BACKGROUND
State and Federal Blackspot Variations
As a result of the delay in the state government approving funding for Blackspot projects,
finalisation of the 2018/19 works program could not be concluded during the 2018/19 budget
formulation process. The City has since been advised that ministerial approval for
the Blackspot projects has been granted.
Further advice was also received relating to eligible reserve projects which have been offered
to the City in addition to the originally approved project list.
A total of 14 Blackspot submissions were made by the City, with two being successful in
receiving federal Australian Blackspot (ABS) funding, eight receiving State Blackspot (SBS)
funding and four not successful in receiving funding at all.
Additionally, detailed traffic assessment and modelling of the project relating to the proposed
improvement to the intersection of Mason Road and Warton Road has identified that the
proposed works would be inefficient with increases in traffic volumes during peak times,
which has necessitated the withdrawal of this project.

In order to accommodate the changes in the funding for grant and municipal funding streams,
an amendment to the 2018/19 Budget for Blackspot projects and other proposed projects is
required for the following reasons:
1. The approved 2018/19 Budget included two Federal Blackspot projects that were not
successful but which received State Blackspot funding – with a change from 100%
grant funding to 67% grant funding.
2. Four projects did not receive state or federal funding but which had been included in
the 2018/19 Budget.
3. One project received reserve funding which had not been included in the
2018/19 Budget.
4. As reported above, the Mason Road project does not provide sufficient benefit and has
been withdrawn by the City. Further investigations are being carried out to identify the
optimal solution to meet the required technical thresholds.

1. Forrest Road is a staged State Blackspot project over 2 years.
2. The Railway Avenue/Centre Road intersection is a staged State Blackspot project over 2 years.
The municipal contribution in the 2018/19 FY for this project is $2,454 less than the normal 33%
contribution required for the 2018/19 FY but which will be made up with an equivalent increased
contribution in the 2019/20 FY when stage 2 of this project is completed.
In order to accommodate these changes, a number of budget amendments are proposed.

BACKGROUND
At its meeting of 12 February 2018, Council referred the matter of the feasibility of utilising
trackless trams within the City of Armadale to the Technical Services Committee.
Subsequently, at its 12 March 2018 meeting, Council considered the referral matter; resolving
that the feasibility of utilising trackless trams would be investigated further, with comments
invited from Main Roads Western Australia and the Public Transport Authority
(recommendation T20/3/18 refers).
This report serves to provide Council with an update on the investigations following
consultation with the relevant authorities.

DETAILS OF PROPOSAL
The City requested comments from Main Roads Western Australia, the Department of
Transport and the Public Transport Authority, as to whether, as the authorities responsible for
Public Transport, they have:
any standards or guidelines that relate to the implementation of a guided tram/bus
system
studied or considered the use of guided bus technology
any comments regarding the application of guided bus technology in addressing the
proposed high priority transit corridor connecting outer regional centres to key
community infrastructure
Feedback from all three agencies was received and an overview of their responses is
presented below.
Department of Transport
The Department of Transport (DOT) advised that they have recently begun the early stages of
planning for a light rail in Perth, further adding that the planning phase will include a review
and evaluation of a range of technologies and systems with and without tracks.
DOT did note that any system that relied on painted road markings for guidance would
require consultation with and approval by Main Roads Western Australia.
Main Roads Western Australia
Main Roads Western Australia (MRWA) advised the City that there is no current provision
for trackless tram technology within the existing road network. MRWA further added that
such technology would require significant analysis and research to implement and keep
operational.
Public Transport Authority
The Public Transport Authority (PTA) responded by informing the City that the PTA had not
undertaken any investigations nor developed operational standards or guidelines for trackless
tram technology.

