10 September 2018. In addition, the organisation was financially independent and was set up mainly to serve the Tai Po community and people who lived, worked or studied in the district. Therefore, if the ATRC agreed to allocate funding to the TPRFC, the Secretariat would issue the funding approval letter concerned after the organisation had successfully changed its registered address to Tai Po District. If the organisation failed to change its address as scheduled, the funding application concerned would be discussed at the next ATRC meeting. 65. Members agreed with the afore-mentioned arrangement and resolved to allocate $53,406 to the TPRFC for organising Generation Y – Tai Po Super Rugby. 66. The ATRC continued to resolve to:

(i) allocate $30,120 to the Owners’ Corporation of Tai Po Elegance Garden for organising Mid-Autumn Festival Carnival 2018.

(ii) allocate $12,000 to Yiu Ming Sing Cantonese Opera for organising Cantonese Opera – The Lotus Lamp (Teenage Version).

(iii) allocate $12,000 to Salvation Army Taipo Multi-Service Centre for Senior Citizens for organising Singing Performance 2018-2019.

(iv) allocate $4,570 to the Owners’ Corporation of Casa Marina II for organising Mid-Autumn Festival Gala @ Casa Marina II.

(v) allocate $97,860 to Lam Tsuen Village Office (“Village Office”) for the publication of Lam Tsuen Chronology.

(vi) allocate $12,000 to Him Wo Chinese Opera Group for organising Him Wo Chinese Opera Show.

67. As regards the funding application for the publication of Lam Tsuen Chronology, Mr. LAU Yung-wai opined that many districts in Hong Kong had lost their important text records. As such, he agreed with and appreciated the publication of Lam Tsuen Chronology by the Village Office. He also hoped that the Village Office could place emphasis on traditional activities such as Ta Chiu Festival and parades, etc., while editing Lam Tsuen Chronology, so as to ensure that the relevant historical information could be passed on. 68. Mr. Terence LEE responded that the Secretariat would reflect Mr. LAU Yung-wai’s comments to the relevant organisation after the meeting. (Post-meeting note: The Secretariat had forwarded Mr. LAU Yung-wai’s comments to Lam

Tsuen Village Office after the meeting.) 69. The Chairman reported that the expenditure for the afore-mentioned activities would be listed under “Application for Other Activities” of the ATRC in the 2018/19 financial year. (5) One funding application submitted by the Working Group on Promotion and

Publicity 70. The ATRC resolved to allocate $260,000 to the WGPP for producing large-sized hanging calendars for 2019 and medium-sized lai-see packets for the TPDC. 71. The Chairman reported that the expenditure for the afore-mentioned activity would be listed under “Promotion and Publicity Activities” of the ATRC in the 2018/19 financial year. (6) One funding application submitted by Tai Po Education Sector Cultural Exchange

72. The Chairman said that the TPEA proposed to put the geographical models and 3D printing landmark models of Tai Po produced for the activity in Tai Po Arts Centre. The details concerned, however, had to be discussed after Tai Po Arts Centre had been established. 73. The ATRC resolved to allocate $200,000 to the captioned organisation for co-organising Looking Back at Tai Po – Workshop and Exhibition of 3D Printing Technology with the WGPP. 74. The Chairman reported that the expenditure for the afore-mentioned activity would be listed under “Promotion and Publicity Activities” of the ATRC in the 2018/19 financial year. (7) Two funding applications related to the Long-term Training Programme for Tai Po

Athletes 75. The Chairman reminded that Mr. LI Kwok-ying, the Vice-chairman, Mr. CHAN Siu-kuen and Mr. Joseph MO, who were shown holding substantive positions in the applicant organisation in the declaration of interests form, had to remain silent during the discussion and abstain from resolution or voting. The ATRC, however, could ask them to provide supplementary information where necessary. 76. The ATRC resolved to:

(i) allocate $27,372 to the TPSA for organising Basketball Training for the Elite Athletes in Tai Po District.

(ii) allocate $29,148 to the TPSA for organising Table Tennis Training for the Elite Athletes in Tai Po District.

77. The Chairman reported that the expenditure for the afore-mentioned activities would be listed under “Long-Term Training Programmes for Tai Po District Athletes” of the ATRC in the 2018/19 financial year. (8) Three funding applications for activities co-organised by the District Fire Safety

Committee (Tai Po District) and the Tai Po District Office 78. The ATRC resolved to:

(i) allocate $99,000 to the Working Group on Fire Prevention under the Committee concerned for organising Working Group on Fire Prevention Activity.

(iii) allocate $97,600 to the Working Group on Publicity and Education under the Committee concerned for organising Tai Po District Fire Prevention and Fire Safety Carnival.

79. The Chairman reported that the expenditure for the afore-mentioned activities would be listed in “District Fire Safety Committee” under “Other Activities Programme” of the ATRC in the 2018/19 financial year. (9) Amendments to four activities that had secured the funding approval of Tai Po

District Council 80. The Secretary reported the following amendments to four activities that had secured the TPDC’s funding approval:

(i) Wisenice Club had written to change the name of the activity, Celebration of Parents with Songs and Melodies Carnival, to Celebration of Parents with Songs and Melodies Carnival cum Children Talent Show.

(ii) The Owners Corporation of Tai Wo Estate had written to change the date of the activity, Delightful Music for the Elderly, from 24 June 2018 to 25 November 2018.

(iii) The TPSA had written to change the date of the activity, the 7th New Territories Inter-District Rugby Championship, from 26 August 2018 to 9 September 2018.

(iv) Fei Sing CLUB had written to change the date of the activity, Singing You the Best Songs, from 26 August 2018 to 17 August 2018.