COMMENT
In addition to the comments provided above, the City is advised that the state government is
in the early stages of investigating and researching trackless tram or guided bus technology.
The state government’s light rail focus is currently on Perth’s inner city suburbs as identified
by the Department of Transport.
Further, the Sustainable Built Environment National Research Centre (SBENRC) is a key
research organisation focusing on environmental, social and economic sustainability.
Project 1.55 - Integrated Cities: Procuring Transport Infrastructure through Integrating
Transport, Land Use and Finance is currently researching trackless trams (guided bus)
technology, in addition to identifying new economic models for delivering integrated
transport solutions with land development. A copy of the Project 1.55 Fact Sheet is attached
to this report (Attachment 1).
Led by Professor Peter Newman, this project will focus on how private finance and
private/public partnerships can be used to deliver integrated transport solutions such as
trackless trams. MRWA are a partner of the SBENRC.
Given the significant amount of research and collaboration required to implement a trackless
tram solution, it is difficult to advocate for trackless tram technology prior to understanding
the outcomes of the Sustainable Built Environment National Research Centre Project 1.55 -
Integrated Cities: Procuring Transport Infrastructure through Integrating Transport, Land
Use and Finance.
Taking into consideration that this area of public transport is a very specialised technical area,
it would most likely be more appropriate for such research to be undertaken by the authorities
tasked with this function in conjunction with research and academic institutions.
CONCLUSION
Correspondence from Main Roads Western Australia, the Department of Transport and the
Public Transport Authority has identified that further research and investigation is required
regarding the potential adoption of trackless trams within the Perth metropolitan area.
Research into integrated transport infrastructure solutions is currently being undertaken by
the Sustainable Built Environment National Research Centre led by Professor Peter Newman.
The the outcomes of Sustainable Built Environment National Research Centre Project 1.55 -
Integrated Cities: Procuring Transport Infrastructure through Integrating Transport, Land
Use and Finance will serve to guide the transport authorities with regard to the adoption of
trackless tram technology and the City will keep abreast of the findings of the report.

BACKGROUND
Tender 19/18 for Wet Hire and Operation of Skid Steer Loader in Parks Public Open Space
was advertised in the 1 September 2018 edition of the West Australian newspaper and in a
notice which was displayed on the Administration Centre, Armadale, and Kelmscott
Libraries’ public notice boards.
The City seeks the provision and operation of a reduced size skid steer loader by an
experienced owner operator who can demonstrate extensive knowledge of safe and effective
skid steer loader operation specific to public open space parkland environments. The
successful contractor will be required to be dynamic and responsive in their approach to the
various activities undertaken by the City.

The work activities required to be carried out shall consist of, but not be limited to, the
following general activities:
Erection and maintenance of own site safety equipment including the erection and
maintenance of appropriate site safety signage, provision of safe work methods in
accordance with the City’s requirements and instructions.
Various machine operational activities on sensitive fine turf playing surfaces and
passive open spaces, not limited to top dressing with sand, grass removal, removal of
sporting infrastructure.
Earthmoving activities as part of the City’s annual capital works construction program
including playground pit construction, boxing out, fine grading and earth shaping works
within fine tolerances (<20mm).
Preparation of various sand pads, pathway alignments to set levels.
Assistance with construction of reconstituted concrete block edging and retaining walls
(block lifting).
Playground renewal works.
Assistance with efficient and effective removal of illegally dumped rubbish from parks,
road reserves and natural areas.
Assistance with the safe handling and removal of dumped asbestos under instruction
from the City’s licensed asbestos removal contractor.
Construction works and firebreak maintenance activities in sensitive bushland
environments.
Assistance with the coordination of other relevant contractors on works sites,
ie collection of load dockets, traffic management dockets, load deliveries, etc.
DETAILS OF PROPOSAL
Council approval is sought to award Tender 19/18 Wet Hire and Operation of Skid Steer
Loader in Parks Public Open Space for an initial term commencing 1 December 2018 and
expiring 31 May 2020 with an option to be extended for a further two (2) periods of
twelve (12) months up to 31 May 2022.

Analysis
Tender 19/18 Wet Hire and Operation of Skid Steer Loader in Parks Public Open Space
closed at 2.00pm on 25 September 2018. Tenders were received from:

No tenders were received after the close of deadline. All tenders were evaluated against
compliance criteria and all were found to be conforming.
An evaluation process was undertaken having specific regard to the following Qualitative
Criteria:
Relevant Experience (50% weighting)
This criterion required tenderers to provide a contract brief for at least three examples of
similar contracts in various public parks open space settings for a minimum period of five (5)
years including details of:
the contracted works including each service requirement
how the contractor worked effectively with the client and other contractors
issues that arose during the contract and how these were managed
how safety was maintained
contact information of a client referee and other onsite contractor reference (if
applicable) for each project
Byford Bobcats best addressed this criterion and exceeded the requirements for each section.
When compared to other tenderers, Byford Bobcats provided clear, concise and relevant
project reference sheets which detailed their extensive experience in undertaking similar
works in public open spaces. A strong emphasis on site safety, damage minimisation and
working effectively with other contractors, the public and staff was evident in the submitted
documentation that exceeded the specified minimum five years’ experience working in parks.

Key Personnel, Skills and Resources (20% weighting)
This criterion required tenderers to provide/demonstrate:
details of designated plant including age and maintenance processes
curriculum vitae noting experience and role of key operational personnel in similar
works
licences to operate plant
availability, response timeframes and capacity to fulfil contract requirements
Most tenderers addressed this criterion with slight variations with regard to the extent and
clarity of detail provided. All tenderers were identified to have appropriate equipment for the
purpose and provided or noted Certificates of Competency for the operation of specified
machinery.
Byford Bobcats’ tender addressed all criteria fully and was stronger than the other tenders.
Their tender demonstrated a strong understanding of the works required under the contract
with 30 years of experience in undertaking similar works in a public parks setting.
Pricing (30 % weighting)
This criterion required tenderers to submit prices for the services outlined in the tender
specification.
The prices were structured on an hourly basis Schedule of Rates table, with the evaluation
panel comparing provided hourly rates based on an equivalent machinery size and standard
bucket attachment if tenderers offered multiple options.
The weighted cost method was used in the evaluation of the tender. The tenders were ranked
according to the qualitative criteria and then the evaluation panel assessed the price
component to determine the tender that is most advantageous to the City.

CONCLUSION
Tenders for Wet Hire and Operation of Skid Steer Loader in Parks Public Open Space were
recently invited with four (4) tenders being received and assessed by an evaluation panel
against compliance and qualitative criteria.
The result was that the tender received from Byford Bobcats represented the most
advantageous tender to the City.
The evaluation panel therefore recommends that the contract be awarded to Byford Bobcats
for a period of eighteen (18) months.
NB: The Confidential Attachment to this report detailing the recommended tenderer’s
price/consideration will be made public when Council has accepted the successful
tender.

4.1 - URBAN FOREST POLICY/SOLAR PANELS (REFERRAL ITEM)
At the Council meeting held on 10 September 2018, Cr J Munn referred the following matter
to the Technical Service Committee:
That the matter of the environmental conflict between the urban forest policy and the
need for solar panel use, especially in reference to long verges, be referred to the
Technical Services Committee.
Comment from Cr J Munn
Complaints have been received from some residents regarding street trees shading their solar
panels. This is a problem particular to new areas however also affects older areas of
Armadale.
To alleviate shade falling over solar panels and any possible future issues, the City could
consider planting trees with a growth height of approximately 2m on long boundaries.
Pollarding of trees could also alleviate this.
A suggested recommendation could be “that council officers investigate the issue of verge
trees shading residents’ solar panels”.
Officer Comment
The City’s Policy and Management Practice ENG 6 – Street Trees governs the management
of all street trees within the City. It is considered that the above matter is best addressed in
conjunction with a review of the existing Policy and Management Practice. Accordingly, it is
proposed that this referral item be investigated and considered in detail as part of a review of
ENG 6 – Street Trees and that a report be presented to a future Technical Services Committee
meeting for Council’s consideration. The report would recommend any proposed changes to
ENG 6 – Street Trees to address the purported conflict between the installation of solar panels
and tall growing street trees.
The suggested officer recommendation is therefore:
That Council note that Policy ENG 6 – Street Trees, will be reviewed, taking into account the

BACKGROUND
Following the Local Government Elections on 21 October 2017, Council considered the
matter of Councillor representation to a number of external advisory, reference and working
groups. One of the groups considered was the South East Metropolitan Regional Road
Sub-Group (hereafter referred to as the Sub-Group) and at its 13 November 2017 meeting
Council appointed Councillors R Butterfield and K Busby to the group as the elected member
delegate and deputy delegate respectively, for the period November 2017 to October 2019
(T94/11/17 refers).
The Metropolitan Regional Road Group (MRRG) manages and administers state allocated
funding for road projects and Blackspot programs on the local road network of the
Metropolitan Region. Metropolitan local governments are divided into six sub groups with
membership being an Elected Member and Technical Representative from each local
government.
The Sub-Group assists in informing the decisions of the MRRG and comprises members
from the Town of Victoria Park, City of Gosnells, City of Armadale, City of Belmont, City of
Canning, City of South Perth, and the Shire of Serpentine Jarrahdale as well as
representatives from the West Australian Local Government Association (WALGA) and
Main Roads Western Australia (MRWA).
The Executive Manager Technical Services, Mr Theo Naudé who was recently elected as the
Chairperson of the Sub-Group and is the technical representative from the Sub-Group to the
Metropolitan Regional Road Group; the Manager Engineering Design and Councillor
Butterfield, currently attend the Sub-Group meetings on behalf of the City.

DETAILS OF PROPOSAL
Councillor Busby (the current deputy delegate to the Sub-Group) has recently written to the
City advising that he is unable to attend the Sub-Group meetings due to scheduling conflicts
and has requested a replacement deputy elected member delegate be nominated to take his
place. Historically, elected member representatives to the Sub-Group have been members of
the Technical Services Committee.
As the deputy elected member delegate to the Sub-Group, the deputy would need to
participate in the Sub-Group meetings and provide input into the decisions of the Sub-Group
in the absence of the appointed elected member. The role of the elected member delegate to
the Sub-Group is ongoing and is filled following each local government election.
COMMENT
Participation in the Metropolitan Regional Road Sub-Group:
Allows for input into the project’s priorities under the State Roads Funds to Local
Government Agreement, now and in the future.
Assists in ensuring that the outcomes of the Metropolitan Regional Road Group and
the funds expended under the State Roads Funds to Local Government Agreement are
aligned with the City’s priorities.
Assists in raising the profile of the State Roads Funds to Local Government
Agreement and its supporting governance arrangements across the City.
The Sub-Group meets twice per annum, usually mid week and always during business hours,
with the meetings being approximately two hours duration.
CONCLUSION
Participation in the Metropolitan Regional Road Sub-Group by an elected member assists in
raising the profile of the group’s activities across the City. Participation also assists in
ensuring that the outcomes of the Metropolitan Regional Road Group and the funds expended
under the State Roads Funds to Local Government Agreement are in line with the City’s
priorities.
It is therefore recommended that Council nominate a new deputy delegate to the Metropolitan
Regional Road Sub-Group to replace Councillor Busby, with the deputy delegate attending
the Sub-Group meetings in the event that the nominated delegate (Councillor Butterfield) is
unavailable. The deputy delegate is recommended to be appointed through to October 2019
when nominations of new elected member delegates will be sought at the conclusion of the
next Local Government Elections.

EXECUTIVE DIRECTOR TECHNICAL SERVICES REPORT
1. Current Works - Parks Services
The Executive Director Technical Services advised that the Manager Parks Services would
make a presentation regarding works recently completed by the City’s Parks Services
department.
2. Speed Sign
The Executive Director Technical Services presented a short video of a trial radar activated
measurement speed sign that is currently installed on Paterson Road, Roleystone. The signs
measure the speeds of approaching vehicles, followed by a ‘smiley face’ when the speed is
below the posted speed, or a notice to ‘slow down’ if above the posted speed.
The signs are solar powered, are attached to existing poles and are easily moved to different
locations. These signs also record the speed of the vehicle, which can be used for the creation
of speed profiles for particular sections of roads.
The City has identified areas where complaints of speeding have been received and it is
anticipated the sign would be left in situ for approximately two weeks then moved to another
location. The City is investigating the possibility of purchasing more of the signs to be placed
in other identified areas once the effectiveness of the trial sign has been assessed.
